4 Welcome to the adventure of Scouting in Troop 405. We offer a high quality program that develops character and leadership skills. Scouting will teach and present opportunities to lead, to learn and to explore new adventures that will last a lifetime. The mission of the Boy Scouts of America is to prepare young men to make ethical choices over their lifetime by instilling in them the values of the Scout Oath and Law. THE SCOUT YEAR: Our Scout year runs from August (the first Tuesday after school starts) until Summer Camp of the following year, which is normally in June. Our activities continue during the summer till the August restart, but in a more casual manor. MEETING SCHEDULE: Troop 405 meetings are separated into the following categories: Troop Meetings, Patrol Leaders Meetings, Rank Advancement and the Troop Committee Meeting. Below will list the purpose of the meeting, uniform that is required, who attends and how often. The Troop Meeting that occurs on the first Tuesday of the month is called the Awards Recognition meeting. At the end of the Awards Recognition meeting those seeking rank advancement or needing assistance with respect to their requirements, for that rank, may do so at that time (See Rank Advancement). A scout must sign up in advance of the meeting so we may have enough ASMs to conduct the Advancements. Troop Meetings Every Tuesday of the Month except 4 th Tuesday o Purpose: Troop meetings are the glue that holds a Scout troop together and are run by the boys themselves to teach leadership and organization. The purpose of the Troop meeting is to motivate, strengthen and promote patrol spirit. In addition, they are held to inform the Scouts in Troop 405 of the upcoming troop activities that include campouts, can drives, Eagle projects, merit badge classes, special training for both the Scouts and the Adult Leaders and any other pertinent information. o Uniform: On the first Tuesday of each month the uniform is Class A. All other troop meetings the uniform is Class B or Class C (See Uniform Guide on page 9) o Attendance: In order to be considered active, scouts are required to attend weekly Tuesday meetings at 7:00 pm in the St Luke Cafeteria for one hour. The 4th Tuesday of each month is the Patrol Leaders meeting. Patrol Leaders, Asst. Patrol Leaders, the Senior Patrol Leader and Asst. Senior Patrol Leaders are required to attend. If there are 5 Tuesdays in that month, the 5 th Tuesday will be a regular Troop Meeting. *** If you miss any meetings, it is your responsibility to contact your Patrol Leader and/or the Senior Patrol Leader so you can be aware of future activities and any announcements. *** Patrol Leaders Meetings o Purpose: The purpose of this meeting is for the Scout Leadership to plan activities for the following month and discuss any issues or concerns that the troop may have. It is also to go over the itineraries for each upcoming troop meeting and be abreast of any upcoming training and events. Revised August 22,

5 o Uniform: The uniform for all Patrol Leaders Meetings is Class B or Class C (See Uniform Guide, page 9) o Attendance: The Scoutmaster, Assistant Scoutmasters, Senior Patrol Leader, Assistant Senior Patrol Leaders, Patrol Leaders and the Assistant Patrol Leaders are required to attend. Patrol Leaders meetings are conducted on the 4th Tuesday of the month at 7:00 pm in CYO building for one hour. Only the above need to attend. *** Assistant Senior Patrol Leaders, Patrol Leaders, Assistant Patrol Leaders if you miss a Patrol Leaders meeting, it is your responsibility to contact your Senior Patrol Leader to find out what was discussed so you can be aware of future activities and any announcements.*** Rank Advancements and Merit Badges The Boys Scouts of America will recognize your achievements by rewarding badges of rank. The first three are Tenderfoot, Second Class and First Class. Next come Star and Life. The highest rank is Eagle. The requirements to earn each rank are more challenging than the one before it. In order to achieve Eagle rank there are certain required merit badges that a scout must obtain. (See your Scout handbook for more details) We are currently operating from the 2016 printing of the Scout Handbook. It has canoeing, zip linning, racketeering and flag salute on the cover. Along with achieving different ranks within scouting you can earn merit badges. The merit badge program provides you the opportunity to meet and work with adult leaders in your community. There are several opportunities to work on Merit badges. Here are a few examples: At Summer Camp, during Christmas break you can attend the Winter Merit Badge University at McGimsey Park, twice a year in the fall and spring at Merit Badge