2 The crisis has hit young people exceptionally hard Nearly one in four young people on the labour market cannot find a job (23.7 % in Nov 2012) EU youth unemployment rate more than twice as high as the general unemployment rate More than 30% of unemployed young people long-term unemployed Young people over-represented in temporary and part-time work 7.5 million young Europeans aged neither in employment, nor in education and training (NEETs)

7 A Youth Guarantee The Council Recommendation was agreed upon on 28 February: MS ensure that all young people up to 25 receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education. Model: e.g. Youth Guarantee Scheme in Finland

9 How will Youth Guarantee Schemes be financed? Youth Guarantees represent a positive investment: Cost of Youth Guarantees (ILO 2012) Eurozone, years 0.22% of GDP EUR 21 billion Economic costs of NEETs (Eurofound 2012) 26 Member States, years 1.21% of GDP EUR 153 billion Cohesion Policy funding can provide support:programming period ESF investment priority targeting labour market integration of young NEETs.
