But 15 years has not changed our commitment to serve the lonely seniors in Singapore. In the midst of busyness in our everyday doing good, however, we can easily lose sight of our initial calling. It is time to go back to basics. In FY 2010/2011 as we celebrated our 15th anniversary, we took this opportunity to reflect upon our past efforts and align what we did to the core objectives laid down by the founding Lions. 3 02 Annual Report 2010/2011 Annual Report 2010/ Message By Chairman I am pleased to report that for the financial year 2010 / 2011, individual Lions Clubs. As a result, the total fund raised was in on Befriending and the Outreach Department will oversee the LB had another eventful and fruitful year. The steadfast support of excess of our non-funded SACs operating expenses by a healthy SACs operation as well as the planning and administration of fund our Befrienders, volunteers, Lions Clubs, donors and networking $502 thousand for the financial year ending 31st March raising activities. We have hired two new senior staff to head the partners has allowed LB to achieve much over the years. All our staff have put in a lot of hard work and displayed great team spirit. I would like to say a very big thank you to everyone. Project Helping Hands for Elderly Monitoring System (EMS) two departments. They are Mr Michael Chua and Mr Norman Tan who are appointed Manager, Befriending Programme and Manager, Outreach Programme respectively. Befriending Programme We continued with the up-scaling of our Befriending Programme which started at the request of MCYS in the year 2009 to reach out to the growing number of seniors that require Befriending This project is a 3-parts collaboration among, LB, The New Paper and Ngee Ann Polytechnic. Ngee Ann Poly students invented the EMS to monitor the seniors non-movement to trigger SMS to caregivers who will respond to help. The New Paper, through their Community Social Responsibility project which they named Project Mr Sou Fa Lee, formerly Operations Manager, is now appointed Senior Manager, Development. He is responsible for projects which include the development of new SACs and the Elderly Monitoring System. service. The last financial year we had an addition of 566 new Helping Hands is committed to raise $1 million to fund 1,000 Conclusion Befriendees, a gross increase of 26%. However we also saw the closing of 246 cases due to death or institutionalisation, bringing the numbers of Befriendees served at the end of March 2011 to 2,534, a net increase of 14%. Since the commencement of the upscaling in 2009, the number of seniors served grew from 1,761 to 2,534 at the end of March 2011, a net growth of 44%. units of the EMS to be installed in the homes of our Befriendees. It will be an open tender and invitation for bids is expected to be published in the local papers in October Upon the successful completion of a pilot in 50 Our Association recently held its 17th Annual General Meeting on 24th September 2011 and I am pleased to note that for the first time nominations to fill LB Management Committee have exceeded positions available. It is indeed very encouraging to see more Lions coming forward to serve the Association. I wish the new Management Committee led by Chairman Elect Lion Richard We are currently experiencing a slowdown in our up-scaling homes, the balance of the units will be manufactured. Khoong continued success in the Mission of Lions Befrienders. because we are unable to locate the homes of other lonely seniors needing our service. Usually the seniors are referred to LB by the various CDCs (Community Development Councils) and we have already exhausted their list of lonely seniors. Hopefully we will find a solution soon with the help of relevant bodies. We have recruited 249 new Befrienders, while 76 had left the programme. This represents a net growth of 15% bringing the total number of Befrienders to 1,252 at the end of March To cope with the difficulty in recruiting long term committed Befrienders and to meet the increasing demand for LB service, two new initiatives, Mutual Befriending and Neighbour Befriending were piloted in early In Mutual Befriending, we encourage groupings of 2 to 3 Befriendees living within the same block or neighbouring block of flats to look after each other. In Neighbour Befriending we recruit nearby neighbours to befriend vulnerable Befriendees who are frail and homebound. On the financial aspect, for the first time we saw a significant surplus of $323 thousand in the Befriending Programme which is fully funded by MCYS / NCSS. This is partly due to the increase in the funding rate, a one-off $80 thousand additional funding adjustment and the time lag in replacement of staff due to attrition including the hiring of new Befriender Executives which is funded for every incremental 200 new Befriendees. Innovation Award 2011 In response to the National Council of Social Services (NCSS) LION DAVID LEE PHENG HOCK invitation to pitch for the NCSS Outstanding VWO Award 2011 (Innovation), LB submitted our two new initiatives on Befriending, i.e. Mutual and Neighbour Befriending for consideration. Together with 4 other finalists, LB was invited to pitch at the NCSS Members Annual Conference