University (locations may vary), attend one sponsored by Troop 405 and on your own with an approved Merit Badge Counselor. If you receive a partial merit badge from one of the above, you will have a year to complete it from the date you took that class. If you have not completed the merit badge and provided proof, you will have to start that merit badge all over. Only the Scoutmaster and designated Assistant Scoutmasters will certify the completion of a merit badge. o Purpose: Those Scouts that have completed the requirements for the rank, or need assistance with respect to the requirements for the rank they are seeking, are required to sign up prior to the first meeting of the month. The Scout will be reviewed or be given assistance by either an adult leader in the troop and/or the Scoutmaster. If it is an adult leader/s then afterwards you will have a Scoutmaster Conference. The Scoutmaster Conference is an opportunity to reflect on what you have accomplished so far and to get a bigger picture of how to approach the exciting challenges that lie ahead. A Board of Review made up of members of the Troop Committee and adult leadership will occur after the Scoutmaster conference, to give you an opportunity to talk about how you are getting along in the troop and what you like best about it. The Scoutmaster Conference and Board of Review are required to register the Rank Advancement with our Council. Rank advancement requirement reviews can also be conducted during campouts, can drives, and other group events. o Uniform: The uniform for rank advancement is Class A (See uniform requirement, page 9) o Attendance: Those seeking rank advancement and adult leaders assisting in reviewing for rank advancements. Rank advancements are conducted on the 1st Tuesday of the month after the Awards Recognition meeting. Requirements: 1. At any meeting prior to the 1 st Tuesday you must sign up for rank advancement on the clip board marked Rank Advancement. This notification is required so that the adult leaders can prepare to have assistance to conduct the rank advancement for the different types of ranks and to verify that you have completed all requirements. Only those scouts that signed up prior to this meeting will be allowed to go up for rank advancement. If you Revised August 22,

6 will not be able to attend for whatever reason, please call the Scoutmaster or the Troop Committee Chair prior so that they can make necessary adjustments to be considerate of other people s time that will be assisting. 2. At rank advancement you are required to be dressed in your full Class A uniform (See Uniform requirement, page 9) and bring your Boy Scout handbook for the adult leader to sign off on. Failure to be dressed in full Class A s and having your Scout handbook will disqualify you for going up for rank advancement at that time and you will have to sign up for another rank advancement meeting. Troop Committee Meetings o Purpose: The purpose of the Troop Committee is to be responsible for the troop s welfare. As a troop committee member, you can help enrich the lives of boys and make a difference in the kind of men they become. The Troop Committee is responsible for ensuring that quality adult leadership is recruited and trained. It advises the Scoutmaster on policies relating to Boy Scouting and supports leaders in carrying out the program. The Troop Committee is also responsible for giving initial approval for scouts wanting to start working on their Eagle projects. Those scouts having achieved Life and wishing to present their project to the Troop Committee must do so by signing up on the clip board under Eagle sign up. Only 3 reviews will be done each month, with 2 alternates should someone need to cancel. Exceptions will be made with the approval of the Troop Committee for extreme circumstances. Lack of planning or not having enough time is not an acceptable exception. All candidates must show up on time at 6:30 pm in their Class A s and be prepared to present their Eagle Project. Only those that have signed up prior to the Troop Committee meeting on the Eagle signup sheet will be reviewed that night. o Attendance: The Scoutmaster and Committee members should be in attendance. The Troop Committee meeting is held on the 3 rd Thursday of the month. Meeting starts at 6:30 pm and runs to 8:30 pm. The first order of business will be the Eagle reviews and then immediately following will be the Troop Committee meeting. The meeting has an agenda of items to accomplish and is therefore held in executive session. All others in attendance are there as observers only. Is scouting just for scouts and their leaders? The answer is a resounding no. Parents are the single most important factor that