4 BOARD ACTION HANDBOOK CHANGES A League or WIAA District Board, or the WIAA Executive Board may restrict a team from post season play. However, once the post season competition has begun, only the WIAA Executive Board may remove that team from competition. Charter schools and Tribal schools have been considered the same as private schools with no defined boundaries FALL WORKSHOP

6 SUPERVISION SUPERVISION OF TEAM/CONTEST - During the sport season, all team/contestant activity (designated practice, turnouts, games, meets, playoffs) shall be under the supervision of a school district staff member CROWD CONTROL RESPONSIBILITY - Member schools are obligated to maintain proper crowd control at all interscholastic activities. The WIAA Executive Board shall have full authority to penalize any member school whose representatives or spectators may be adjudged, upon evidence presented, to have violated these obligations. The Association shall have no responsibility for crowd control or for the actions of school representatives FALL WORKSHOP

7 DRONE AND AED During the Fall of 2015, AED s became a requirement for all WIAA State sites. The use of unmanned aerial vehicles ( UAV ), also known as drones, is prohibited for any purpose by any persons at WIAA tournament venues FALL WORKSHOP

8 GAMES COMMITTEE Games Committees: Each Event Manager shall appoint and name a Games Committee for all postseason contests. The Games Committee will be on site or readily accessible by phone for all postseason qualifying and/or state contests. Participating coaches will be informed of the process and makeup of the Games Committee prior to each postseason event FALL WORKSHOP

9 GAMES COMMITTEE Duties of the Games Committee shall be as follows: Assist the tournament director as needed and be immediately available to him/her at all times during the event. Act as an arbitration board of dispute on questions or protests that might arise. The final decision will be the consensus of the Games Committee. Questions concerning infractions may be brought to the Games Committee by the head coach or school administrator responsible for the team, not by a contestant, parent or spectator. The Games Committee shall be composed of no fewer than three, nor more than five, members FALL WORKSHOP

10 GAMES COMMITTEE Games committee members will include: 1) The event manager or designee 2) The head official 3) A coach, athletic director or school administrator; and may include 4) The official scorekeeper or 5) Another event staff member The Games Committee members may not have a conflict of interest with the teams/individuals involved with the game under dispute FALL WORKSHOP

11 DRAW CRITERIA CHANGES Changes to the Draw criteria that will take effect in fall 2016: Any districts that combine, whether by combination or by glue, will retain their true #1 teams for purposes of the draw Removed from Draw Criteria: If a district has five or more allocations, the #5, #6, etc. teams will go into the draw as potential opponents for its #1 team FALL WORKSHOP

13 MEMBER SCHOOL COMPLIANCE The strength of the WIAA lies in the willingness and ability of the membership to support the rules and regulations adopted and, if necessary, to support the penalties placed upon members, if it is determined that those same rules and regulations have been violated FALL WORKSHOP

14 MEMBER SCHOOL COMPLIANCE All member school districts of the Association must comply with the rules as stipulated in the Association s Constitution and Rules and Regulations for interscholastic programs. Failure to adhere to the Rules and Regulations of the Association are grounds for imposing the penalties outlined in article regarding rule violations and penalties of the Association Handbook FALL WORKSHOP

15 MEMBER SCHOOL COMPLIANCE Each member school has a responsibility to educate its student-athletes, coaches, and other appropriate persons on State Association rules, regulations, and policies that could affect them. Further, each member school should monitor its compliance with such State Association information FALL WORKSHOP

16 MEMBER SCHOOL COMPLIANCE Unethical conduct by a prospective or enrolled student-athlete or a current or former staff member, which includes any individual who performs work for the athletics department, even if he or she does not receive compensation for such work, may include, but is not limited to, the following: A. Refusal to furnish information relevant to an investigation of a possible violation of a WIAA regulation when requested to do so by the WIAA or the individual's school; B. Knowing involvement in arranging for fraudulent academic credit or false transcripts for a prospective or an enrolled student-athlete; C. Knowing involvement in offering or providing a prospective or an enrolled student-athlete an improper inducement or extra benefit or improper financial aid; D. Knowingly furnishing or knowingly influencing others to furnish the WIAA or the individual's school false or misleading information concerning an individual's involvement in or knowledge of matters relevant to a possible violation of a WIAA regulation; FALL WORKSHOP

17 MEMBER SCHOOL COMPLIANCE E. Receipt of benefits by a school staff member for facilitating or arranging a meeting between a student-athlete and an agent, financial advisor or a representative of an agent or advisor (e.g., "runner"); F. Failure to provide complete and accurate information to the WIAA, the WIAA Eligibility Committee or a school s admissions office regarding an individual's academic record (e.g., schools attended, completion of coursework, grades and test scores); G. Fraudulence or misconduct in connection with placement examinations; H. Engaging in any athletics competition under an assumed name or with intent to otherwise deceive; or I. Failure to provide complete and accurate information to the WIAA, the WIAA Eligibility Committee or the school's athletics department regarding an individual's amateur status FALL WORKSHOP

