I would like to take this opportunity to report in to you on several recent and on-going activities led by our Board members and committees. First, with the issuance of the San Francisco Business Times September supplement of the Excellence in Structural Engineering Awards, the awards program has come to an exciting finish. Secondly, in anticipation of the upcoming Great California ShakeOut scheduled for October 20th, coinciding with the Bay Area s annual commemoration of the October 17th Loma Prieta Earthquake anniversary, several related earthquake awareness activities are underway. The SEAONC 2011 Excellence in Structural Engineering Awards advertorial supplement in the September 16th issue of the San Francisco Business Times (SFBT) was distributed on-time and on-budget. With a record number of award entries and awarded projects this year, the 24-page supplement marks the 5th consecutive year of the SEAONC SFBT awards advertorial. All SEAONC members should have received a hardcopy of the supplement by mail directly. We congratulate and thank Director Dick Dreyer, the Awards Committee and Tom Van Ess, Account Executive at SFBT, in their tireless efforts in coordinating the funding and layout of the awards advertorial supplement. As originally envisioned and proposed by past-director Peter Revelli ( ), the SFBT awards adverto- SEAONC Dinner Meeting Continued on Page 2 Tuesday, October 4, 2011 City Club, San Francisco see above for more info October 4th Dinner Meeting & Committee Outreach Night Behavior of Protective Systems Structures during the March 11, 2011 Great Tohoku Earthquake Forell/Elsesser Engineers returned from an earthquake reconnaissance trip to Japan as part of a collaborative team with National Science Foundation (NSF) and the Earthquake Engineering Institute (EERI). As part of this team, Geoff Bomba SE, performed an investigation on the structural response of seismically isolated and energy dissipation structures in the March 11, 2011 Great Tohoku Earthquake and Tsunami. Despite the great tragedy in Japan, the recent Tohoku Earthquake provides useful data that showed seismically isolated structures performed very well compared to conventionally designed structures that experienced both structural and nonstructural damage. The discussion will include comparisons between nearby conventional structures with structures that are seismically isolated. In addition to seismically isolated structures, there are also structures with energy dissipating devices that underwent strong shaking and the data available will be discussed. The magnitude and duration of the Tohoku earthquake produced movements in these systems that far exceed anything ever measured in previous earthquakes, anywhere in the world. As a result of the Tohoku earthquake Japan has become, in essence, a living laboratory for earthquake protection systems. Never before has there been this chance to observe the performance of full-scale structures with seismic protective systems, subject to long-duration, low-frequency, high amplitude ground shaking like that of the Tohoku earthquake. 2 President s Message (Cont. from Page 1) rial supplement now has a paid circulation and distribution of approximately 17,000 copies reaching a readership of approximately 80,000 in the greater San Francisco Bay Area. The September edition of the SFBT focuses on construction, engineering and architecture. A remarkable attribute of the awards SFBT supplement as originally developed by Peter is that the SEAONC budget for this effort is zero. In past years, a 16-page supplement was adequate. However, this year the format grew to 24 pages to display the 20 awards this year and supporting ads. At 24-pages, the required advertorial revenue was $40,000 which represented a formidable task for the Committee and the Board to help generate. Again, I especially thank those firms, companies and industry partners that contributed in making this advertorial possible which would not be possible without their commitment and support. A limited number of additional hardcopies of the SFBT supplement are available at the SEAONC office. Additionally, note that an electronic version of the SFBT supplement can be found on the SEAONC website at the following link The SFBT awards supplement has represented a good opportunity for SEAONC to self-promote its membership and the structural engineering profession. With this effort, along with the May dinner meeting Awards Ceremony this past year, led in spirited fashion by Dick Dreyer and Maryann Phipps, SEAONC is proud to celebrate the excellent work and contributions of its membership. In the coming year, Director Mike Gemmill, along with Dick Dreyer, will lead the Awards program. In another recent activity related to earthquake awareness, preparedness and mitigation, the Board, led by Kelly Cobeen has been organizing discussions of potential activities that SEAONC could plan around in the momentum and build-up to The Great California ShakeOut scheduled for Thursday, October 20th at 10:20am ( org). These discussions have included Board Contacts, Colin Blaney and Michael Gemmill, with Committee Chairs, Bryan Cortnik/Seismology, Kathy Martin/Disaster Emergency Services, and Marko Schotanus/Existing Buildings. The goal of these discussions is to explore meaningful ways for SEAONC participation both this year and also to plan ahead for potential activities for the 2012 ShakeOut event next year. Last month, in following up on a request by KTVU Channel 2 Oakland, SEAONC identified three Bay Area retrofitted residences for filming to be used by KTVU in their telecasts. The objectives were to (1) demonstrate examples of priority types of seismic mitigation retrofit work; (2) that retrofits are possible; (3) that cost effective and practical solutions are available, and (4) that this type of work is occurring on a regular basis. The filming, conducted in September, featured Board member Colin Blaney conducting a tour of a retrofitted San Francisco multi-family soft story/weak story building. Additionally, Board member