6 Athletic Department Compliance University of Nebraska PRINCIPLES AND OBJECTIVES OF RULES COMPLIANCE Principles of Rules Compliance As a member of the National Collegiate Athletic Association, the University of Nebraska must comply with all applicable rules and regulations of the NCAA in the conduct of its intercollegiate athletics program. We must monitor our program to assure compliance and to identify and report to the NCAA instances in which compliance has not been achieved. In any such instance, the University of Nebraska shall cooperate fully with the Association and shall take appropriate corrective actions. Members of our athletics department staff, student-athletes, other appropriate institutional personnel and individuals and groups representing the University s athletic interests all share in this important task. The necessity of a positive, ethical and practical attitude toward compliance by everyone involved cannot be overemphasized. By accepting this responsibility, acknowledging your role in institutional compliance, and making yourself aware of the legislation, compliance with NCAA, Big XII Conference and University regulations is assured. Objectives of Rules Compliance The prevention of infractions is clearly the primary objective of Rules Compliance. It is essential that the University exhibit evidence of institutional control and commitment. By utilizing a system for interpretations, rules education and thorough monitoring procedures, the University shall find itself in the best possible position for reporting inadvertent infractions. The self-reporting of any violation is recommended and encouraged to aid the University in reporting such findings to the conference and/or NCAA. 8 Athletic Department Compliance University of Nebraska Associate Director of Compliance Job Description Direct, manage and coordinate the operations of the Athletic Department Compliance including, but not limited to the following areas: I. Comprehensive Rules Education Program (20%) 1. Create and implement NCAA rules education presentations and materials for the following groups: a. Coaches b. Athletics Department Staff c. Student-Athletes d. Prospective Student-Athletes, Parents/Guardians e. High School Personnel (Coaches, Guidance Counselors) f. Booster Groups, Alumni and Season Ticketholders II. Eligibility Certification (20%) 1. Manage all aspects of certification of team and individual eligibility for Big 12 reporting; 2. Communicate eligibility issues with appropriate Athletics and Certification staff; 3. Submit eligibility certification forms to Big 12; and 4. Work closely with Athletics Certification Coordinator on issues regarding eligibility certification. III. Initial Eligibility and Amateurism (15%) 1. Manage and perform unofficial academic evaluations for prospective student-athletes; 2. Maintain and monitor Eligibility Center Institutional Requests Lists; 3. Communicate with coaches, parents and prospects Eligibility Center status and deficiencies; 4. Work closely with Athletics Certification and Academic Staff on ongoing basis regarding initial eligibility status of prospects; 5. Manage NCAA amateurism status for prospects; 6. Serve as liaison with NCAA Eligibility Center and Student Athlete Reinstatement staff on amateurism issues; and 7. Manage international prospect amateurism process. IV. Transfers (15%) 1. Oversee all aspects of communication regarding two-year and four-year college transfers; 2. Prepare and maintain transfer paperwork for permission to contact and eligibility verification for four-year transfers; 3. Communicate with coaches, student-athletes, staff and parents regarding transfer issues; and 4. Provide interpretation regarding transfer questions in accordance with NCAA and Big 12 rules. V. NCAA and Big 12 Waivers (10%) 1. Manage all aspects of medical hardship process; 2. Work closely with Athletic Medicine Staff to determine who may qualify for hardship and to obtain medical documentation; 3. Review medical documentation to determine if additional documentation is needed to satisfy requirements set forth by NCAA and Big 12; 4. Work with the Faculty Athletics Representative to submit application to Big 12; 5. Provide interpretations to staff and student-athletes regarding medical hardships; 6. Interview those involved in the violation and write the violation report. IX. Compliance Daily Operations (5%) 1. Supervise, train and evaluate Assistant Director of Compliance; 2. Represent the Athletic Compliance when requested; 3. Serve on Departmental committees as requested; and 4. Attend NCAA and Big 12 Conference rules and compliance workshops. X. 10 Athletic Department Compliance University of Nebraska Compliance Coordinator Job Description Oversee defined areas of the Athletics Compliance including but not limited to: I. Administer on- and off-campus recruiting monitoring, including general recruiting operations, off-campus recruiting, contact and evaluations, official and unofficial visits and telephone calls. 18 Athletic Department Compliance University of Nebraska FACULTY ATHLETICS REPRESENTATIVE FAR Job Description The FAR provides outside-athletics oversight of the athletic department and, as such, has an integral role in assuring institutional control of athletics. The FAR reports directly to and is responsible to the Chancellor. A prime responsibility is to provide the Chancellor and the Athletic Director with the faculty viewpoint on matters relating to the Athletic Department that affect student-athletes. Particular emphasis is on academic integrity, NCAA and Big 12 rules compliance, student-athlete well-being and matters of a sensitive nature as they occur. The FAR is authorized and expected to bring to the Chancellor any issue related to these matters and to provide appropriate advice thereon. The FAR s responsibilities include: 1. Chair, Chancellor s Intercollegiate Athletics Review Committee. Role of committee is to conduct an external review on any matter relating to intercollegiate athletics determined by the FAR or the chancellor and requiring an external review. Full description of committee is found in Chancellor s Policy Memorandum (July 11, 2004). 2. To coordinate investigation of major infraction cases, including participation in all interviews unless the FAR determines it is unnecessary, and writes institutional reports to the NCAA. 3. To review and certify the system for student-athlete eligibility and to review and process financial aid awards, Big 12 Conference participation reports, and other forms required by the Big 12 Conference and the NCAA. 4. To review and sign self-reports of secondary violations and annually evaluate logs of secondary violations. On occasion FAR will draft the secondary self-report. 5. To review waiver (hardship; initial and continuing eligibility; etc.) and student-athlete reinstatement requests. On occasion FAR will draft the waiver or reinstatement request. 6.
