1 Somali Youth Development Fund Somali Youth Development Fund As a partner in the Building Community Resilience initiative, is administering the Somali Youth Development Fund, which will support positive youth development activities, community engagement, and capacity building for Somali-led community-based organizations. is working with members of the Somali American Task Force and others to identify community needs, assets, and capacity building requirements of Somali-led nonprofits serving youth and families. With $400,000 in U.S. Department of Justice and private funding, will oversee a transparent and competitive grantmaking process designed to enable youth engagement, prevention, and intervention activities to help build the resiliency of the Somali Minnesotan community and address structural challenges facing Somali youth. Funding decisions will be made in February The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidate organizations that present evidence-based programs; and bring together community representatives, public safety officials and religious leaders to build resiliency in the Somali community. Examples of projects eligible for funding include: expanded youth programming, mentoring opportunities, peace building, youth entrepreneurship, job training, as well as other innovative programs that empower young Somali Minnesotans. Proposal Guidelines This Request for Proposal lays out the requirements for an open and competitive process. Proposals will be accepted until January 29, 2016 at midnight. Any proposal received after this date will not be accepted. All proposals must be approved by an official agent or representative of the organization submitting the proposal. Funded projects must provide culturally and linguistically relevant services and focus on Somali youth and your adults in Minnesota, with particular focus on the Twin Cities; 2. Applicants are highly encouraged to partner and collaborate with other organizations in order to leverage and maximize impact; and 3. will strongly consider programs that balance the use of evidence-based interventions with innovation. Proposal Evaluation Criteria will evaluate all proposals based on the following criteria. To ensure consideration for this request for for proposal, proposals should address all of the following criteria: 1. Overall proposal suitability: Proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organized manner; 2. Programming: Implement an asset based approach in youth programs while taking into consideration the components of the Building Community Resilience Framework; 3. Organizational Experience: Organizations will be evaluated on thier experience as it pertains to administering youth programs, collaborations, and previous work with Somali youth in Minnesota in the areas of engagement, prevention, and intervention; 4. Timeline: Realistic and achievable proposed timeline; 5. Ability: Capacity to implement the project; and 6. Budget: Reasonableness of project budget.