Kelly Cobeen conducted a tour of a retrofitted East Bay hillside residence. And, Contractor Sherry Niswander conducted a tour of an Oakland cripple wall house with a Plan Set A retrofit. The films of these example residential retrofits are to be featured in a half-hour KTVU earthquake special, scheduled to air on October 11th at 9:00pm or following the scheduled football game. Kelly Cobeen will also be participating in the Buildings at Risk Earthquake Loss Reduction Summit event scheduled for Thursday, October 13th at the University of Southern California in Los Angeles. The event, highlighted as A Precursor to the Great California ShakeOut on October 20th, is hosted by the Structural Engineers Association of Southern California (SEAOSC). Kelly will be speaking on Seismic Rehabilitation Training for One- and Two-Family Wood-Frame Dwellings. Several other SEAONC members will also be participating in the event. See seaosc.org for additional information. Janah Risha, SEAOSC President, will be providing introductory remarks and moderating the sessions. In speaking with Janah at the SEAOC Convention, he emphasized that there is a clear need for mitigation of earthquake hazards, not just earthquake preparedness, and that mitigation is in the structural engineer s realm we must be proactive and provide leadership. He further emphasized that FEMA has echoed this need. SEAOC 2011 Convention President s Cup By Peter Lee Team SEAONC Fills the Bucket, But, SEAOCC Wins the Cup!! Early on Saturday morning, September 24th at the SEAOC 2011 Convention in Las Vegas, the traditional President s Cup competition was held. SEAOC s central section, SEA- OCC, won the cup in stunning fashion hands down by filling the five gallon bucket with water first. Although, Team SEAONC led the competition through the critical phase of erecting a temporary structure to allow for pulleys to fill two gallon buckets to head-off and fill yonder five gallon bucket, it was unable to find the rhythm to quickly fill the buckets and stay ahead. Team SEAONC was made up of a spirited team which included Adam Azofeifa, Rupa Garai, Tim Nelson, Lindsey Maclise, David Ojala, Chris Putnam and Sabina Shiu. Other SEAONC supporters in the early morning included Laura Weyl, Dick Dreyer, Grace Kang and Doug Hohbach. We thank all for their participation. 4 October South Bay Dinner Meeting DATE & TIME Tuesday, October, :15 pm 8:00 pm: Dinner/Program LOCATION Michaels at Shoreline Redwood City TOPIC Earthquake Damage Assessment and Repair of Woodframe Residential Buildings Following the next major California earthquake, engineers will be called upon for many tasks, including assessment and repair of damaged wood frame residential buildings. With the intent of improving upon the conduct of earthquake damage assessment following the Northridge Earthquake, the Consortium of Universities for Research in Earthquake Engineering (CUREE) undertook a project to collect information on best practices and develop guidelines for damage assessment. The result was the "General Guidelines for the Assessment and Repair of Earthquake Damage in Residential Woodframe Buildings", a 373-page handbook that covers all building components as well as an introduction to earthquakes and geotechnical issues. The CUREE Guidelines has become the de facto standard that will be used by the insurance industry for evaluation of earthquake damage and retention of engineers. One of the engineering challenges following the Northridge Earthquake was the lack of any standard of care for assessment and repair of damage. How detailed must an inspection be? When was invasive testing required? When was a subsurface investigation necessary? What is damage? The Guidelines address these issues and provide guidance based on the consensus of leaders in earthquake engineering in California. John Osteraas, who served as CUREE's Project Manager and editor of the Guidelines, will summarize testing performed and provide an overview of the guidelines, including evaluation of geotechnical effects and assessment and repair of damage to foundations, walls, floors, roofs, crawlspaces, attics, chimneys, and mechanical systems. General guidance for interactions between engineers and their clients will be offered. And as a standard feature of all SEAONC meetings, all your questions will be answered. Presenter Bio JOHN OSTERAAS is a Principal Engineer and Group Vice President at Exponent Failure Analysis Associates with overall responsibility for their Structural, Geotechnical, and Construction Consulting Practices. For over thirty years he has been involved in the investigation of engineering failures, specializing in investigation and analysis of buildings damaged by extreme forces. Dr. Osteraas earned his PhD and MS Degrees in Civil Engineering from Stanford University and his BS in Civil Engineering from the University of Wisconsin. He is a Member and former Board Member of SEAONC, a Fellow of ASCE, and Member of EERI. 5 Summary of CAC Survey Results Thanks to all the SEAONC members for taking time and filling out the Computer Applications Committee (CAC) survey. There were close to 100 responses within the short period of time the survey was made available and we really appreciate the valuable input we received from each of you. Below is a summary of the results. A majority of the survey responders were Design or Project Engineers, one-quarter of the responders were President/ Principal level and one-fifth were Project Managers. The respondents indicated that computer software is generally used more for structural analysis, slightly less often for structural design and very often for construction document delivery. A majority indicated that they also use in-house spreadsheets or other in-house developed programs. Computer software usage for structural analysis and design was three-quarters of the time. BIM usage on the other hand was about one-half. For construction administration, computer usage was about one-third while the project management software was used one-quarter of the time. Out of the