will determine how successful your son will be in Scouting. If you want your son to reap the benefits scouting offers you need to join Scouting with your son; either as a uniformed leader, as an active member of the troop committee or as task/event support. Scouts whose parents are actively involved attend more than twice the number of activities and attain more than twice the rank of Scouts with less-involved parents. As a parent even if you don t like camping, we ask that you get involved by volunteering to drive to and from campouts. By doing so it spreads the responsibility and gives a break to those that always do it. Being an involved parent takes time and effort, but it s also rewarding and fun. One of the reasons our troop is so successful is because of the dedication of so many of our parents. We are never short of needing extras. Everyone has a talent that can help the Troop and your involvement is vital to your son as well as to our other Scouts. Current BSA policy requires all adults who have contact with the Scouts to register with the BSA and complete the online Youth Protection Training module. CAN DRIVES: On the first Saturday of each month, we hold an aluminum can collection in the parking lot of the church from 9:00am until noon. We will alternate Patrols to man the can drives. See calendar for your particular patrol month. Revised August 22,

7 o Purpose: This is a major fundraiser for the troop and we often hold merit badge classes or rank advancement requirements while we are collecting cans. o Uniform: The uniform for the can drive is Class B or Class C (See Uniform Guide, page 9) o Attendance: The only ones that are required to attend is the particular Patrol that is assigned that month. The Patrol Leader will call to ask for volunteers from his Patrol. We need at least 2 scouts and 2 Adults at the can drive. If Merit badges or rank advancements will be conducted that day, the Scoutmaster will inform the Troop at the Troop meeting. TRAILER CLEAN-OUTS: o Purpose: Trailer Clean-Outs occur several times a year and the purpose is to prepare the trailer for future campouts, wash all the pots, pans and utensils, take inventory, inspect the tents and do any necessary repairs. o Uniform: The uniform for the trailer clean out is Class B or Class C (See Uniform Guide, page 9) o Attendance: This should be attended by the whole troop regardless if you attended any campouts or not. This brings unity and the more scouts that attend the faster and easier this task can be accomplished. FUNDRAISERS: o Purpose: The purpose of fundraisers is to raise funds to offset the cost of campouts, have monies available to purchase camping gear, paper products and accessories for campouts, trailer repairs and license renewal and purchases for rank advancements, merit badges, etc. o Types: In order to conduct any extra Troop fundraisers, we must as a Troop, participate in the BSA Popcorn sales that are held annually at the beginning of the Scout year. We receive a large portion of the revenues back from BSA from the popcorn sales. We also participate in the CAMP CARD program. o Participation: At this time participation in the Popcorn Sales is mandatory and highly encouraged. Whether the scout participates in campouts or not, they still receive merit badges and awards that involve costs. In the future we would like to explore having a percentage of the revenue that the scout brings in, go back into a personal account that must be used in that Scout year to offset payments for campouts, spring break or summer camp. We will look at other types of fundraisers we can conduct that are fun and not taxing on those involved. We welcome any suggestions on how we can make this work for all parties involved. RE-CHARTERING: o Scouts: In order to be registered and considered a Scout with the Boy Scouts of America, each year you are required to re-register aka re-charter. If you do not re-register on time, you will be required to fill out a new Scout application. The current fee for rechartering is $65.00 for the first scout and $35.00 for each sibling thereafter. A portion of this fee goes to registration, Boys Life Magazine and the Troop for various supplies i.e., merit badge patches & cards and other things throughout the year. o Adult Leaders: Effective June 1, 2010, new leaders are required to be current with Youth Protection training before qualifying for re-registration. The certificate of completion for this training must be submitted at the time the application is made and before volunteer service with youth begins. Youth Protection training must be taken every two years. If a volunteer s Youth Protection training record is not current at the time of recharter, the volunteer will not be re-registered. Effective January 1, 2017 all adult leaders are required to have Adult Leader Specific Training(S24) and Introduction to Outdoor Leader Skills training(s11) in order to qualify to Revised August 22,

