2 From the Supreme Commander LAST ARTICLE FROM THE SUPREME COMMANDER Well Cooties here we are writing the last article for the Cootie Courier! It has been a year to remember and believe me I have enjoyed every day of it. You all have been an outstanding team and to the Grand Commanders and District Council Members a thank you is not even close. Although the months of March and April 2015 have been ones of pain, hope and treatments, they are a part of life and my desire to be Supreme Commander has never failed. To Gary, Gordon, Pete and several others you have been my mainstay and without you this Supreme would not be where we are today. Charles and Don, I wish the best of success in your coming year listen to your team and they will pull you through the hard times. I wish I had the money to buy each of you a gift but I don t so thank you will have to do. Our programs exceeded even what I thought we would do and that is thanks to outstanding Chairmen. Shorty thanks for the outstanding VAVS work and I hope you continue to succeed. To my friends in the Pacific thanks for the support the whole year and for the support while I was going through radiation and chemo. And to all the Grands and individuals that sent cards, s and gifts you have no idea how that helped the healing. I can t forget flo, her dedication to the MOCA and her concern over me were more than I could have asked for. Peggy and Charles please push this organization to even higher levels. Dale your duties as Editor and webmaster were great and Allan your duties as Chaplain were among the best I have ever seen. Now ALL cooties and MOCA members know we are thinking of them. Thanks to both of you. 3

To my biggest support and for standing by me when things were really bad my wife of 46 years and my best friend Janis. Without her being by my side this whole health thing would have been much harder to handle. Janis so everyone in Supreme knows I LOVE YOU. 4 Listen up Cooties, From the Supreme Senior Vice Commander The year is winding down. However, after reviewing our core programs, I find that there is still quite a bit of work that we need to do to bring our core programs to 100%. Our program year ends at the end of May which is less than a month away. That leaves us less than a month to work these programs. Grand Commanders, and Seam Squirrels your position is more than just a title, it is your responsibility. You need to ensure that your Grand or Pup Tent succeeds in meeting our core program goals. Also, you need to ensure that your appointed chairmen are not letting you, your Pup Tent or the Grand down. With their help you can succeed in making your Pup Tent and Grand outstanding. Our core programs Membership, Hospital work, Special Projects, and Inspections are the life blood of this Organization. So I challenge each of you to make a last ditch effort to support our Supreme Commander, Dave Wimmer, and put a smile on his face at the Supreme Convention in Pittsburgh, PA. 5 Listen Cooties, From the Supreme Junior Vice Commander The past year has just flew by and we are starting to close out the year, some of you are looking for that Cootie to make the Grand 100%. Those of you that made it congratulations and keep up the hard work. I have had a great time visiting several Grand s and seeing alot of friends and also making many more, it has been alot of fun. I would like to thank you for electing me as your Supreme Jr. Vice Commander. I have learned alot and look forward to more. I am asking for your support in my campaign in seeking the high office of Supreme Sr. Vice Commander in Pittsburgh. Look forward to seeing everyone there. Donald J. 6 From the Supreme Quartermaster Listen Cooties: Well the year is almost over and we are only at 91% in membership. This year membership has been coming in very slowly. Grand quartermasters do not seem to processing their membership in an efficient manner. There are several grand s that have not processed any membership. If you need help all you have to do is ask. This year so far we have started 7 new Pup Tents and lost 13. Not too bad. But, we have to continue to grow if we are to survive as an organization. Headquarters is here to support you as much as we can. Since taking over as the Supreme Quartermaster I have reduced payroll cost by over $60,000, eliminated two printers and leased a high speed printer which enables us to print out the cootie courier thus saving about $30,000. We now have our vendors ship directly to the customer which saves postage. We try to ship supply orders the next day and life membership requests are usually produced and shipped the next day. Pup tents are reminded that per our by-laws you have to register one delegate to the Supreme Convention. The cost is $15.00 and should be received by June 30, Do not let your Pup Tent be suspended for $ Pup Tents are also reminded to send a copy of their election reports to Supreme Headquarters. The supply clerk has created a new catalog which is available on our website. The catalog is in color and should be helpful to those cooties that need to see an item before ordering it. We have several new items that will be available at convention so plan to stop by and look around. 7

