6 EXECUTIVE SUMMARY This Sewer System Management Plan (SSMP) addresses the prevention and cleanup of sanitary sewer overflows (SSOs). All sewage collection agencies in the State of California are required to comply with the State Water Resources Control Board Order No Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (Order). The purpose of the Order is to prevent SSOs, and to provide a plan and schedule for measures to be implemented to prevent SSOs, as well as measures to effectively clean up and report the spills. The Order requires that we properly fund, manage, operate, and maintain the sewage collection system for which we are responsible. We must use trained staff (and/or contractors) possessing adequate knowledge, skills, and abilities to complete necessary collection system work. This SSMP report is organized to correspond to the sections of the Order. The report consists of twelve (12) chapters. In general, each chapter begins with a restatement of the Order s respective requirements, followed by these subsections: Compliance Summary A description of how compliance was achieved Compliance Documents A listing of source documents that support compliance and their locations Roles and Responsibilities A listing of relevant staff roles and responsibilities Page 5 of 39

7 CHAPTER 1 PROHIBITIONS AND PROVISIONS This chapter describes the sewage discharge prohibitions and thirteen provisions prescribed in the Order. 1.1 Prohibitions To meet the provisions contained in Division 7 of the California Water Code and regulations adopted there under, the discharger is required to comply with the following prohibitions: 1. Any SSO that results in a discharge of untreated or partially treated wastewater to waters of the United States is prohibited. 2. Any SSO that results in a discharge of untreated or partially treated wastewater that creates a nuisance as defined in California Water Code Section 13050(m) is prohibited. In any enforcement action, the SWRCB will consider the efforts of the discharger to contain, control, and clean up sewage spills from its collection system as part of its consideration of the factors required by Section of the California Water Code. The discharger will make every effort to contain sewage spilled from its collection systems and prevent the sewage from entering storm drains and surface water bodies. The discharger will also make every effort to prevent sewage from discharging from storm drains into flood control channels and open ditches by blocking the storm drainage system and by removing the sewage from the storm drains. The use of the storm drain pipe system to contain the sewage by blocking the drain pipes, and recovering and cleaning up the spilled sewage in order to prevent the sewage from being discharged to a surface water body, is not a violation of the first prohibition listed above. 1.2 Provisions The Enrollee must meet the following thirteen provisions: 1. The Enrollee must comply with all conditions of this Order. Any noncompliance with this Order constitutes a violation of the California Water Code and is grounds for enforcement action. 2. It is the intent of the State Water Board that sanitary sewer systems be regulated in a manner consistent with the general WDRs. Nothing in the general WDRs shall be: a. Interpreted or applied in a manner inconsistent with the Federal Clean Water Act, or supersede a more specific or more stringent state or federal requirement in an existing permit, regulation, or administrative/judicial order or Consent Decree; b. Interpreted or applied to authorize an SSO that is illegal under either the Clean Water Act, an applicable Basin Plan prohibition or water quality standard, or the California Water Code; Page 6 of 39

Interpreted or applied to prohibit a Regional Water Board from issuing an individual NPDES permit or WDR, superseding this general WDR, for a sanitary sewer system, authorized under the Clean Water Act or California Water Code; or d. Interpreted or applied to supersede any more specific or more stringent WDRs or enforcement order issued by a Regional Water Board. 3. The Enrollee shall take all feasible steps to eliminate SSOs. In the event that an SSO does occur, the Enrollee shall take all feasible steps to contain and mitigate the impacts of an SSO. 4. In the event of an SSO, the Enrollee shall take all feasible steps to prevent untreated or partially treated wastewater from discharging from storm drains into flood control channels or waters of the United States by blocking the storm drainage system and by removing the wastewater from the storm drains. 