Improvements to the Water and Wastewater Services in 15 Colonias Project for the City of Laredo, Webb County, Texas 1.- Construction of Wastewater Collection and Treatment Systems for the City of San Luis Rio Colorado, Sonora, Mexico Supervision and Management Services EXPRESSIONS OF INTEREST OOMAPAS-BDAN 01/01 The water utility, Organismo Operador Municipal de Alcantarillado y Saneamiento de San Luis Río Colorado (OOMAPAS), has received a $5.7 million grant from the North American Development Bank (NADB) through its Border Environment Infrastructure Fund (BEIF), which is funded by contributions from the U.S. Environmental Protection Agency (EPA), to apply towards the cost of the projects included in the Wastewater Collection and Treatment Program for the city of San Luis Río Colorado, Sonora, Mexico. San Luis Rio Colorado is located in the northwestern region of the state of Sonora, and borders Arizona to the north, the Cortés Sea to the south, the municipalities of Puerto Peñasco and Plutarco Elías Calles to the east, and the State of Baja California and the Colorado River to the west. It has an estimated population of 170,000. Ninety-six percent of the population receives water service and 40 percent receives sewage service; however, the untreated wastewater is discharged into the Colorado River. The project consists of the construction of an interceptor for a sanitary sewer system (6,000 m), two pump stations and a wastewater treatment plant. OOMAPAS intends to contract construction management and supervision services for the construction of these projects for the purpose of monitoring project performance and the use of funds provided by the NADB. The consultant will be expected to provide follow-up on technical and administrative aspects of project progress, prepare reports and project-related documents, participate in meetings with OOMAPAS and the construction contractors, as well as supervise the work of the contractors. The estimated budget for this work is approximately $380,000, including 10 percent for contingencies. The services are scheduled to begin in May 2001, with an expected duration of 12 months.
2 Firms interested in providing these consulting services are hereby invited to submit expressions of interest in participating in this selection process. The selection process for contracts financed with NADB funds will be carried out in accordance with NADB Procurement Policies and Procedures, and is open to firms from any country. The contract will be between OOMAPAS and the consultant. A short-list of qualified firms will be drawn up and formally invited to submit proposals following this invitation. The bidding documents and terms of reference will be published in Spanish only. Interested companies must have at least five years experience in Mexico and/or the U.S., as well as in the U.S.-Mexico border region, in construction supervision and funds management satisfactorily performed for sanitary water infrastructure construction projects. In order to determine the capability and experience of consulting firms seeking to be short-listed, the following information should be provided: -- A brief description of the company, its organization and services. -- Details concerning the experience required for the work requested, preferably in Mexico and/or the U.S., during the last five years, including a brief description of the activities performed, contract amount, duration of the work and staff who participated. -- Contact name and phone number for at least three of these projects, which have been completed within the last five years. -- Curriculum Vitae of staff available to work on this project, using the forms available on our website at ( The only companies that will be considered are those that submit CV s for persons with direct experience in the activities enumerated above and the ability to work in Spanish. All CV s must be signed by the person described therein and by the legal representative of the company. -- Demonstrated ability to work in Spanish, since the bid documents, work product and reports will be delivered in Spanish. (653) BEIF-SLRC-03/05/ Supervision & Monitoring of Project Covenants Request for Expressions of Interest The (NADB), located in San Antonio, Texas, is an international financial institution established by the United States and Mexican
3 governments to finance water, wastewater and municipal solid waste infrastructure projects in the 100-km area on either side of the U.S.-Mexico border. The Bank provides funding for these projects in the form of loans and grants for construction of infrastructure. When making a loan or grant to project sponsors, the Bank incorporates covenants relating to the execution of the project, management of the utility and other related areas affecting the overall financial and operational health of the utility and to the successful completion of the project. Additionally, the Bank incorporates reporting requirements on project progress, budgets, financial management, reserves, etc., to provide adequate accounting of the performance of the utility and the project. The Bank intends to hire consultants to provide assistance, as needed, in the following areas: (1) to project sponsors in the development of project-related and financial report formats, preparation of reports, timely delivery of reports to the Bank; and (2) to the Bank in the supervision of the projects and covenants, as well as analysis of the content of the covenants. The Consultants will be assigned tasks on a project-by-project basis or on a task-basis (e.g., review of operational