8 COUNTY DEPARTMENT DESCRIPTIONS ADRC (Aging and Disability Resource Center) of the Lakeshore: Information and support for individuals 60 years and older regarding: nutrition, transportation, health benefits, legal services, home chores, financial assistance, mental health, disability issues, long-term care, housing, and options counseling; Select services and general information for individuals who are disabled over the age of 18. Airport Manager: Oversees navigational aids, runways, taxiways, all blacktop areas, airport leases, all-season maintenance, construction, and is a resource on airport rules and regulations. Child Support: Child support enforcement and collection; paternity establishment. Clerk of Circuit Court: Maintains records management system for all court documents, records and exhibits for circuit courts. Provides support personnel for the circuit courts and court commissioners in traffic, criminal, civil, small claims, family, paternity and juvenile matters. Responsible for initiating new case filings and maintaining judgment/lien docket; collection and disbursement of various fees, fines and forfeitures; qualifying, selecting and notifying jurors for service to the three circuit courts; contracting with interpreters to provide language and/or hearing impaired interpretation services for court proceedings. Comptroller: Financial accounting and administration, accounts payable, payroll, budgeting, financial reports. Coroner: Death investigation, cremation permits, disinterment permits, inservice education. Corporation Counsel: Provides necessary civil legal services to Manitowoc County and its agencies, boards, commissions, committees, departments, employees, officers, and officials with respect to their official duties. Corporation Counsel represents the legal interests of Manitowoc County government, but does not represent or provide legal advice to businesses, individuals, or other municipalities. County Clerk: Marriage licenses, domestic partnerships, passports and passport photos, dog licensing program, County Board records, election records, work permits, notary service, county department mail, printing, county parking lot permits for the public, publishes the Official County Directory, Statistical Report of Property Values, and the County Board Proceedings Book. County Executive: The chief administrative and executive officer for the county. Coordinates and directs most administrative and management functions of the county, appoint and supervise the heads of most county departments, appoint the members of most Boards and Commissions, and submits the annual budget to the County Board. Responsible for approving or vetoing county resolutions and ordinances.

9 District Attorney: Prosecutes felony, misdemeanor and traffic crimes, County and State ordinance violations; handles delinquent sales tax violations for State of Wisconsin, and juvenile delinquency petitions for the county. Emergency Management: County emergency response plans; disaster relief information; Emergency Planning and Community Right-to-Know Act (EPCRA) facility plans; public education information; administrative office for Hazmat Team and Critical Incident Stress Management Team (CISM); headquarters for County Emergency Operations Center (EOC); speaker services; and emergency response training. Family Court Commissioner: Provides services to all parties involved in legal actions affecting families. Health Department: Women, Infant & Children (WIC) Nutrition education program. Environmental Health Ensure safe food, water & environment, Food Stand Permits. Public Health Nursing Communicable disease control; immunizations; maternal-child health programs; access to health care; community health education & health screening. Highway Department: Coordinate highway construction and maintenance on the county trunk system; county park information; park permits; perform maintenance on state trunk highway system (including I-43) in the county; perform maintenance and construction for other municipalities as requested; issue permits and approve work performed within highway right-of-way. Human Services Department: Alcohol and drug abuse services; child protective services; mental health counseling; developmental disabilities services; W-2 Program; food stamps; interim assistance; medical assistance; juvenile court services; adult protective services; guardianships; protective placements; and supportive home care. Information Systems: Responsible for centralized processing of departmental data, purchasing and implementing of client/server systems and countywide support of personal computer equipment and software. Joint Dispatch Center (JDC): Public Safety Answering Point (PSAP) for 911 calls throughout Manitowoc County. Dispatching emergency and nonemergency calls for service is provided for law enforcement, fire, emergency medical services, emergency management and other public safety agencies. Parks: Oversees the development and operation of the county s park system consisting of 5 major parks, 3 special purpose parks, 15 lake or river accesses spanning approximately 510 acres along with the 14 mile State recreation trail. Each of the 5 major county parks contain 75 to 160 acres providing a mix of passive recreational activities. With the cooperation of local snowmobile clubs, Manitowoc County manages the miles of State funded trail and approximately 150 miles of club funded trail. Personnel: Represents the county in all aspects of employment, including labor relations, benefit administration, affirmative action and civil rights compliance.

