1 Dear Eagle Scout Rank Applicant, Eagle Scout Rank Advancement Procedures The following procedures are identified to help minimize confusion for you, your parents, your unit leaders and the other persons who will be helping you complete your Eagle Scout rank advancement requirements, your Eagle Scout Service Project and your Eagle Scout Rank Application: 1. Please read through all of the forms and instructions before you write on any form. 2. As you complete the Eagle Scout Rank Application: A. All dates must be in six digit numeric form. Each date must include the Month, Day and Year, in the form MM/DD/YY. B. All signatures and dates, through and including Requirement 6, your final Unit Leader's Conference, must be correctly completed prior to your eighteenth birthday. 3. The blue merit badge cards (Applicant's Record) and the Merit Badge and Rank Advancement Worksheet (sheet #7 of this package) are required to be submitted to the Council Service Center along with your Eagle Scout Rank Application, for council certification: A. When you submit your Eagle Scout Rank Application, blue cards and worksheet to the Council Service Center for certification and processing, they must be submitted in the envelope in which this kit was received. B. The blue cards must be in order as listed on the Eagle Scout Rank Application (plastic display sheets which hold nine 2-1/2 x 3-1/2 inch hobby collector cards are recommended). C. For blue cards which have been destroyed, lost or for other reasons are not available, see your Unit, District or Council Advancement Chairperson. 4. Please allow a minimum of 5 working days for processing, at the Council Service Center. When your Eagle Scout Rank Application has been completely processed, it and all of your blue merit badge cards will be returned to the District Advancement Committee Chairman or Committee representative, who will work with your unit leaders to set up an Eagle Scout Board of Review. Notes: A. Please allow at least two to three weeks between the certification and an Eagle Scout Board of Review. B. The District Advancement Chairman or committee person responsible for your unit will work with your unit leaders to plan the Eagle Scout Board of Review with you. 2 Eagle Scout Service Project and Rank Application Instructions 1. Plan Your Project and Carry It Out Plan and carry out your Eagle Scout Service Project carefully. You must use the enclosed Eagle Scout Service Project Workbook, BSA form , in planning, getting approvals and in completing your project. Verify that all guidelines specified in the workbook will be met as you do your project. Note that: You do not need to wait until all of your merit badges are earned to do your project. Plan early and do your project as soon as your planning permits. Planning, individuality and leadership are key ingredients and must be demonstrated in completing the project. You are the project PLANNER, BUDGETER and MANAGER. The project must be of real value and of significant magnitude. While there are no requirements for the time, the number of people, or the effort required to complete the project -- remember that you are a candidate for the highest rank that Scouting can award. Do your very best! Talk over your proposed project with your Scoutmaster, Team Coach, Crew Advisor or Explorer Advisor. Get their counsel and guidance. Also talk to persons representing the beneficiary of your proposed project, to ensure that they approve of what you propose to do. They must also approve of your final plan, and any changes to that plan. Approval of the project is required before you start to work on it. The Project Description and Planning Details section of the workbook should be completed. The workbook may be unstapled if necessary. Obtain the signatures of someone representing the beneficiary of the project; your Scoutmaster, Team Coach, Crew Advisor or Explorer Advisor; and your unit committee. Then, contact your District Advancement Committee representative for approval. Only when all approvals have been signed are you ready to really start to work on your project. Ensure that when the project is complete, the beneficiary group provides you with a written letter or statement of acceptance of the project. A copy of this letter of acceptance should be attached to the final report of your project. Use the workbook throughout your project to assist you in documenting and completing your project. Keep a good set of notes in your workbook, or another notebook; who, where, when, what time, how much, etc. Plan on making a final detailed narrative report on your Eagle Scout Service Project from the notes you make. Note that a stack of notes does NOT constitute a final narrative report. NOTE: If you have a personal computer, a printer and access to the World Wide Web, the Eagle Scout Service Project Workbook, the Eagle Scout Application, and these instructions are available on the Santa Clara County Council Web site, and may be printed on your printer. Write your Project Final Report The Final Project Report should be a detailed narrative, describing the project, planning, approvals, materials used, activity needed to complete the project (including the number of person-hours), changes required in the plan, completion and final acceptance by the beneficiary. It should also identify all costs and how they were handled. Form, format, length and content of this final report are to be determined by you the Eagle Candidate. Your unit leaders and the District Advancement Committee are available for counsel on the report, when needed. The final report should be well done, it will be of prime importance at your Eagle Board of Review. Use all of your notes in the workbook, all planning notes, plus any other material or photos that may help you describe and sell your project to your Eagle Scout Board of Review. The final report on the project should answer the following questions: What was the project? How did it benefit others? Who from the beneficiary group gave guidance? Who helped, how much time did each individual donate to the project and what was the total person-time spent, including all planning, follow-up and work time? What changes were made to the project, from the original plan and proposal? Why were those changes made? How were they accomplished, and were they approved by those who approved the original plan? What materials and tools were used, how were they obtained and how were they paid for? What were other expenses for the project and how were they covered? How did you, as an Eagle Scout Candidate, demonstrate leadership and management of the project? Do you have a letter or note of acceptance from the beneficiary group? 4 3. Complete the Eagle Scout Rank Application (enclosed with this kit) Please read all directions carefully before you start to write. Print in black ink or type the information. Use the Eagle Scout Rank Application Checklist instructions (sheets #5 & 6 of this package), to verify that the Eagle Scout Rank Application is being correctly completed. Note that all dates will be checked against the records available in the local Council Service Center. Use the Merit Badge and Rank Advancement Worksheet (sheet #7) to list all merit badges and the dates they were earned. This will allow you to group the merit badges for each rank and check the dates with your Boards of Review dates for First Class, Star, and Life ranks. Check that no merit badge date shown is before the date you became a Boy Scout, and that all merit badge dates used to make a rank are before the Board of Review date for that rank. When all information on the worksheet checks correctly, transfer the information to the Eagle Scout Rank Application. 