The motion carried by voice vote and was unanimous. Approval of September 12, 2016 subcommittee minutes do not need approval and were only included in this agenda by Director of Economic Development, Mike Malloy, as an FYI to the Commission that the only change to the Hotel/Motel application was the removal of weighing criteria. Motion and second were made by Michael Hagen/Don Barkley to approve the September 27, 2016 minutes. The motion carried by voice vote and was unanimous. Sales Tax Report Commission reviewed the 1% sales tax report. The city is down this month -0.1%, or $691.32, but still up $72, overall for the fiscal year. Economic Development Director s Report Mike Malloy announced several projects in the works: Significant progress has been made on the alignment route of the South Corridor Trail to obtain permanent easements Director has a meeting with TWM today to discuss alignments Director has a meeting with Southern Illinois Healthcare Foundation in early November to discuss possible locations including Lincoln Trail and the Metro Link station area to construct Senior Housing Complex and Clinic Page 1

3 An Assisted Living Center specializing in Memory Care is interested in locating to the City-owned 5 acres on Ruby Lane to the South of Interstate 64 Two (2) smoke shops will be opening soon on Lincoln Trail Cricket Wireless has executed their lease for their new location in the old General Nutrition space on 159; current Cricket Wireless on Lincoln Trail will remain open A ground breaking for McKay NAPA Auto Parts was held on October 4 th, construction has begun A Ribbon Cutting for the new Fitopia Eatery in St. Clair Square was held October 7 th A Ribbon Cutting for the new Heartland Healthcare facility was held October 11 th Brixmor is repaving and striping the parking lot in front of the soon to be occupied Sky Zone and Ruler Foods Sky Zone would like to be open for the holidays, but anticipate an opening early 2017 Ruler Foods is planning their opening in the Spring of 2017 Plato s Closet is relocating to Crossroads Centre and anticipates being open by the upcoming holidays The VFW property on 159 is under contract Developer anticipates the contract will be closed in 30 days SCI did nine (9) borings on the 72 acres on North 159 six (6) hit coal, three (3) hit voids. The voids were either caved in or backfilled. Presentation on Happenings at St. Clair Square Michael Hagen, St. Clair Square General Manager, reported on what is happening at the mall. Fitopia Eatery and White Barn Candle have both opened recently, Mr. Bulky s has relocated near the entrance to DXL and changed their name to Capital Candy, trick or treating will take place at the mall on Halloween from 5-6 pm, and Santa will arrive on November 5 th. The sky light replacement project is anticipated to begin in the spring of The former Logan s Roadhouse space is still being considered by Twin Peaks. Because the space is on a standalone parcel, the mall prefers to sell outright instead of leasing. The negotiation process is ongoing. Two big box retailers are also interested in occupying 30-40,000 square feet in the mall. Both retailers currently do not have a presence in the area and the mall is currently in talks with both. Either retailer will likely occupy all of the current vacant space in the mall. It is estimated that 5-6 current tenants will have to relocate within the mall once the big box retailer moves in. City Clerk Karen Kaufhold asked how the mall would handle the PR for these large projects, to which Michael stated that their marketing team does an excellent job focusing on their social media presence, such as Facebook and they are very active on the St. Clair Square website. Roundabout Décor City Clerk Karen Kaufhold asked if there was any further input on the décor at the future roundabout located at Commerce Drive and Market Place. Karen stated that Salute to the Arts has shown interest in placing a new piece of art annually in the roundabout, but that the piece would be owned by the artist and would likely need to be insured against vandalism, damage, etc. Bob Triplett stated that it may be wise to wait to place an art centerpiece until the roundabout has been in place for one year and people have gotten used to driving around it and there may be less of a chance that the art could be damaged by someone driving through the center of the roundabout. Michael Hagen suggested that a planter could be put in during the year waiting period with low-maintenance LED lighting in preparation of the art piece. Page 2

