5 2. SCHEDULE OF EVENTS 2.1. CHAMPIONSHIPS FORMAT A one-day event that will include the following races: men s varsity eight men s second varsity eight men s third varsity eight men s freshman/novice eight men s varsity four (not scored) women s varsity eight women s second varsity eight women s third varsity eight women s varsity four The Pac-12 regatta shall use a seven-lane course with finals-only races. If there are more than seven Pac- 12 institutions that enter a men s race, the club teams will compete for the three open lanes in heats on Saturday, May 14. All institutions with an entry in the women s varsity four race also must have an entry in the women s varsity eight and the women s second varsity eight races. Petitions will not be accepted for entry in the women s varsity four. The time schedule shall not be adjusted because of equipment conflicts or student-athletes utilizing the doubling opportunities. Only representatives of Pac-12 schools shall be allowed to compete in the Pac-12 Rowing Championships MEET SCHEDULE The Pac-12 Rowing Championships will take place Sunday, May 15, Generally, the regatta will be conducted on the Sunday two weekends before the NCAA Women s Rowing Championships. 6 2.3. COURSE AVAILABILITY FOR PRACTICE Friday, May 13 6:30 AM 7:00PM Saturday, May 14 6:30 AM 8:00AM 3:45PM 4:45 PM Sunday, May 15 6:30 AM - 8:00 AM 2.4. COACHES AND COXSWAINS MEETING The coaches and coxswains meeting will be held outside of the finish-line tent at 5 p.m., Saturday, May 14. The business meetings for the coaches have been moved to September and no longer occur at the championships. 6

7 3. CHAMPIONSHIPS LOGISTICS 3.1. ADMISSION An admission fee of $10 per person will be charged at the Pac-12 Championships Sunday. Only cash will be accepted for admission CREDENTIALS Each student-athlete will be provided with a wristband for entry as well as coaches and institutional administrators. Credentials will be available for pick up at the front desk of the Sacramento State Aquatic Center starting at noon, Friday, May EVENT PROGRAMMING & HEAT SHEETS There will not be printed programs. The Conference will provide complimentary heat sheets LINE-UP FORMS Lineup forms will be collected at the coaches meetings on Saturday. Updates can be made up until race time. Student-athlete names will be announced during awards ceremonies. Accurate and legible lineup forms are essential MERCHANDISE Pac-12 merchandise will be sold on site at the championships PARKING Parking fees are determined by the State of California for the Nimbus Flat State Park. The current cost per car is $10 but is subject to change without notice. Annual parking passes are available for $125. The bus parking fee is $100 but also subject to change by California State Parks. Complimentary parking will be provided for each towing vehicle and trailer. Teams may pre-purchase parking passes for Saturday and Sunday at the Sacramento State Aquatic Center front desk. Once the State Park is full, all vehicles will be sent to event parking. Parking passes that are purchased in advance will be honored at overflow parking. The cost of overflow parking is $10 and is CASH ONLY STUDENT-ATHLETE HOSPITALITY Student-athlete hospitality will be available Saturday, May 14 from 1 p.m. 5 p.m. and Sunday, May 15 from 6:30 a.m. 11 a.m TELEVISION COVERAGE The championships will be tape delayed on the Pac-12 Network. Information on the date and time of the broadcast will be circulated as soon as it is available FAN TENTS A tent will be automatically provided for each institution competing in the championships. Tents are not assigned to a Pac-12 team until Saturday afternoon and will be used by the West Coast Conference until 2 p.m., Saturday, May 14. An institution or its fans may request an additional tent with the attached form, which is due no later than Friday, May 6,

8 3.10. TEAM TENTS No pop-up tents will be permitted anywhere in the park. 8

SCORING The Pac-12 champions shall be the institution with the most points as determined by the order of finish of the Pac-12 crews at the finals of the Pac-12 Rowing Championships in the following eight events: men s varsity eight, men s second varsity eight, men s freshman/novice eight, men s varsity four, women s varsity eight, women s second varsity eight, and women s varsity four WOMEN S POINT SYSTEM Place I Eights II Eights Fours III Eights The finish in the women s varsity eight would be utilized as a tie-breaker. The institution with the better finishing boat in the women s varsity eight would be awarded the better place finish at the Pac-12 Rowing Championships in case of a tie in the number of points 4.2. MEN S POINT SYSTEM Place Men s Varsity 8 Men s 2nd V8 Men s Frosh/Novice 8 & 3V The finish in the men s varsity eight would be utilized as a tie-breaker. The institution with the better finishing boat in the men s varsity eight would be awarded the better place finish at the Pac-12 Rowing Championships in case of a tie in the number of points NCAA AUTOMATIC QUALIFIER The Conference s automatic qualifier for the NCAA Division I Women s Rowing Championship shall be the team with the highest point total in the Varsity 8, Second Varsity 8, and Varsity 4 events. 9

