Regional Reports 5.1 Regional Connectivity Report for the Pacific The study by ITU on maximising availability of international connectivity for the small Islands and developing states, with the collaboration of PITA for the Pacific augments well with the need from the small islands states, with the growing number of submarine cables projects and next generation HTS satellites for connectivity in the Pacific. The report draws most of its information from the workshop that was held in the Pacific by the ITU and PITA on enhancing access to submarine cables in the Pacific and from the stocktake that started from that workshop.
2 5.2 Report on Strategies for Telecoms in the Pacific for the next 5-10 years Phased over three years, the study by ITU with PITA on Strategies for Telecoms in the Pacific was aimed at consolidating strategies towards a common goal of harnessing the potentials of ICT and the catalyzing of resources in the Pacific for achieving key national development goals for a digital economy and digital society. 3 : Morning Tea break DISRUPTORS & STRATEGIES Conference Conference session Room: Hyatt Main Ballroom Floor 1 Raising the bar and consistency with Digital Networks and Services At recent PITA forums, CEOs expressed the benefit of capitalising on existing relationships for sharing and being truly inter-connected 1. There will be a need to develop new strategies to have these realized. Where needed, member countries can work closely with each other for sharing new e-application platforms, access to latest core technologies, and raise the consistency of best practices and technology that will be crucial in diversity for disasters 1 while also raising the scale when dealing with external markets and suppliers. 1 a failed network component in one country can be taken over by another working network This session is to examine what technologies are out there that members can consider adopting for the above aims. Also, this session will raise discussions points on impacts on telecoms by disruptive technologies, the role of IoT, Cloud and Virtualisation, and OTT in these respects. Nowhere is this more true than in the Pacific, where often wireless communication is the fabric that holds remote communities together. Standards and protocols for cellular IoT
4 are cementing rapidly but this is still a relatively immature sector with only larger operator able to bring credible offerings to market. In this talk we ll look at some of the challenges and opportunities at bringing real solutions based on cellular IoT now and how those solutions can evolve with the maturation of 5G. There are new choices with next generation HTS satellites, whist on the other hand, there are aggressive funding schemes by donors for submarine cable. There is also a new role of government in this space. How will it work and what will be the successful recipes for the needed efficiencies and development? Huge commitments in costly submarine cable schemes may tie up needed funds for access and applications, that can in return, accelerate the needed growth and scale, drive local content and create new ecosystems. There is also the need to expand high speed connectivity to the rural and outer islands. Submarine cables terminate only to main centers and can be disastrous for small island country if there are any unplanned outages and no back up. As more countries are now being connected physically by submarine cables with the year targeted for countries to be all connected; how can each country gain access to each other s connectivity and truly become interconnected directly?