on 7th September LB emerged as the winner of NCSS Outstanding VWO Award 2011 (Innovation) that came with a cash prize of $15,000. In the year 2010, LB also won the NCSS Outstanding VWO Award 2010 (Collaboration) with a cash prize of $10,000. Outreach Programme Our Outreach Programme is also expanding. By next year, 3 new Senior Activity Centres (Ghim Moh, Clementi and Tampines) will be ready and 1,200 seniors will benefit from the three new SACs. With these new centres, LB will be operating a total of 6 Senior Activity Centres benefiting 3,148 seniors. Fund raising events i.e. Befriending Walk, Flag Day, Car Rally continue to receive very strong support from the Lions Clubs. We also received donation from the public comprising individuals, corporate, foundations as well as fund raising initiaties by Updates on Fundraising efforts for Project Helping Hands The New Paper has through their media generated great publicity on this project and as a result, elevated LB s public profile as well. It had also attracted 12 CEOs from various organisations, including Pacific Breweries (Tiger Beer), Courts, Bread Talk, St. James Power Station, Singapore Tourist Promotion Board, etc. to volunteer to cook at the Food Republic Beer Garden at St. James Power Station to raise fund for the project for 12 consecutive weeks commencing 1st April The amount raised by the CEOs cookout series was in excess of $100 thousand. The project had also attracted oil giant, The Shell Group of Companies who is celebrating their 120th Anniversary in Singapore to organise charity events to raise funds dedicated to Project Helping Hand. Presently we have received $43,000 and $22,000 from funds raised from their car rally and a concert respectively. We understand there could be more funds raised for Project Helping Hand during the balance of the year Organisation Restructuring In August 2011, we re-aligned our organisational structure to enable better focus on our Befriending and Outreach Programmes. We reorganised and have the Fund Raising and Operation Department, which had both the Senior Activity Centres and Befriending service under its wing, incorporated into two new departments. 8 12 Annual Report 2010/2011 Annual Report 2010/ Every senior hopes to be in pleasant and loving company of relatives and friends. Through Regular Visitations by Befrienders (volunteers), seniors staying alone can look forward to weekly visits from someone to bring some warmth and colours to their mundane lives. As at 31 March 2011, our island-wide Befriending Programme reaches out to about 2,500 lonely seniors mainly living in rental flats, aged 65 years and above and have limited or no family support. In this financial year, Lions Befrienders has also adopted a new Web-Based Data System which helps us to monitor our seniors and the programme more efficiently. Web-based Data System The web-based data system went live in February This 2-year National University of Singapore studentproject was led by Professor Ben Leong, NUS School of Computing. As Lions Befrienders upscale our programmes over the next 5 years, the web-database will help us achieve data management, documentation and reporting in a seamless and integrated manner. This is in tandem with our aim of improving our IT system to meet our longer term needs. The integrated web database which replaced the existing Access database will impact the association in the following ways: Firstly, the web-database allows staff to access real time Information 24/7 and this can be done not only at the office but from home or anywhere with internet connections. This offers greater work flexibility to our staff. Secondly, the web-database with its integrative features can help us effectively access and collate data for various purposes with minimum efforts. For example, with the web Report Module, you can see at a glance how often and when our seniors have been visited or the activities they have participated over any time frame. Every day was an agonising day of emptiness for the single, 82 years old Madam Teo Geok Eng who lives alone in Owen Road. She was homebound due to her limited mobility and problem of breathlessness. She needed much assistance but was helpless with no family support nor anyone at home to help her with her daily activities, nor anyone to lend a listening ear and provide comfort to her. The turning point in her life came when Madam Teo received our Befriending Service. It was an uphill task for our Befrienders, one that requires a lot of commitment, persistence and time to help Madam Teo, who had been isolated for a long time. Madam Teo was initially not receptive to the visits, but our Befrienders Madam Teo persisted with their visits and showed genuine concern. With the support and care by our Befrienders and community help, Madam Teo picked herself up. Thanks to Befriending, Madam Teo has found friendship and hope, and defeated loneliness, boredom and social isolation. From being a depressed, homebound person, Madam Teo now, radiates more vitality and energy. When one talks to her, it is difficult to picture how she was like nine years ago. She is now one of the happy Befriendees who look forward to her Befrienders visits and social activities.

