12 Civil Works Methods of Execution Planning, engineering, and design work is primarily performed with in-house staff (67%), supplemented by specialized indefinite-delivery type contracts. All construction work is performed by contract (most thru the IFB process). Contract procurement decisions are made on a case-by-case basis considering project scope, schedule, and complexity/pasb. 12
