The Medical Office Building is scheduled to be constructed on the former City Hall site which was located at the corner of Greenback Lane and Fountain Square Drive. City staff relocated to temporary office space at 7927 Auburn Boulevard while the New City Hall is under construction at its new location at the corner of Fountain Square Drive and Stock Ranch Road, just north of the Post Office. Aerial photo of New City Hall A groundbreaking ceremony for the new 35,000 square-foot City Hall and 4,000 square-foot Utility building was held last July. Since that time, an incredible amount of progress has been made and construction is ahead of schedule. At the present time, construction is progressing rapidly on the installation of the interior walls, windows, plumbing and electrical including the utility building which is located behind the New City Hall building. The installation of the landscaping is set to begin late May early June. It will include a large water feature on the plaza, sizable art display at the main entrance and a small rose garden and water feature on the south-east corner of the building. Based on the current construction schedule and barring any unexpected delays, the City is scheduled to take occupancy of the New City Hall in August. Plans for a public grand opening and building dedication ceremony are currently being discussed. We will post information regarding the event on the City s website as it becomes available. The demolition of the old City Hall facilities was completed in November 2015, to make way for construction of the Medical Office Building. The Medical Office Building project continues to work through the building permit process. During this process revisions have been made to the Medical Office Building project that include an increased set back of the building from Greenback Lane, additional landscaping and enhanced pedestrian sidewalk facing Greenback Lane and tree screening along the western border of the project and adjacent neighborhood. FREE Behind the Scenes Tours Offered at the Sacramento Regional Wastewater Treatment Plant Space is Limited Join the Sacramento Regional County Sanitation District for a FREE behind the scenes tour of the Sacramento Regional Wastewater Treatment Plant in Elk Grove. The two and a half hour tour includes an overview of the wastewater treatment process and operations with experts, and examines the strict environmental compliance steps required by state and federal regulators. A walking tour then takes visitors behind the scenes through the Plant s water quality testing laboratory, process areas, and control center indoor and outdoor facilities not normally open to the public. Advance registration is required and space is limited. Tour dates and a reservation form are located at or by calling (916) during regular business hours. Tour attendees must be 16 years of age or older. Moderate walking and stairs should be expected during tours. Election Season is Approaching Are you interested in running for the Citrus Heights City Council? Two of the Citrus Heights City Council positions will be on the November 8 th ballot. Beginning Monday, July 18 th, nomination packets will be available at City Hall (7927 Auburn Boulevard) for those interested in entering the political race. Nomination forms are issued at no charge. Candidates should be prepared to provide their name and residential address for validation of current voter registration and eligibility status. The deadline to submit nomination papers is Friday, August 12 th, unless an incumbent Council Member does not file. If this occurs, then the deadline will be extended to Wednesday, August 17 th. Elected candidates will be seated at the first City Council meeting in December. Candidate requirements include being a registered voter residing in the City. From the Desk of Chief of Police Christopher W. Boyd Recently, I presented the department s annual crime report to Citrus Heights council members and was proud to be able to report that we are one of few agencies in the region to have lowered overall crime in In fact, last year saw our lowest amount of total crime since the agency s inception in As well, one of our goals for last year was to reduce holiday crime (seasonal; November/December) and we accomplished that as well. The 20-minute council presentation detailed 2015 crime statistics, collision data, and reduction strategies and outlined our goals for 2016, the Citrus Heights Police Department s (CHPD) 11 th year. Since 2007, we have realized a 29 percent decrease in total Part 1 crimes, which are considered serious felonies and include willful homicide, forcible rape, robbery, burglary, aggravated assault, larceny over $50, motor vehicle theft, and arson. The overall reduction in our Part 1 crimes is only partly due to the hard work of the men and women of CHPD. The balance of credit goes to the citizens of this community without whose partnership a decline this significant, in this category, would not be possible. I am frequently asked about the role prison realignment (2011) and Prop 47 (2014) have had on crime statistics in Citrus Heights. Realignment was intended to decrease California s prison population by reassigning new, non-violent, non-serious, and non-sexual offenders from state prisons to county jails. Inmates released from county jails to our streets (making room for the in-coming prison assignees) are placed on county-directed postrelease community supervision (PRCS) instead of state parole. On the heels of that, Prop 47 reclassified certain crimes from felonies to misdemeanors. Where we see the greatest fallout from