8 re-register. Adult Leaders are required to be properly trained to re-register by the deadline and are not considered chartered until a new Adult Leader Application is accepted by council upon qualifying. The Troop picks up the fee for the active Adult Leaders for their services to the Troop. COURT OF HONOR: Troop 405 holds two Courts of Honor a year one in March and one in September. These formal ceremonies recognize each Scout s leadership, advancement, and other significant accomplishments in front of his family and the troop. We also recognize any scout in Troop 405 who has achieved Eagle Scout. Nominations are taken for those that are qualified for Senior Patrol Leader and elections are held at the next troop meeting. To be qualified you must have the rank of Life Scout and be an active member in the troop. The Scoutmaster along with the Executive Troop Committee will determine eligibility based on participation in the troop or on ranks that we currently have. o Uniform: The uniform for the Court of Honor is Class A (See uniform requirement, page 9) ELECTIONS FOR SENIOR PATROL LEADER AND PATROL LEADERS Elections are held every 6 months for new leadership positions to include Senior Patrol Leader and Patrol Leaders. At the Court of Honor, nominations will be taken for the new Senior Patrol Leader. If running unopposed he will be the new Senior Patrol Leader. If there is more than one nominated then at the Court of Honor they will present their running platform and voting will occur at this meeting time permitting or at the next meeting. Senior Patrol Leader: Nominations will be taken for those that are qualified for Senior Patrol Leader at the meeting before or at the Court of Honor. Those accepting the nomination will have an opportunity to give a speech to the Troop at the Court of Honor on why they feel they are qualified and are the best candidate for Senior Patrol Leader. Only Scouts present at that meeting will be eligible to cast one vote. Votes will be tallied by a minimum of two adult leaders and the name given to the Scoutmaster for announcing. After this announcement, the newly elected Senior Patrol Leader will pick two Assistant Senior Patrol Leaders. The Assistants do not need to be any special rank but should be active in the troop s activities. After the announcements of the Assistance Senior Patrol Leaders then the Troop breaks into their patrols to elect their new leaders of that patrol. These positions are for 6 months until the next election after the following Court of Honor. Patrol Leaders: Nominations are taken by the Patrol members present at the meeting and voted upon. Only those present can vote. The nominated person does not need to be present but needs to be contacted to see if he wants the position. After this occurs then voting will commence and the one with the most votes will be the Patrol Leader. He will then appoint an Assistant Patrol leader and should be confirmed that he accepted. Other leadership positions are then selected. These positions are for 6 months until the next election after the following Court of Honor. CAMPOUTS: Starting in September and each month thereafter, there is a campout that is not required but highly recommended in order to learn and appreciate the outdoors. Although campouts are not required, campouts are required for certain rank advancement and to be nominated to the Order of the Arrow. Campouts provide opportunities to work on rank advancements and learn new things pertaining to scouting. The months of July & August are the only months that there are no campouts. With the exception of Spring Break and Summer Camp these monthly campouts only cost $ What does this fee pay for: It goes to the purchase of food, paper products, propane, utensils, park fees, fuel for drivers for short trips, for the weekend for the troop and/or patrol. The fee is mandatory whether attending the whole weekend or just partial. Fuel costs for drivers on trips that are longer that 200 miles round trip will be resolved Revised August 22,