10 5. REGATTA MANAGEMENT Major changes in the format the Pac-12 uses to conduct its Rowing Championships, such as changes in the rules of racing, adding or deleting events and approval of the regatta entry fees, must be voted on by the Pac-12 coaches and approved by the Pac-12 Council. USRA and NCAA rules of racing shall be utilized for the Pac-12 Rowing Championships as well as rules adopted by the Conference and outlined in the Pac-12 Rowing Championships Regatta Manual. Race day management shall be handled by the Regatta Management Committee, which shall be comprised of the following: a. Voting members: Amy Fuller and Craig Amerkhanian b. Limited-voting members Regatta Coordinator (DeDe Birch or her equivalent) Site Coordinator (Brian Dulgar or his equivalent) Conference Coordinator (Chris Grant or his equivalent) The limited-voting members shall be charged with breaking a tie vote between the Regatta Management Committee (two coaches) DUTIES OF REGATTA MANAGEMENT COMMITTEE The duties of the Regatta Management Committee shall include, but not be limited to, the following: a. Resolution of petitions for entries, exceptions to doubling rules or substitution rules because of sickness, injury, or extremely small squad size. b. Resolution of a petition for other extraordinary circumstances that an institution may find itself in that does not require a major change in the regatta. c. Coordinating and approving racing schedule changes requested by regatta officials. d. Informing conference members of ongoing preparations for the regatta. e. Informing venue staff of the concerns and desires of Conference members. All petitions must be delivered in writing and shall be considered public information. 10

11 6. STUDENT-ATHLETE ELIGIBILITY 6.1. MEN S ELIGIBILITY RULES All NCAA rules that apply to women s rowing shall apply to intercollegiate (as opposed to club) men s rowing programs, with the following exceptions: (10/05, 6/06) Student-athletes are not required to complete an NCAA drug-testing consent form. (6/09) Students whose first full-time collegiate enrollment occurred before the Fall 2007 term shall be required to meet the NCAA satisfactory progress rule in effect for the academic year (e.g., fall- to-fall or averaging option). NCAA rules pertaining to the specific degree program, percent of degree ( ), minimum grade-point average (90-95), regular academic year (75-25), progress toward degree ( ), term-by-term grade-point average checks, six units per term check, and limits on remedial units shall not apply. (6/86, 12/88, 12/92, 6/00, 6/03, 6/06) There shall a limit of 14.5 on the value (equivalency) of financial aid awards that an institution may provide in any academic year to counters. (10/05, 10/10) Participation in the Henley Royal Regatta may occur annually. If an institution participates only in the Henley Royal Regatta during an overseas trip, that trip shall not count as the institution s once-infour-years foreign tour opportunity. (6/06, 6/08) It is permissible for institutions to start a new four-year cycle for foreign tours. (6/06) Institutions may provide benefits to student-athletes consistent with the parameters of the NCAA Student-Athlete Opportunity Fund but may not spend Student-Athlete Opportunity Fund monies ELIGIBILITY REINSTATEMENT In the event of a violation of an NCAA rule that adversely affects a student-athlete s eligibility in the sport of men s rowing, the institution shall declare the student-athlete ineligible, and promptly notify the Conference office. Reinstatement of eligibility may be sought by the procedures in CER ELIGIBILITY CERTIFICATION Conference member institutions that enter club teams in the Conference Championships shall provide certification to the Conference office that all student-athletes participating in the Championships are enrolled as full-time students and have not competed for more than four seasons within five calendar years of the date of their initial full-time collegiate enrollment. The form is due to the Conference office by 5 p.m., Friday, May 6, ELIGIBILITY CHALLENGE It is prohibited to challenge eligibility at the site of competition DEFINITION OF NOVICE ROWER (M/W) A novice rower is defined as a student-athlete in his or her first year of collegiate rowing. A second-year collegiate rower may retain novice status only by meeting any of the following requirements: (a) (b) The student-athlete received a hardship waiver for the first year of collegiate rowing. The FARC determined that the student-athlete could have been granted a hardship waiver for the 11

12 first year of participation, but for the fact that the student-athlete did not compete. Institutions may then use this determination to assign novice rower status to the student- athlete. (c) The student-athlete practiced in the fall and/or spring, but did not compete in the first year of collegiate rowing. (10/13) 6.6. MEN S NOVICE ROWER REQUIREMENT Any Conference institution may enter the Men s Freshman/Novice Eight event with student-athletes who meet the criteria of (a) eligible freshmen, as certified by that institution s faculty athletics representative or (b) novice rowers, except that a student-athlete who is age 21 or older on the day of the Championships may not compete in that event unless he has not previously been involved in any rowing competition prior to enrolling in his institution. 12

