1 External Support Agency (ESA) Questionnaire Introduction The Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) is a UN-Water initiative implemented by the World Health Organization (WHO). GLAAS responds to the need for more information, as expressed by Member States, on the use of sanitation and drinking-water services, the nature of government policies and institutions and their impact, investments in terms of financial and human resources, the volume and targeting of foreign assistance and the relative influence of all these factors on performance. In 2008, UN-Water, working with the WHO and other partners, published a pilot report aimed at taking a comprehensive overview of the determining factors that are enabling or constraining progress towards meeting the MDG target for sanitation and drinking-water. The 2008 pilot report was followed by a more comprehensive data collection and analysis effort in 2009, leading to the first GLAAS report published on 21 April. Publication of the second report is planned for March GLASS provides sanitation and drinking-water policymakers and practitioners with a comprehensive evidence base. In addition, it informs political decision-making, particularly through its association with the Sanitation and Water for All (SWA) initiative. This initiative provides a global platform for discussion among SWA participating countries and donors. All countries and donors participating in the GLAAS surveys, whether the country or the ESA survey will be encouraged to attend the SWA High Level Meeting in April The GLAAS report assesses data from several different sources, including global data on sanitation and drinking-water coverage, ODA flows, economic and development indicators, health indicator data, and data from regional sector and multi-sector assessments. GLAAS gathers data at the level of both recipient countries and ESA's to fill key knowledge gaps. As the implementing agency, WHO is working in collaboration with the OECD to make the best use of existing data, as the aid flows of many ESA's are reported to the OECD-DAC. In addition to reported aid flows, data on donor priorities, future planning and alignment, are also being considered in this questionnaire. If your agency already reports to the OECD-DAC (CRS), please skip questions 6 and 7 in this questionnaire. The questionnaire comes with a separate guidance document in Adobe PDF (GLAAS_ESA_GuidanceNote.pdf). Please refer to these notes first, before answering the questions (furthermore, references to relevant information in the guidance notes and glossary can be found along the main text of this questionnaire).