9 prior to those trips and details of how will be shared with all drivers. Most likely it is a reimbursement of exact fuel costs from departure to return, so receipts are required. Due to the unpredictable number of scouts attending each campout, Troop 405 will only allow Scouts to join or leave an assigned campout if they get prior approval from the Scoutmaster. This is done for safety reasons with respect to scout accountability at the campout and to ensure we have adequate transportation. Furthermore, if adults/leaders are choosing not to stay the entire campout then this needs to be made known prior to the campout with the Scoutmaster so we can ensure that appropriate adult supervision is maintained. If adults and/or scouts arrive later or leave earlier than the whole troop, they may not be covered under the Troop s Tour Plan for insurance purposes and may be taking that liability on themselves. This decision will be made by BSA or other affiliated parties. ***Starting the Scout year of , all those interested in attending a campout must sign up and pay for that campout at least 2 Tuesdays prior to the campout to be qualified to attend the campout. There will be no late sign up the week of the campout as proper planning, down payments and such has already been completed. No exceptions. Payments for any campout can be made in advance at any meeting. All payments are made to Robert Martinez our Treasurer or his proxy. He also has a Square for Credit Card Payments we also accept check and cash. On campouts, Scouts pitch their own tents and eat with other scouts in their patrol or as a troop which is led by the respective scout patrol leaders. Adults pitch their tents nearby where they can allow the boys to learn independence but also keep an eye on what is going on. SPRING BREAK AND SUMMER CAMPOUTS: The Spring Break campout will only be for the veteran scouts in our Troop and will not include the newly crossover Scouts known as First Years, unless accompanied by at least one qualified parent. The reason for this is many. We need to know in advance who will be attending to ensure we have enough rides, crossovers are not prepared for the extended campout and the cost of gear is a hardship during this time for the First Years. Spring Break normally is a 4-5 day campout with a cost of approximately $125 -$175 a scout/leader depending on where we go plus gas money which has ranged around $25-50 roughly depending on gas prices and where we go. Summer Camp is normally in June for a week. The cost is approximately $260-$300 a scout/leader depending on where we go plus gas money which has ranged around $25-50 roughly depending on gas prices. Adults who wish to attend campouts: Only parents or significant other with the approval of the other parent, or legal guardian will be permitted to attend campouts. Any of the above cannot attend a campout without completing the BSA Youth Protection & Health and Safety course. If you plan on attending campouts it is encouraged you participate in further training available through myscouting.org. American Red Cross CPR training is also good to have. What are the Adult Requirements and who will be permitted to attend campouts? 1. The first and foremost reason why an adult would be interested in going is to offer assistance in teaching and broadening the boy s quest to learn more about scouting. We must keep in mind the main reason for your son s involvement in scouts is for him to develop independence, learn what he can achieve on his own, work on challenges that he would not ordinarily have, build camaraderie amongst other scouts and live the Scout Oath and Law all the while having fun doing it. 10 2. Must complete the BSA Youth Protection & Health and Safety Course. Your objective should be to share your knowledge and expertise to the entire troop. You are not there to baby sit or only spend time with your son. By the mere fact that you are there will speak volumes to your son and also allow him to demonstrate his scouting skills. You must be there to teach the boys in the troop an activity, skill, a merit badge or work on rank advancement. The boys are also there to have fun and learn new things. Campouts should be a combination of fun and working on and learning new skills on scouting. The must have fun part is very important and automatically leads to the other benefits. It s like wrapping Broccoli in Ice Cream. What are the rules of sharing tents? 1. When camping, no youth is permitted to sleep in the tent of an adult other than his own parent or guardian. 2. Male and female leaders must have separate sleeping facilities. 