10 16 Annual Report 2010/2011 Annual Report 2010/ The Befriending Programme also instils the value of empowering our more able Befriendees, also known as Senior Helpers, to help fellow Befriendees in whatever ways they can. In the financial year 2010/2011, we had a total of 2,363 sponsored and social activities coordinated for our Befriendees. Whenever there were these Group Activities or Outings, the senior helpers were encouraged to look after the frailer Befriendees. The positive impact on these senior helpers is that it boosts their self esteem and improves their social well-being. These opportunities to step out of their homes to enjoy meaningful interactions with their peers also help them remain connected with the main stream of the society. Below is the story of how our Befriending Programme has empowered and gave meaning to the mundane life of one senior. Even though befriending service has helped to relieve her loneliness, Madam Yong Xin Rong s was not contented with being a passive recipient of service all the time. Although she is single, the 75 years old Madam Yong was never in a state of self-pity. She had always wanted to feel useful and stay connected to the community. NCSS Outstanding Voluntary Welfare Organisation Award 2010 (Collaboration) During the National Council of Social Service Members Conference held on 12 October 2010, Lions Befrienders was presented the inaugural NCSS Outstanding Voluntary Welfare Organisation Award 2010 (Collaboration). The award recognises our efforts to engage our seniors continually through extensive collaborative work with many corporations, grassroots organisations, schools and fellow VWOs. In this financial year, we have coordinated a total of 2,362 sponsored and social activities for Befriendees participation. Lions Befrienders have moved beyond our core duty of befriending seniors, to providing them with other engagement opportunities and services such as outings, outdoor recreation activities, rations distributions, home improvement initiatives, etc. Madam Yong said, I can help to inform the seniors living in my block of any activities when the Befrienders are not free. I live in the same block as my fellow peers. I feel bored easily and by helping, I can help myself by helping others. Life has more meaning when one can give and receive. We can t take all the time... With encouragement and the guidance of the Befrienders and Befriender Executive, Madam Yong not only helps the Befrienders, Madam Yong (above right), helping out a fellow senior. she is also the mouthpiece of many of her peers. The Madam Yong today is the true embodiment of an empowered client. There are no limits to what a lonely senior could do when given opportunities and proper guidance. Befriending Service for the lonely seniors indeed helps to add life to years!

