Bauman As we begin calendar year 2013, we need to reflect, renew, and re-engage our team relationships. To help us do that, I want to share some advice about our Fleet Readiness Centers core values. The Navy and Marine Corps core values were brought to the forefront in the 90s, and have been taught to every Sailor and Marine as they enter service since. A couple of years ago, then Commander Fleet Readiness Centers Rear Adm. Timothy S. Matthews commissioned a team composed of members from each FRC to expand on the core values, customizing them to our business. What that Code of Conduct team produced is provided below. I want to share this with you because knowing and internalizing these values prepares you to act when a difficult issue, a difficult person, or a difficult negotiation arises. The Code of Conduct provides a compass to keep us focused on the mission and not lose order when the situation gets intense. All leaders at every level need to work at the Code of Conduct. The Fleet Readiness Centers are warfighting support organizations, they are national assets that support the defense of the nation. Our core values are at the heart of what drives our "Service to the Fleet." HONOR (Building trust, integrity, respect, and maturity) Lead from an enterprise and service 2 first philosophy. Fix and standardize processes and structure so that success endures. Don t work around broken processes and misaligned structure! Identify and understand the most important needs of all our stakeholders. Make enterprise decisions based on rigorous analysis and a Best Idea Wins attitude. Be loyal and lend full support to enterprise decisions. Operate with transparency to ensure understanding. Act with humility. Treat everyone with respect and dignity regardless of rank or position. Be loyal to the absent. Acknowledge mistakes, make it right, and move forward. Look out for one another. Offer genuine care, concern, and support. Be ruthless with our time. Scrutinize and stop all time-wasting activities and optimize time dedicated toward priorities. See CO page 10

3 November/December year era ends Fleet Readiness Center East commemorated the completion and delivery of its last Marine Corps CH-46E Sea Knight in a ceremony here, Nov. 5 The event ended the depot's 46-year relationship with the H-46, a relationship that began shortly after the aircraft was introduced to the operating forces in 1965 and began flying Marines and supplies from ship-to-shore in Vietnam. In the ensuing four and a half decades, the "Phrog" would play an important role in virtually every operation in which the Marines saw action. The artisans at FRC East would play an equally important role keeping the Marine Phrogs in the air. "This is the passing of an era," said FRC East Commanding Officer Col. Mitchell A. Bauman. "An era that saw five (unit) name changes and 22 commanding officers. An era in which the command has provided tremendous support to this platform, and this platform has provided tremendous support to the Marines. The H-46 assault aircraft has always been there. If you needed beans, if you needed band aids, if you needed ammo, reinforcement or evacuation, the H-46 was the first responder in most instances. "We take time today for a bittersweet celebration of the end of this era, but we also look forward with promise to providing equally superb support to the next generation of assault aircraft, the V-22." "I'm here to say thank you to everyone standing here on the H-46 production line, your predecessors, and a fair number of folks that have gone on who supported this (H-46) airplane," said retired Marine Col. Eugene K. Conti, former FRC East commander and H-46 program officer. "All things move on, but you can look at this aircraft with justifiable pride. You should also have pride in what you've done here (H-46 Production Line) and the difference it's made to this country, and the Marines and Sailors who have flown in this platform." The depot inducted its first CH-46D in By 1969, 100 of the 624 Sea Knights eventually built had already been serviced at the rework facility. The Sea Knight production line closed down in During a seven-year period from the mid-seventies to the early eighties, the command converted 274 CH-46D and CH- 46F aircraft to CH-46E s as part of the CH- 46E Conversion in Lieu of Procurement Program. The most dynamic component of the CILOP Program was installation of the more power T58-GE-16 engine, although the program also equipped the Phrogs with engine infrared suppressors, a combat/ crashworthy fuel system, armored/crash attenuating seats, an external hoist, and a self-contained navigation system. Total price of the upgrade was $590 million. In 1989, artisans completed the last of 352 Sea Knights to undergo SR&M, a modification designed to extend the aircraft's service life into the mid 1990s. Less than 10 years later, FRC artisans were called upon again, this time to perform a full-scale airframe change and Dynamic Component Upgrade, which would keep the venerable CH-46 mission-capable well into the 21 st Century. In the 1990s, FRC East artisans also equipped the CH- 46 with a helicopter emergency flotation system, and installed and validated a kit which nearly doubled the Sea Knight's fuel capacity. In March 2007, the H-46 Production Line converted its first CH-46E to a HH-46E search and rescue aircraft. The last reworked Sea Knight was also converted to a search and rescue model and will be delivered to Cherry Point's Marine Transportation Squadron 1. 3