3. Married couples may share the same quarters if appropriate facilities are available. The above 3 statements can be found under the Youth Protection & Adult Leadership Guide to Safe Scouting. When the campsite permits, Boy Scouts are in one area, male adults are in another and female adults are in another. ORDER OF THE ARROW: The Order of the Arrow (OA) is Scouting s national honor society. It sets out to recognize those youth and adult campers who best exemplify the Scout Oath and Law in their daily lives, to develop and maintain camping traditions and spirit, to promote Scout camping and to crystallize the Scout habit of helpfulness into a life purpose of leadership in cheerful service to others. To become eligible for election, a Boy Scout must be registered and have the approval of his unit leader prior to the election. The unit leader must certify his Scout spirit (i.e., his adherence to the Scout Oath & Law). To gain membership in the Order of the Arrow, a registered Boy Scout or Varsity Scout must hold the First Class rank or higher. He must have taken part in a minimum of 15 days and nights of Scout camping in a 2-year period prior to the election. The 15 days and nights must include one, but no more than one, long-term camp consisting of 6 consecutive days and 5 nights of camping, approved and under the auspices and standards of the Boy Scouts of America. The balance of the camping must be overnight, weekend or other short-term campouts. Eligible Scouts must then be elected to the Order by other members of their unit. The tabulations and who receives the required number of votes is kept secret until they are Called Out at Summer Camp or other sanctioned events. Once called out, those scouts must attend a required OA ordeal in order to be inducted into the Order of the Arrow. There are normally 2 OA ordeals following the call out. Failure to attend one of those OA ordeals will disqualify you from obtaining this honor at that time and you must be re-elected for this honor again. EAGLE INFORMATION: Achieving Eagle Scout is the highest rank one can earn in scouts. While not everyone will achieve this status, it doesn t lessen the experience that one would have with scouting. A young man trying to obtain this status will require the help and assistance of his troop. He must demonstrate his ability to organize and lead his volunteers to complete his Eagle Project. His Eagle Project must meet several requirements and be approved by several committees. In order to obtain Eagle Scout you must, but not limited to, be an active member in the troop. While understanding that there are various other extra-curricular activities that you may be involved in, or the need to obtain employment; achieving the rank of Eagle Scout is a choice. The Eagle Project is a major part the Eagle rank process. It is completed by putting in your hard work and effort in organizing and leading other members towards accomplishing the project. You must complete it before your 18 th birthday and should allow ample time to get it approved by the various committees (roughly 8 months). Revised August 22,

11 Once you get into high school it becomes very challenging to juggle scouts with other things going on with you in your life. Obtaining Eagle Scout is an individual accomplishment and is hard to dictate when this process should occur. Due to challenges at various ages it makes it difficult to pin point an appropriate age but as a guide anywhere starting at the age of 12 on up. Given the time needed to work on your Eagle project, you must achieve the rank of First Class before you turn 16 years and 2 months. If not, you would have waited too long because there are time requirements for each rank thereafter. If you meet this, then at the latest, one should start no later than the age of 17 by presenting it to the Troop Committee for initial approval and plan on having it completed by 17 ½ or 17 ¾ to avoid disappointment for not having enough time to complete it before you turn 18. As a responsible scout, it is your duty to find out what is required and start working on it as soon as you can. The Troop Committee is the initial committee you present your Eagle project to in the approval process. How many times you meet with the Troop Committee depends on the amount of effort you put in. After this, a presentation at the Roundtable meeting takes place. If approved at the Roundtable process you will then present in front of the Eagle Board for final approval. It is only after the Eagle Board approves your Eagle Project that you can actually start working on your project by sending out letters, asking for donations or gathering supplies. The Troop Committee meets only once a month and you must have their approval before you present your Eagle Project to the Roundtable. After receiving final Committee approval, the scout will attend Roundtable then the following week to the Eagle Board pending approval by both. After this you need to allow time to send out letters, get responses and have fundraisers if necessary before you start your Eagle Project. The whole Eagle Project Process from start to finish takes anywhere from 4-6 months so plan accordingly. We have coaches to assist the candidate. UNIFORM REQUIREMENTS Uniforms, books and other scout supplies can be