12 20 Annual Report 2010/2011 Annual Report 2010/ The Volunteer Management department continues to recruit committed Befrienders to care for our seniors. Training sessions and on-the-field mentoring ensure that Befrienders are equipped with the skills to carry out their tasks. At the same time, our Volunteer Programme is able to leverage on dedicated and resourceful Befrienders and Lions Clubs members to promote community participation to care for our seniors in other supporting areas. They do so by creating awareness amongst their network of contacts to bring in more volunteers, sponsors for household items, activities, meals and services such as hair-cut or handyman services etc. At the end of the year, Lions Befrienders shows our appreciation to all who have volunteered for and/or supported the organisation at our annual Appreciation and Awards Presentation night. LB 15th Anniversary Dinner cum Appreciation and Awards Presentation 2010 On 4 November 2010, we celebrated our 15th year anniversary in conjunction with this year s Appreciation and Awards Presentation night. To commemorate the event, we held a 100-table banquet at Raffles City Convention Centre, The biggest ever since inception. The programme included looking back on all the milestones achieved by Lions Befrienders in the past 15 years. The Guest-of-Honour was the President of National Council of Social Service RADM (Ret) Kwek Siew Jin BBM, PPA(E), PPA(P), PBM. The event was attended by 1000 guests, made up of Lions Clubs members, Befrienders and networking partners. Below is the story of how one Befriender who pulled in her friends to care for seniors together. The story of Mdm Doris Yuen is one of the many dedicated Befrienders who have helped promote community participation in caring for the lonely Befriendees. With staff support, the monthly Sunshine Day was conceived to bring sunshine and warm to all Befrienders and Befriendees. Each month, Befriendees and Befrienders gather together at the void-deck of Blk 3 Marsiling Road to enjoy exercises and games to stimulate them mentally and socially. Semi-mobile Befriendees are wheel chaired from their homes to participate. The more able Befriendees are tasked to help in table and chair arrangement. Mdm Doris Yuen mobilised her friends, colleagues and family members to make the Sunshine Day Programme possible. She formed an Organising Committee among her Befrienders to plan and run the activity. Befrienders and her grassroots friends who had passion to cook were mobilised to cook; her Muslim Madam Doris Yuen (above right), with a senior at the monthly Sunshine Day. colleagues helped prepare meals for the Muslim Befriendees; her son also helps to deliver logistics to the venue. She also constantly hunt for sponsors for rations and hong baos which are distributed during special festive occasions. She also roped in grassroots contacts to sponsor and distribute rations during the Sunshine Day, while her spouse provides ad hoc handyman services. Family Day 2010 Lions Befrienders held our Family Day for Befrienders on 5 December It was attended by 400 Befrienders and their family members. The event programme, planned by a committee made up of Befrienders themselves, included lunch at Jurong Safra and a guided tour for all at Singapore Discovery Centre.

14 24 Annual Report 2010/2011 Annual Report 2010/ To support the Outreach Programme and our three Seniors Activity Centres (SACs) located at Ang Mo Kio, Mei Ling Street and Bendemeer, the Fundraising Department ran three fundraising projects in this financial year. Two of these projects were organised in collaboration with Lions Home for the Elders. The funds raised go to helping centres continue their programmes and to reach out to more seniors to face the challenges of a fast greying population. New record set at Befriending Walk 2010 At our SACs, we organise and create opportunities to engage seniors in a host of physical, mental and social activities such as line dance, choir singing, language classes and board games etc. to keep them active. There, they get to mingle with other seniors and younger volunteers, expanding their social circle. The centres are instrumental in helping seniors age positively and to find security, friendship, happiness, love and dignity in their golden years. Below is the story of one of our fundraising projects and how one of the seniors who visits our centre, participated in it and got the rare opportunity to ride in a sports car. Lions Befrienders and Lions Home for the Elders co-organised a Charity Amazing Race in aid of their programmes and services on 9 January The Charity Amazing Race saw 114 cars travel to up to 4 pitstops situated all over Singapore. In conjunction with this charity event, some of our seniors were invited to experience the excitement. To add meaning to the event, we also specially arranged for some drivers to take the seniors for a spin in their luxurious cars. Mr Tan Guan Keng was one of them. Mr Tan lives alone in a 1-room rental flat at Bendemeer Road. He used to be a full-time bus driver. Now, he still drives a school-bus on a part-time basis to earn for himself some money to pay rent and to support himself. Feeling lonely, Mr Tan had started coming to the centre after his work. A quiet man, you would see him at our Bendemeer SAC, passing his time by reading newspapers. Mr Tan (above right), got to ride in a Ferrari at our Charity Amazing Race. Occasionally, he joins in on sponsored outings organised by the centre as well. On this day, Mr Tan witnessed the flag off of all 114 cars and he got to ride in a Ferrari. It was an experience of a lifetime for him. When he went to the centre the next day, he was extremely happy and thanked the centre staff for giving him such an opportunity. His happiness is why we will not stop seeking new experiences for not just for one senior, but for all our seniors, to help them age positively and actively. The funds raised in this charity event were more than $270,000, which was allocated equally to the two charities. Another fundraising event we organised was Befriending Walk It was held on 25 September 2010 at Admiralty Park and attended by more than 1000 people. The Guest-of-Honour was Minister for Foreign Affairs & Minister for Law, Mr K Shanmugam. The highlight of the event was setting a new record in the Singapore Book of Records with 810 participants potting plants at one location.