options presented, respondents most wanted the CAC to produce seminars, blue book-esque articles, software specific FAQs, online webinars, reviews of structural software programs and technical research papers. Respondents desired the CAC to focus primarily on structural design and analysis software, while almost half of them wanted focus on project delivery software. Additionally, most wanted information on both beginner and advanced topics, with a slight tilt more towards advanced subjects. A large majority of responders wanted to see a dedicated CAC website that could host blogs, articles, forums and discussions. There was fairly high interest in seeing spreadsheet and Visual Basic programming advice. Regarding specific software, almost all the programs including SAP2000, SAFE, RAM and RISA received equal interest in being discussed and researched, with ETabs receiving the most interest. Additionally, software such as Rhino, Perform-3d, ADAPT and spreadsheet programming that were not specifically listed out in the survey also received significant interest via written comments. Overall, respondents wanted information on all types of structural analysis with the highest percentage of respondents indicating interest in Linear Static and Performance based analyses. In terms of BIM and drafting, three-quarters of the respondents desired more discussion/research on Revit, about one-half for Auto- CAD and about one-fifth for other software such as Tekla, Navisworks, Bentley Structural Modeler or Vectorworks. On the whole, there was an extremely positive feedback about the Computer Applications Committee and a wide variety of suggestions and encouraging comments. We will review each comment and try to incorporate them in our future activities. These sections ensure a standard of design that is commensurate with the societal importance of these structures. 7 Maintaining Your LEED AP: LEED AP Credential Maintenance Program By Matthew Kyler, PE SEAONC Sustainable Design Committee On July 20th, 2011, Ms. Mara Baum of HOK presented a seminar to the SEAONC Sustainable Design Committee outlining how to navigate the new requirements regarding LEED AP with specialty. LEED Accredited Professionals who obtained their LEED AP between January 2001 and June 2009 are considered LEED AP without specialty and are referred to by many people as the old LEED AP s. The deadline to opt-in depends on when you took your LEED AP exam, extending from August of this year until late October of this year. To determine if you are still eligible to enroll in the Credentialing Maintenance Program, go to www. gbci.org and login to check your eligibility. If your enrollment window has passed and you decide you would like to become a LEED AP with specialty (you never lose your status as a LEED AP) you will need to sit through the entire LEED AP with specialty exam like any new candidate. If the decision is made to become a LEED AP with specialty, there is no enrollment fee and renewal fees are waved for the first four years. You must agree to abide by the code of conduct set out by USGBC and GBCI as well as agreeing to complete 30 hours of continuing education every two years. Because the continuing education hours for the first reporting period are taking the place of the examination, 24 of the 30 hours are prescriptive and must fall into certain categories depending what type of specialty you are accredited for. For those of us who took the New Construction exam (LEED NC), you are automatically enrolled with a specialty in Building Design + Construction (BD + C) and the prescriptive hours are as follows: - 4 hours Project site factors - 3 hours Water management - 6 hours Project systems & energy impacts - 3 hours Acquisition, installation, and management of project materials - 5 hours Improvements to the indoor environment - 2 hours Stakeholder involvement in innovation - 1 hour Project surrounding & public outreach There are six additional continuing education hours which can fall in any of the above categories but are not prescriptive. After the first two-year reporting cycle has been completed, the LEED AP with specialty will still be responsible for 30 hours of continuing education hours but these hours are not subject to the prescriptive categories above. One thing to keep in mind is for each reporting period, a minimum of six hours must be LEED specific. There are several ways to accrue continuing education hours, including courses from an Education Review Body (ERB) approved by GBCI, live presentations, self study, college or university courses, certificates or professional licenses earned during the reporting cycle, committee or volunteer work, authorship and LEED project participation (the project must be registered with LEED online but does not need to be certified). All of the continuing education hours are self-reported and rely on the honor system. Receipts and certificates do not need to be submitted at the time of renewal. However, a close record should be kept since 1 in 20 renewals will be audited and supplemental information must be provided within 90 days of the audit notification. If the two-year reporting cycle has not ended, additional hours may be earned to satisfy the auditor s requests. If after the two-year reporting cycle you are not able to earn the required 30 hours of continuing education, you revert back to being a LEED AP without specialty. 