Minutes of the Last Meeting The Board approved the minutes for the meeting on 2 nd February as a true and accurate record. 2. Critical Incident Update The murder investigation on the Rochdale Division is ongoing, one offender has been charged. The investigation has been complex and as a result the investigative team has experienced high demand. Court Services have suspended some members of staff for failure to issues bench warrants to certain individuals. An eleven year old boy has died in a road traffic collision in Ashton. Several individuals have been arrested. A fire at a house in Newton Heath has left a woman in a critical condition and her daughter with injuries. GMP are conducting a search for perpertrator who is wanted in connection with the incident. 3. Media Update
3 The Board was provided with a verbal update on a number of areas including: Modern Day Slavery Week of Action One year on from introduction of the drug driving law Dates for Sky documentary The Force The trial of the men charged with the death of Kieran McGrath 4. Matters Arising from Chief Officer Portfolio updates CC Hopkins advised the Board: The North West Chief Constable and PCC meetings have taken place. DCC Pilling advised the Board: Governance relating to the Transformational Change Portfolio is being reviewed to make it more streamlined. Work is ongoing to look at resources and come up with a strategy so that we know what staff will be required and when. ACC Potts advised the Board: Discussions are being held around Public Contact Programme, which will include the decommissioning of Phase 2 Chester House, Community Operation Rooms, Public Enquiry Counters and Channel Management. ACC O Hare advised the Board: The North West Infidels held a rally in Liverpool which was originally planned for Manchester. Some GMP officers were deployed to Liverpool and were thanked for the role they played. Manchester United will host Liverpool FC in the Europa cup on St Patricks Day, with the Manchester derby being held three days later at the Etihad. The Chief Inspector promotion process is being reviewed, staff are now in place to do the work and discussions will take place with Chief Officers. Ch Supt Jackson advised the Board in ACC Sutcliffe s absence: Work is ongoing to identify where detective vacancies are and how and when they can be filled. 5. Significant and urgent matters 2(a) Critical Incident Update The Board were presented with an update on critical incidents as follows: Large police operation following Manchester United vs West Ham FA Cup match which caused large crowding problems at Piccadilly train station. 2(b) Media Update The Board were presented with an update on media issues which included: Child Sexual Exploitation Week of Action focusing on children who go missing, with media events taking place at the Trafford Centre. National Apprenticeship Week commencing 14 th March Press Officers will be visiting the Silver Control during two upcoming football matches The Chief Constable will be taking part in a Twitter chat on Wednesday 24 th March. 1 Page
6 2(c) Matters Arising from Chief Officer Portfolio updates (where not otherwise on the agenda) DCC Pilling The Board received an update on the Recruitment project and noted the next phase to recruit internally is underway with a closing date of this Sunday with over 800 applications expected. The work to shortlist these applications will be extremely resource intensive with limited capacity within the Recruitment team. Assistance is being sought from SLF members as trained assessors to ensure there is no slippage on the agreed timescales. Work is underway to consolidate the recruitment approach for Apprentices. ACO Potts The IS Transformation Programme received two tenders however during assessment these were found to be non compliant so the process has been paused in order to re issue the tenders with a very short timeframe for responses. The Financial Accounts for 2015/16 will be closing shortly and it was noted there has been a very busy operational time which will have implications for the budget. ACC Shewan Engagement with Local Authority Executives, councillors and other major stakeholders continues as part of the Local Policing Model implementation. Key messages for both internal and external communications have been approved to ensure consistency. Consideration of structures and how this fits with the TOM and Public Sector Reform, integrated working and community engagement will form the next stage of work. ACC Sutcliffe (Update by DCh Supt Jackson) The Board were updated that thirty arrests have now taken place during the week long crackdown on incidents of human trafficking and slavery with very positive media coverage by the BBC, Channel Four and the Manchester Evening News. Whilst this operation has been run by the Challenger Modern Slavery Unit, it was noted the consideration to put additional resources onto divisions to assist this work will be considered in the wider Investigation and Safeguarding Review, alongside Cyber Crime and Fraud. ACC O Hare The Board received an update on the work underway within the Specialist Operations Branch, including current large scale events and the police response planning which is currently underway, including: Planning for the Manchester Derby underway, no specific intelligence to date Manchester 10K Run is taking place on the same day as a Turkish Protest March and a leave restriction has been put in place for all Specialist Operations Branch staff on the day. Operation Ironside is due for review at the end of March. Work is also underway on the Promotion Process for Sergeants to Inspectors and it has been agreed there will be no paper sift in order to gain a more balanced assessment of the individual. The process is still being drafted and it was noted the challenge will be the huge amount of applications for a very limited number of opportunities. 2 P age
