3 MEDEA: Metrology Enabling Developing Economies in Asia Verification of Weighbridges September 2017 in Beijing, People s Republic of China Introduction: A weighbridge is non-automatic weighing instrument for determining the mass of a large capacity vehicle such as 50 t, 100 t or even larger. The verification of such instruments can be costly with respect to time and manpower. This course will use a verification procedure using substitution material according to OIML R76. This reduces the need to provide a large quantity of mass standards at the weighbridge site. Objective: This course will enhance the technical capabilities of participants and provide them with harmonized procedures for testing weighbridges which are aligned with OIML Recommendation R76. Participants will observe demonstrations of the verification of a weighbridge. Participants will receive electronic copies of training materials which they can use when they train others in their economy. Target Audience: We suggest that the ideal participants include: 1. Inspectors or industry representatives who verify weighbridges 2. Staff with responsibility for training in the verification process Organizers: 1. Physikalisch-Technische Bundesanstalt (PTB) 2. 4 Venue and Accommodation: Training will take place at Changping Campus of NIM, China which is located in Beijing, P.R. China. Accommodation for overseas participants will be organised in the Yongan Hotel. The hotel will be booked and paid directly by PTB. To access the venue, you will need to take the airport limousine to transfer to the hotel. The cost of the transfer will be covered by PTB. If you need a visa to enter China, fill the attached Visa Assistance Form and send it to the host in China by 22 July, PTB Support: Up to two overseas participants from each developing economy in Asia will receive an economy return flight ticket, free accommodation, free airport transfer and a daily allowance. Participants from economies classified as developing countries under the OECD Development Co-operation Directorate (ODCD-DAC) 1 are eligible. Only participants from institutions that have participated in the Regional Capability Survey 2 are eligible. Flight tickets will be booked by PTB (please contact Anne Höpfner). The hotel will be paid directly by PTB. Participants will receive a daily allowance paid in cash during the workshop. Presentation from each economy: At least one participant from each economy is required to provide a brief presentation (10 minutes maximum) about the legal metrology system on Verification of Weighbridges in their economy. A guide on what to include in your presentation are shown below: Who you are, and your role within your organization and department Describe your professional experience in the area of verification of measuring instruments Outline the legal metrology system used to control verification of weighbridges in your economy 1 see Eligible economies in Asia: Bangladesh, Bhutan, Cambodia, Fiji, India, Indonesia, Kyrgyzstan, Laos, Malaysia, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea; Philippines, Sri Lanka, Thailand, Uzbekistan, Vietnam 2 Only economies that submitted the Regional Capability Survey are eligible to receive funding by the MEDEA project. 4
5 What is the current situation in your economy about compliance to the international standards Describe any problems or issues you have in order to implement the legal metrology system Registration: Please complete the Nomination form and send it to PTB Anne Höpfner by 9 June, Currency and Credit Cards: The local currency is Chinese Yuan Renminbi. Major credit cards (Visa, Master Card, etc) are accepted in Hotels and big department stores. The exchange rate for 1 USD is about 6.8 CNY. Climate: The average temperature is about 20 o C/68 o F in September in Beijing. Electricity: There are two kinds of sockets widely used in Mainland China: type A and type I. The type A can also accept plugs of type C or F, which are commonly seen in most European countries. In China, this kind of outlets has two holes of the same shape and size. Plugs that match this socket are commonly used in US, Mexico, Canada, Japan, Philippines, Colombia, Thailand, Vietnam, Panama But you should notice that there is a kind of two-blade plugs with one end larger than the other. They can t be used in China without an adaptor. Countries like Australia, New Zealand, Argentina, and Fiji use electronic devices of this plug shape. Sometimes, the blade at the top is missed, but it can still function safely in Mainland China. 5
