11 Meeting with your District Eagle Adviser Eagle candidates (not Mom or Dad) need to contact a District Eagle Adviser to set up appointment. Any one of those listed are OK. If no answer, leave a proper phone message. Appointments: (plan for 60 minutes) YPT Considerations must be heeded (public place?) Review and approve projects Listen and give counseling advise on their path forward Review and approve application package and set up Board of Review (2-3 weeks before desired EBoR). Scouts should be in a correct full uniform, including merit badge sash. GTA

20 Position of Responsibility While a Life Scout: Serve six (6) months in one or more approved Positions of Responsibility Lone Scout: Leadership responsibility in his school, religious organization, club or elsewhere in his community 20

21 Eagle Scout Service Project Must plan, develop, and give leadership to others in service to the Community Religious institution, school, community organization or a business operation provided as a community service Significant opportunity to demonstrate leadership skills and ability (scope and magnitude) the Scout must plan the work, organize the personnel needed, and direct the project to its completion A project that is only a fundraiser is not allowed GTA

27 Keeping Track of Time From the time you begin looking for a project to completion, you should be keeping track of time A small pocket notebook, a spreadsheet on a laptop, a notepad on a smartphone, or a loose leaf page in the project workbook are all acceptable Each entry should include: person s name, date, hours or fractions of hours, purpose Accumulated data will be entered in the Project Report Time includes such things as research, making phone calls, participating in meetings, completing the Eagle Scout Service Project Workbook Record not only the time you spend on the project, but also the time others spend helping you on the project Time spent meeting with an adult on the project Time a parent spends driving you to and from a home improvement store Time friends spend actually working on the project 27

It is an overview, but also the beginnings of planning. It must show your unit leader, unit committee, and council or district that your project can meet the following tests. 35 Instructions for Completing Your Proposal cont d On the last two pages of this workbook there is an information sheet for you to print and give to the (representative) as part of your first meeting with your beneficiary and use the sheet to help explain how the Eagle Scout service project works. Navigating the Eagle Scout Service Project It will help you communicate a number of things to the beneficiary Provides thanks and congratulations for accepting the project Gives some background, discusses requirements& points out responsibilities connected with approving your project proposal. Explains how beneficiary has the right to review, and also to require changes in your final plan. Read it carefully today so you can explain what it says. 35

51 Planning Summary The more planning and attention to detail you do at the beginning will help your project come together in the end Describe your project so you understand what needs to be done at every step Your plan should be in sufficient enough detail so that: You and the beneficiary understand what is being done You can explain it to everyone else Your project will be successful on the planned day 51

52 Conducting The Project The Eagle candidate must be the project leader The project is about leadership and service to others Make sure others are involved so you demonstrate leadership Don t let adults be too helpful have everyone provides suggestions and comments to you for decisions Take note of changes from your original plan Work on the project is complete when: 1. The work is finished 2. The excess materials, supplies and tools have been cleared from the site, as applicable 3. Scout and beneficiary agree it is complete. Enter the completion date on the Eagle Scout Rank Application at Requirement 5 and on the first page of the Project Report section of your workbook 52

53 Risk Management All Eagle Scout service projects constitute official Scouting activity - subject to Boy Scouts of America policies and procedures Projects considered part of a unit s program must follow with regard to policies, procedures, and requirements regarding Youth Protection, two-deep leadership, etc Since an Eagle Scout service project is a unit activity, unit leadership has the same responsibility to assure safety in conducting a project as with any other unit activity GTA

59 Project Changes Many successful projects require changes from the original proposal. If changes are major, it is important to confirm they are acceptable to the beneficiary and BSA. If any major change occurs in the project notify the project proposal approvers immediately, to be sure you [and the project] still are approved and have a chance of passing the board of review. 93 Eagle Requirements (Time Extension) If a youth foresees that, due to no fault or choice of his own, he will be unable to complete the Eagle Scout rank requirements before age 18, he may apply for a limited time extension. These are rarely granted and reserved only for work on Eagle. GTA Time Extensions, 93

96 Eagle Scout Board of Review The Guide to Advancement sets the standards for conduct for an Eagle Scout Board of Review In the NCAC, responsibility for upholding this standard is delegated by the Council to the District As a result, a qualified District Eagle Representative must be a member of all Eagle Scout Boards of Review conducted in the NCAC 96