7 One more thing, please bring lots of money as we need all we can get. This year is a bonding year. Your current bond will expire on August 31, The cost of the bond is the same as the last time you ordered a bond, $14.00 per thousand. We are already receiving bond requests and are usually getting the bond back to the requester the next day thanks to . 8 From the Supreme Adjutant Many of you lousy Cooties do not know there is a new Supreme Adjutant in town. Commander Wimmer appointed me in November 2014 after Jason took on a new job. I have been manning the early Registration booth for you during the VFW National Convention for the last 4 or 5 years and will continue to do so. Have held every position within the Pup Tent and the Grand of New Mexico including Grand Commander in , Grand Cootie of the Year in 2005 and Supreme Cootie of the Year All-American VFW Department Commander of New Mexico for Also a member of: Gold Legacy Life Member VFW, Life Member Disabled American Veterans, member of the American Legion, Life member of the VFW National Home for Children, Life member of the Texas Horny Toads, a Life Member in the Blue Guards holding the rank of Brigadier General and a Lieutenant in the Keystone Kops. I was your Supreme Surgeon I served in the U.S. Air Force as an aircraft mechanic for 22 years and retired as a Master Sergeant in My wife and I have two grown children and 4 grandchildren. I am retired and have the time needed to being the Supreme Adjutant. My goals are: (1) Continue to improve the operations of our Supreme organization. (2) Strive to improve the communication between the Grand s and Pup Tents to the Supreme organization. 9

9 From the Supreme Chaplain It has been a true honor and blessing to work for you this year. Everywhere I go, I find VFW Comrades and Cooties who care about their fellow veterans; and who put that care into action. As always, Tomb Trek was a moving and rewarding experience. I am always honored to carry the wreaths to the Tomb. When you realize the thousands of comrades resting in Arlington (and all our national cemeteries) who we are honoring with our wreaths; it truly becomes a humbling experience. The Cootie Christmas Party at the National Home was also a very rewarding experience. Having grown up as a ward of the state, I find it hard not to become emotional at how well these children are cared for. I know from experience not every child is so lucky. We do good work for these children. Another high point for me has been hospital and nursing home visits. I have had the privilege of clowning with Cooties in several states this year. These cooties are willing to dress as silly as they can to cheer up a comrade. We all have a certain amount of personal pride. To put that pride on the back burner for a comrade is a mark of dedication. All of us at the recent 14 th Supreme meetings were particularly impressed with our visit to the Oklahoma Veteran s Home in Lawton. It was also a great privilege and honor to serve as the keynote speaker at the dedication of a Four Chaplains Memorial outside the chapel at Michael E. DeBakey VAMC. I was humbled to represent you at this unique ceremony. These are just a few examples of the Cooties I witnessed this year living up to our motto. These men and women are why I am proud to say with a smile, Yes, I am a Cootie. I have enjoyed and been blessed by meeting so many of you as I travel and know each of you will continue to be a blessing to all those around you. 10 Yours in LOTCS, Allan T. 10 Candidate for Supreme Chaplain Allan T. Perkins Allan has dedicated his life to service. First serving his country with a 25 year career in the United States Air Force, and retiring in 1991 as an MSgt. Since 1966 and while in the Air Force, Allan served civilian churches and military chapels in a wide range of positions. He continues this service to this day, presently serving his local church as Stewardship Chairman and a board member. After his retirement, Allan continued to serve as a comrade in the VFW and MOC. He sees his work as a Chaplain in the VFW and Cooties as an avocation; having served as a Cootie Sky Pilot for over 20 years and a VFW Chaplain for over 22 years. Allan has served the VFW as chaplain on the post, district and assistant department levels. He has also served as a Cootie Sky Pilot at the pup tent, district, grand, supreme district and supreme levels; presently serving as Sky Pilot for Pup Tent 11, the Grand of Texas, and as Supreme Chaplain. Allan works several times a week serving veterans as a volunteer at Houston s Michael E. DeBakey VAMC. In March, out of 1300 volunteers, Allan was honored by the medical center as Volunteer of the Year. Allan is a dedicated, experienced chaplain who is humbled and eager to continue service as Supreme Chaplain. 11

11 Gary Dressel for Supreme Quartermaster Listen Cooties, Well another year has come and gone and here I am again asking for your support as I am running for Supreme Quartermaster again in Pittsburgh. Over the past 4 years we have made a lot of progress in streamlining our processes at headquarters and have reduced our costs substantially. We have changed the way membership is done at both the pup tent and Grand levels and in the process reduced the cost of printing membership cards. We have lowered the cost of creating and distributing the Cootie Courier. In the past 4 years the headquarters staff has changed. None of the staff that was here when I started is here today and I have reduced the cost of payroll by over $50,000. We have added new vendors and items to the Cootie depot and have reduced our turnaround time for getting your supply orders back to you. Our website has been changed and improved and we are about to increase its capability by adding the MOCA store which will enable the MOCA to order their supplies on line. We are still in the process of getting all of the historical files moved to a digital format. But I believe that with your input and help we can still do more. I look forward to hearing your ideas and suggestions for the remainder of this year and for next year if you decide to re-elect me. With your help, I believe that we can continue to grow and improve this organization, The Military Order of the Cootie, The HONOR DEGREE of the Veterans of Foreign Wars, into one of the greatest organizations that there is. 12 From the Supreme Inspector Listen Cooties, I am