4 Readiness Reader Two dozen plus finish courses A NAVAIR-wide graduation ceremony Oct. 16, recognized 295 employees including 27 from FRC East who completed the requirements of a NAVAIR leadership development program. The two programs the NAVAIR Leadership Development Program and the Journey Leadership Development Program are designed to prepare employees to more effectively lead large and small teams toward mission success. Leadership is a quality that must be cultivated and nurtured. JLDP and NLDP do just that, said keynote speaker NAVAIR Commander Vice Adm David Dunaway. He told graduates, You ve done a great thing for the organization and for yourself. I look forward to watching you excel in the future. (Photo by David Hooks) Notably, the 25 JLDP participants recognized at FRC East were the first to graduate from the program since it was formally established in This is a day of celebration. We both acknowledge and applaud the commitment and accomplishments of these 295 graduates, said NAVAIR Deputy Commander Kal Leikach. It is clear that both of these programs are thriving. We have a complete pipeline through which are flowing many of our very best and brightest. The NLDP is the command s flagship leadership program. It is designed for high performing NAVAIR employees with demonstrated leadership potential. The program serves to develop leadership, management and productivity improvement skills, and provide mid- to senior-grade employees a systematic and logical approach to clarify their career goals. NLDP is a three- to fiveyear program that focuses on leadership and AIRSpeed Black Belt training. (Photo by David Hooks) The JLDP helps develop future NA- VAIR leaders, both civilian and military, through exposure to NAVAIR leadership responsibilities. In the one- to two-year program, participants enhance their interpersonal communication and productivity skills, gain a stronger working knowledge of command operations, and develop a more robust personal network through classes, training, and developmental activities. 5 November/December 2012 Depot hosts sixth Disability Mentoring Day Fleet Readiness Center East hosted 11 protégés on Disability Mentoring Day, recently. The command has been sponsoring Disability Mentoring Day annually since According to Reasonable Accommodation and Diversity Specialist Anthony Bennett, employee response to the effort was phenomenal. "We had over 30 volunteers this year," Bennett said. "Many were 'return' mentors, but most were volunteering for the first time." This year's mentors included mechanical engineers, supervisors, a safety specialist, an engineering tech, an ISO coordinator, a production controller, sheet metal workers, an aircraft engine repairer, and a logistics management specialist. The 15 back-up mentors came from occupational fields equally diverse. This year's event marked the first mentoring experience for Production Controller Cynthia Hargett. "I volunteered because I thought it would be a great opportunity to show someone what we do here at Fleet Readiness Center East," she said. "I also thought it would be a good opportunity to highlight the important role production controllers play in the depot's operations." Hargett took her protégé on a tour of the V-22 and H-53 lines, the ASKARS area, building 133 and the Harrier Line in building During the tour she explained how production controllers fit into the work process, and discussed intra-depot transportation of parts and equipment and the importance of safety. "My protégé was hearing impaired and had an interpreter with her," Hargett explained. "So it actually was like having two people shadow me." Other mentors and backups included Joseph Barrett, Sherley Buckland, John Doyle, Walter Doyle, Matthew Dryden, Kathy Ducharme, Melissa Garner, James C. Kelley, Jerry Kelley, Mike Leaman, Alura McElvain, Randall Scott Marks, Frederick Mercier, Mike Murphy, Marcus Myles, Joshua (Dane) Pennell, Sheila Purifoy, Patricia Quinn, Abdul Rehman, Chris Setley, Richard Severance, Albry Spence, David Spencer, Amanda Thorpe, and Patrick Townsend. Disability Mentoring Day is a nationwide effort that promotes career development for candidates with disabilities through job shadowing and hands-on career exploration. The event is open to anyone not currently employed at FRC East, but most referrals come through the command's partnerships with Craven and Carteret counties' vocational rehabilitation services. Bennett solicits FRC East leadership for mentor names, then pairs mentors and protégés. "We review protégé resumes, then match each protégé with a mentor based on the mentor's skills and work section," Bennett said. "Once our mentors are identified, we hold a pre-event which covers the logistics, disability etiquette, and mentoring tips." 6 Readiness Reader SHOP TALK Military members, military retirees and annuitants, and federal civilian employees receiving paper checks from the Defense Finance and Accounting Service will soon get their pay electronically to comply with new mandates from the U.S. Department of the Treasury. CODE 10.2 The Treasury Department has set March 1, 2013, as the date all federal government payments should be delivered by electronic funds transfer methods such as direct deposit. The Treasury has estimated that the U.S. government spends about $130 million each year to print and mail paper checks, said David McDermott, DFAS deputy director of operations. DFAS alone spends $2 million that would otherwise be used by the military services and DoD agencies in support of our warfighters. Among DFAS customers, that $2 million a year tab supports only one percent of everyone DFAS pays. Admiral commends AIRSpeed team Commander Fleet Readiness Centers Rear Adm. (Photo by David Hooks) While we ve always encouraged our customers to use direct deposit or some other form of EFT, federal law and the resulting Treasury rules are taking away the option to receive checks in the mail, Mc- Dermott said. Fortunately, setting up direct deposit is a very easy thing to do. Customers with a mypay account can go to and enter their bank routing and account numbers. These direct deposit changes will be reflected in their pay records in about a week. Military retirees and annuitants without a mypay account can complete the Fast Start Direct Deposit form available at and send it to DFAS, U.S. Military Retired Pay, P.O. Box 7130, London, KY Former spouses of military retirees should complete a Direct Deposit Authorization (Form 1059) available at pdf and mail it to DFAS, Garnishment Operations, P.O. Box , Cleveland, OH if they do not have a mypay account. Military members or civilian employees paid by DFAS should contact their servicing finance office, civilian pay Customer Service Representative (payroll liaison) or human resources office to start direct deposit if they re unable to access mypay. Those needing additional assistance can call DFAS customer service at (for retirees and annuitants) or (for military and civilian employees). DFAS officials urge their military, retired, annuitant and civilian customers to take advantage of the benefits offered by direct deposit now before the March 1 deadline. These benefits include added security, quicker access to funds and the ability to spend time previously used to deposit paper checks for other home or leisure activities. 