21 Certifications NYS NYC Federal Certifications - NYS MBE - is a business enterprise in which at least fifty-one percent (51%) is owned, operated and controlled by citizens or permanent resident aliens who are: Group Black Definition Persons having origins from any of the Black African racial groups. Hispanic Asian-Pacific Asian-Indian Subcontinent Native American or Alaskan Native Persons of Mexican, Puerto Rican, Dominican, Cuban, Central or South American descent of either Native American or Latin American origin, regardless of race. Persons having origins from the Far East, Southeast Asia or the Pacific Islands. Persons having origins from the Indian subcontinent. Persons having origins in any of the original peoples of North America. WBE - is a business enterprise in which at least fifty-one percent (51%) is owned, operated and controlled by citizens or permanent resident aliens who are women.

An eligible business also must have: Been selling products or services for a period of at least one year prior to the date of application. A real and substantial presence in the geographic market of New York City, which includes the five boroughs of New York City and the following counties: Nassau, Putnam, Rockland, Suffolk, and Westchester in New York, and Bergen, Hudson, and Passaic in New Jersey. Businesses located outside of New York City must have a significant tie to the City's business community (e.g., have derived 25% or more of gross receipts from business conducted in the City, possess a license issued by the City, etc.)

Performing at least 25% of its work in an economically depressed area in New York City, or employ a workforce of which at least 25% are economically disadvantaged persons. Earning annual gross receipts of less than $2 million for all construction and construction -related work within the last three years. Selling products or services for a period of at least one year prior to the date of application.

27 Certifications NYS NYC Federal Certifications - NYC Emerging Business Enterprise (EBE) Certification - Eligibility Requirements A Sole Proprietorship, General Partnership, Limited Partnership, Limited Liability Partnership, Limited Liability Company, or Corporation. Not for Profit organizations are not eligible for EBE certification. Authorized to do business in New York State. At least 51% owned, operated, and controlled by persons who can demonstrate social and economic disadvantage who has have experienced chronic and substantial negative treatment in the United States. Socially and economically disadvantaged owner(s) whose combined interest totals 51% or more ownership of the business Owner net worth must be less than $1 million. An eligible business also must have: Been selling products or services for a period of at least one year prior to the date of application. 30 Certifications NYS NYC Federal Certifications - Federal SDB - Small Disadvantaged Business (voluntary) The firm must be 51% or more owned and control by one or more disadvantaged persons. The disadvantaged person or persons must be socially disadvantaged and economically disadvantaged. The firm must be small, according to SBA s size standards 8(a) Business Development Program The business must be majority-owned (51 percent or more) by an individual(s). The individual(s) must be an American citizen, by birth or naturalization. The business must be majority-owned (51 percent or more) and controlled/managed by socially and economically disadvantaged individual(s). The individual(s) controlling and managing the firm on a full-time basis must meet the SBA requirement for disadvantage, by proving both social disadvantage and economic disadvantage. Benefits The federal government has a goal of awarding 3% of all dollars for federal prime contracts to HUBZone-certified small business concerns.