the Supreme Inspector for the MOC Year. Please send all inspection reports to me. My contact information is at the end of this article. Inspection reports can be mailed to me or scanned and sent to my address attached as a word document or a PDF file. The current inspection report is also in this Cootie Courier, please advise me if I am missing something in the report. We are currently at 84% inspected. I am told this typical for this is time of the year. If you would like to miss out on the phone calls and s that will come from me reminding you to get your inspections in, then please get your Pup Tents inspected and get your reports in. Supreme does forward inspection reports that get sent there, but it would speed up the process and lessen the load at Supreme HQ if inspections were sent directly to me. Many of you are sending reports to past Supreme Inspectors such as Dave Wimmer or Don Lynch, this also slows the process. Thanks to all the Grands that are sending in reports, it makes my job easier and I appreciate it. 13 From the Supreme Surgeon Listen Cooties! It has been my distinct honor to have served as your Supreme Surgeon for the year But, there are still issues I would like to address and with that said. I WILL STAND FOR RE-ELECTION as SUPREME SURGEON for the year Many of you know that three days a week I am a professional over-the-road driver. I ve been doing this for forty-one years. As they say, It gets in your blood. But that has a deeper meaning to me. I must pass a federal physical every two years or one year if something pops up that might limit me; so far, so good. I ve watched old timers and youngsters in my profession using tobacco as though it was mandatory. We all know the payback it can cost. But, one thing hit me years ago when I was taking a Haz-Mat Class. The Federal Hazardous Material listing that I carry every day I m on the road lists Nicotine as poison; something to think about if you re addicted. As our Editor says, Drink some Cootie Milk! 14 From the Supreme Judge Advocate Cooties Listen, We are getting down to the wire and it is time to review any by-laws changing as well as Ritual that need to be change, so that we are on line with Parent Organization. We need to keep shaking those seams and get the membership to meet our goal for this year! Let s not forget we need to ensure our members are supporting the Parent Organization as well as our Organization. Why? Because, this is what makes us significant in being a member of the Honor Degree. Freedom is not free and for heaven s sake we know this! But, some members and those that are not members forget all too well! We do not need to harp on old history. Instead, we need to forgive and move on to complete the mission that lies ahead of us! I want to take the time and say thank you for the wonderful prayers for my wife and family after going through a serious car accident. Darlene is doing well and also thanks you for your prayers. My candidacy has been announced for several years for the high office of Supreme Junior vice Commander in the year I am asking for your faithful vote to join the next group officers to lead this wonderful Organization. I will continue my pledge to support the Supreme Commander in the legal aspect; to include: parliamentary, Demeter Rules, National By-Laws, and the Military Order of the Cooties By-Laws. Do not forget that the bylaws, when completed and voted upon by the members of the convention do not go in effect until the National has approved them. 19 Steve W. Ruger for Supreme Junior Vice Commander Steve W. Ruger is from Waycross, GA. He is running for Supreme Junior Vice Commander He was in the U.S. Army from Steve joined the VFW in 1998 and has been through all the chairs, in Post and District. Steve also has been the Post Commander for 4 yrs and District Commander for 3 yrs. Steve joined the MOC in 2000, and has been through the chairs in Pup Tent and Grand. He also has been the Seam Squirrel for the last 5 yrs for Pup Tent 59. 20 Jerry Constable Candidate for Supreme Judge Advocate 2015 Jerry joined the VFW while stationed at Yong San Garrison, Seoul, South Korea in Since that time he has enjoyed the privilege of serving the veterans in many capacities. He first joined the Military Order of the Cootie in 1998 while stationed at Dyess AFB in Abilene, TX. His first pup tent was Three Acres Pup Tent 36 hosted by VFW Post He served the Pup Tent as their Sky Pilot from 1999 through He had the distinction of being honored as an All-American Post Commander in He was also the District 6, MOC, Surgeon at the same time and was appointed as an Assistant to the Horny Toad Chairman for the Grand of Texas which he held until He is still an active supporter of the Grand of Texas program supporting the transportation program, as the only authorized salesperson of official Horny Toad jewelry outside the Grand of Texas. Jerry first moved to Dayton, OH in 2001 and became active in one of the local pup tents, Vin Twas MJM, Pup Tent 83 hosted at VFW Post 3283 in Huber Heights. He was elected and served as Seam Squirrel for the year. He also served as the Supreme Membership Chairman from Jerry was honored to be recognized by the Grand of Ohio as a 5-Star Seam Squirrel for his year. Jerry moved to Lithia, Florida in 2005 and joined Oh-No-Not-Me, Pup Tent 49 where he served as Blanket Bum for the year. He and his family moved back to Ohio in 2007and rejoined their former Post and Pup Tent/MOCA in Huber Heights, where Jerry was once again elected Seam Squirrel from In 2009 he was elected as the Quartermaster for the 7 th Supreme District. And he served as Post Commander for VFW 3283 from attaining All-State Honors for his Post in Jerry served the Supreme organization as the Judge Advocate from 2005, serving under five Supreme Commanders as well as being the Supreme Shirt Reader under Past Supreme Commander T. P. Shorty Lyons. He was elected to Supreme Jr Vice in 2010, Sr Vice and 2011 and the highest honor as Supreme Commander in Jerry is retired from the Air Force and works as the Senior Manager, Business Development for LJT and Associates, Inc. which provides IT and engineering services to the DoD and federal government. 21