10 Planning & Zoning: administers the Airport Height Limitations, General Zoning, Large Wind Energy Systems, Nonmetallic Mining Operations, Private Sewage Systems, Private Water Systems, Setbacks, Shoreland/Floodplain Zoning, Small Wind Energy Systems, Standards for Wireless Communications Facilities, and Subdivision/Certified Survey Regulations ordinances. Wisconsin Fund applications; Rezoning applications; Conditional Use and Variance applications; Farmland Preservation certificates; physical, socio & economic data and information; physical plans; mapping; County Wide 2010 Comprehensive Land Use Plan; Hazards Mitigation Plan. Public Works/Solid Waste: General county building maintenance; county employee parking lot permits; telephone service; county surplus equipment; federal surplus equipment; hazardous waste disposal; household waste disposal; county recycling programs; Clean Sweep programs; county properties; county bidding and purchasing procedures, county radio and antenna systems; electronics, drug collection, composting, and mercury collection programs; Expo grounds, County Fair, and County Ice Center. Register in Probate: Maintain court records of formal and informal estates; step-parent, private and agency adoptions; guardianships, conservatorships, protective placements and minor guardianships; mental, alcoholic and drug dependent civil commitments. Register of Deeds: Real estate department: Deeds, mortgages, satisfactions and any documents relative to real estate. Subdivision plats, condominium plats, transportation project plats, and certified survey maps. Federal tax liens and weatherization agents. Vital records department: Birth, death and marriage records and certified copies. Genealogical research/family history. Certified copies of DD-214s (Certificate of Release or Discharge From Active Duty). Sheriff: Enforcement of state laws and county ordinances, supervise the county jail, secure juvenile detention, traffic control, process service, court security, criminal investigations, welfare fraud, special event security, prisoner and emergency medical detention transports. Soil and Water Conservation: Responsible for the administration of ordinances to protect soil, surface water and ground water resources. Provides education, planning, engineering and cost share assistance for local and state conservation projects. Treasurer: Real estate taxes, assessed valuations, legal descriptions and ownership; personal property and occupational taxes; plat books and plat maps; forest crop, woodland and managed forest lands; county tax-deeded property. Veterans Service Office: Provides assistance to those who served in the U.S. Armed Forces and/or their dependents regarding benefits or problems. UW-Extension - Dairy: Provides research-based educational programs and technical support for dairy producers and dairy service providers. Educational programs are also offered to the general public as the need arises.

11 UW-Extension - Family Living Educator: Family Living programs strengthen families by responding to their needs. Current programs include poverty awareness and outreach, financial programs including Rent Smart, and evidence-based parenting programs for families and childcare providers. UW-Extension - 4-H Youth Development: Provides leadership training to adults and youth for traditional 4-H programs, and collaborates with schools and community-based youth programs.

30 THE WISCONSIN OPEN MEETINGS LAW Because our government belongs to the people, the Wisconsin Open Meetings Law, found in sections through of the Wisconsin Statutes, requires that public business, with certain exceptions, be conducted in public. Under the law, all meetings of governmental bodies are presumed to be open to the public unless the law specifically allows a closed session. The county board, its committees, boards, commissions, and agencies are governmental bodies. There are several reasons which allow for a closed session (found in Wis. Stat ). The most common instances are: Considering punitive personnel action against an employee of the body; Evaluating performance, compensation, promotion or employment of a public employee of the body; Considering strategies for crime prevention or detection; Conducting public business (such as purchasing property) where competitive or bargaining reasons require a closed session; Considering information related to personal, social, medical or financial data of specific people where open discussion might injure their reputations; and Conferring with the attorney for the body to discuss litigation. Specific applications of these exemptions should be discussed with legal counsel in advance. The law requires that the public have notice of what will be discussed at meetings. This requires advance preparation of an agenda which gives a specific description of the matters to be discussed and acted upon by the body. The agenda must be prepared at least 24 hours before the meeting, except where urgent situations require less notice. The law also forbids use of secret ballots, except for the election of officers of a body. No body can convene privately to avoid the law any gathering of a majority of the body is presumed to be a meeting. No body can meet in open session after going into closed session unless prior written notice has been provided. The basic rule of the open meetings law is access by the public to conduct public business. Where any closed sessions are contemplated, care should be taken to assure that the spirit and intent of the open meetings law is being followed.