7 AIR 4.3 Two FRC East engineers were selected for National AIR 4.3 Air Vehicle Engineering Achievement Awards, recently. Jordan Lewis (AIR-4.3.3) received an individual award in the Apprentice Category, while Joe Price (AIR-4.3.4) was part of the seven-person team who took the Director s Award. According to AIR-4.3 Department Head Mark Meno, the Professional and Apprentice categories are peer awards nominations come from the workforce without chop through the supervisory chain. The team award is selected by the NAVAIR AIR 4.3 Department director. Meno said there are approximately 1,000 employees in the national air vehicle engineering organization. Price and his teammates from Jacksonville, Fla., North Island, Calif., and Lakehurst, N.J., took on the task of replacing conventional radiography with computed radiography. It was the first dramatic technology change in the Nondestructive Inspection community in nearly 50 years. The new technology takes less time than conventional radiography and results in substantial savings both in time and in radiation safety elements. Because it s digital, it can be transferred electronically for immediate engineer feedback, and has a significantly smaller physical footprint. The environmental footprint is virtually eliminated, according to the award nomination. Lewis was selected in the Apprentice Category because he has three or less years professional experience he graduated N.C. State University s Bachelor of Science in Engineering program at Craven Community College, May 12. Graduating while working full time made Lewis accomplishments that much more impressive, according to H-53 Senior Structures Engineer Aaron Whitmore. Jordan maintained a superior academic achievement with a final GPA (grade point average) of 3.9, while working a minimum of 36 to 40 hours a week as an engineering technician, he said. Lewis experience as a fleet and depot maintainer prior to entering the N.C. State program, was credited as giving him a unique understanding of customer service. Whitmore said a loose flight control issue known as pedal popping, was a perfect example. Jordan traveled to New River to talk with maintainers, pilots, and gather the necessary data to solve the problem, then discussed it with H-53 systems lead engineer, he said. Jordan s timely response and thorough investigation led to a quick and sound repair concept for a down aircraft. Having him on the team is invaluable. (Photo by Dave Marriott) November/December 2012 NLDP from page 4 Going forward, these graduates will share their leadership training and mentoring capabilities with others, said Stephanie Peppler, program manager for NAVAIR leadership development programs. Their participation in these programs was not only a part of NAVAIR s vision; their technical and leadership skills also help ensure that our mission and goals are successfully executed by leadership at all levels. Graduates from both programs said they have learned valuable lessons. Here are some of their comments: The time that my mentors set aside for me was priceless. I am still learning from their example, and I believe that I will always benefit from my JLDP journey. Another JLDP graduate said, In this time of budget cuts and lean times, it is nice to see that I work for an organization that is investing in its most important piece of the puzzle: its people. I am convinced that the JLDP course of instruction has made me a better worker, a better leader, and most importantly, a better person. One of the NLDP graduates said he appreciated the program s leadership and continuous process improvement training, as well as the flexibility to complete the program while working full time. The program gave me the opportunity to meet and work with some of the best leaders across the naval aviation enterprise, he said. The NLDP alumni have become a valuable network for me. While reviewing a newly revised AV-8 Pitot Static test Broughton, who has been at the depot since 1991 and currently works on the AV-8 line, discovered a critical portion of the test to check the pitot heaters had been inadvertently removed during rewrite of the procedure. Failure of the pitot heaters could lead to the pitot static system freezing at altitude, and providing inaccurate readings in the cockpit. After discussing the situation with quality assurance experts, engineers were consulted, who agreed the missing portion needed to be put back into the test procedures, and approved a temporary engineering instruction for the aircraft that had been tested before the omitted section had been identified. Broughton s discovery also prompted a manual change to correct the identified error, which was then distributed throughout the AV-8 fleet to ensure frontline maintainers had the correct procedure. Broughton began his career at FRC East in a cooperative learning program working on the OV-10 line. After graduating the Apprenticeship Program in 1993, he was promoted and moved into the F-4 Program where he stayed until transitioning to the AV-8 line in According to Randy Chavez, a quality assurance supervisor, Broughton has consistently stepped up to lead, assist, and inspire his juniors and peers alike, and has become the Go to Man in his trade.