21 MOC SUPREME GENERAL ORDER # This General Order will serve as the last call for the 96th Supreme Scratch and 54th Convention to be held in Pittsburgh, PA at the Sheraton Station Square hotel on the 23th through the 26th of July Reservations can be made through our website at LOTCS.ORG or by calling If you call, you must mention to them that you are with the MOC. Failure to mention this may result in the denial of the special room rate of $ per night (plus tax). There is NO shuttle service from the airport to the hotel. Hotel parking is $12.00 per day. 2. The 96th Supreme Banquet will be held on Saturday, 25 July, 2015 with social hour from 6PM to 7PM, with dinner beginning at 7PM. Installation of Supreme Officers for will be held immediately following the banquet. Cost of tickets is $45.00 and there will be a choice of Chicken, Fish, or Beef. Tickets are available prior to the Supreme Convention by filling out the form listed in the Cootie Courier or through the website. A limited number of tickets will be available at the Supreme Scratch. However, only Chicken will be available. Seating is limited so get your tickets early. 3. The 96th Supreme Scratch Advertising Order Form and the Booster MUST be received by Headquarters No Later than June 30, Forms for both are on the Supreme website. You can also your ad to Headquarters and mail the form & check. Be creative. Remember All forms and money are sent to Supreme Headquarters. 4. All Pup Tents are reminded to forward copies of Election Reports for the membership year to Supreme Headquarters. Pup Tents without election reports for the New Year are not in good standing and may not be represented at either their Grand or Supreme Conventions. Pup Tents whose election reports have not been received 01 May 2015 may be suspended in accordance with the Supreme By- Laws and can be declared defunct if corrective action is not taken by 01 July While it is the duty of the Installing Officer to forward election reports, Seam Squirrels, both incoming and outgoing, should take it upon themselves to see that this procedure is carried out. No Election Report = No Vote. 5. All Grand Commanders are reminded that their Grand must be at least 80% Inspected to have a voice or vote at the Supreme Scratch. 6. In accordance with provisions of Section 534 of the Supreme By-Laws, all Pup Tents are required to register, in advance, at least one delegate to the Supreme Scratch. Failure to register shall be grounds for the Pup Tent to be declared in arrears to the Supreme Pup Tent and appropriate action will be taken. Advance registration for the Supreme Scratch is $15.00 and $17.00 for registration received after 30 June

22 7. As a reminder, this is a Bond year. Bond Applications will be available on the website. Supreme By- Laws section 314 and 413 Paragraph G requires that the office of CCDB/Quartermaster be bonded for the amount of the liquid assets normally held in the checking accounts of the Pup Tent or Grand. 8. All Supreme Officers and Chairmen are required to submit in writing a report detailing their activities no later than thirty (30) days before the start of the Supreme Convention. Reports are submitted to the Supreme Adjutant. Deadlines for submitting reports are 25 June Cooties at all levels are reminded that the Supreme Program Book for the administrative year will be ed or mailed to all Pup Tents and Grands. Care should be taken to secure this copy for further reference throughout the New Year, as there are SIG- NIFICANT changes to the Supreme Programs. 10. Membership packets for are in process and will be mailed soon. They will be mailed to the Grand Quartermaster of record as provided on the Election Warrant. Grand Quartermasters are instructed to mail out the individual Pup Tent s packages to their respective CCDB s. Pup Tents that have not sent in an Election Warrant, have not secured a Bond for the office of CCDB, or have less than eleven (11) members will not receive a packet until these discrepancies have been corrected. 11. The Supreme Commander invites all Cooties at all levels to join us in Pittsburgh to participate in the V.F.W. Patriotic Rally. It has been a wonderful year and serving with Supreme Commander Dave Wimmer has been a dream come true. Sisters we have been so blessed to have Supreme Commander Dave at the helm this year. He has been the most understanding, supportive, and thoughtful commander I have ever worked with. It has been my honor to serve with him as we serve with each of you to keep our veterans smiling in beds of white. To incoming Supreme President Peggy Bell, I pledge you my support and will work as hard as I can to be your Girl Friday. I am so pleased to have followed in PSP Linda Campbell s footsteps and glad to know incoming SP Peggy will be at the helm. To each of my MOCA sisters Thank you for your love and support this year. You have shown that you are all United for our Veterans. You have worked and visited and shown great sisterhood to each other and our veterans and their families. 