We also have numerous part-time Green Belts. In addition to the 10 full-time Black Belts we also have a QA department and a Quality Engineering group John Gatt.

2 Fleet Readiness Center East Fleet Readiness Center East is the Department of Defense Vertical Lift Center of Excellence. Located aboard Marine Corps Air Station Cherry Point, N.C., FRC East provides U.S. war fighters with the highest quality aviation maintenance, engineering, and logistics support, on time and at the best value. Its customers include 202 Navy and Marine Corps activities, 24 foreign nations, five U. S. Air Force activities, three U.S. Army activities, and two other federal agencies. Mission FRC East s mission is to provide unsurpassed service to the Fleet and relentless focus on quality, environment, and Occupational Health and Safety. Capabilities FRC East s current modification and repair capabilities include: Airframes: Vertical/Short Take-off and Landing (V/STOL) AV-8B, V-22 Rotary Wing H-1, H-46, H-53 In-service Repair EA-6B, C-130, H-2, H-3, H-60, UAV/RPV Assigned Depot Maintenance Manager for Logistics (DMML)

3 Engines: Designated Repair Point (DRP) for F402, T400, T58, T64 (establishing T700) Components: DRP for 17,587 items supporting more than 166 Type/Model/Series aircraft Auxiliary Power Units: DRP for 21 Type/Model/Series Other Support: Engineering/Logistics for all naval rotary wing, V/STOL, C-130, and selected other systems. FRC East is a forerunner in performance-based logistics initiatives that allow the command to team/partner with private industry to provide more reliable and available assets to the fleet. People The depot has a workforce of about 4,000 civilian, military and contractor personnel, making it North Carolina s largest industrial employer east of Interstate 95. Its annual payroll exceeds $270 million. Facilities FRC East is centrally located on the eastern seaboard. The facility is accessible by air, rail, highway, navigable waterways, and deep-water port facilities. Having no encroachment issues, the Center can perform industrial and flight operations around the clock to meet national defense tasking. 4 Business Practices The following business practices have contributed to FRC East s recent successes: A culture of continuous process improvement, shaped around the Navy s AIRSpeed toolset: Theory of Constraints, Lean, Six Sigma, 5S+1. A focus on safety using OSHA s Voluntary Protection Program. Use of Manufacturing Resource Planning II production management system. Mr. John M. Gatt John M. Gatt graduated from Virginia Polytechnic Institute and State University in 1987 with a bachelor s degree in Aerospace and Ocean Engineering. Mr. Gatt is a career engineer with the Naval Air Systems Command and began his career at Naval Air Rework Facility (NARF) in 1987 within the Power and Propulsion Department working on the AV-8B Harrier Engine System. Based on his extensive experience and acquired expertise, he was appointed to the Harrier Review Panel by Commandant of the Marine Corps in November Mr. Gatt was instrumental in the introduction of the F402-RR-408A/B engine into the AV- 8B. He is an accomplished mishap investigator and holds a certificate in Aviation Safety from the University of Southern California. Mr. Gatt has served as both, the Power and Propulsion and Air Vehicle Department Head at FRC East Cherry Point. He served as the V-22 Fleet Support Team Lead as the program achieved IOC milestone and successful reintroduction into the fleet.

5 Mr. Gatt entered the Naval Air Systems Command AIRSpeed program with the first wave of Black Belt training candidates. He was one of the first three NAVAIR certified AIRSpeed Lean Six Sigma Black Belts and achieved his American Society for Quality Lean Six Sigma certification in He is currently a senior member of ASQ. Mr. Gatt s most recent assignments have been the Industrial Operations Department Head at Fleet Readiness Center East, Industrial Compliance and Policy Group Head at Fleet Readiness Center East, and Integrate Program Team Director at Fleet Readiness Center East.