5 Eagle Scout Rank Application Checklist Very Important: Please type or print clearly in black ink. All dates must be entered in the form mm dd yy. Enter your name exactly as you would like it printed on your Eagle Scout Certificate. Enter your Social Security number. Enter your home address, unit number, and the City, State and ZIP code. Enter the date you became a Boy Scout (turned in your application). If you have been a Varsity Scout or an Explorer, enter the date(s). Enter the date of the Board of Review when you achieved your First Class rank. Enter the date of the Board of Review when you achieved your Star rank. Put an X in the appropriate box (Y or N) for Cub Scout, Webelos Scout, and Arrow of Light award. Enter your date of birth. (Requirement #1) Enter the date of the Board of Review when you achieved your Life Scout rank. (Requirement #2) Enter the names, addresses, and telephone numbers of persons who will be willing to provide letters of recommendation on your behalf. You should contact each person first and verify that they will be willing to do so. Note: If you do not have a religious leader who can respond for you, you must write a statement, before your Eagle Scout Board of Review, which states your religious beliefs and how you live the twelfth point of the Scout Law, which states that a "Scout is Reverent". (Requirement #3) Before completing the list of merit badges you have earned, use the Merit Badge and Rank Advancement Worksheet (enclosed, as sheet #7) to ensure that all information is correct. On the Merit Badge and Rank Advancement Worksheet, enter each of the dates of your Boards of Review for First Class, Star and Life Scout ranks. Check that there is four (4) months tenure between the date for First Class and the date for Star. Check that there is six (6) months tenure between the date for Star and the date for Life. Check that there is six (6) months tenure between the date for Life and the date you will use for your final Unit Leader's Conference for the Eagle Scout Rank. Enter the names and dates of the four (4) required merit badges used to qualify for Star rank. Note that they must be dated before your Star Board of Review date. Enter the names and dates of the two (2) optional merit badges used to qualify for Star rank. Note that they must be dated before your Star Board of Review date. Enter the names and dates of the three (3) required merit badges used to qualify for Life rank. Note that they must be dated before your Life Board of Review date. Enter the names and dates of the two (2) optional merit badges used to qualify for Life rank. Note that they must be dated before your Life Board of Review date. Note that those merit badges earned before becoming a Star Scout but not used for part of the Star rank may be counted here. Enter the additional required and optional merit badges earned for the Eagle Scout rank. Note that those merit badges earned before becoming a Life Scout but not used as part of the requirements for Star or Life ranks may be used. Check and double check all merit badge names, dates, and their reference to the rank Board of Review Dates. When your are satisfied that all is correct, transfer all merit badge name and date information to the Eagle Scout Rank Application, typed or written clearly in black ink. 6 Check merit badge fields 6 and 9. Ensure that all but one merit badge name has been crossed out (see the note at the end of the merit badge section on the application). (Requirement #4) Enter the names of the leadership position(s) you held since you became a Life Scout, that you wish to identify for your Eagle Scout Rank Leadership position. Note that the position MUST be one of those listed on the application for the type of unit in which you are registered. Enter the dates you held this/these position(s). Check to ensure that there is a total of at least six (6) months tenure in one or more of these leadership positions, since you became a Life Scout. The dates do not have to be contiguous, nor do they have to be recent or current dates, but they must total six months. (Requirement #5) Enter the date you completed your Eagle Scout Service Project. Remember, this service project must have been planned and completed after you became a Life Scout and before your final Unit Leader's Conference. Note that this is the date the work on the project was completed. You may continue to work on the final draft of your project report for your Eagle Scout Board of Review while your Eagle Scout Rank Application is being processed. The final draft of your project report must be available for your Eagle Scout Board of Review. (Requirement #6) On a separate sheet of paper, prepare a statement of your ambitions, life purpose and a listing of the leadership positions you have held in your religious institution, school, camp, community or other organizations during which you have demonstrated leadership. Include honors and awards received during this service. The form and content of this statement is to be of your own choosing. This statement is to be included with the Eagle Scout Rank Application as a separate sheet, when presented to your Eagle Scout Board of Review. Take part in a final Unit Leader's Conference for the rank of Eagle Scout, and enter the date of that conference on the Eagle Scout Rank Application, Note that this date must be before your eighteenth birthday. This verifies that all requirements for the Rank of Eagle Scout were completed before your eighteenth birthday. CERTIFICATION BY APPLICANT. Sign and date the Eagle Scout Rank Application. UNIT APPROVAL. Have your Unit Leader sign and date the Application. This is his testament that he supports the fact that you have properly completed all of the requirements for the Eagle Scout Rank, prior to your eighteenth birthday. This signature will normally be done at the time of your final Unit Leader's Conference. Have the Chairman of your Unit Committee sign and date the application. He too verifies that you have completed all of the requirements properly. BSA LOCAL COUNCIL CERTIFICATION. Your Eagle Scout Rank Application must now be submitted to the Council Service Center for certification. Assemble all of your merit badge blue cards in the same order as they are listed in Requirement #3 of the Application (plastic display sheets are recommended). They must be submitted with the application. Also, include the Merit Badge and Rank Advancement Worksheet. Put all items in the envelope in which you received these instructions. You, your parents, guardian, Scout unit leader or a unit committee-person may take the envelope to the Council Service Center. Leave the envelope, with all enclosures, with the receptionist. You must allow five working days for certification. The certified application and the enclosures, will be returned to your District Advancement Committee representative when it is complete.