28 From the Supreme MOCA Hospital Commissioner Janis Wimmer The report in the Cootie Courier is dated March 31, 2015 because I do not get the March hours until the end of April. The April hours will not be in until the end of May and it would be too late to print them in this Cootie Courier. A special thank you to all the Hospital Chairman for all the work they have done this year. All pins have been sent out and hour reports made to each Auxiliary. Auxiliaries in a Grand will receive their end of the year totals from your Grand Hospital Chairman at your Grand Convention. I am still receiving nicknames on the hospital reports. Several members have hyphened last names and Hospital Chairmen are only using one last name. Make sure you use the hyphened last name because if you only use a part of it, I may think they are a new member and record them wrong. Remember you need to use the name that is printed on their auxiliary dues card because this is how their records are kept. Also, if a member is a new, transfer, or deceased member, make sure that you note it on the hospital report. On a transfer member, please put Grand and Auxiliary # that they transferred from so that their records can be updated. Remember, it is our responsibility to do hospital work. Each member is required to do $50 worth of hospital credit each year. I notice that we have several members and auxiliaries that did not turn in even one hospital hour this year. Let s do better and everyone do at least one hospital hour or more this coming year. Remember all Hospital Chairmen at all levels, if a member, auxiliary, or Grand is not turning in hospital hours, you should contact the member, auxiliary, or Grand to make sure that there is not a problem. Please follow up on these. It would be great to see every auxiliary have at least 1 report a month. 29

30 Supreme MOCA Chaplain s Corner Well Sisters, the year is rapidly drawing to a close and so much still to be done. Madam Supreme President and sister line officers and Grand Chaplains and Officers, it has been a pleasure to work with you all this year. It has been an awesome experience being your Chaplain and so very rewarding in so many ways. Thank You for all you do for our Great Military Order of the Cooties Ladies Auxiliary. Hopefully I have made a little bit of difference by sending cards and writing little notes of encouragement. Just a tidbit of humor for those I accidently killed off by accident in the Taps Column Please forgive me! I am so happy you are still with us and working hard. It s time for my Grand Chaplains to start preparing their applications with resume attached for Chaplain of the Year. Tell me what all you and your Grand have done for those sick and bereaved or just needing cheering up, not a day by day journal or an itinerary. Try to keep to a couple of pages please and don t be afraid to blow your own horn. Just sit down and lets the words fly. I have received many more reports since my last column. It would be nice to see some feedback on how you liked this column. Don t forget the Year-End Chaplain s reports are due to me by 15 May. We need to continue to pray for our Supreme Commander Dave Wimmer as he is still recovering from his surgery. To those sisters who have been sick and those who have suffered a loss may God continue to be with you and ease the pain you have suffered. We have so many out there who will not be at our Supreme Convention, so let s all keep them in our hearts and minds. I know I have a special person in my heart and I grieve for her while the dreaded disease continues to affect her. Helen Steiner-Rice once said that The Love of God surrounds us like the air we breathe around us---as near as a heartbeat, as close as a prayer. And whenever we need Him, He ll always be there. 32 Peggy Bell for Supreme MOCA President The Grand of Florida MOC Auxiliary, Supreme District 5, and Fudduckers Auxiliary #69 proudly endorse Senior Vice Peggy Bell for the high office of Supreme President. Peggy joined the South Broward Auxiliary 8195 Ladies Auxiliary to the VFW in 1986 under the eligibility of her late father, Lovie A. Wilson, a WW I and II Veteran. She served as President for 5 years, Secretary for several years and Treasurer for one year. She was elected District 15 President in and again in , winning President of the Year in her Division. She has also held various Department Chairman appointments and has been Department Soloist. In 2013 Peggy transferred to Donald A. Ross Auxiliary 9610 and is currently serving as Junior Vice President. Peggy was invited to join MOCA Fudduckers #69 in 1990 and went through the chairs to Auxiliary President. She held that office for six years. She also served as MOCA District 5 President for four years. She was elected Grand Guard in 2000 and was Florida Grand President in for which she won Outstanding President of the Year in her Division. Peggy works tirelessly for hospitalized veterans and has been the VAVS Representative at the Miami VA Healthcare Center for fifteen years. She has been the Grand Soloist for fifteen years also and is currently the Grand Clown Chairman. Peggy was elected to Supreme Guard in 2010 and is looking forward to serving the organization as Supreme President in She has received all the support she could ask for from her Army Veteran husband, Abraham; her daughter who is currently serving in the Army; and her four grandchildren. The Grand of Florida and its Auxiliary Sisters present Sister Peggy Bell for Supreme President and believe that her experience, dedication, devotion, and eagerness to help Veterans make her ideal for this position. 33

