1 Moore Township Board of Supervisors 2491 Community Drive Bath, Pa September 4, 2018 The Monthly Meeting for the Moore Township Board of Supervisors was called to order on Tuesday September 4, 2018 by Chairman Daniel Piorkowski at 7:00 PM. Members present were Chairman Daniel Piorkowski, Vice Chairman David Shaffer, Sec/Treasurer Richard Gable, Nicholas Steiner, Township Manager, Kevin Horvath, KCE and Solicitor David Backenstoe. SUB-DIVISIONS: REGULAR BUSINESS: MINUTES Mr. Piorkowski stated that we have one set of minutes from the August 7, 2018 meeting. Mr. Shaffer made a motion to accept the minutes as presented.. FINANCIAL REPORT Mr. Gable made a motion to approve the Financial Report Mr. Shaffer seconded the motion. PAY BILLS Mr. Shaffer made a motion to pay the bills Mr. Gable noted that the bills for the month from the General Checking Acct. $110,375.21, the Liquid Fuels Acct. $6, APPROVE PAYROLL Mr. Shaffer made a motion to approve the payroll. 2 Mr. Piorkowski stated that if you need copies of any reports, please see Mr. Gable after the meeting and he will make them available to you. POLICE DEPARTMENT Chief West read the Police report for the month of August, 2018 FIRE & AMBULANCE Fire recorder Jason Harhart read the fire report for the month of August, PUBLIC WORKS DEPARTMENT Mr. Gable reported that we continued grass mowing and fixing a lot of washouts due to the storms we have had recently. We cut shoulders on several roadways and we are loading dumpsters and cold patching. The big thing is we lost the pipe crossing on Kern Road in the last rain storm, the pipe is almost out of the ground. We have closed the roadway, and in the mean time we have applied to PEMA and the Hazardous Mitigation group and we are looking for W. Walker Road blacktop washout and the pipe crossing on Kern. We also had a retaining wall on Mink Road washout also. We fixed the problem on Mink today and are waiting to see what we will get from them. Kevin Horvath reported that he has looked at a company called ConTect who specializing in aluminum box culverts. We are waiting for a price from them. Mr. Gable said that Nick and Tony went to the Dirt and Gravel Road class and came up with the bottomless pipe. The paving project on Glaze is completed and they are supposed to finish the other project this week. We had a little problem with the water company who after we put down the scratch coat they went up to Morrison Place and put tire ruts in the blacktop which have been repaired. FIRST REGIONAL COMPOST AUTHORITY Mr. Gable reported that we have a lot of items coming in, the only problem is that the gate was left open on Sunday and we got a lot of stuff in that day. We need to make sure the gate is closed. NAZARETH COG Mr. Piorkowski mentioned the Resolution that we need to pass later. They are still looking for an animal control officer which is an ongoing item. RECREATION COMMISSION No Report HISTORICAL COMMISSION Mr. Gable reported on the last meeting about the Community Days and their Oktober Fest which will be on October 11 at the KRVFC LAND & ENVIRONMENTAL PROTECTION BOARD Mr. Romano said that they did not have a quorum for the meeting but they did have an informal meeting to discuss some items. Worked on the rules for the parks compared to the Rec. Center rules. Page 2 of 5

3 We had applications for several preservations and unfortunately some of them decided not to move forward and we would like to have the Manager send a letter thanking them for applying and to make sure there are no miscommunications with each other. The other item is that the Lilly property is going to close in September if all goes well. The Heritage Conservancy met with Mr. Poser twice and we should have more info soon. At the last meeting we had some recommendations and wondered if we could have some info on those. One item was about the access driveways and Mr. Horvath reported that he identified the only location for the new driveway. I put together an aerial photo and Mr. Gable said that we are in the process of getting the HOP s submitted. I have printed NO HUNTING signs and we will get them put up around the property. Mr. Gable reported that we received the statement of cost for the Kleintop Farm, our portion is $500, which is a little higher due to the added acreage. This is intended to close on Tuesday of next week. ZONING AND BUILDING OFFICER Jason Harhart said that we have his report and Atty. Backenstoe will cover other items on the agenda. TOWNSHIP ENGINEER Kevin Horvath had nothing to report this evening. SOLICITOR Atty. Backenstoe said that the first item was not on the agenda came from the county, who settled an assessment appeal and they wanted us to sign off on it. Hill SMGC, LLC, which is the golf course on Rt 512. The county agreed that their argument had merit, they changed their assessment from $879, down to $540, The next thing I have is the Kleintop Family Farm lot consolidation proposal. This is going into Preservation and they would like to consolidate one lot into the main parcel. Mr. Gable made a motion to have Atty. Backenstoe write a letter to the county authorizing the consolidation of the two lots for the Kleintop Family Farms. Mr. Piorkowski seconded the motion RESOLUTIONS AND ORDINANCES Resolution # Which is to allow Hanover Township to become part of the COG for the purpose of getting the grant for the Comprehensive Plan and Authorize our participation in the program Mr. Piorkowski made a motion to approve Resolution Mr. Shaffer seconded the motion Page 3 of 5