6 This kind of sockets is widely seen in most European countries, like Russia, Germany, Denmark, Poland, Finland, France, Sweden, and Spain, as well as South Korea. 15 Introduction of OIML Pilot Training Center Foundation of Advisory Group (AG) Part of OIML Resolution no. 2013/9 [Agenda item 7] Welcomes the proposal from its Member from China to reinstate a leadership mechanism to provide guidance to the OIML on its activities in this area; Decides to set up an advisory group for the time being, to carry out wide consultation, to seek additional suggestions and to build up links with other bodies which have a contribution to make; Invites Members who wish to participate in the proposed advisory group to contact the BIML in order to express their interest in being involved; Requests that the Regional Legal Metrology Organizations (RLMOs) at their Round Table Meeting on 11 October 2013 consider how existing initiatives can be coordinated with the work of such an advisory group; Requests its Member from China to report to the 49th CIML Meeting on the activities of the advisory group and, if appropriate, to propose a permanent mechanism for coordinating activities in this area, taking account of previous experiences of attempting such coordination. Activities of Advisory Group In 2014: The AG has developed program for 2014 and apply fund from China, also held meeting with Mr. Peter Mason, CIML President and Mr. Stephen Patoray, BIML Director. AG submitted Term of Reference, Survey on legal metrology infrastructure of countries and economies with emerging metrology systems, website structure and content design for CIML 49 th Meeting. In 2015: The AG followed by plan decided in CIML 49th Meeting, have held Seminar on Legal Metrology in Daily life, over 100 participants from 17 member states have participated, also coordinate with BIML have held a follow up Seminar on Developing an OIML package for assistance to Countries and Economies with Emerging Metrology Systems (CEEMS), over 1000 participants from CIML member states and corresponding member have participated. Foundation of OIML Pilot Training Center (OPTC) Part of OIML Resolution no. 2015/10 (Agenda item 6.3) Instructs the Bureau to further develop the OIML website such that it may be used as a source of up-to-date information on capacity-building initiatives, including training materials and, if feasible, a database of experts available to contribute to such work, Endorses the proposal of the advisory group, set up by Resolution no. 2013/9, to establish a pilot training center and encourages the authorities in P.R. China to give their full support to this initiative, Urges other Member States to study the results of this first pilot and to consider, in the light of an evaluation of the pilot, whether they are able to initiate something similar, Urges Member States to be ready to propose conveners for projects to produce other documents proposed during the two seminars organized in 2015, Future Activities of OIML Pilot Training Center 15
16 Training Course: Usually it will be short Period which less than 7 days, the topic will focus on common Interest (eg. Weighing Instruments / Pre-packaged goods / Fuel Dispensers, etc.), such needs will be raised by member states and/or corresponding member of OIML. Consulting on Capacity Building: OPTC will invite experts from OIML Experts Database to give consulting to member states and/or corresponding member of OIML on Metrology Management System, Management of Measuring Instruments, Market Surveillance, Law /Regulation, MAA, Lab Requirements, Personnel development. Test Procedure / Video Clip: OPTC will collected training materials based on previous training course, and interpret of OIML Recommendation and documents. Coordinate with expert and/or RLMO to publish hard copy and/or Video Clip of Test Procedure. Attachment Training: Usually it will be long term (3 month). OPTC will select limited person per year, with support of NIM China, provincial metrology institute and national enterprise, OPTC will support living expenses in China. Role of OPTC Mechanism: OPTC will open a platform for exchange of management and technical experience, and OPTC will coordinate with OIML to develop a series of innovative support policies, most particularly for a new OIML training system and associated mechanisms. Service: OPTC will improve and enrich the development of training courses and their contents, and assistant OIML in establishing the OIML expert database, building a comprehensive management service system and enhancing the overall performance of the OIML s activities in support of the Countries and Economies with Emerging Metrology System (CEEMS) community. Pilot: With support of OIML, OPTC will look for ways in which a full range of consulting and training services can be sourced to promote the construction and development of metrology systems in all OIML Member States and Corresponding Members. 16