33 Lee Ann Lam for Supreme Sr. Vice President Sisters, I am proud to announce my Candidacy for Supreme Sr. Vice President for Lee Ann joined the VFW Auxiliary in 1995 under the eligibility of her husband Gordon. She quickly joined the MOC Auxiliary in Since these dates, she has held all offices in the MOC Auxiliary for the Pup Tent and Grand of New Mexico, including Grand President and is currently Grand Secretary. Lee Ann has also been very active in all levels of the VFW Ladies Auxiliary including serving as the New Mexico Department President where she was named President of the Year in Group 2, and as Secretary/Treasurer for New Mexico District 8. Lee Ann has over 2,000 volunteer hours at the Amarillo VA Medical Hospital in Amarillo, TX. She is retired from Civil Service with 28 ½ yrs. Lee Ann is prior military, serving in the U.S. Air Force for over 6 years as a Medical Specialist. She is also a 100% Service-Connected Veteran. She and her husband have two children, both of whom served in the military. Her children volunteer for the MOC, MOCA and at local VA hospitals. She also has four grandchildren and one great-grand child whom also has visited the VA clinics and hospitals and help out patients during Cootie Bingo. After being elected to office at the July 2014 Convention, Penney stepped up to the plate and took over the Office of Supreme Treasurer on September 3rd 2014 and is trying very hard to get things accomplished in a timely manner. Penney says that this is the ultimate in On-The-Job Training. You have to jump in with both feet to get done what has to be done, and you learn as you go. 36 Women s Auxiliary To The Military Order of the Cootie Supreme General Order #3 Series To be read, acted upon, and filed for reference. 1. Congratulations to all the newly elected MOCA Officers and appointed chairmen. Please remember that the newly elected officers do not assume the duties of their office until after the installation of the Grand MOCA Officers at the Grand Convention. Auxiliaries not in a Grand will assume office at the same time as their Pup Tent. 2. Outgoing officers and Chairmen, it is your responsibility to turn over all records and paraphernalia to your successor when she takes office. Please assist your successor with the council and experience that you have gained during your term of office. 3. Installing Officers, it is your responsibility to see that the Installation Report is filled out completely. Please do not abbreviate or use nicknames as the Supreme Roster is prepared from these reports. Whenever possible, please provide addresses for all Officers and Chairmen. Ensure the copies go to the proper persons. If the Supreme Treasurer does not receive the Installation report, your Auxiliary will not receive its membership kit containing your 2016 membership cards and will not be included in the Supreme Roster. 4. Delegates and Alternates to the Grand Convention shall be elected at a regular Auxiliary meeting held not less than thirty (30) days prior to the Grand Convention. There is one (1) delegate and one (1) alternate for every ten (10) members in good standing at the time of the election. 5. Delegates and Alternates to the Supreme Convention shall be elected at a regular Auxiliary meeting held not less than thirty (30) days prior to the Supreme Convention. There is one (1) delegate and one (1) alternate for every fifteen (15) members in good standing at the time of the election. 6. If any money is to be allowed to a Delegate attending the convention, a motion must be made before the election of said delegate. 7. When a Supreme District exists, each Auxiliary must pay its dues to the Supreme District by March 31, The dues are to be paid directly to the Supreme District Treasurer. Names & Addresses can be found in the Supreme Roster. 8. Grand Hospital Chairmen and Presidents, please see that the Hospital form you received with the Grand s Hospital pins is signed by each person picking up a hospital pin and that the completed form is returned to the Supreme Hospital Commissioner as soon as your Grand Convention is over. If the form is not returned, it may put your Grand in arrears and your Grand President may lose her vote at the Supreme Convention. 9. Grand Chairmen, the end of the reporting year is APRIL 30, Please check the report form for your program to find the due date and where to send each form. Mail by the due date or as soon as your Grand Convention is over, whichever is sooner. The Members of your Grand worked very hard this year and deserve to receive all awards due them. 10. Grand Chaplains and Chaplains of Auxiliaries not in a Grand, year-end reports MUST be in the hands of the Supreme Chaplain Penny Cacoulidis by May 15, 2015 with the names of all members who passed away this year. These names will be listed in the Supreme Memorial Program and honored at the Supreme Convention. 11. Presidents at all levels, Supreme Bylaws sections 308B and 408C require that an itemized report of the financial and membership status be given to the MOC within 30 days of assuming office. A copy of the last audit provides the required information. Auxiliary Presidents submit report to Pup Tent Seam Squirrel and Grand Presidents to the Grand Commander. 15. Presidents and Treasurers at all levels, bank signature cards are to be changed immediately upon assuming office. The current President and Treasurer shall sign all checks. Be aware that many banks now require a copy of the meeting minutes with the election results to be kept on file at the bank. 16. The Supreme Convention will be July in Pittsburgh, PA, at the Sheraton Station Square Hotel, Mention the MOC when making reservations. Forms for registration and banquet as well as hotel information are elsewhere in the Cootie Courier. Please ensure you use the MOCA registration form and send it to Supreme Treasurer Penney Howard. 17. The list of Supreme representatives assigned to the various conventions is included in this issue of the Cootie Courier. Please make these ladies feel welcome. 18. 