5. All SSOs must be reported in accordance with Section G of the general WDRs. 6. In any enforcement action, the State and/or Regional Water Boards will consider the appropriate factors under the duly adopted State Water Board Enforcement Policy. And, consistent with the Enforcement Policy, the State and/or Regional Water Boards must consider the Enrollee s efforts to contain, control, and mitigate SSOs when considering the California Water Code Section factors. In assessing these factors, the State and/or Regional Water Boards will also consider whether: a. The enrollee has complied with the requirements of this Order, including requirements for reporting and developing and implementing a SSMP; b. The enrollee can identify the cause or likely cause of the discharge event; c. There were no feasible alternatives to the discharge, such as temporary storage or retention of untreated wastewater, collecting and hauling of untreated wastewater to a treatment facility, or an increase in the capacity of the system as necessary to contain the design storm event identified in the SSMP. It is inappropriate to consider the lack of feasible alternatives, if the Enrollee does not implement a periodic or continuing process to identify and correct problems; d. The discharge was exceptional, unintentional, temporary, and caused by factors beyond the reasonable control of the Enrollee; e. The discharge could not have been prevented by the exercise of reasonable control described in a certified SSMP for: i. Proper management, operation and maintenance ii. Adequate treatment facilities, sanitary sewer system facilities, and/or components with an appropriate design capacity, to reasonably prevent SSOs (e.g., adequately enlarging treatment or collection facilities to accommodate growth, infiltration and inflow (I/I), etc.); iii. Preventive maintenance (including cleaning of fats, oils, and grease (FOG) control); iv. Installation of adequate backup equipment; and v. Inflow and infiltration prevention and control to the extent practicable. f. The sanitary sewer system design capacity is appropriate to reasonably prevent SSOs. Page 7 of 39

9 g. The Enrollee took all reasonable steps to stop and mitigate the impact of the discharge as soon as possible. 7. When a sanitary sewer overflow occurs, the Enrollee shall take all feasible steps and necessary remedial actions to; 1) control or limit the volume of untreated or partially treated wastewater discharged, 2) terminate the discharge, and 3) recover as much of the wastewater discharged as possible for proper disposal, including any wash down water. The Enrollee shall implement all remedial actions to the extent they may be applicable to the discharge and not inconsistent with an emergency response plan, including the following: a. Interception and re-routing of untreated or partially treated wastewater flows around the wastewater line failure; b. Vacuum truck recovery of sanitary sewer overflows and wash-down water; c. Cleanup of debris at the overflow site; d. System modifications to prevent another SSO at the same location; e. Adequate sampling to determine the nature and impact of the release; and f. Adequate public notification to protect the public from exposure to the SSO. 8. The Enrollee shall properly manage, operate, and maintain all parts of the sanitary sewer system owned or operated by the Enrollee, and shall ensure that the system operators (including employees, contractors, or other agents) are adequately trained and possess adequate knowledge, skills, and abilities. 9. The Enrollee shall allocate adequate resources for the operation, maintenance, and repair of its sanitary sewer system, by establishing a proper rate structure, accounting mechanisms, and auditing procedures to ensure an adequate measure of revenues and expenditures. These procedures must be in compliance with applicable laws and regulations and comply with generally acceptable accounting practices. 10. The Enrollee shall provide adequate capacity to convey base flows and peak flows, including flows related to wet weather events. Capacity shall meet or exceed the design criteria as defined in the Enrollee s System Evaluation and Capacity Assurance Plan for all parts of the sanitary sewer system owned or operated by the Enrollee. 11. The Enrollee shall develop and implement a written Sewer System Management Plan (SSMP) and make it available to the State and/or Regional Water Board upon request. A copy of this document must be publicly available at the Enrollee s office and/or available on the internet. This SSMP must be approved by the Enrollee s governing board at a public meeting. 12. In accordance with the California Business and Professions Code sections 6735, 7835, and , all engineering and geologic evaluations and judgments shall be performed by or under the direction of registered professionals competent and proficient in the fields pertinent to the required activities. Specific elements of the SSMP that require professional evaluation and judgments shall be prepared by or under the direction of appropriately qualified professionals, and shall bear the professional(s) signature and stamp. 10 13. The mandatory elements of the SSMP are specified below. However, if the Enrollee believes that any element of this section is not appropriate or applicable to the Enrollee s sanitary sewer system, the SSMP program does not need to address that element. The Enrollee must justify why that element is not applicable. The SSMP must be approved by the deadlines listed in the SSMP Time Schedule. Page 9 of 39

