2 Support Member Involvement Let s Encourage Greetings from President Bonnie Jakubczyk This has truly been a Wisconsin proud year! Be sure to read about what we accomplished this year by visiting the Department website ( to review the Wisconsin Statistics sheet. Thank you to everyone who worked our mission and encouraged others to do so, too. It was wonderful traveling around the state and seeing our Legion Family working together. Thank you for supporting the G.I. Josh program; it was great to see the response from military children during deployment events. Working together, we can achieve a lot and have fun while doing so. I know this enthusiasm will continue throughout your summer events. The American Legion Auxiliary helped Camp American Legion a lot this year. First, with the purchase of a mobility quad, a handicap accessible UTV to enable disabled veterans to access various nature trails. It is like a wheelchair limo! Then we took on the much-needed renovation of the Women s Quarters, which included two bathrooms, a sunroom and five bedrooms. If you come to Department Convention, we ll be showing some highlights so you can see what you helped us achieve to support our veterans. Special thanks to Amy Luft, Department Public Relations Chairman, for arranging a guest spot on The Morning Blend (WTMJ-Channel 4). It was great to get the word out as to who we are and share the history of the poppy, especially on National Poppy Day. Visit the Department website to watch poppy maker Jim show the hosts how to make a poppy. I hope to see many of you at Department Convention in Oshkosh, July 12-15, where we will review many great accomplishments for the year. It has been an honor to serve as Department President. We thank the units who sponsored them and those that financially supported the Department/National Scholarship Fund to make these awards possible. A list of scholarship winners is included in this mailing. DEPARTMENT CONVENTION: The Delegate/Alternate Form for Department Convention will be mailed to all units 30 days prior to convention (June 13 th ). This form must be completed and returned immediately to ensure each unit is properly represented at convention. No Unit shall be entitled to representation unless it has at least ten members and District, Department and National dues for the current year have been paid. NEW THIS YEAR! A Parade of Checks will be held on Friday, July 13 th to support President Bonnie Jakubczyk s and National President Diane Duscheck s special project, the ALA Foundation Endowment Fund. Anyone interested in participating in the Parade of Checks should bring a check payable to ALA-Wisconsin. Units that are unable to attend convention may participate by mailing a check to Department Headquarters by July 1 st noting ALAF-Parade of Checks in the memo field. NATIONAL CONVENTION: National Convention will be held in Minneapolis, Minnesota from August 24-30, Information packets will be mailed to all automatic delegates (Department Officers and District Presidents) as soon as they are available. Anyone else interested in attending national convention as an Auxiliary Alternate (pending election at Department Convention) or guest, should the Department Secretary at deptsec@amlegionauxwi.org and request an information packet. POPPY PROFITS: Department Convention action in 1928 mandated that 20% of poppy profits be sent to Department Headquarters for use in Department VA&R and C&Y programs (10% to each program). All ALA Units and Legion Posts are reminded to send their 20% poppy profits to Auxiliary Headquarters as soon as possible following poppy distribution. The Poppy Profit Report form was included in last month s Unit mailing or can be downloaded from the department website from Online Forms. Resolution No. 20 was approved by the National Executive Committee of The American Legion (TAL) on May 8-9, 2013 and supersedes all previous resolutions regarding the Poppy Program. It states that funds derived from the distribution of TAL and the ALA Poppy shall be used for the following purposes only: Rehabilitation of veterans honorably discharged from the United States Armed Forces after April 6, 1917 Welfare of the families of veterans of the above-named period Rehabilitation of hospitalized service personnel returning home and awaiting discharge who require treatment in service hospitals Welfare of veterans, active military personnel, and the families of veterans and active military personnel of the above-named period where financial and medical need is evident For suggested projects that may be supported by the Poppy/Welfare Fund, please refer to the current Poppy Funds Suggested Donation sheet or the Poppy Fund Fact Sheet on the ALA Department website. SALES TAX EXEMPTION: Starting July 1, 2018, American Legion Auxiliary units will be eligible for exemption from state sales tax. For complete details, please visit the Wisconsin Department of Revenue website at Q: What must be done to get the tax exemption? A: You and the seller must fill out Wisconsin Department of Revenue Form S-211. This form is available from the DOR website Q: How does this exemption affect our local Unit? A: Anything you purchase for the Unit would be exempt from state sales tax. Q: Are there any exceptions? A: Food, alcohol and items purchased to prepare them are not exempt if they are for resale. Q: Is construction of a new building tax exempt? A: Yes, as long as you do not enter into a contract prior to July 1, 2018.

