2 - Welcome and Introduction -Development on Iraq Crisis-plenary session UNICEF WASH CZ officer Ali Auob: Welcomed all participants; The meeting was started with brief on the development of Iraq crisis focusing on the ongoing operations in both Salahaldeen and Anbar which led to new waves of displacements and returnees to the liberated areas. Brief was made on displacement towards Samarra/ Salah Al-Deen which received a lot of IDPs families, UNICEF through Jannat Al- Ferdos( local NGO) has responded to cover the needs of some families there. While people in Baghdadi and Haditha in Anbar are still under siege suffering from acute shortage of life-saving and lifesustaining items. UNICEF & WFP Shipment of emergency supplies (RRM kits) is on its way to Al-Baghdadi. Baghdad Province Council member Brief was made on IDPs in Baghdad reported 67,000 IDPS families living in Baghdad in some collective centres such as (Al-Nabi Younis, Al- Nabi Sheet, Al-Harakah Al-Ashuriyah,Al-Makasib school),155 families in Taji, 12,000 families in Al-Rasheed, 7,000 families in Adhamia; however, most of the IDPs are either hosted by their relatives or in rented houses. The numbers of IDPs increases daily, UN-organizations keep supporting those families but still they need more. Support of UN agencies to initiate developing programs for those IDPs families was also requested, as most of them have no intention for returning back to their places. UNICEF WASH team decided to make site visit to Samarra to stand on IDPs and Returnees needs to do situation analysis in the freed regions (al Dor, Al Alam, Tarmiaya and surrounding areas), the visit will be on 6 April 2015.
3 Baghdad Province council activated a coordination mechanism, six working groups were formed covering, Sheltering, Protection, Food, Basic Services, Education and Legal affairs. Mayoralty of Baghdad promised to allocate places in Baghdad to establish collective centers; we are waiting their actions in this regard. DRC First step should be taken is to activate and support the emergency cell formed in each governorate and to build the capacity of their staff, in Kerbela there are 15,000 IDPs families, and in Najaf there are 18,000 IDPs families, government performance is relatively poor, local governments support is so important and needed as this will facilitate the work of the organizations and this will accelerate their response IMC Both, government and organizations are working according to their own system separately, however, the crises is so wide that all parties should cooperate and work as a team to submit as much as they can. Ali Auob, UNICEF UNICEF has presented the new structure for WASH cluster coordination, in which the role of emergency cells will be activated, two main clusters one for centre zone governorates and one for southern zone governorates were formed, from which sub clusters at each governorates will be led by local authorities represented by emergency cell and co-lead by one of the active NGOs in the respective governorate. It was agreed to activate the sub cluster at governorates level and enhancing the coordination with emergency cells there.
4 Janat Al-Ferdos (local NGO) The security situation inside Samarra is good, up to 17 th of March 2015, IDPs families were reported in Samarra (includes all IDPs since Jan 2014), database is available, JF has undertaken the distribution of the materials that supplied by UNICEF to them. There are families on the north of Al-Hwaesh who need support; however, the bad security situation is the main challenge to reach them. Baghdad Province Council member There are 34 IDPs families living in Al-Imam Al-Redah complex (Near Al-Orfaly in Al-Sadder city), they need support as they do not have clean potable water. Dr.Ali Al-Khateeb,UNICEF If this place is within Baghdad boundary, we can cover their need, an official letter needed to be submitted to UNICEF in this regard. - WASH standards and Indicators. Ali Auob, UNICEF Presentation was made on WASH Standards and Indicators highlighting the linkage with the IDPs Strategic response plan (SRP) and preparation for the Humanitarian response plan (HRP) for 2015, introducing for SPHERE project with definition of its main parameters, Standards, Indicators and guidance was made with example on water supply. The minimum WASH indicators agreed by KRG partners were presented on its different phases, Immediate relief /life-saving (the first 72 hours, up to 7 days, up to 15 days, up to one month, from 1-6 months and for long term over 6 months, the presentation covered details on the targeted groups, quantities and qualities, The Standards and indicators that submitted in the presentation has been endorsed by all cluster partners to be used for central and south zones
5 storage, Excreta Disposal, Superstructure/External, Bathing Units, Hand washing Units, Laundry, Drainage, Solid Waste, Hygiene items and awareness. It was agreed to consider the same indicators for Center & South zones, unless there will significant amendment by partners, for which they were requested to share their comments to IM UNICEF within the week. - Copies of the book sphere (Arabic version) had been distributed to the participants. Ali Auob, UNICEF Brief was made on RRM (Rapid response mechanism) stating that UNICEF has develop its response plan (after Mosel crisis) to be on two stages: RRM, targeting IDPs in move and include the distribution of life-saving supplies ( Sets of bottled water, water containers, Adult Hygiene kits and food parcel). Partnership with five partners were initiated so far and the floor is open for additional. Service delivering for the essential supplies and services needed to provide access for safe water, sanitation and Hygiene practices.