4 Resolution To allow us to acquire a new police vehicle in the approx.. amount of $55,480.00, it also allows us to apply for a grant for laptop computers for the police in the approx. amount of $13, and the last thing it does is allows Nicholas Steiner to be the sign off person for all of the application and documents. Mr. Piorkowski made a motion to approve Resolution Public comment TOWNSHIP MANAGER Mr. Streiner reported that with the Local Shares Account, who distributes money each year through the gaming funds. We are eligible to apply to both the Northampton County and Monroe County agencies for grants. The Police Dept. has been speaking with Rep. Hahn s office regarding lap tops for the police vehicles. The idea is to upgrade the equipment which would allow them to use some of the electronic Things that are available like the electronic ticketing and portable scanners and printers. The estimate is around $14, for that. The other idea is to replace the 2005 Expedition with a new vehicle. When I talked with Senator Scavallo, he told us to apply for the Local Share Accounts grant. There is no matching requirement for this grant. OLD BUSINESS/NEW BUSINESS Mr. Gable said the biggest thing on the agenda is Trick or Treat night for this year. Mr. Gable made a motion to have Trick or Treat Night on October 31, from 6:00 to 8:00 Mr. Piorkowski seconded the motion Mr. Shaffer asked why we do not put a pole out on the Community Day page and see what the residents want. Mr. Gable said that this has been done by Bath already, and I think you will get some people that want Saturday night some want it on Halloween. Bath is in line with the 31 st as are several other communities. Mr. Gable reported on the SMT grant which has been submitted for 4 lock boxes for the police department at a cost of $ and 3 welding curtains for the public works department at a cost of $ It is a matching grant so we need to match the half the amount of the grant. The two properties that we own, the Sunset Hills and Schavione property, we need t put them put to bid for farming next year. I have had several inquires already about farming them. We can pull out the form from last year, it looks like we are doing 25 acres at Sunset Hills and around 55 acres on Schavoine property. Mr. Romano asked about flexible wording about how the park is going to affect this. Mr. Gable said that the last thing we discussed at the meeting we had is approximately 20 acres for the park. Mr. Shaffer is not happy with the layout and would like to keep more frontage. I want a little more than this as a buffer. We need to table this until next meeting. Page 4 of 5

5 Mr. Shaffer asked about the update on the pipe repairs that we want to do. Mr. Gable said that we do not have an update on the Bell property, but on Silfies we talked with Kevin and decided to put a 24 pipe across the roadway. Leon is getting us a price on the pipe which would be around 40. They want to finish Michaels and then we are going to do Silfies. I have not talked with Mr. Bell as of yet. Kern road has been put in for the PEMA help and waiting to see what we are going to get. Kevin is going ahead with the permitting process. Mr. Piorkowski asked about the wall on Creek Road and Mr. Gable said that we have the permit and are waiting until spring to bid this. CORRESPONDENCE/MEMOS Mr. Gable reported that we received a letter from Atty. Pierce, apparently a Mr. Haupt passed away and has left something to the Recreation Center in his will. It is 1/13 th of his estate is what was left. It will be at least a year until we hear what it amounts to. OPEN TO THE FLOOR Jeff Ayers asked to change our ordinances as to the process of applying to the Zoning Hearing Board for approval to place a camper on their property to live in while the home is being rebuilt. Mr. Shaffer suggested that we us a catastrophic event instead of just a fire. Mr. Gable made a motion to have Atty. Backenstoe draft an ordinance to that effect. Mr. Piorkowski seconded the motion Motion with all Supervisors present voting aye Mr. Ayers also mentioned about the grid sheet for the Zoning Hearing Board application packets.