47 TRANSFERRING STUDENTS A transfer student that does not meet the WIAA transfer student requirements will have JV eligibility for one (1) year in specific sports in which they have participated the year before. EXCEPTION Rule A A transferring student has not participated at the school level or club/community equivalent in that sport for one year prior to his /her transfer. Rule A student attending a member school for one (1) calendar year or more is eligible in the same school/school district during subsequent attendance, so long as the enrollment/attendance is continuous. 48 APPEAL PROCESS It is the responsibility of the Athletic Administrator to inform the student and parent/guardian if the eligibility criteria has not been met. The school-appointed AD of the WIAA member school determines athletic eligibility of students in their school. The ineligible athlete will be given Form 2 of the Eligibility Packet as a method of documenting the interaction and providing guidance for possible appeal. The AD will put a copy of Form 2 in the student s file for future reference. Students have the right to appeal this decision and request the appeal documentation from the school's AD. The family has three (3) business/school days to request a hearing for an appeal after being informed of their eligibility status. It is the responsibility of the AD to guide the student and parent/guardian through the appeal paperwork. The appeal paperwork must be signed by both the AD and the family. It is critical that all paperwork turned into the District Eligibility Chairperson is completed and accurate. It is the responsibility of the AD to direct this procedure. Appeals for eligibility can only be heard prior to the season in which the student-athlete is requesting the waiver. Fall Workshop

50 APPEAL TO DISTRICT ELIGIBILITY COMMITTEE It is not the responsibility of the District Eligibility Committee to track down information, contact someone else to get the whole story, search out more information, etc. The AD is responsible for turning in a complete packet. Appeals are processed in the order they are submitted. It is the applicant s responsibility to present the information in detail. Is the applicant in need of an spokesman/advocate to attend? Describe the process to the applicant. Let them know what to expect. Please provide the applicant with a copy of their completed Student Eligibility Packet. Fall Workshop

51 APPEAL TO DISTRICT ELIGIBILITY COMMITTEE An application is not considered completed until it has been received, is correct, and complete and is ready for review. 52 DISTRICT ELIGIBILTY COMMITTEE DECISION The committee has five (5) business/school days to make its decision. The committee chairperson will contact the AD with the decision. Next, an official notice will be sent to the student. Once the decision is shared with the AD, the AD is required to contact the student and parents/guardians and advise them of their eligibility status and possible next steps. Fall Workshop

53 APPEAL OF DISTRICT DECISION Students can appeal the decision of the WIAA District Eligibility Committee. The student will receive appeal procedure information with the WIAA District Eligibility Committee decision. Any appeal to the WIAA Executive Director shall be based on alleged errors from the WIAA District-level hearing or additional relevant evidence that was not presented at the WIAA District Eligibility hearing. An appeal of the District decision requires the student and parents/guardians to fill out the appeal form and send it to the WIAA office within ten (10) business/school days of being notified of the District decision. 54 APPEAL OF DISTRICT DECISION The appeal for a State-level hearing must be based on new information that was not provided at the District-level hearing or an error in the proceedings. The District decision will not be overturned unless the student is able to supply new information or submit documentation substantiating their claim of a hardship. The WIAA office must be notified seven days prior to the hearing if an attorney will be present. The following written information must accompany a NOTICE OF APPEAL: A copy of the written decision of the District Eligibility Committee. A written explanation of the specific error(s) and/or additional information claimed by the petitioner/appellant that form the basis of the subject appeal. A current school transcript. A fifth year student must provide a written graduation plan (Form 7) signed by the school principal/counselor. Fall Workshop

55 EIGHTH GRADE PARTICIPATION B schools with enrollment of 104 and below may utilize eighth graders for any high school program. 2B schools with enrollment of 105 or higher could apply for a waiver after the season begins and must include the following: League must support the request Would be to save a varsity team sport program only Participation numbers must be verified after the season begins School must document what efforts were put forth to encourage students to participate in that sport Fall Workshop

56 EJECTION FROM CONTEST Conduct resulting in ejection or disqualification from an interscholastic contest administered by game officials, coaches, or school administrators shall result in the following: When a student is ejected, the coach continues to be responsible for the student. The student shall remain with the team. When a coach or other adult school representative is ejected, the coach or other adult school representative must vacate the playing area (gymnasium, field, and stadium). If a head coach is ejected, an assistant coach or any school district personnel authorized to supervise students may assume the head coaching responsibilities for the remainder of the contest. If no other school district personnel are on site, the contest will be terminated and a forfeiture declared. The first ejection of the season shall result, at a minimum, in the ejected person (student, coach, other school representative) being ineligible until after the next school contest in that sport at the same level of competition from which the person was ejected. 57 EJECTION FROM CONTEST The school principal/designee is required to submit an ejection report online to the WIAA office within 24 hours following the completion of the contest in which the ejection occurred. The school report is a requirement for all ejections. When submitted, it is automatically sent to the WIAA office and to your District Director. Please do not wait for the WOA report to arrive at your school. Send your report as soon as possible. Fall Workshop