4 Education on roundabout driving was also brought up, however, Bill Poletti asked that everyone keep in mind why the roundabout was proposed in the first place, and that was to keep traffic flowing and to prevent accidents which occur less in roundabouts than in intersections. This correction was noted. Due to no quorum, the October 25 th, 2016 minutes will be tabled until the upcoming January 24 th, 2017 meeting. Unemployment Report Mike Malloy provided to everyone the IDES Unemployment Report at the beginning of the meeting and highlighted the Illinois Section of the St. Louis MSA unemployment rate of 4.9%, which is down 1.7% from the previous year. Mike pointed out that although the unemployment rate is low, that there are not currently enough jobs and its creating a problem. City Clerk Karen Kaufhold stated that there are a lot of people who simply can t afford to work here because of the low wages that she partly attributes to the high cost of insurance. She also stated that she would like to see people who are capable of being employed make a living wage and that the City should be attracting more than just retailers to locate here to create more opportunity. Chuck Daily pointed out that although things are better than they were in the recent past, it is a double edged sword. Sales Tax Report Commission reviewed the 1% sales tax report. The city is down this month -2.2%, or $13,858.50, and has now seen 3 months of consecutive decline. Chuck Daily inquired about if there was an idea of why sales have been declining and if it would be possible in the future to review a segmented sales tax report to attempt to determine where Page 1

6 the decline is more specifically happening. Karen Kaufhold, City Clerk, stated that the decline may be contributed to the widespread expansion in areas such as the Edwardsville, Waterloo, and Columbia corridor in which these neighboring cities have virtually the same businesses and brands as Fairview Heights, with the exception of having a mall, and asked what the City could do in regards to partnering up with interested businesses to attract people here versus the neighboring cities. Dan Krankeola, President/CEO of the Illinois South Tourism Bureau (who was present to discuss the City expanding its marketing efforts), stated that in order to be successful in marketing efforts, it s essential to be creative and think outside of the box. Presentation/Discussion of City Expanding Its Marketing Efforts Through the Illinois South Tourism Bureau Dan Krankeola, President/CEO and Jon Weaving, Sales and Marketing Manager of the Illinois South Tourism Bureau, were both present at the meeting until 2:35 p.m. Dan Krankeola introduced himself as the President/CEO of Illinois South Tourism Bureau in addition to Jon Weaving, the Sales and Marketing Manager. Dan presented the Fiscal Year 2017/2018 Marketing Proposal for the City. The City is currently spending around $10,000 with the Illinois South Tourism Bureau in marketing efforts. Under the new marketing proposal, the City would increase its financial contribution to an estimated amount of $28, after receiving a 15% discount from the Tourism Bureau, and the new marketing proposal includes: A full page ad in the Visitors Guide Ruby membership (inclusion of City in Tourism Bureau website and logo banner ad, monthly e-newsletter, City events feature, and inclusion in Tourism Times) Tear off maps (including reprint) Brochure and map creative design (including reprint) KMOX radio drive time campaign to promote Midwest Wingfest and Salute to the Arts Gateway Motor Sports Ad A social media campaign KMOV TV spots on location featuring Salute to the Arts with the Illinois South logo included A billboard on Interstate 64 with the City logo to be split with St. Clair Square The biggest difference between the current marketing plan in place and the new marketing proposal is the focus on the social media campaign, the billboard advertisement on Interstate 64 with St. Clair Square, and expanding the marketing efforts. The 15% in savings the Tourism Bureau is able to provide is when the promotional project meets state grant guidelines. Chuck Daily inquired as to why Salute to the Arts has not sought marketing through the Tourism Bureau previously and received the 15% in savings. Mike stated that he is meeting in the near future with Sharon Kassing, Director of Salute to the Arts, to which this will be discussed among other marketing ideas. Karen Kaufhold said that Salute to the Arts may have not sought funding through the Tourism Bureau in the past because of different leadership in place at that time. Dan Krankeola wanted to let everyone know in response to this that he is currently the President/CEO of the Tourism Bureau since July 1, 2016, and under his leadership, he wants to Page 2