11 CHAPTER 2 GOALS This chapter describes the goals of the Sewer System Management Plan (SSMP). The City of Buena Park is required to comply with the State Water Resources Control Board Order No Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (Order). 2.1 Goal The goal of the SSMP is to provide a plan and schedule to properly manage, operate, and maintain all parts of the sanitary sewer system. This will help reduce and prevent SSOs, as well as mitigate any SSOs that do occur. Specific goals of the SSMP are as follows: Maintain a SSO rate below the State average Maintain a SSO recovery rate below the State average Maintain a SSO response time of less than thirty minutes Reduce the number of enhanced maintenance locations from year-to-year Reduce the I/I within the sewer system Complete specific classroom and training hours for staff A copy of the Order and the certified SSMP is maintained at appropriate locations and is available to sanitary sewer system operating and maintenance personnel at all times. Pursuant to California Water Code Section 13267(b), we will also comply with the SSO Monitoring and Reporting Program No DWQ (Monitoring and Reporting Program) and all future revisions, included by reference in the Order. 2.3 About This Document The City of Buena Park has prepared this SSMP to ensure compliance with the Order. The SSMP provides a general description of how we comply with the various provisions of the Order and provides references to supporting documents that are maintained at the designated City facilities and are available for review by State and Regional Board staff and the general public upon request. 12 CHAPTER 3 DESCRIPTION OF ORGANIZATION This chapter describes the City of Buena Park s organization as it relates to implementation of the Waste Discharge Requirement and this Sewer System Management Plan. This chapter also lays out the chain of communication for responding to reports of SSOs. 3.1 Administrative and Maintenance Positions The SSMP must identify: A. The name of the responsible or authorized representative as described in Section J of this Order. B. The names and telephone numbers for management, administrative, and maintenance positions responsible for implementing specific measures in the SSMP program. The SSMP must identify lines of authority through an organization chart or similar document with a narrative explanation; and C. The chain of communication for reporting SSOs, from receipt of a complaint or other information, including the person responsible for reporting the SSOs to the State and Regional Water Board, and other agencies if applicable (such as County Health Officer, County Environmental Health Agency, Regional Water Board, and/or State Office of Emergency Services (OES)) Compliance Summary The currently staffed positions are described in this section. The Order requires that the SSMP include the administrative and maintenance positions responsible for implementing measures in the SSMP program, including lines of authority by organization chart or similar document. The positions described provide sufficient staffing to operate the sewer system on a sustainable basis, and to comply with all requirements of this Order Compliance Documents The following lists and organizational charts detail the filled positions of our organizational structure Roles and Responsibilities The roles and responsibilities of each position in the organization chart are as follows: City Council City Council (714) The City Council is elected to represent the interests of the citizenry and is responsible for delivering the services necessary to meet the needs of the community. The City Council determines service levels and revenue obligations through the adoption of an annual budget, authorizes City contracts and Page 11 of 39

13 expenditures, establishes City service and operating policies, and enacts local laws as necessary for the benefit of the community. City Manager James Vanderpool (714) The City Manager is appointed by the City Council as the administrative head of the City. The City Manager is responsible to direct the daily operations of the City, enforce City laws, to prepare the municipal budget, and to implement the policies and programs established by the City Council. The City Manager appoints all of the department heads and directly oversees their operations. Director of Public Works James Biery (714) The Director of Public Works is responsible to oversee and direct the provision of sanitary sewer services in the City and to comply with all rules and regulations propagated regarding sanitary sewer services. The Director of Public Works is also responsible to implement the City s Capital Improvement Program. Associate Engineer Francisco Gutierrez (714) The Associate Engineer, under the direction of the Director of Public Works, is responsible for the analysis and design of the sewer system capital equipment. Senior Management Analyst Douglas Brodowski (714) The Senior Management Analyst reports to the Director of Public Works and is responsible to oversee the preparation and periodic review and update of the City s Sewer System Management Plan (SSMP), and to oversee compliance with the Waste Discharge Requirements under the general direction of the Director of Public Works. The Senior Management Analyst is responsible for implementation of the City s Fats, Oils and Grease Control Program and supervises the City s Environmental Inspectors. Utilities Manager Mike Grisso (714) Page 12 of 39