58 EJECTION FROM CONTEST A BOYS SOCCER An ejection in boys soccer due to violent conduct or abusive language shall result in a suspension of three (3) matches. 1. Violent conduct is defined as the commission of a violent act against an opponent, official, spectator, teammate, or other individual(s) when the ball is in or out of play. 2. Abusive language is defined as harsh or insulting language or profanity directed towards another individual. Fall Workshop

59 COACHES EJECTIONS IN BASEBALL Despite baseball being put on notice to reduce the number of coaches ejections in baseball due to inappropriate conduct, foul and vulgar language, the number actually increased this year from 36 to 44. The WIAA Executive Board is considering a more restrictive penalty for coaches ejected. Fall Workshop

At the start of the two-year allocation cycle, adjustments are made to allocations during the first Two, Three or Five weeks of each sports season. 63 ALLOCATION CYCLE WHAT IS THE TEAM DEFINITION FOR INDIVIDUAL SPORTS? The individual sports have a minimum number of participants required in order for the school to be included in the total school count for allocation purposes in its classification. The minimum count is taken any time during the first three weeks of the sports season for that sport during the first year of the allocation cycle. The WIAA District Directors are responsible for gathering information from the member schools. 65 HEALTHY CULTURE A healthy culture challenge will be issued to each league. The challenge to each will be as follows: 1. To develop a sportsmanship plan that: a. Is sustainable b. Is focused (easy to develop, understand, implement, and monitor/evaluate) c. Includes all stakeholders and is student driven d. Considers other league and state level competition e. Is built around positive elements, comments, cheer, and actions ( Just Play Fair! document attached) f. Utilizes common language 2. To create ways to recognize and celebrate successes, at league, WIAA district and state levels 3. To be purposeful by including all aspects of a schools activities programs. Fall Workshop

66 BASKETBALL The committee met on May 1 to review the current State Basketball Tournament format and brainstorm alternatives. In addition to the current format, the Committee presented two alternative models to the WIAA Executive Board. Options A, B and C were sent to all coaches, athletic directors, principals and superintendents in July and again on August 1. A survey was sent to the same individuals on August 15. That survey will close on September 15. The purpose of the survey is to seek input from the membership regarding potential changes to the format and an RPI. This information combined with several other factors will help the basketball committee formulate a recommendation to the WIAA Executive Board. Fall Workshop

67 BASKETBALL OPTION A 1B and 2B 16 teams per gender, per classification Rounds 1 and 2 will be single elimination played over a 3 day period 1B and 2B on Tuesday and Wednesday at the Yakima Valley SunDome 1B and 2B final eight will play on Thursday (single elimination), Friday and Saturday at the Spokane Arena in week 2. 72 BASKETBALL RATING PERCENTAGE INDEX Should a rating percentage index (RPI) be used to seed the teams into the State Basketball Tournaments after all teams have qualified through their District Tournaments? If supported by the membership, a committee will be formed to determine the parameters, the formula to be used, and the score reporting process. If supported by the membership, the RPI has the potential to be applied to all Association sports. Fall Workshop

76 FOOTBALL COACHES TRAINING Beginning with the 2016 season, all football coaches (high school and middle school) must be trained in Concussion Management, Sudden Cardiac Arrest, Heat Illness and Hydration, Helmet/Shoulder Fitting and Safer Blocking and Tackling Techniques. WIAA rule F requires football coaches to receive this training at least once every three years FALL WORKSHOP

77 CERTIFIED COACHES Each team must have a stunt certified coach on site during practice and competition in order for an athlete(s) to be eligible to stunt. Each team must have a certified pole vault coach on site during practice and competition in order for an athlete(s) to be eligible to participate in pole vault. Each team must have a certified swim coach on site during practice and competition in order for an athlete(s) to be eligible to participate in swimming. 78 SUDDEN CARDIAC ARREST AWARENESS The Sudden Cardiac Arrest Awareness legislation follows the same template used for Concussion Management. Coaches must be trained, Parents and Athletes must be informed and schools should have an emergency action plan (EAP) in place. Other non-profit youth sports groups that request the use of school facilities must provide documentation showing they are in compliance with the law FALL WORKSHOP

79 ATHLETIC DIRECTOR TRAINING A representative from each member high school is required annually to complete the WIAA online eligibility clinic by the end of the third week of the fall sports season FALL WORKSHOP

80 UW MEDICINE SPORTS HEALTH & SAFETY UW Medicine Sports Health and Safety Institute is providing a new, additional educational service that delivers more extensive Sports Health Training to help meet WIAA and State requirements for coaches.