budgets for multiple projects). The NADB intends to contract two or three firms to carry out these services on a work - order basis. The contracted consultants will be assigned specific tasks associated with supervision of projects and covenants according to the needs of the projects. The assignments generally entail a review of reports and other project documents, a monthly or quarterly site visit to the project and/or meetings with the Bank. Consulting firms interested in providing in these services should have a least five years of experience in work related to water, wastewater and solid waste projects. For the Bank to be able to determine their capacity and experience, the interested consulting firms should present the following information: A short description of their company history or background, as well as services offered. Details with reference to experience in water, wastewater & solid waste projects carried out in the last five years, with emphasis on projects carried out in the U.S./Mexican border region, with a short description of activities, contract amounts, duration of the work, project team that carried out the work, and the name, phone number and references of at least three of these already finished projects. Experience in financial analysis of water, wastewater and solid waste utilities that demonstrates the capacity to review utility financial statements, operating and capital improvements budgets, reserves accounts and debt ratios, and other financial aspects of these utilities. Experience in supervision of water, wastewater and solid waste construction projects that demonstrates the capacity to review construction schedules and progress, as well as to identify and address risk factors related to the implementation of construction projects. Curriculum Vitae (CV) of personnel available and/or willing to work on these types of projects that have direct experience in the above-mentioned areas. 4 Demonstrated capacity to speak/write English and/or Spanish. Good communication skills are essential as all work and reports will be done in the language where the project is carried out. These services are expected to begin in April 2001, and each contract will have a duration of approximately two years with the option to be extended once by the Bank. Participation in these contracts is open to firms from any country. The City of Laredo is located in Webb County, Texas directly across of the Rio Grande River (Rio Bravo) from Nuevo Laredo, Tamaulipas, Mexico. The City and County are proposing a joint colonias improvements project consisting of water and wastewater service to 15 colonias located outside of the City limits but within the City's Extraterritorial Jurisdiction ETJ. The colonias are within the two planning areas of Mines Rd. and SH 359, and consist of the following colonias: Mines Rd. Planning Area: Los Corralitos; Ranchitos Penitas West; Los Minerales; Antonio Santos and Ranchitos IV/Los Minerales Annex. The proposed water distribution improvements for Mines Road consist of approximately 100,000 linear feet of water line, one booster station and a 50,000 gallon ground storage tank. The proposed wastewater collection systems improvements for Mines Rd. consist of approximately 68,500 linear feet of gravity sewer, 6 lift stations, 11,550 linear feet of sewer force main, and 32 On-Site Sewage Facilities. A new MGD Package Wastewater Treatment Plant is proposed for the Mines Road area. SH 359 Planning Area: Old Milwaukee, San Carlos Phase I; Los Altos, San Carlos Phase II; Los Tanquecitos I, Ranchitos 359 East; Los Tanquecitos II, Laredo Ranchettes and D- 5 Acres, Pueblo Nuevo.
5 The proposed water distribution improvements for SH 359 consist of 105,500 linear feet of 8-inch water line, 51,000 linear feet of 12-inch water line, 30,100 linear feet of 16-inch water line, a 250,000 gallon elevated storage tank, a 200,000 gallon ground storage tank and booster station. The City owns a Water Treatment Plant with capacity available to serve the colonia area. The proposed wastewater collection system improvements for SH 359 consist of 98,800 linear feet of 8-inch gravity sewer, 6,500 linear feet of 12-inch gravity sewer, 24,150 linear feet of 15-inch gravity sewer, 3 lift stations, 2,200 linear feet of 3-inch force main, and 11,500 linear feet of 6-inch force main. Wastewater flows generated by colonias will be conveyed to the City of Laredo's Chacon Creek Interceptor with ultimate treatment at the City's Southside Wastewater Treatment Plant. A 15-inch trunk line along the Texas Mexican Railroad easement is proposed to convey the wastewater flows from the colonias in the SH 359 study area to the interceptor. The Southside WWTP has available capacity to serve these colonia areas. The proposed colonia water and wastewater improvements are to be funded by Texas Water Development Board (TWDB) Economically Distressed Areas Program (EDAP), Webb County and (NADBank). The total estimated cost of the project is US$21,561,282. The project sponsor, City of Laredo, has requested US$6,231,450 in BEIF funds from the North American Development Bank, $13,878,832 in EDAP funds from the Texas Water Development Board, and loans totaling US$1,451,000. For works financed with NADB funds, the City of Laredo will carry out international competitive bidding consistent with NADB Procurement Policies and Procedures. Participation in these bidding processes will be open to companies from any country. Engineering design is scheduled to begin during the first quarter of 2001 and construction of these works a year later.