46 Subject: Proposed By law Amendment Change to Supreme By-Laws regarding Per Number of Members to recruit for a Pup Tent B-3 Section 201: reads as follows: A Pup Tent may be formed by charter from the Supreme Pup Tent on application of not less than (15) Fifteen members of the Veterans of Foreign Wars of the United States who may be members of the Military Order of the Cootie in accordance Section 101 of the MOC By-Laws; provided, however the number of the Pup Tents in any Grand shall be governed by a majority vote of the Grand Council and where no Grand Pup Tent exists, it shall be a decision of the Supreme Pup Tent. Such application shall be made in accordance with the By-Laws of the Military Order of the Cootie. Justification for Change: I experienced a real hard time starting a Pup Tent in 2012 myself and 2 other members, had a real hard time coming up with the 18 members what we had to have to get a charter. Therefore this proposal will be best used in our rural areas and Western States that has a limited number of Pup Tents per Grand. This maybe the only way a Post could possibly start a Pup Tent, because the low number of membership they have to start a new Pup Tent. Now Therefore Be It Resolved: Recommend Article II, Section 201, should be amended as stated below. B. In Case of surrender or forfeiture of a Charter, the property of the Pup Tent, including books of record, and papers with all monies shall be immediately turned over to the Supreme Quartermaster. C. The Charter of the Pup Tent having less than (11) members in good standing on its rolls shall be cancelled, providing that the Pup Tent be notified thirty (30) days prior to cancelation by certified mail. Justification for Change: With our membership continuing to decline we need to do everything possible to maintain Pup Tents and membership and to continue all of the good work that Cooties do. Membership shall be limited to members in good standing in the Ladies Auxiliary to the Veterans of Foreign Wars of the U.S. Justification: To bring the MOC By-Laws in line with the VFW By-Laws. NOW THEREFORE BE IT RESOLVED: Recommend Article 6, section 609, should be amended as stated below: B-6 A. There shall be an Adult Female Auxiliary to the M.O.C. under the jurisdiction of the Supreme Scratch, the Supreme Council of Administration and the Supreme Commander. Subordinate divisions of the MOC may establish and discontinue corresponding units in accordance with the laws of the organization. Membership shall be limited to members in good standing in the Ladies Auxiliary to the Veterans of Foreign Wars of the U.S. B. On an annual basis, it is mandatory that the Supreme President shall, within thirty (30) days after assuming office; submit an approved budget, an itemized report of the financial records, and the membership status for the Supreme Auxiliary, to the Supreme Commander, MOC. This By-Law change was proposed by a Past Grand Commander of Montana and submitted to the Grand of Montana, at its Council of Administration, which was held on the 30 th Day of January 2015, at which this proposal was considered, voted, and passed by the membership and Council. 48

All active third degree members in good standing shall be eligible to any Supreme office in the Military Order of the Cootie; provided, however, that said members have been active members of the Military Order of the Cootie for at least three (3) years and that no member shall hold more than one (1) elective office at any one time. Justification: A. The aforementioned by-law is in great needs of changing for control measurements. B. This change in the by-law will allow controlment of the each area to run for office instead of having some of the same area running for office. C. This will allow propose candidates to be properly acknowledge by the members of the Organization. 50 2015 Convention News We have selected the Sheraton Station Square hotel for the 96 th Supreme convention which will be held in Pittsburgh, PA July 23-26, The hotel phone number for reservations is Room rate will be $ per night plus tax and a $12.00 per day parking fee. The hotel has shuttle buses that will be available to take individuals to the VFW Convention which is located about 1 mile from the hotel. The buses can also be used to take individuals to other places within a 3 mile radius of the hotel. The Banquet will be held on Saturday July 25 th and we have kept the cost at the same rate of $45.00 per person. For those individuals that want to stay at the cootie hotel for the VFW convention we have a limited number of rooms at the cootie rate provided the room is booked through July 25 th. We have 6 hospitality rooms available at a rate of $ per day. The hospitality rooms have to be rented for Thursday thru Saturday and each room has a connecting room that will need to be reserved if the individual running the hospitality room wants to be next to it. 51

51 96th Supreme Scratch to be held at the Sheraton Station Square Pittsburgh, Pennsylvania Cooties and Sisters will gather in Pittsburgh, PA at the Sheraton Station Square hotel the weekend of July, 2015 for the 96th Supreme Scratch. Cooties will be responsible for their own reservations. Self-parking will be $12.00 per day. There will be a limited number of rooms available for Cooties who would like to check in as early as July 18, 2015 at the group rate. However, the stay must be through Saturday July 25, Early departures will pay a penalty. Cut-off for reservations is June 28, There is NO shuttle from the airport to the hotel. 