16 28 Annual Report 2010/2011 Annual Report 2010/ With a wide range of community based support services available, our seniors are supported to age in place and thereby preventing them from premature institutionalisation. On top of providing social activities, our three Seniors Activity Centres under the Outreach Programme aid in providing referral and other help services to seniors residing at the service boundaries of our three centres. Throughout this financial year, we provided services such as monitoring of home alert alarm systems, arranging of meal services, medical appointments, escort services, and home nursing. Other services such as financial application, counselling services were also coordinated and referred to relevant agencies. We work closely with these agencies to help seniors age in place for as long as possible. No. of Information* provided/assisted AMK 318 MEI LING BENDEMEER TOTAL year old Mr Wong Chow Lin had been living alone in his one-room rental flat in Queenstown since his mother died more than 10 years ago. He was working full-time until a fire accident broke out at home and he had to stay home to recuperate. Since then, he spends his free time usefully by participating in the activities organised by our Mei Ling Seniors Activity Centre (SAC), including our sign language dance group. He has made many friends at the Centre and is close to the centre volunteers and staff, and would approach them whenever he needs help. He is confident of being able to age in place and feels secure about staying alone. He says, If we do not go Mr Wong, sitting outside our Mei Ling Seniors Activity Centre downstairs (to the centre) and we are not seen by others, they come and knock on our doors. Mr Wong is thankful for the Outreach Programme for making his life meaningful as well as for the support network provided by the staff and volunteers from the SAC. 18 32 Annual Report 2010/2011 Annual Report 2010/ The integration of Seniors into the community is of great importance. It helps them feel belonged to the community. The Communications and Partnerships Department achieve this objective through collaborating with community members; corporates, schools, public individuals and groups. Such partnerships create opportunities for Seniors to engage in social activities and to keep in touch with different members of the community. Throughout the financial year, public education and outreach were conducted to help raise the profile of the organisation to the community at large. Notably, Lions Befrienders has forged a closer relationship with The New Paper in line with the developments of Project Helping Hands. The result is receiving extensive media coverage and public support for the project. Project Helping Hands Project Helping Hands was mooted by The New Paper and Ngee Ann Polytechnic to help lonely seniors living in a one-room flat to obtain help in the event of emergency through the detection of the sensor motion devices. Since its massive launch by The New Paper in October with intensive media coverage, we saw a generous pour in of donation in support of the project. The donation came from many individuals as well as organisations and companies. A total of $450,000 had been raised from October 2010 to March Below is a successful example of how we have managed to bridge our seniors and a corporate group of volunteers, and in which they both enjoy the company of each other. Since 2006, staff from the Prime Minister s Office (PMO) has partnered Lions Befrienders in befriending 40 of our Seniors from Aljunied Crescent. They chose to work with LB because they felt that the elderly was one of the more neglected groups. They wanted to do more to engage this group of people, who otherwise could have been forgotten with all the hustle and bustle of daily life. Another objective of the project was to try to get the younger employees to learn to mix and interact with the older generation. On a regular basis, PMO staff visits the Seniors at their homes, bringing with them packed meals and they chat over food. Many times, they also use the void deck as a main gathering place to bring all 40 Seniors and staff together to play games and have fellowship with one another. Especially during festivals like Chinese New Year and Dumpling Festival etc, they think up Group photo of PMO staff and our seniors form Aljuinied Crescent during one of their regular void-deck gatherings. of special games to boost up the festive mood. As the Seniors continually engage socially with other individuals, their psychoemotional well-being improves. Rome was not built in a day; and neither does a relationship. After five years now, the PMO group has developed a deep friendship with these Seniors that goes beyond just getting them to come together to interact. The sustained interaction had helped these Seniors integrate into and derive greater emotional connection in the community.
