1 Mid-Eastern Group Date: 21 June Sicker Road Supersedes: 1 October 2015 Latham, New York Mid-Eastern Group Safety Policy All Mid-Eastern Group, Civil Air Patrol activities are safe until safety is compromised. To protect you and Civil Air Patrol property, we have clear safety policies in place that must be adhered to fully and reviewed on a regular basis. A safety conscientious culture means everyone is in tune with these policies and practices them without question. The following are effective immediately: All members of the Mid-Eastern Group will familiarize themselves with the current CAPR 62-1(19 December 2012), CAPR 62-2(20 May 2014) and the current Northeast Region supplements to 62-1(1 September 2013) and Northeast Region supplements to 62-2(3 March 2013). They will also perform all missions with an assessment of safety factors being the foremost concern and will not allow, nor enter into any operation that threatens the safety of any person or property or that is in violation of Civil Air Patrol regulations. All personnel who are tasked and will be working near or around MEG aircraft will familiarize themselves with the Aircraft Ground Movement-Operational Risk Safety Briefing cards contained in NER SUP 1, CAPR The Operational Risk Safety Briefing card will be covered or conducted during all Aircrew briefings and a copy of the document will be placed in all MEG aircraft. MEG Squadrons Safety Officers will ensure Risk Management (RM) are completed on all required activities/sub-activities and will not allow, or enter into, any operation that threatens the safety of any person or property or that is a violation of Civil Air Patrol regulations. Ensure required Risk Safety briefings are completed on all activities/subactivities. Participation in an activity without completing a required Risk Safety Briefing is prohibited and will cease operations until RM has been conducted and a briefing. A written outline of the RM process will be kept on file at the unit headquarters for review prior to similar activities in the future. These RM sheets should be available for inspection during any activity. RM should be updated during the activity as conditions warrant. Appropriate PPE (Personal Protective Equipment) will be used to include gloves, safety vests, eye protection and anything else deemed necessary to protect the he completed health and safety of our people and assets. Safety vest or safety apparel may be orange or lime green and may be worn with or without the CAP logo. Safety vest are approved for wear over the outermost garment of the AF-style uniform or corporate uniform and must be ANSI compliant. ( ANSI compliant All Safety Vest or Safety Apparel worn by CAP members must meet the American National Standards Institute, Inc (ANSI)
2 Class 2 or Class 3 requirements. To insure compliance with federal law, CAP members must comply with this anytime duties expose them to public vehicular traffic such as directing traffic, investigating crashes, handling lane closures, obstructed roadways and disasters within the vehicle traffic lanes. Non-ANSI compliant Safety vest and safety apparel that does not meet ANSI class 2 or 3 visibility and reflectivity standards are not authorized. All MEG Staff and Squadron Members must do some type of safety training each month. That can be done by attending a briefing at work, attending a CAP meeting, an FAA meeting or AOPA seminar (must provide proof of safety briefing), or the member can do an on-line course on eservices Online Safety Education (one(1) only)(see Attachment 1). Commanders are responsible to ensure that all members within their command are complying with the monthly safety education requirements. At least annually, Risk Management (RM) will be discussed during a unit safety meeting. All members (Seniors & Cadets) who joined CAP must complete the Introduction to CAP Safety for New Members and view this Policy Letter (Senior Members-Level 1 and Cadets-Curry Achievement) or use the Online Safety Education on eservices. New members will receive initial Risk Management familiarization training. This is accomplished within the Introduction to CAP Safety Training module, accessed in the online safety briefing application within eservices. Safety Day (SD): It is one day set aside between 1January to 31 March for each squadron to give safety briefings that whole meeting. This is mandatory for both Senior Members and Cadets. This is also the best time to give the annual Risk Management (RM) briefing each year. Be sure to enter in eservices the members who were briefed. Anybody not briefed needs to have this completed before they can participate in any CAP activities. Safety Survey: This survey is conducted starting in October and is mandatory for each Squadron to complete. Each Squadron will complete and submit their survey no later than 31 December of that year. That gives the Group Commander, and/or Group Safety Officer, New York Wing, and North East Region time to review and make corrections if need be by the 31 January deadline to HQ Civil Air Patrol. 