6 Iraq 2015 Humanitarian Needs Overview and Humanitarian Response Plan HRP. - Presentation on new form 4Ws Matrix update and response - Reporting lines/ Enhancing Alaa Al-Naddaf, UNICEF - Referred to an received by WASH Cluster Coordinator Annmarie Swai directed to all WASH Cluster Partners, clarified the immediate steps needed to be taken by the cluster partners, urged partners to share any data related to IDPs may assist to update and review the situation analysis, and to register in Online Project Sheet (OPS) for endorsement under the HRP 2015 to increase the opportunities to have donor funding for 2015, detailed the three key processes which the Cluster Co-coordinators will be facilitating to develop the 2015 Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP). 1) Comprehensive analysis of needs upon existing data and rapidly gathering additional data from IPs upon expansion of crisis. 2) Develop the strategy and response plan for 2015, based on the above needs analysis. 3) Review and prioritize the projects submitted by partners. Effort need to be made to expand the participation of national NGOs from all parts of Iraq. The presentation for the key points of Humanitarian Response Plan (HRP) for 2015 was in terms of time frame, in which Cluster member inputs and participation will be required. Alaa Al-Naddaf, UNICEF, - Submitted a presentation on the new form 4Ws Matrix, illustrated the new way of filling the information, this new form will be shared with all partners requesting them to fill it on weekly basis. - Enhancing Communication is the key for better results in response. - Reporting lines will be reviewed upon relying on Activity Info (AI) website after training on using this website will be for those partners who didn t have - All partners are requested to go through the immediate steps requested by WASH Cluster Coordinator to have the goal of endorsing and launching the HRP Sister agencies and international NGOs along with Government Representatives were requested to invite new LNGOs who are eligible to be WASH implementing partners to participate in the HRP 2015 process. - All partners were requested to fill the 4Ws Matrix on weekly basis and promptly response will be appreciated by the cluster lead
7 Communication. this training yet, goal is to rely on it gradually to avoid excess reports and to have good picture of intervention in terms of IDPs/ Regions/ time. - Omar Al-Dabaggh, UNHCR - Government interventions should be listed in the 4w Matrix similar to the interventions of other parties to avoid duplicates in intervention for the same region in the same time. - Announcement/ Plenary session Ali Auob, UNICEF - As soon as activating the sub-clusters, this will be listed through communication with the concerned person in the province council. - We hope that the emergency cell will be the leader, and the agencies to be co-lead.. - Center zone cluster is in Baghdad, while the southern zone cluster could be in either of southern governorates. - UNICEF has already distributed the operation presence sheet from which the coverage of each partner will be determined and the leadership of the subclusters at governorate level could be nominated to distribute the roles in the next meeting. Baghdad Province Council member - The Joint Coordination Center has been activated in Baghdad Province council, they will begin consultation with the organizations, and can facilitate any future meeting.