7 ensure that Fairview Heights grows and prospers with the Bureau s marketing efforts, and that includes working with Salute to the Arts. Chuck then asked about the social media campaign and what that would entail, to which Dan stated that the social media marketing would heavily focus around unique events in Fairview Heights to draw people to the City. Mike Malloy stated that this agenda item will also be on the upcoming Community Committee meeting agenda on January 18 th, Although there was no quorum, Chuck Daily recommended that the Community Committee on January 18 th consider the Fiscal Year 2017/2018 Marketing Proposal through the Illinois South Tourism Bureau. There were no further questions. Don Krankeola and Jon Weaving left the meeting at 2:35 p.m. Economic Development Director s Report Mike Malloy announced several projects in the works: The Kimco Letter of Intent was recommended for approval at the Administration/Finance meeting on December 14 th and heard by the City Council on December 20 th. Staff is in the process of drafting an amended redevelopment agreement and Kimco anticipates the new tenant will be open for business by September Salon Loft will be locating at Plaza St. Clair. Tinee Treasures, a daycare facility, is planning to open in the previous Magic Building Blocks space at 5601 Old Collinsville Road. A car wash chain will be locating on the two (2) acre site to the South of the former VFW building on 159. The BP convenience store at Lincoln Trail will be expanding. The St. Clair Cinema 10 is being acquired by Marcus Theaters and will include Dreamlounger seating in addition to food and beverage amenities. Director was concerned that Cinema 10 was not going to be a part of the holdings that Wehrenberg Theaters sold off to Marcus Theaters, but Marcus Theaters is planning on demolishing the current Cinema 10 and starting over. Director anticipates they will be applying for assistance as the property is located within the City s Enterprise Zone and Ludwig Drive TIF. Ruby Tuesday s has reopened for business with extensive interior and exterior renovations. Director has had discussions with several shopping center owners in regards to purchasing Crossroads Centre and Fairview Heights Plaza. Land acquisition negotiations are anticipated to begin in January 2017 for the South Corridor Bike Trail. City is currently in negotiations with four (4) property owners. Land acquisition negotiations for Phase I of the Streetscape project are anticipated to begin as early as this winter. Director anticipates having a draft water agreement from the City of O Fallon in January 2017 that will include the painting of the City of Fairview Heights name on St. Clair Square Water Tower. Alderman Pat Baeske stated that if Marcus Theaters requests any financial assistance from the City, they should be running Class A movies as opposed to the older movies the current Cinema 10 runs. 8 Karen Kaufhold inquired about the bids for Fairview Heights Plaza that recently took place, to which Mike stated that the four (4) bids offered did not meet the minimum bid amount. There were no further questions. Roundabout Décor Karen Kaufhold provided an update to the previous discussion regarding the roundabout décor for the Streetscape project, and stated that she looked into information with IDOT about roundabout aesthetics. She stated that under IDOT Chapter 36, under Roundabout Aesthetics, IDOT believes that décor placed in the center of a roundabout is a site distance blocker and are called attractive nuisances. Because of this, IDOT does not recommend roundabout décor. Karen brought this to the Commission s attention due to the roundabout most likely needing approval from IDOT; however, Mike Malloy stated this still should not be an issue moving forward with the Streetscape project as it would be highly unlikely IDOT would deny the roundabout due to the multiple instances in recent years of roundabouts that include décor. The Amended Redevelopment Agreement with Kimco Realty to allow filling of the former Sports Authority space at Fairview City Centre is anticipated to be on the February 7, 2017 City Council agenda for approval. 2. Hotel/Motel Grant Applications for FY 2017/2018 are due at the City by January 31, ICSC Heartland States Idea Exchange will be held in St. Louis on January 25-26, Director, in conjunction with the Tourism Bureau, developed an ad for the 2017 Gateway Fan Guide. 5. Reviewed and discussed results of Chamber/BND Phase II targeting efforts to attract more overnight stays, increased shopping in City. Chamber/BND anticipate applying for Hotel/Motel funds for Phase III targeting efforts. 6. Director has received and is reviewing a draft Water Agreement from O Fallon, which includes allowing the City of Fairview Heights signage on the mall water tower. 7. Director has begun negotiations with four (4) property owners in the City, acquiring a certain portion of the four (4) properties to allow construction of the South Corridor Trail. 8. Director is working with two (2) separate realtors and tenants to purchase the Dandy Inn property. 9. Director is working with two (2) store owners to relocate to Fairview Heights from an adjourning community. 10. Director is working with an individual to locate a franchise, upscale coffee shop in the City. 11. Director is working Salute to the Arts representatives on utilization of additional marketing techniques for the upcoming 2017 festival. 12. Director is working with DLC (center owner) to place a major tenant in Market Place Shopping Center. 13. Director is working with the Illinois South Tourism Bureau to expand its marketing efforts.
