2 PAGE 2 VOLUME 5 WINTER 2003 Boise State s Alpha Kappa Chapter Tests Police Recruits, Raises Funds By Andrew Giacomazzi Alpha Kappa Chapter Advisor Boise State University s Alpha Kappa Chapter recently embarked on an innovative fundraising project that combines hard work and fun with career relevant learning experiences. The chapter partnered with PublicSafetyTesting (PST), an organization that administers written and physical tests to those seeking careers in the public safety arena. PST, based in Seattle, Washington, contracts with public safety agencies in a number of western states and essentially privatizes the testing process. Alpha Phi Sigma members at Boise State University actually administer the written and physical tests several times a year for public safety applicants who have chosen Boise, Idaho as their testing site. For its efforts, PST makes a generous donation to the chapter. At the last PST fundraising event in November, 2002, 17 Alpha Kappa members volunteered for a 3 hour training session on a Friday afternoon, followed by the testing of 120 applicants the following Saturday. One of the volunteers, Jamie Wada, was impressed with the training. I didn t realize there was so much to know about sit-ups! Wada and other chapter members were specially trained to administer the Physical Fitness Test Battery, which includes sit-ups, push-ups, the vertical jump, the 300 meter run, and the 1.5 mile run/walk. Other members, including Maureen McClung and Shandel Kleppinger, opted for training in the administration of the written test. It s nice to be on the other end of test taking once-in-a-while, McClung said after she finished proctoring the written exam. Other public safety testing dates have been scheduled for Boise, and the chapter expects a long and successful partnership with PublicSafetyTesting. As compared to several alternative fundraising options, the PST partnership seems to make quite a bit of sense. I like this better than selling hot dogs at football games, Anna Whipple, Alpha Kappa Secretary/Treasurer said, We get certificates of training and engage in an activity that is relevant to our future. And PST gets honor students to conduct their testing. It s a win-win scenario, Whipple said. If you would like to attend, please obtain your lunch ticket when registering with Alpha Phi Sigma at the conference no later than Thursday. Because of logistic and funding of the luncheon, seating is limited to 100 persons, so please make sure you register on time. 7 VOLUME 5 WINTER 2003 PAGE 7 ΑΦΣ 2003 Conference Featured Speakers Wednesday 9:45-11:15 am Henry Lee, Ph.D. Henry Lee, Ph. D. is one the world's foremost forensic scientists. Presently, Dr. Lee is Chief Emeritus of the Connecticut State Police Laboratory. Dr. Lee was the Director of Public Safety for the State of Connecticut and was the former Director of the Connecticut State Police Forensics Science Laboratory. In 1972 he earned his B.S. degree in Forensic Science from John Jay college of Criminal Justice in New York. He went on to study science and biochemistry at New York University and earned his M.S. degree in 1974 and a Ph D. in biochemistry in In 1975 he volunteered his service to assist the Connecticut State Police to develop forensic laboratory services and introduce the Major Crime Squad concept for criminal investigation. He holds an Honorary Doctor of Science degree conferred by the University of New Haven, Honorary Doctor of Laws from Roger Williams University, Rhode Island, and Honorary Doctor of Humane Letters from St. Joseph College and the University of Bridgeport, Connecticut. He has completed many special training courses at the F.B.I. academy, Alcohol, Firearms and Tobacco Agency, Drug enforcement Agency, Royal Canadian Mounted Police, and other law enforcement training programs. Dr. Lee has received many citations from the Connecticut General Assembly as well from other States and Governments. He is one of the first recipients of the State Distinguished Manager Awards in 1982, He also is the first recipient of the Ethics Award from the State in In addition, he has received several hundred other medals, commendations, and awards from police Departments, Universities, governments, and civic, groups around the world for his contribution and achievements in police work, criminal investigation, law enforcement, forensic sciences and education. He has received many honorary police ranks, from captain to police colonel, from deputy sheriff to Texas lawman. He has over 35 years practical experience and knowledge from several fields of medicine, chemical analysis, physics, biochemistry, and material science. Dr. Lee has investigated more than 4000 homicides and testifies as an expert witness more than 100 times a year. He has testified over 1,000 times in both criminal and civil cases. He serves as a consultant for over 300 police and law enforcement agencies. He has served as an expert witness in many high profile investigations in both national and international known cases. Dr. Lee is best known for his work in forensic serology, which is the identification of blood, hair, semen and tissue types. Dr. Lee is also known for his work in fingerprint matching, ballistics testing, fiber and paint sample investigation, and blood splatter and crime scene reconstruction. Dr Lee has authored or co-authored over 20 books and articles dealing with forensic science and has received numerous awards, citations and commendations from law enforcement agencies. He has been interviewed on The Sally Jesse Raphael Show, Good Morning America, The BBC news and Ireland's Pat Kenney Show. A 21-year veteran of the Vancouver, Britis h Columbia, Police Department, Dr. Rossmo holds a PhD in Criminology from Simon Fraser University, where he also earned a master's degree in criminology. Over the course of his policing career, Dr. Rossmo has worked in organized crime intelligence, emergency response, patrol, crime prevention, and community liaison. He is vice president of the Canadian Association of Violent Crime Analysts, a member of the International Association of Chiefs of Police Advisory Committee for Police Investigative Operations, and the former executive vice president of the Canadian Police Association. He is an adjunct professor at Simon Fraser University, a visiting professor at the University of Houston, and sits on the editorial board for the international journal Homicide Studies. He is a member of the American Society of Criminology, and a fellow of the Western Society of Criminology. Dr. Rossmo has researched and published in the areas of policing, offender profiling, and environmental criminology. He is the author of Geographic Profiling and a contributor to dozens of journals, books, and reports, primarily in the area of criminal geographic profiling. 