15 SEAONC Special Projects Initiative 2011 Proposal Solicitation SEAONC s Special Projects Initiative is intended to provide financial support for innovative projects that will serve SEAONC and its members through initiatives that improve and promote structural engineering practice. As outlined below, the scope of possible initiatives is broad with the goal of soliciting creative project proposals from SEAONC members on topics that could not be accomplished through the standard SEAONC committee structure. Subject to the availability of resources and the quality of proposals, SEAONC expects to fund one or more projects per year, through one-year grants with funding up to $10,000 per project. Project Ideas: This special grants initiative covers a broad range of possible projects, with the key requirement that the projects benefit the SEAONC membership, the structural engineering profession at large, and/or the community at large on issues that involve structural engineering. This could occur through the advancement of knowledge, technology transfer, and/or promoting increased awareness of how structural engineering benefits society. Suggested ideas may include but are not limited to the following: Research: Focused technical studies on structural engineering issues. This could include analytical studies on ways to improve specific building code provisions or research to facilitate the introduction of new concepts in design and construction. Alternatively, the research could involve field studies and collection of data on design and construction practices. The grant monies could be used for project expenses, including compensation of the person conducting the research. Testing: Focused testing on an issue of engineering interest. Given the cost of testing, these grants might increase the scope of an existing testing project or for preliminary tests to develop a larger proposal to funding agencies. Publications: Development of a unique publication of value to the SEAONC membership, the engineering community at large, and/or the public. This could be a report or paper, published in either hard copy or electronic form. Community Outreach: Activities that could include planning and conducting summit meetings on timely topics with leaders from industry, or conducting educational seminars for building code officials or key tradespersons whose work impacts the implementation of structural design and construction. Business development: Activities that improve business opportunities for structural engineers at an aggregate level, but not limited to specific firms or individuals. One example might be to host a networking and educational event for structural engineering clients, similar to software companies client conferences. Eligibility: The Principal Investigator and Grant Applicant must be a current SEAONC Member. Proposal Submittal Requirements: Proposal submissions shall consist of a Project Description, Budget and Budget Justification, and Qualifications for the Principal Investigator and other significant project participants. The Project Description is limited to 4 pages (8-1/2 x 11 sheets, single spaced, 11 point font) and shall address (1) the objectives and scope of the project, (2) the project work plan, (3) project deliverables, such as a report, paper, seminar or other outcome, (4) statement of how the activity meets 1

16 the goals of the SEAONC special projects program, (5) project schedule, and (6) list of key personnel and their roles in the project. It is expected that the awardee will as part of the essential project scope present findings at a SEAONC dinner meeting in early 2013, at a date mutually agreeable to SEAONC and the awardee. The Budget and Budget Justification is limited to 1 page and should include a breakdown and brief justification of how the requested funds will be spent. The Qualifications of the Principal Investigator and other key investigators should include a short (2-3 page) resume, including a statement on the unique qualifications of the individual as related to the project. Submittal Process: The proposal, including all of the information requested above and a cover letter, should be sent electronically as a PDF file to the attention of Mr. Ken Miles at kmiles@seaonc.org. Questions regarding the Special Projects Initiative should be sent via to Mr. Ken Miles at the same address. Upon submission you should receive confirmation of your proposal being received. Please contact the SEAONC office, if you do not receive confirmation. The submission due date for proposals is close of business on Wednesday, 30 November Grant Awards and Funding: Proposals will be reviewed and award decisions will be made by the SEAONC Board of Directors. Award decisions are expected to be announced by mid-january 2012 with financial awards to commence by March It is anticipated that the project funding will be awarded in three increments (1) initial award 10% of total budget, (2) interim award made upon receipt of an acceptable progress report made to SEAONC, including accounting statement on funds expended to date 40% of total budget, (3) final award made up submittal of final project report, including accounting statement on funds expended and summary of project deliverables 50% of budget. The project is expected to be completed within one year of the award date; and for budgeting purposes, indirect (overhead) charges are limited to 10% of the award amount. SEAONC reserves the right not to make the final award payment if the final report is not submitted within 6 months of the end of the one-year award period. Any significant changes to the project scope, work plan and/or budget should be submitted in writing for review and approval by SEAONC. Interim Progress Reports: The awardee should report the SEAONC Board of Directors on the progress of the project when milestones are reached or revisions to the project scope are required. Until after the completion of the project and the release of such information to the public, the awardee should not publish, present or distribute to the public or engineering groups, any oral or written conclusions or interim results of the project without the prior consent of the SEAONC Board of Directors. Any permitted interim publication or presentation should indicate that the project is in-progress and contain the language listed below under Final Deliverables. Final Deliverables: The final project deliverables should be submitted to the SEAONC Board of Directors for review of compliance with original proposal submitted before release to the public. By accepting the award, the awardee permits SEAONC or its representatives the right to publish in part or in whole the final project deliverables.