6 MEMBERSHIP Joanie Dickerson, Department Chairman Ph: (608) Happy Summer everyone! I think this is one of the best times of the Auxiliary calendar year because there are many opportunities to celebrate our County s great heritage and promote membership in our Legion Family. As you join in the parades, wear your Legion Family emblems and shirts. If you have someone walking, supply them with a handful of Auxiliary/Legion brochures or the Honoring Their Service business cards and a poppy to hand out. Be sure to have your Post/Unit information on the back of the card. If you don t have a parade take a ride through your neighborhoods and thank the people who are properly flying their flag with a thank you card. We remember to include new members in our In The Know Training events, but another great way to give a special treat to our new members and current members is to plan an outing to the annual King Day event in Waupaca on June 17th. Ask a new member or family to join you. King Veteran s home is a beautiful place with an impressive military cemetery. Do you have a special donor or Unit member that contributes to your ALA Badger Girls State program? Take a drive up to UW-Oshkosh for the inauguration ceremony on Thursday, June 21 st is the culmination of the ALA BGS week and is awesome to watch. In working with our membership, I often hear that you get overwhelmed with all that we do. People often say we don t have time to do everything! This feeling of being overwhelmed can lead to people shutting down and deciding to do nothing. Please don t let that happen. One of the greatest skills of leadership is getting people involved in planning and organizing. Take time to create a calendar for your Unit. Survey your new and current members about what type of activities they would like to be involved in, and then go for it. If interest has died out for a certain activity, change it up, do something different, but don t try to do it all. Our ALA offers many programs to suit the needs and personality of our Units, but choose wisely and for the good of your group. 11 M. LOUISE WILSON EDUCATIONAL LOAN FUND Joan Chwala, Department Chairman Wisconsin is the only Department with the M. Louise Wilson Educational Loan Fund. We count on our units to help us to keep our girls interested in the American Legion Auxiliary, so if someone in your unit has a loan, please keep in touch with her. (If you need to know who, contact me, please.) The M. Louise Wilson Educational Loan Fund has 8 renewal loans this auxiliary year. There are a few more new loans in various stages of processing. At the time of this writing, thirty-six units have donated over $2,685. You will see that more donations are needed to make the dream of M. Louise Wilson come true. 10 th District is the leader for 2018 with over $800. We are now ready to start a 2019 contest. 13 CALL for the 98th Annual National Convention of the AMERICAN LEGION AUXILIARY to meet in Minneapolis, Minnesota August 24-30, 2018 In conformity with Article VI, Section 1 of the National Constitution, which provides that the annual National Convention of the American Legion Auxiliary shall be held at the same time and place as The American Legion National Convention, the 98th Annual National Convention of the American Legion Auxiliary is hereby called to meet in Minneapolis, Minnesota, from August 24-30, The convention business sessions will be in the Minneapolis Convention Center. PURPOSE The annual National Convention is the legislative body of the American Legion Auxiliary. The convention is called for the purpose of electing officers for the ensuing year, amending the National Constitution & Bylaws, receiving reports of national officers and committees, and for the transaction of such other business as may be brought before it. Officers for the ensuing year will be elected August 29, REPRESENTATION Representation in the convention shall be by department and in accordance with the provisions of the National Constitution, Article VI, Section 2. Each department shall be entitled to five delegates and one additional delegate for each 1,500 members or major fraction thereof, whose current dues have been received by the national treasurer 30 days prior to the meeting of said convention, and to one alternate for each delegate. In addition to the above, members of the National Executive Committee (including the national president, national vice president, national division vice presidents, Past National Presidents, national chaplain, and national historian) are delegates-at-large to the National Convention with vote, to be exercised with their departments. Each delegate shall be entitled to one vote. The vote of any delegates absent and not represented by an alternate shall be cast by the majority of the delegates present from her department. ALTERNATES An alternate will have the power to vote only in the absence of her regular delegate. The selection of alternates to represent absent delegates is a matter for decision by the respective department delegation.