10 PAGE 10 VOLUME 5 WINTER 2003 Alpha Phi Sigma The National Criminal Justice Honor Society Approved Amendments to the National Bylaws, January 15, 2003 Amendment 1 Article I, Section 2: Mission The purposes of Alpha Phi Sigma shall be to promote critical thinking, rigorous scholarship and life long learning; to keep abreast of the advances in scientific research; to elevate the ethical standards of the criminal justice professions and to sustain in the public mind the benefit and necessity of education and professional training. Amendment 2 Article II Article I, Section 3: Goals The goals of Alpha Phi Sigma shall be to honor and promote academic excellence; service; educational leadership and unity. Amendment 3 Article I, Section 4: Oath of Membership In the presence of our Creator and of the Alpha Phi Sigma members here assembled, I do hereby solemnly promise to uphold the ideals and traditions, maintain high moral character and commit myself to be governed by the By-Laws of the Alpha Phi Sigma Honor Society and to the local and national offices. Amendment 4 Article II, Section 1: Non Profit Status Alpha Phi Sigma is organized exclusively for educational, charitable, and scientific purposes, including for such purposes as the making distributions to organizations that qualify as exempt organizations under Section 501 (C) (3) of the International Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law). Amendment 5 Article II, Section 2: No part of the net earnings of Alpha Phi Sigma National shall inured to the benefit of any private individual, and no substantial part of the activities of the Society shall by the carrying on of propaganda or otherwise attempt to influence legislation, and the Society shall not participate in or intervene in (including the publishing or distribution or statements) any political campaign on behalf of any candidate for public office. Amendment 6 Article II, Section 3: Upon dissolution of Alpha Phi Sigma, the National Board shall, after the paying or making provisions for the payment or all of the liabilities of the Society, dispose of all of the assets of the Society, exclusively for the purposes of the Society in such manner, or to charitable, educational, religious, or scientific purposes as shall at each time qualify as an exempt organization or organizations under Section 501 (C) (3) of the International Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law), as the National Board shall determine, any such assets not so disposed of or if Alpha Phi Sigma National dissolves, funds will be given to the Academy of Criminal Justice Sciences for use as student scholarships. Amendment 7 Article III Members, Section 1, A. Student Members. A. Student Members. Active members shall be full-time or part-time students enrolled in baccalaureate or graduate programs of fully accredited institutions at the time of initiation. They shall be of good moral character. Applications shall be approved and signed by the chapter advisor. Amendment 8 Article III Members, Section 1, A Student Members. - 1 Undergraduate students shall be enrolled in the institution represented by the chapter, have declared a major, minor or equivalent in criminal justice fields, have completed three full time semesters or equivalent, have a minimum grade point average of 3.0 on a 4.0 scale with a minimum grade point average of 3.2 in courses in criminal justice fields and who are in the top 35% of their class. A minimum of four courses of the above course work shall be in the criminal justice field. Amendment 9 Remove Article III Members, Section 1, A. Active Members. 5, from by-laws. Amendment 10 Article III Members, Section 1, E. Transfer Members. An Alpha Phi Sigma member who transfers, to another college or university shall be accepted into that local chapter and shall pay the local chapter fee, if any. After one term, the member shall be subject to all rules, regulations, and requirements of that local chapter. A new certificate of membership will not be issued by National Headquarters unless specifically requested by the chapter advisor and paid for by the member.

11 VOLUME 5 WINTER 2003 PAGE 11 Amendment 11 Article IV - National Board Section 3: Regular meetings of the National Board shall be called by the Executive Director or shall be called at the request of any three members of the Board. Amendment 12 Article IV - National Board Section 4: Special meetings of the National Board shall be called by the Executive Director or shall be called upon the written request of the majority of the voting members of the Board. Ten days notice shall be given except for meetings that may be called during a National Meeting. Business shall be limited to that which is stated in the call. Amendment 13 Article XII-Chapters Section 1 A chapter of the Society may be established in a college or university offering a baccalaureate or advanced degree in criminal justice or a criminal justice related field, including law. The institution shall be fully accredited by its regional accrediting agency, and the program shall meet uniform criteria determined by the National Board. Amendment 14 Article XII-Chapters Section 3 A Chapter in good National standing shall comply with these bylaws, shall meet uniform criteria determined by National Board, shall have filed all required reports with the National Headquarters, and shall be current in all financial obligations to the Society. Only chapters in good standing shall be eligible to vote in mail ballots, to have a voting delegate to the National Meeting or to have member applications accepted. To purchase or wear a cord, stole, medallion or other honor regalia, a member s chapter must be in good standing. Amendment 15 Each chapter shall have one or more chapter advisors, full time faculty members chosen for their interest, ability to work effectively with students and desire to promote the ideals of the Society.