these two pieces of legislation is in our robbery stats: up 74 percent in Most of this is shoplifting related; offenders quickly realized that, because of Prop 47, all thefts under $950 (considered property crimes) are now only misdemeanors. However, when businesses loss prevention intervenes, attempting to physically stop thieves, a property crime becomes a person crime, or robbery, which is a felony. Some of our reduction strategies around crime prevention include community oriented policing programs; strong community partnerships; school and youth-based programs; tenacious focus on narcotic, gang, and PRCS offenders; sophisticated, predictive crime analysis; excellent customer service; and proactive crime fighting. In regard to collision stats, they remain relatively similar year after year; total collisions were up two percent however DUI collisions were down 19 percent. This reduction is the result of a relentless push to enforce traffic laws and conduct regularly scheduled checkpoints that both enforce drunk/ drugged driving laws and educate the public. Other strategies include effective use of grants; directed campaigns around specific issues such as distracted driving and seat belt usage (Click It or Ticket); and targeted enforcement in identified problem areas. Department goals for 2016 include continued, effective crime and collision reduction strategies such as our Data Driven Approach to Crime and Traffic Safety (DDACTS) and our Crime and Traffic in Citrus Heights (CATCH) models; intensified focus on blighted properties and homelessness/camps; preserving quality of life; expanding youth and teen programs; and increasing resources and follow-up care for children exposed to domestic violence. Each new year provides fresh opportunities to further evolve our policing and services. Our commitment, however, to the safety and well-being of this community remains unwavering. 4 May - Aug CONNECTIONS NEWSLETTER Auburn Boulevard Businesses on the Move! A new business association has been born! For over a year, a group of Auburn Boulevard businesses and property owners have been working to form their own business association, the Auburn Boulevard Business Association. The new business association is focused on undertaking efforts to reduce homelessness and homeless related activities, such as loitering; increasing police presence; reducing impacts to walk-in businesses during construction and improving run-down strip malls through advocacy, marketing, relationship building and empowerment of fellow business and property owners. The Auburn Boulevard Business Association meets the second Tuesday of every month at 6:00 p.m. in the temporary City Hall, located at 7927 Auburn Boulevard. To further support the Auburn Boulevard Business Association s efforts the City recently launched a new program, Activate Auburn, that provides free design and retail consultations, grants and fee waivers. The Citrus Heights Animal Services Division takes in many animals who cannot be adopted immediately because they are too young or for other reasons. Foster care providers give these animals a chance for a better future by providing temporary care and love in their homes. Time commitments vary depending on each animal s situation. In support of Bite Prevention Week May 15 21, 2016 Here are some ways to prevents dog bites. DOG OWNERS 1. Always supervise children & dogs. 2. Teach children to treat dogs with respect. 3. Socialize your dog so it feels at ease around people and other animals. 4. Never put a dog in a position where it feels threatened. 5. Use a leash in public to ensure control of your dog. 6. Regular veterinary care is essential to maintain a dog s health. 7. Be alert, if someone approaches you and your dog. 8. License & vaccinate your dog as required by law. 5 CITY NEWS & UPDATES What is the Citrus Heights Collaborative? The Citrus Heights Collaborative has been in existence since 1999, and is an informal network of community members and organizations working to enhance and improve the availability and quality of social services in Citrus Heights. Their mission is to serve as the community advisory group to the City and are empowered to: act as a clearinghouse for information about or expansion of programs; serve as a place for dialogue and prioritization of community needs and issues; serve as a bridge between agencies and clients; develop new collaborations and strengthen and formalize existing collaborations; develop an effective means for community input; and serve as a review/advisory board to the City Council and other agencies. Members educate each other on the programs and resources already in existence and work to link each other to avoid creating duplicative programs. By leveraging the strengths of individual members, the Collaborative has helped build relationships between the community and service providers leading to the establishment of partnerships for the community s benefit. Current membership consists of a wide variety of entities including, but not limited to numerous nonprofit service providers, faith communities, fraternal organizations, representatives of San Juan Unified School District (SJUSD), Sunrise Parks and Recreation District, and the Sylvan Oaks Library, as well as individual citizens. The membership is representative of the City s diverse populations of cultural and ethnic backgrounds, the disabled, senior citizens, parents, grandparents, teens, and others. Meetings are held on the 2 nd Friday of each month (except July) from 9:00 a.m. until 10:30 a.m. at the Citrus Heights Community Center, 6300 Fountain Square Drive, Citrus Heights.
