This panel asks what innovations of this type are occurring in the electric utility sector. EnerNOCs Ken Schisler will explore innovations in wholesale energy procurements that allow traditionally stru ctured utilities, like most of those in the Western United States, to improve the way in whi ch they hold solicitations and procure energy resources from the marketplace. 21 WEDNESDAY F1: Can Nuclear Innovate? Aft Deck Moderator: Commissioner Jordan White, Public Service Commission of Utah In order to keep the current share of almost 20 percent of electricity generation in the United States, new nuclear plants will need to be built to replace the wave of retirements coming in the 2030s and 2040s. While the large light-water reactors being constructed in Georgia and South Carolina have faced challenges, established companies and new start-ups remain optimistic about the commercialization of new technology including small modular reactors and advanced non-water cooled reactors. This panel features experts in technology, policy and regulatory affairs who will discuss the opportunities and challenges for these new technologies. The audience will get the cha nce to hear from an actual start -up company, Oklo, focusing on a very small less than 10 Megawatt electric non-water cooled reactor design sized for multiple applications including remote locations and replacing loads normally served by diesel generators. Redmond II, Ph.D. Senior Technical Advisor, New Reactor and Advanced Technology, Nuclear Energy Institute F2: The Role of Incentives in Public Utility Regulation: An Institutional Perspective Janice Beecher, Ph.D., Director, Institute of Public Utilities, Michigan State University This presentation is based on an essay that offers a general institutional perspective on the role of incentives in utility regulation, stipulating to the economic theory that incentives "work." It is postulated that the traditional regulatory paradigm and ratemaking model are we ll proven, very accommodating, and actua lly well suited to the policy objectives of infrastructure modernization, perhaps more so than many seem to think. Of course, effective implementation is key. One objective is to push back on the apparent impulse toward a "new paradigm" that will better "incent" utilities toward technical and economic modernization. The focu s here is not on whether the policy objectives associated with incentive mechanisms are worthy or on the particular mechanics of their application. Rather, consideration is given to the rationale for incentives, their consistency with regulatory theory and principles, and the implications of their use for wealth transfer. Another objective is to advance the idea that what might be needed is not a new paradigm, but a new conception of prudence within the regulatory compact, informed by tools available to utilities and enforced by tools available to regulators. 21