3 Attachment1 - MISHAP NOTIFICATION Mishap notification will immediately be made to NY Wing via telephone. Leaving a message is not satisfactory; the reporting member will telephone each of the following NY Wing staff members in order until one of them are reached. 4 Attachment 2 - DEFINITIONS (Definitions taken from CAPR 62-2) Definitions. As used in this regulation, the following words will have the definition indicated: a. Mishap means any unplanned or unsought safety event, or series of events, that result in death, injury, or damage to equipment or property. Specific categories/classifications of mishaps are listed below. b. Accident means a mishap that results in death, serious bodily injury, or major damage to, or loss of, equipment or property (See attachments 1 through 3 in CAPR 62-2 for guidelines for determining whether a mishap should be classified as an accident). c. Incident means a mishap other than an accident that results in bodily injury or damage to equipment or property (See attachments 1 through 3 in CAPR62-2 for guidelines for determining whether a mishap should be classified as an incident). d. Minor Mishap means a mishap that interrupts normal procedures or activities but is not counted in the tally of accidents and/or incidents (See attachments 1 through 3 in CAPR62-2 for guidelines for determining whether a mishap should be classified as a minor mishap). e. First Aid within the Civil Air Patrol Safety Reporting System means the immediate and temporary physical aid provided to a sick or injured person until a higher level of medical treatment can be provided by a licensed doctor, registered nurse, physician s assistant, or emergency medical technician, if needed. Mishap Classification. a. Aircraft. (1) Flight. Mishaps involving aircraft authorized to participate in CAP activities, which take place between the times any person boards the aircraft with the intention of flight until such time as all persons have disembarked. (See CAPR62-2, Attachment 1.) (2) Ground. Mishaps involving aircraft, authorized to participate in CAP activities, with no intent of flight; example of this type mishap may include, but are not limited to, aircraft damaged while being moved after refueling; aircraft run into by a tug while parked; etc. (See CAPR62-2, Attachment 1.) b. Vehicle. Mishaps involving corporate vehicles, or pre-approved member-owned vehicles in accordance with CAPR 77-1, Operation and Maintenance of CAP Vehicles, during authorized CAP activities, including damage to structures such as buildings, fences, light poles, etc. (See CAPR62-2, Attachment 2.)
5 c. Bodily Injury. Mishaps involving personal injuries sustained during authorized CAP activities. This classification of mishap does not include injuries due to aircraft or vehicle accidents or incidents. (See CAPR62-2, Attachment 3.) d. Other. Mishaps involving CAP personnel and property (not real property) that do not meet the criteria for one of the above classifications. Note: Damage to, or loss of, equipment not resulting from a safety mishap will be reported and accounted for in accordance with CAPR 67-1, Civil Air Patrol Property Regulation.
6 Attachment 3 Activity Safety Officer In addition to the requirements of CAPR 62-1 dated 19 December 2012, NYW requires the groups and units to provide to the New York Wing Commander, Vice-Commander, Director of Cadet Programs and Safety Officer: the name, CAP ID and contact information for the person acting as the Activity Safety Officer for any activity that is 1 or more days in length. This information must be provided at least 3 days in advance of the start of the activity using the following template located at: When the activity is complete, please fill out the After Activity report: The Activity Safety Officer cannot be the Activity Director/Commander. Example of activities: training courses like SLS or CLC, bivouacs, training events, cadet activities, etc. If a NYW staff member is in charge of an activity, they will provide the Activity Safety Officer information to the New York Wing Commander, Vice Commander and Safety Officer per the above time line and template. The NYW staff member in charge cannot be the Activity Safety Officer. Any NYW sponsored event must have an Activity Safety Officer assigned, even if the event is only 1 day in duration (example: Cadet Competition or CD training). The request for ES Training (available on nywg.cap.gov) has to have a block to enter a Mission Safety Officer when a CAP IC is entered. NYW DOS will not approve any request that does not have a Mission Safety Officer assigned. A Mission Safety Officer must be assigned for every base/sub-base/staging area for any NYW TAREX and must be known in advance, just like the IC. The IC will not serve as the Mission Safety Officer.

All members participating must be safety current. Any activity that is out of New York Wing requires a CAPF 31 completed for each cadet and the form must be signed by the Squadron CC, Group CC and NYW CC (Region CC is required is the activity is outside of NER). CAPP52-10 requires that there must be at least 2 seniors for each event. If the event is over night, and there are female and male cadets, there must be a male and female senior member present during the night.