97 Eagle Board of Review Responsibilities Two-fold purpose: To determine the quality of the Scout s experience; and Decide whether the Scout has fulfilled the requirements for the rank Following the Board, members form a subjective evaluation of the candidate based on all materials GTA

99 EBOR Youth Preparations It is preferred that Scouts be in full field uniform for their EBOR Merit badge sashes should display the proper merit badges Order of the Arrow sashes are not appropriate since this is not an OA function GTA

100 The Board of Review (Timing) The Board of Review must be held within 90 days following his 18th birthday. An extension of time (additional 90 days) may be granted by the National Court of Honor, via the District and NCAC Advancement Chairman only for significant extenuating circumstances that are beyond the control of the scout. This request must be received in writing from the Scoutmaster before the end of the first 90 days period. GTA

101 The Board of Review (Timing) An extension for an Eagle Board of Review beyond 180 days following the scout s 18th birthday may be requested in writing (by the Scoutmaster or parents before the end of the 180 days and may only be granted by the National Court of Honor, via the District and NCAC Advancement Chairman. 101

102 The Board of Review (Pre-EBoR) The Unit s Advancement Chair (or Eagle Adviser) chairs the EBoR and makes all arrangements for date, time, place and the make-up of the Board. Requests for Letters of Character Reference should be sent to all people listed on the ESRA, and they must be given adequate time to submit. Letters not required for a board, but the apparent unwillingness of authors to comply may be telling. Letters should be sent to the Board Chair, and remain sealed until the EBoR. Only EBoR members ever read the Letters; they are to be shredded immediately thereafter. GTA

103 The Board of Review (Process) EBoR must consist of 3-6 adults, with one of those being a representative from district. ASMs and SMs are not permitted to be on the board, but the ASM/SM introducing the Scout may stay and observe (only). If the ASM/SM who introduces the Scout is a parent/guardian, he/she may not remain as an observer. 103

104 The Board of Review (Process) GTA The original and two copies of all application packet material should be brought to the EBoR by the Board Chair. Board members should plan on arriving min before the scheduled start to review the materials and coordinate how the Board will be conducted. 104

105 The Board of Review (Process) The Board will meet with the candidate s Unit leader prior to meeting the Scout to: Receive their insight concerning the Scout s personality and his participation, dedication, and commitment to Scouting. Answer any questions the Board may have concerning administrative handling and individual portions of the project or application. 105

106 The Board of Review The Board of Review has the responsibility to determine that all of the requirements for Eagle have been completed: merit badges, rank tenure, scout spirit, responsibility, leadership service project, and the candidate has the character, citizenship and fitness appropriate for the rank of Eagle. The Board will conduct a technical examination of the application & project and review the letters of recommendation prior to meeting with the Unit leader and the scout. 106

107 The Board of Review (Process) GTA While candidates should attend their EBoR in complete, proper Scout uniform (with sash displaying at least the 21 ESRA merit badges) Uniform inspections are not permitted. A Scout s inability to present himself properly will be an indicator of the extent to which he appreciates the significance of the evening, and reflect upon his readiness. 107

108 Eagle Board of Review Mechanics Eagle boards are typically 30 to 45- minutes in length Conducted as a discussion of the Scout s values and beliefs May address leadership, Scouting, current events, goals, life purpose, community, service project, etc. The decision of the Board must be unanimous All members have an equal vote There is only one Unit level EBoR 108

109 Adverse Decisions Non-unanimous decisions are discussed with the DER, the unit, and then the candidate If appropriate, corrective steps are provided verbally to the Scout and then in writing There is an appeal process If either the Unit Leader or Committee Chairman refuse to sign the application If the Board of Review is not unanimous in recommending approval Appeals are directed in writing to the District Advancement Chairman and then forwarded to the NCAC Advancement Committee for disposition 109

110 What Happens after EBOR? When you are recommended by your Eagle Board of Review then what? The ESRA packet is taken to the NCAC Scout Service Center for processing The application is forwarded to BSA s Eagle Scout Service Division for final review and approval ~ 2 weeks Are you an Eagle Scout? Not quite you are not an Eagle Scout immediately following the recommendation of your EBOR However, when your credentials are received from BSA, you are an Eagle Scout 110