13 7. CHAMPIONSHIPS ENTRIES 7.1. ENTRY FEES The entry for men s club programs shall be $225 for each boat in each race. For men s boats requiring a petition, Chris Grant must be notified by Monday, May 2, WOMEN S DOUBLING No doubling of participants shall be permitted between any of the women s races. The student- athletes could, however, double into boats, which participate in the races on Saturday MEN S DOUBLING Doubling shall be permitted in the men s varsity eight, men s second varsity eight (except that doubling shall not be permitted between the men s varsity eight and the men s second varsity eight), men s freshman/novice eight and men s varsity four with the understanding that the race schedule shall not be adjusted to accommodate a student-athlete(s) that utilize this opportunity NO MULTI-ENTRIES IN A RACE Each institution is allowed to enter only one (1) entry in each race. 13

14 8. LANE ASSIGNMENTS & SEEDING 8.1. SEEDING Each coach shall ensure that lineups for each regular-season competition are included with results on its website no later than 14 days before the Conference championships (May 1, 2016). Each coach shall cast a ballot ranking all boats, except his or her own. Ballots are due to the Conference office by 5 p.m., Friday, May 6. In the event of a tie, the staff shall use the following tiebreakers in order: a. Eliminate the seeding ballots from the coaches of the tied teams and compare the scores for the tied teams. b. The boat with higher seeding votes than the other shall be seeded higher. (e.g., if Boat A was No. 3 seed on four ballots and Boat B was No. 3 seed on three ballots, Boat A would be the higher seed. c. Compare the most recent head-to-head competition of the teams and rank the team with the better finish higher. d. Flip a coin. Ballots will be tallied to determine race seedings, and will be provided to the coaches by 10 a.m., Monday, May 9. Seeding appeals must be submitted in writing to the Conference office no later than 10 a.m., the Tuesday, May 10. If an appeal(s) is submitted, all coaches shall join a predetermined conference call. (The coach filing the appeal and the coach(es) of the team(s) involved in the appeal shall join the call to provide information to the group and then will be asked to leave the call. The remaining coaches will vote on the appeal(s) related to the Championships in which his or her team will compete. Each appeal will be evaluated and voted on separately using the process above. The women s seeding appeals call, if needed, will be at 11 a.m. PST, Tuesday, May 10. The men s seeding appeals call, if needed will be at noon PST, Tuesday, May LANE ASSIGNMENTS The top seeded team will be in Lane 1. The No. 2 seed will be in lane 2 and so on RACE/LANE ADJUSTMENTS WHEN A SCRATCH OCCURS There shall not be more than a one boat difference in the races involved in a specific boat classification (e.g., women s varsity 8, men s varsity 4). The lanes would be reassigned according to seeding if a race becomes imbalanced by two or more boats CHANGING LANE ASSIGNMENTS BASED ON WEATHER CONDITIONS Coaches of the top two seeded boats in the varsity eight races may change the lane assignments no later than 10 minutes before the start of the race because of weather conditions. (Women) The only lane-change option is to flip the entire field with the top-seeded boat moving from lane one to lane seven, the No. 2 boat moving from lane two to lane six, etc. 14

15 9. WEIGH-INS 9.1. BOAT WEIGH-INS Boat weigh-ins will not be conducted at the Pac-12 Rowing Championships COXSWAIN S WEIGHT a. A coxswain in an event for men s crews shall weigh at least 125 pounds. A coxswain in an event for women s crews shall weigh at least 110 pounds. Weight shall be determined as provided in weighing of competitors below. b. Coxswains who do not comply with subsection (a) above shall carry deadweight, such as sand or other ballast, in order to achieve the minimum weight. Any such deadweight shall be placed in the boat as close to the torso of the coxswain as possible, and it is specifically forbidden to distribute the deadweight throughout the boat. c. Excess clothing, equipment, electronic systems, tools, or other utilitarian devices germane to competition, shall not be considered part of the coxswain s weight, and shall not be included as part of any deadweight required under (b). 15

16 10. AWARDS & PARTICIPANT MEMENTOS AWARDS Pac-12 medals will be awarded to all student-athletes competing in a first, second, or third place boat for each race. The team champion will receive a team championship trophy, champion t-shirts and a champion banner. Additionally, the winner of the men s varsity eight race receives a trophy for its institution to keep PERPETUAL TROPHIES Recipients gain custody of perpetual trophies and are expected to have their names engraved on the trophy and return it at the following year s Pac-12 Championships with its case PARTICIPANT MEMENTOS Each student-athlete will have the opportunity to visit a gifting suite on site at the championships to select his or her participant mementos. Gear choices will be available on site for student-athletes to try on and select the correct size. All items will be shipped directly to each institution following the championships. Because of the large number of participants at the rowing championships, coaches will be asked to sign up during the following times to ensure all student-athletes select their gifts on site: Friday: 12:00 PM 5:00 PM 16