14 NATIONAL EXECUTIVE COMMITTEE A Pre-Convention Meeting of the National Executive Committee is hereby called and will be held at 8 a.m. Saturday, August 25, 2018, in Ballroom B, Minneapolis Convention Center, as provided by National Bylaws, Article IV, Section 2. A Post-Convention Meeting of the National Executive Committee will be held in Room 211AD, Minneapolis Convention Center, on Thursday, August 30, 2018 (National Bylaws, Article IV, Section 2). DEPARTMENT OFFICERS Department officers, unless elected as delegates or alternates to the National Convention, have no privilege in the convention except as guests of their respective delegations. CONVENTION COMMITTEE MEETINGS Pre-Convention Committee Meetings will be held Saturday, August 25, 2018, from 10-11:30 a.m. and 1-2:30 p.m. in the Minneapolis Convention Center. Locations will be provided in the agenda provided on site in Minneapolis. Each department shall designate one delegate or one alternate to a committee meeting and notify her of the time and location. Departments shall electronically file a list of the designees with the national secretary. Any substitution should be filed with the chairman or secretary of the convention committee. DIVISION CAUCUS MEETINGS The Division Caucus Meetings will be held Saturday, August 25, 2018, from 3-4:30 p.m. as follows: Central Division Ballroom B Minneapolis Convention Center Eastern Division Room 205AB Minneapolis Convention Center Northwestern Division Room 208CD Minneapolis Convention Center Southern Division Room 211AD Minneapolis Convention Center Western Division Room 208AB Minneapolis Convention Center CREDENTIALS Each delegation secretary shall transmit to National Headquarters no earlier than July 30, 2018, and no later than August 13, 2018, the official Certification of Delegates and Alternates Form and electronic delegate and alternate lists. Paid-up membership according to the national treasurer on July 28, 2018, which is 30 days prior to the meeting. 4. Date and place of the department convention at which delegates and alternates were selected. 5. Name of delegation chairman. 6. Name of delegation secretary. 7. Names, complete member ID numbers, complete home addresses, accurate addresses, and unit affiliations of delegates. 8. Names, complete member ID numbers, complete home addresses, accurate addresses, and unit affiliations of alternates. 9. Electronic signature of department president, attested by department secretary.
15 CREDENTIALS FEE A registration fee of $25 for each delegate, each alternate in attendance, and guest in attendance must be paid to the national treasurer by the delegation secretary no earlier than July 30, 2018, and no later than August 13, SECURING CREDENTIALS IN MINNEAPOLIS Delegation secretaries can secure credentials August 23 and 24, 2018, in Hall A, Minneapolis Convention Center. GUEST REGISTRATION Departments will be able to register guests to National Convention. Guest registration will begin July 30, 2018, and continue through registration cut-off. Guests may still also register via The American Legion. DELEGATION HEADQUARTERS Each department delegation will establish headquarters in the hotel to which it is assigned. Upon arrival in the convention city, all members of department delegations will report to their delegation headquarters. They will receive all necessary instructions from the secretary of their delegation. ADMISSION TO NATIONAL CONVENTION SESSIONS Admission to National Convention sessions will be by delegate, alternate, or guest badge. All visitors who wish to attend convention sessions must register.