14 The Utilities Manager is responsible to manage and implement the day-to-day operations and maintenance of the sewer system. The Utilities Manager is also responsible to prepare and submit required SSO reports. Lead Sewer Services Technician Frank Moore (714) The Lead Sewer Services Technician is responsible to oversee and participate in the daily maintenance and operation of the sewer maintenance crew and to implement the directives of the Water/Sewer Maintenance Superintendent. This includes cleaning of sewer pipes, assistance with CCTV of sewer pipes, and field responses to SSOs. Senior Sewer Services Technician Kalani Trahan (714) The Senior Sewer Services Technician is responsible for the daily operations and maintenance of the City s sewer system. This includes cleaning of sewer pipes, assistance with CCTV of sewer pipes, and field responses to SSOs. Sewer Services Technician Travis Parker (714) The Sewer Services Technician is responsible to assist in the daily operations and maintenance of the City s 168-miles of wastewater collection system. This includes cleaning sewer pipes, assistance with CCTV of sewer pipes, and field responses to SSOs. Senior Environmental Inspector Joe Hunt (714) The Senior Environmental Inspector is responsible to implement the day-to-day field operations specified in the City s Fats, Oils and Grease Control Program, including inspection of food service establishments (FSE) and to monitor compliance with the City s FOG Control Program and to implement all enforcement activities. Environmental Inspector (Vacant) (714) The Environmental Inspector is responsible to implement the day-to-day field operations specified in the City s Fats, Oils and Grease Control Program, including Page 13 of 39

17 3.2 Chain of Communication The Order requires a specified chain of communications for SSO reporting, from receipt of complaint or other information through reporting to the regulatory agencies Compliance Summary The following flow chart shows the chain of communication for reporting SSOs. It starts with the receipt of a complaint or other information, and includes the name and title of the person responsible for reporting SSOs from receipt at the Buena Park City offices to the State of California (CIWQS website), the Santa Ana Regional Water Quality Control Board (RWQCB), Orange County Health Care Agency (OCHCA), and State Office of Emergency Services (OES). Reporting to the OES is required only if the discharge is 1,000 gallons or larger. This flowchart is part of the SSO Reporting Guidelines process developed to manage the reporting process, and exists in the City of Buena Park s current SSO Emergency Response Plan Roles and Responsibilities The roles and responsibilities of each position in the organization chart are as follows: Department Head Secretary Elizabeth Genera (714) The Department Head Secretary functions as the primary staff member to answer telephone calls from the public and to implement radio communications between the Public Works Administrative offices and field personnel. Utilities Manager Mike Grisso (714) The Utilities Manager is responsible to manage and implement the day-to-day operations and maintenance of the sewer system, including overseeing the response to SSOs that occur during regular working hours, and during after-hours, weekends and holidays, when contacted by the Dutyman as the specific conditions of the SSO warrant. The Utilities Manager is also responsible to prepare and submit required SSO reports, including submittal of reports to the CIWQS website. 20 CHAPTER 4 LEGAL AUTHORITY This chapter describes the legal authority to implement the SSMP plans and procedures. Each Enrollee must demonstrate, through sanitary sewer system use ordinances, service agreements, or other legally binding procedures, that it possesses the necessary legal authority to (a) prevent illicit discharges into its sanitary sewer system (examples may include I/I, stormwater, chemical dumping, unauthorized debris and cut roots, etc.); (b) require that sewers and connections be properly designed and constructed; (c) ensure access for maintenance, inspection, or repairs for portions of the lateral owned or maintained by the Public Agency; (d) limit the discharge of fats, oils, and grease or other debris that may cause blockages, and (e) enforce any violation of its sewer ordinances. 4.1 Compliance Summary This SSMP complies with the Order requirements for legal authority under the following enacted ordinances/resolutions, design and construction standards, or agency policies. 