55 MILITARY ORDER OF THE COOTIE 4 th Supreme District, Tomb Trek Committee Listen up to these words of wisdom from Cootie # 308: Some, if not most, of my fellow Cooties may have heard some rumors about the dates of Tomb Trek being changed. Well, this letter is to inform you that this is not a rumor and here is the reasoning behind the changes. It started back during our 78 th Tomb Trek in The Department of Defense (DOD), who actually is in charge of Arlington National Cemetery, came to me saying that we had to consider some changes to our scheduled Tomb Trek visit to the Tomb of the Unknown Soldier just before Veterans Day. The first change was the amphitheater being off limits. Then came the delivery and pick-up of the wreaths. By the way, that one is still being discussed. Then, the quantity of buses to be allowed was being questioned. (At least that one seems to be answered with 9 to 10 buses still being permitted). Then we had to back it up one weekend and now we have to back it up one full week before, which equates to two weekends in some years before Veterans Day. The reason behind this is SECURITY. Security measures need to be in place before the President of the United States along with other dignitaries come to present wreaths on Veterans Day. Even though we are a Military Organization, chartered by Congress since 1923, the DOD does not want us or the general public around close to November 11 th. I ve come to understand why and the good reasons behind these efforts. Just think about what has happened recently in Paris, France; Ottawa, Canada and Madrid, Spain. So, doing our Tomb Trek around October 31 st and November 1 st of each year in the future is not unreasonable. The cost for the wreaths will remain at $25.00; the cost for the Banquet on Saturday night remains at $50.00; the cost for the bus tickets needed to go up $15.00; the cost for the registration needed to go up to $20.00 and the Pin cost remains at $5.00. These costs look like they can remain in place for the next 5 years with the Banquet cost being the only one that may need to change. Now for some really great news! The Sheraton Pentagon City Hotel was so impressed with us Cooties (because we were so nice and cleaned up after ourselves) that they asked to extend our current contract from 2016 out to 2019 and in doing so they lowered their room rates starting in 2017 out to 2019 to only $99.95 plus tax per night along with free Wi Fi in the rooms; a 10% discount in the restaurant and bar starting this year (2015). Parking remains the same for all years at only $10.00 per night. So, please remember to make your own reservation at the Sheraton Pentagon City Hotel by contacting them via internet or call (703) directly and book your room early. Remember that they have shuttle service to and from Reagan International Airport and Pentagon City Mall for all your shopping needs. 59 The passing of Military Order of the Cootie Past Madam Grand President of Arizona Merliene Mae Maschke Merliene Mae (Breitzman) Maschke (Breitzman) formerly of Young America (YA), MN passed away on March 2, 2015 in Mesa, AZ at the age of 85. She was laid to rest in a private interment next to her husband Wallace Elmer Maschke at Mau Cemetery in Norwood Young America (NYA). Merliene Mae (Breitzman) was born in South Shore, South Dakota to Melvin and Olive (Noeldner) Breitzman on January 21, The family moved to Blakely, MN about Later they moved to Waconia, MN, where Merliene attended St. John s School and was confirmed by Rev. Kramer. She worked on the Breitzman farm until she married Wallace Elmer Maschke on November 10, They resided in Young America, MN and were blessed with two children, Bruce and Debby. Merliene and Wally were married for only a few months shy of 50 years when Wally s passed away in While residing in YA, Merliene was an active member in the community serving on the Young America Fire Department Ladies Auxiliary; she also was a Den Mother for the Cub Scouts and active with her daughter in 4-H. She worked in several career fields over her lifetime including working as a carpenter the first years of her marriage and retired from Softsoap Enterprises. Merliene loved to entertain friends and family and was known as an excellent cook. She also enjoyed traveling, gardening and animals. She had a flair for design which came out in her decorating and the crafts she loved to create. Upon retiring, Merliene and Wally moved to Eden Valley, MN where they had owned a cabin for many years on Brown s Lake. After Wally s passing, Merliene moved to Apache Junction, AZ where she lived until her passing. In Apache Junction, she was very active in the local community and held the office of Madam Grand President with the Military Order of the Cootie USA and Junior Regent with the Women of the Moose Lodge She was also an active member of the Fraternal Order of the Eagles, American Legion Auxiliary and VFW Post 9399 Ladies Auxiliary. Merliene is survived by her: Children, Bruce Maschke and his wife, Kris (Feltmann), of Hamburg, MN, Debby (Maschke) Wadsworth of Maple Grove, MN Grandchildren, Chet Maschke and his fiancée, Amanda Hill, Mitchell Maschke Great Grandchild, Olivia 60

63 Grand of Oklahoma 14th Supreme reps from Oklahoma, Arkansas & Texas visit Lawton/Fort Sill Veterans Center This is a 200 bedroom facility,built and opened in Among the many amenities are a Chapel, large Auditorium, Barber shop, Library/ T.V. room and dailey activety center. 64 Grand of Pennsylvania The yearly mid-winter carnival was held at the Coatesville VA Medical Center on March 10, The event was sponsored by all veterans organizations. Participating in the event were: Pup Tent #44 Del-Val and Pup Tent #8 Rogue Runners. Both Sponsored the food area with snacks (Philadelphia soft pretzels, cookies and more ) for 325 patients. The next scheduled activity is in July. 65

66 Grand of Virginia VA Pup Tent 9 held Fun Day on 7 MAR 15. Pup Tents 1 and 2 were in attendance having brought their people along to partake in the festivities. The below photos are of a Grayback from PT1 who was required to carry a pacifier until she completed 3rd Degree. In the picture she presents the now unneeded pacifier to the Grand (in attendance as a member of PT9) and in the other picture she has presented another pacifier to the Sr. Vice (presumptive incoming Grand) who proudly shows that hers is bigger. 67
