Restoration of 415, in the DCA Special Appropriations category to restore funding for grants to community arts organizations and artists. Attachment 1 is a listing of 3 5 community organizations that would be entirely de-funded and 236 other organizations that would experience reductions of7%-15% oftheir FY proposed grants funding ifthe 415, is not restored (Attachment 1). 2. Program changes that do not result in additional appropriation requests are proposed herein and specified in Attachment 2. These include support to a number of arts centers and theaters the Department has been instructed to partner out and a contract to the Los Angeles County Art Museum (LACMA) to provide conservation services to the Watts Towers and reductions to other line items in order to accommodate those two. Additionally, Attachment 2 lists a number of current DCA programs for which no change is being sought. 3. Administrative items, which DCA would work with the CAO to resolve before reporting back to this Committee include a DCA projected deficit of 34,326 for regular full-time staff that will be left on the payroll after ERIPs and layoffs are accounted for. Further, a 365, line item (Attachment 4) is included in the budget under "Others". This item needs clarification before DCA can comment on it. DCA also seeks to fill an Accountant position as described below. The Department of Cultural Affairs (DCA) appreciates the opportunity to provide comments regarding DCA's proposed budget for FY 21-11, and in accordance with the Committee Chair' s instructions, DCA respectfully submits the following comments. 1. Restoration of415, requested: The proposed budget reduces DCA's Special I appropriations by 445,. 415, ofthese reductions would be appropriated to the General City Purposes Fund for El Grito (75,), the

2 Budget and Finance Committee Report Page 2 of3 Pan African Film Festival (45,), and the Latino Film Festival (45,) as well as to finance Channel36 through the Telecommunications Development Account (25,). The proposed 415, reduction represents 15% of the Department' s general grant fund of 2.76 M. While DCA understands the importance ofel Grito, the Pan African and Latin Film Festivals, and appreciates the desire to commit funding toward these activities, these actions will result in a disproportionate reduction and negative impact in grant funding to arts organizations throughout the City. Pursuant to DCA' s grants policies and professional peer review panel process, 271 organizations are scheduled to receive grant funding from the Special I appropriations for FY Ifthe Special I appropriation is reduced by 415, as proposed, it would result in the elimination of funding to 35 organizations and a reduction between 7-15% to the remaining 236 art organizations. (Please see Attachment 1 of organizations affected under the proposed scenario.) Furthermore, the Special I appropriation is funded by Transient Occupancy Tax (TOT) monies deposited into the Arts and Cultural Facilities and Services Trust Fund, which restricts the use of said funds to arts and cultural activities. Channel 36 would receive 25, of monies under the proposed budget. However, a nexus between the services that would be provided by Channel 36 with this funding, or its intended use by Channel 36 and the allowable expenditures from the Trust Fund has not been established. DCA requests that 415, in Special I appropriations be restored. 2. Program changes proposed that do not result in additional appropriations. Attachment 2 details a number of proposed programmatic changes. DCA proposes an increase of 16, to provide support to eight new partner organizations contracted to administer and program arts centers and theaters, while retaining the 9, currently used towards this same purpose with six already partnered arts centers. Instead ofthe cunent subsidy of15, per site per annum, we propose 14, per 14 sites for a net total gain of16,. This would provide much needed stabilization and ramp up strut up efforts to our partner operators that would increase their chances for success. Similarly, we have added a 15, line item for the LACMA/Watts Towers Conservation Program, but have decreased other program line items by an equal amount within the Special Appropriations section. This is a much needed strategy since the person in charge of the Watts Towers has taken the ERIP and the position is eliminated. LACMA is contributing curatorial and conservation services pro bono and the 15, is for materials and other needed operating expenses. Additionally, DCA proposes to reduce two accounts that are not in its Special Appropriations: Printing and Binding- Account 212 and its As Needed Salaries- Account 17 by 3, each, for a total of 6, to make the described programmatic changes described without any net budgetary increases.

The Mayor's proposed budget would reduce DCA's regular staffing by 43%, i.e., 13 layoffs, 9 ERIPs and 7 vacancies (29 full-time employees out of the current 68 and two substitute authority positions). In that this is such a large staffing reduction, DCA has prioritized three items needing attention: First, DCA is projecting a deficit in its Salaries General account of 34,326. This amount is based on employing 41 full time staff (including one Accountant II to be hired) and requests that this matter be reviewed by the CAO to confirm our findings. The employment of one Art Center Director (ACD I) also needs to be resolved as it appears that an ACD position was deleted that was associated with the partnering ofthe Watts Arts Complex. DCA's position is that since the Watts Arts Complex will now not be partnered out, the position should be restored. If this position is not restored, position seniority considerations will most likely result in the lay off of an employee at the Sun Valley Youth Art Center. Second, that DCA be allowed to lay off a Maintenance and Construction (M&C) Helper instead of a Performing Arts Program Coordinator (P APC). The P APC position is needed in the Grants Administration unit, which has lost two of four staff members to ERIP, to administer over 27 community contracts, DCA's core program. Further, the proposed partnership with LACMA for conservation of the Watts Towers obviates the need for the M&C Helper position. Third, that DCA's Traveling Expense schedule (Attachment 3) be approved. DCA's GM has been charged with securing outside public and private funding to mitigate the impact of various reductions to its City support. To date, this has resulted in nearly 1,, from public and private sources. It is imperative that, in order to continue its successful fundraising efforts and to carry out grant funded and required travel, the GM be enabled to travel to various meetings and conferences throughout the year. We are seeking approval for the function so as to streamline travel approval processes, but no additional dollars are being sought. Further, a 365, line item (Attachment 4, Schedule 24) is included in the budget under "Others". This item needs clarification before DCA can comment on it. The CAO briefly reported that the amount in question is "to continue operations at the Centers for the upcoming 24 months or until such time that a partner takes over operations". DCA needs clarity the source and use of funds. 14 SCHEDULE 24 SPECIAL PURPOSE FUND SCHEDULES Attachment 4 ARTS AND CULTURAL FACILITIES AND SERVICES TRUST FUND Section of the Los Angeles Administrative Code establishes the Arts and Cultural Facilities and Services Trust Fund. The Fund shall receive an amount equal to one percent of the total cost of all construction, improvement or remodeling work for each public works capital improvement project undertaken by the City in compliance with the City's Public Works Improvement Arts Program. Also, an amount from the City's General Fund equivalent to the amount which would be derived from a Transient Occupancy Tax imposed at the rate of up to one percent shall be placed in the Fund. Expenditures fro m the Fund shall be exclusively for: (1) acquisition or placement of publicly accessible works of art: (2) acquisition or construction of arts and cu ltura l facilities: (3) the providing of arts and cultural services: (4) restoration or preservation of existing works of art: (5) the City's costs of administering the Public Works Improvement Arts Program ; and, (6) support to programs and operations of the Cultural Affairs Department.
