3 INTRODUCTION The Housing Authority of New Orleans (HANO) is committed to providing maximum economic opportunity to Disadvantaged Business Enterprises (DBE), including Minority and Women Owned Businesses (DBE), and Section 3/Resident Owned Businesses. HANO s objective is to promote DBE and Section 3 participation in the performance of contracts, financed in whole or in part with federal funds. Additionally, to ensure that bidders, proposers and/or contractors and their subcontractors or suppliers will take all necessary and reasonable steps to ensure the DBE, WBE and Section 3/Resident Owned Businesses will have the maximum opportunity to complete for and perform contracts financed in whole or in part by federal funds. 3
4 STATED GOALS The Housing Authority of New Orleans requires that bidders, proposers, contractors and vendors will use their best efforts to facilitate the involvement of DBE, WBE and Section 3/Resident Owned Businesses and Section 3 residents (training and employment opportunities) in the performance of HANO projects in meeting the stated participation goals which are: DBE 20% Section 3 Businesses (Construction) 10% Section 3 Businesses (Non-Construction) 3% SECTION 3 / New Hires 30% Women Owned Businesses 5% 4