purchased at Musselman Scout Shop at 2226 N.W. Military Hwy Phone # CLASS A UNIFORM The Scout uniform emphasizes unity while diverting from a person s financial, social and ethnic background. Additionally, it is an instantly recognized backdrop for clearly showing each individual s Scouting accomplishments. Troop 405 requires members to properly wear their Class A uniform for the first troop meeting of each month, whenever we travel to and from a campout, Court of Honor, Rank Advancement and whenever we will be in the public eye. CLASS B UNIFORM The Class B uniform is the Troop 405 Red Polo Shirt and can be purchased through the troop. Either the Class B or the Class C should be worn during troop activities and to troop meetings with the exception of the 1 st Troop Meeting. The Class C Shirt could also be worn whenever the Class B is required. The Class B or the Class C should be worn to the can drives. CLASS C UNIFORM The Class C uniform is the Troop 405 Red T-shirt and can be purchased through the troop. This can be worn whenever the Class B is required. See Class B Uniform The prices for the Class B and Class C shirts are subject to change. 13 RETURN CHECK POLICY It is Troop 405 intentions to work with parents to try to accommodate tight budgets and still be able to function financially as a Troop. Having said this, arrangements can be made with the Treasurer and/or Troop Committee Chairman, to post date a check prior to the date of the activity that you are paying for in order to meet deadlines or down payments. We hope that this will assist you and at the same time assist the Troop in having the checks collected prior to the event. We understand that things happen sometimes but we needed to implement a policy that would address NSF Non-Sufficient Funds. Below outlines the fees and penalty that will be enforced. 1. (1 st ) time will incur a $20 fee (our bank charges us on all NSF checks) 2. (2 nd ) time in the same scout calendar year as the 1 st, will incur an additional $20 fee. In addition, we will not accept any more checks within that scout calendar year and you will be required to pay either by cash or money order for all types of payments being collected for that scout calendar year. 3. The next scout year your record will be wiped clean and start all over **** Our Scout year runs from August until Summer Camp of that year**** ST. LUKE S BSA TROOP 405 Policy on Unacceptable Scout Behavior March 26, 2002 Revised Jan. 2, Rationale for this policy: A member of the Boy Scouts of America is expected to be a good citizen, a role model for others to look up to and admire, and is expected to live his life according to the Boy Scout Oath and the 12 Points of the Boy Scout Law. Occasionally, a Boy Scout may not live up to this challenge. For most Scouts, a simple reminder from a leader that they were not living up to the Oath or Law is all that is required. Infrequently, there may be a boy who is a repeat offender, or is resistant to the usual informal suggestions to correct his behavior. For these circumstances, this policy was created. The goal is to allow the boy room to grow and improve himself, without infringing on the integrity of the troop, or the rights of the other boys in the troop. Every effort will be made to keep the boy in Scouting through positive growth, so long as he is sincerely trying to improve. If he has no desire to improve, and is disruptive to the cohesive functioning of the troop, he may be asked to leave. 2. What constitutes unacceptable behavior from a Boy Scout? A Boy Scout should not lie, cheat, or steal, nor tolerate anyone who does so. He should respect personal property. He should not be engaged in graffiti. He should keep his thoughts, actions, and words clean, especially in the presence of younger scouts and adults. Specifically, he should not be engaged in public profanity or lewdness. He should treat leaders and parents with dignity and respect. He should not consciously subject others to belittlement, ridicule, or humiliation. He should not physically harm another scout. He should not use alcohol or illicit drugs. He should obey the laws of his country, state, city, and county. 3. Steps for corrective action: Revised August 22,

