4 Center of Promotion and Development of Civil Initiatives PISOP PISOP Center was established at the beginning of 2000 as the Regional Center for Voluntary Sector Support in response to the need to make voluntary organisations activities more professional. Mission of the organisation: to develop and promote the idea of civil society.

5 Center of Promotion and Development of Civil Initiatives PISOP Member of the national network to support voluntary organisations SPLOT, Support Center (advice, information and training courses) for voluntary organisations in Wielkopolska region we cooperate with Poznań City local government (Centrum Bukowska), Support center for local societies to gain European Funding, Lobbying center for changing Polish and European law concerning NGOs.

6 A quick view of non-profit organisations in Poland over 36,000 associations and 5,000 foundations with formal registration; 58% are active; 91% of NGOs were created since 1989; 49% are based in cities 55% don t have paid staff.

8 The significance of the Polish third sector they help the public sector (at central, regional and local level) suggesting new laws for strengthening civil society; they undertake public services in many social, economic and political areas; they support and educate local leaders, who participate in political and administrative areas; they have started planning the Strategy for Polish Citizen Sector.

9 The basis for subsidiarity In the Polish National Constitution subsidiarity is one of the main rules. Public authority activities are a supplement for initiatives, that people and groups of people can t do for themselves.

10 Local government levels Local government exists on three basic levels: 1) communities, 2) districts, 3) voivoidships. All levels are independent of each other, there s no hierarchical control.

11 Local government levels Three types of relations between local government and voluntary organisations: Absolute understanding, absolute approval and partnerships (very rare attitude), Absolute incomprehension, no partnerships, In principle understanding, limited partnership (the most common).

15 Council of Public Benefit Consultative and advisory Composition of 16 members 8 representatives of NGO s 4 representatives nominated by the President of the City of Poznan 4 councillors of the City Council Gives opinions about some of local law acts projects Gives opinions about main issues of functioning of local NGO s Helps to solve disagreements between City Hall and NGO s or between two or more NGO s when necessary
