Horia Petran Project Coordinator Following the experience from the first Pillar of BUILD UP Skills, where an effective knowledge and experience exchange was coordinated at EU level between the 30 national projects implemented with the view to develop and validate a realistic Roadmap to 2020 (based on an accurate radiography of the Status Quo regarding the qualifications in the construction sector and by active consultation of the main stakeholders gathered together in a common platform), the BUILD UP Skills QualiShell project proposes a direct exchange with other Pillar II projects. The intended exchange aims to increase the knowledge and experience of project teams involved in the effective implementation of parts of the Roadmap developed within Pillar I, by exploring success stories and lessons learned regarding the upgrading of the National Qualification System and the development of effective tools to ease the evolution of the Construction Sector to respond to present and future challenges on implementing energy efficiency measures and using renewable energy systems towards a sustainable building stock. In this context, Fundación Laboral de la Construcción kindly accepted our invitation to exchange and welcomed the BUILD UP Skills QualiShell project team in Madrid to a series of carefully planned open discussions and site visits, which could increase the awareness of the problems to solve in both our qualification systems and construction sectors. The statistics show that more than Romanians are living in Spain and more than 23% of them are working in the Construction Sector. In this context, the proposed Study Tour and the exchange between CONSTRUYE2020 and QualiShell teams would identify and discuss the similarities and also complementarities between the Romanian and Spanish systems, while seeking for solutions to promote the evolution of the construction sector and to ensure in both countries the needed workforce qualification for 2020 and beyond. On behalf of BUILD UP Skills QualiShell project consortium, I would like to thank Fundación Laboral de la Construcción for welcoming us in Madrid for the Study Tour and to express our readiness for a fruitful exchange during our visit.
4 Introducing Romania Romania is located at the crossroads of Central and Southeastern Europe, on the Lower Danube, within and outside the Carpathian arch, bordering the Black Sea. Romania is the 8th largest country by area and has the 7 th largest population (about 20 million people according to the 2011 census) of the European Union (EU member since January 2007). Each county is administered by a county council, responsible for local affairs, as well as a prefect responsible for the administration of national affairs at the county level and each county is subdivided into cities and communes, which have their own mayor and local council. There are a total of 319 cities and 2,686 communes in Romania. With a GDP of around $274 billion in 2012 and a GDP per capita (PPP) of $12,800 for the year 2012 (according to CIA's The World Factbook), Romania is an upper-middle income country economy. Owing to its distance from the open sea and position on the southeastern part of the European continent, Romania has a temperate and continental climate, with four distinct seasons. The average annual temperature is 11 C (52 F) in the South and 8 C (46 F) in the North. Facts & figures Its capital and largest city is Bucharest the 6th largest city in the EU with 1.9 million people. It is one of the largest financial and industrial centers in the region. Romania shares a border with Hungary and Serbia to the West, Ukraine and Moldova to the North-East and East and with Bulgaria to the South and is divided into 41 counties and the municipality of Bucharest. 5 Introducing BUILD UP Skills QualiShell Full title of the project: National Qualification Scheme for Construction Workers to Ensure High Performance Building Envelopes Duration (in months): 20 (October 2013 May 2015) The BUILD UP Skills QualiShell project represents a natural continuation of BUILD UP Skills Romania (ROBUST) project and will address this need in order to support the development and implementation of large scale and long lasting national qualification schemes for the installers of external thermal insulating composite systems and high efficiency windows systems (carpentry and insulating glazing). The aim of the proposed approach is to ensure not only a high quality installation of very efficient building envelope components, but also the achievement of high performance building envelopes by developing effective tools to embed the adequate knowledge and skills in the relevant occupations and to foster the evolution in the national qualification system and in the vision of key stakeholders in the construction sector, moving towards the actual implementation of nearly zero energy buildings in Romania. Thus, the two schemes which will be developed together in BUILD UP Skills QualiShell project could be seen as one big qualification scheme with two tailored components. Main objectives (1) to activate the relevant stakeholders in the National Qualification Platform and to use the extended National Consultation Committee to validating, implementing and monitoring the proposed qualification schemes; (2) to substantiate the development of the qualification schemes for building envelope insulators and window system fitters by realising a thorough occupational analysis to detail the National Qualification Framework, by exploring internal and external resources for training and qualification in the construction sector and by defining an adequate procedural framework; (3) to develop and validate two national qualification schemes for building envelope insulators and window system fitters, by defining and improving the training courses curricula, content and evaluation tools; (4) to raise awareness and to ensure an effective communication process between different major stakeholders as well as to develop effective mechanisms to support a large scale implementation of the developed schemes until 2020 and beyond.

7 INCD URBAN-INCERC is a national R&D institute under the coordination of the Ministry of National Education, training provider in buildings, involved in the formulation of policies and the devising of programs and plans in its fields of competence as well as in the specific regulatory work, contributing to the exploitation of the research results as information/ documents of public interest. 8 QETICS Group reunites the major producers and distributers (European and National) of ETICS thermal insulation systems that are committed to develop, produce and promote products at high quality standards and which are thoroughly tested as systems. Adrian Zamfirache, President QETICS QETICS members are promoting the quality of ETICS systems throughout the entire value chain by delivering information, consulting and education services in support of architects, engineers, contractors, site managers and qualified workers. In this respect, QETICS published in 2010 the Guidelines for installing ETICS thermal insulation systems as a detailed manual for qualified workers. Eng. 12 One of the main objectives of the National Authority for Qualifications (ANC) is to develop the National Qualifications Framework according to the European Qualifications Framework for lifelong learning.