14 A. First offense: If a Scout is proven by others or observed by a registered leader of Troop 405 to be behaving in an unacceptable manner, the leader has the obligation to gently take the boy aside as soon as possible after the infraction, and explain to the boy what the leader observed, why it is unacceptable, and that we don t expect that kind of behavior from him or any other Boy Scout. If a parent witnesses what they believe to be unacceptable behavior, the parent should tell the Scoutmaster or registered leader in charge, and that leader will deal with the Scout as above. At all times, the Scout s dignity is to be preserved, and Youth Protection guidelines will be followed. The parent will be notified within 1 week of the occurrence, and the Scoutmaster will note the infraction in the Troopmaster program. B. Second offense: If a Scout does not seem to respond to gentle verbal correction, and continues with unacceptable behavior, or shows disrespect for authority, then the parent will be called to immediately come and pick up the Scout from the Scouting activity. A written documentation of the incident will be made. The Scout and his parent will be invited to a Scoutmaster conference, with both the Scoutmaster and an Assistant Scoutmaster in attendance. A written copy of the Policy on Unacceptable Scout Behavior will be given to the Scout and parent, and a copy of the documented alleged misbehavior will also be given. The Scout will be asked to sign the below affirmation statement in the presence of his parent, and agree to try to avoid further infractions. Affirmation statement: I,, acknowledge that I was caught in behavior unbecoming of a Boy Scout. I will do my best to avoid this behavior in the future. Signed: Date: Parent: Scoutmaster: Asst. Scoutmaster: C. Third offense: If a Scout is caught in un-scout like conduct a 3 rd time, the scout s parent will be called, and the Scout will be picked up from the Scouting activity. His parent will again be asked to come to a Scoutmaster conference, again with both the Scoutmaster and an assistant Scoutmaster. A written documentation of all the infractions will be given. The scout will be asked to sign the statement of impending sanction below, in the presence of his parent. In addition, the incident will be reported to the Troop Committee at their next meeting. Statement of impending sanction: I,, understand that I have been caught repeatedly in the act of unacceptable Scout behaviors. This is causing disruption to the troop, and brings disrespect to all Boy Scouts. I understand that from this point on I will be closely watched, and if I engage in any further unacceptable Scout behaviors, I will be suspended from participation in all troop activities for a period of 2 months. If I hold a leadership position, I will lose it for the duration of the suspension. After the suspension, I may re-join the troop as a full member, but only if I promise to live all aspects of my life according to the Scout Oath and Law, and in accordance with the Troop Policy on Unacceptable Scout Behavior. Fourth offense: If a Scout is caught in violation of the Policy on Unacceptable Scout Behavior for a 4 th time, he will be placed on immediate suspension from the troop. He and his parents will be notified of the troop s action by the Scoutmaster, and the scout will be sent home with his parent. After the suspension, if the Scout wishes to be reinstated, he will be asked to sign one final affirmation, below: Revised August 22,

I realize that if I misbehave again, I risk being permanently dropped from the troop, in accordance with the Policy of Unacceptable Scout Behavior. Signed: Date: Parent: Scoutmaster: Asst. Scoutmaster: E. Fifth Offense: If a Scout is caught in violation of the Policy of Unacceptable Scout Behavior for a 5 th time, the scout will immediately be sent home with his parent. The Scoutmaster will ask the Troop Committee Chairman to hold a special, called meeting of the Troop Committee, to which the involved Scout and his parent will be invited. All documents and signed statements will be present. The Scoutmaster and Assistant Scoutmaster will present the evidence for repeated infractions, and the Scout and his parent will have the opportunity to rebut. Following this, the Scout and his parent will be asked to step outside, and the Troop Committee will vote on whether or not to keep this boy in Troop 405. If 3/4 of the voting members in attendance vote to expel the scout, it shall be done. The boy and his parents will be immediately notified of the decision of the Committee, and it shall be final, with no further recourse. Complete records of the proceedings will be kept in the troop archives for at least 5 years. If instead, the Committee votes to keep this Scout in the troop, the exact conditions and limitations of that extension will be completely and explicitly spelled out in a document to be signed by the Troop Committee Chair, the Scoutmaster, the parent, and the Scout. The above Policy on Unacceptable Scout Behavior is for T405 purposes only and in no way supersedes, subordinates, or eliminates any applicable rules, processes or outcomes of the Alamo Area Council or BSA National regarding this subject.