4.1 (a) Prevent illicit discharges into its sanitary sewer system (examples may include I/I, stormwater, chemical dumping, unauthorized debris and cut roots, etc.). Section of the Buena Park Municipal Code requires that a Connection Permit be obtained prior to connecting to the City sewer system. Section requires that only licensed contractors shall be permitted to make taps or service connections to main sewers or connections to main sewers or connecting sewers and that all sewer taps shall be inspected by the city engineer prior to any backfilling. 4.1 (b) Require that sewers and connections be properly designed and constructed. The City has developed the Standard Plans which are more fully discussed in Chapter 6 of this SSMP. These Standard Plans ensure that sewers and connections are properly designed and constructed. The City enforces the Standard Plans by requiring that all connections and pipelines be constructed under the supervision of the city engineer and that a permit be obtained for such construction. Section (B) of the Buena Park Municipal Code states that all sewer connections and pipelines laid in connection with such permit shall be under the supervision of the city engineer and in conformity with city standards. Section requires that all extensions of main sewers including those required for new subdivisions shall be designed in conformance with standards and specifications issued by the City Engineer. Section establishes the right of the city engineer to enter into or upon any property, structure or premises served by any public or private sewer for the purpose of examining such sewer. Section states; (A) No person shall backfill any trench or excavation made for the purpose of laying a sewer of any kind until the pipes laid therein shall have been inspected by the city engineer and a certificate of inspection given. The entire length of the sewer and all connections, including the wye or tee at the main sewer, to the point at which the cast iron soil pipe begins shall be fully exposed for inspection. (B) If any section of the pipe or any Page 19 of 39

21 portion of the work is not in accordance with city specifications or does not conform to all of the requirements of this chapter or other sewer standards which from time to time may be adopted by the city council, the sewer contractor shall make such changes or additions as are necessary to conform to the provisions of this chapter. And shall, after the changes or additions are made, leave the pipe and work exposed and do no backfilling until inspection has been made and acceptance as above provided. 4.1 (c) Ensure access for maintenance, inspection, or repairs for portions of the lateral owned or maintained by the Public Agency. Ensure proper installation, testing, and inspection of new and rehabilitated sewers (such as new or rehabilitated collector sewers and new or rehabilitated service laterals). Section requires that all extensions of main sewers including those required for new subdivisions shall be designed in conformance with standards and specifications issued by the City Engineer. Section establishes the right of the city engineer to enter into or upon any property, structure or premises served by any public or private sewer for the purpose of examining such sewer. And shall, after the changes or additions are made, leave the pipe and work exposed and do no backfilling until inspection has been made and acceptance as above provided. 4.1 (d) Limit the discharge of fats, oils, and grease or other debris that may cause blockages. Section of the Buena Park Municipal Code prohibits any person from depositing any garbage, ashes, cinders, rags, carbide, lime, oil, grease, hazardous waste or other substance prohibited by law. Legal authority for control of fats, oil and grease was enhanced on October 12, 2004, when Ordinance No. 1456, An Ordinance of the City of Buena Park Amending Chapter 13 to the Buena Park Municipal Code to Adopt Fats, Oils and Grease Management, Discharge and Control Regulations (FOG Ordinance) was adopted by the City Council. 4.1 (e) Enforce any violation of its sewer ordinances. The City of Buena Park has established and actively manages the Public Works Construction Inspection Division and the Public Works Water Quality Division. These divisions actively enforce all applicable sections of the Buena Park Water Quality Ordinance, the applicable sections of the State of California and United States of America state and federal laws relating to source control and violation of its sewer ordinances and resolutions. Interpretation of the enabling state legislation giving authority to the City of Buena Park has been provided by the City Counsel. Director of Public Works The Director of Public Works is also the City Engineer. The City Engineer is responsible to develop and enforce the City s Standard Plans as regards design and construction of sewer system connections and improvements. Public Works Construction Inspector The Public Works Construction Inspector is responsible to observe, monitor, inspect and enforce the City s construction standards at construction sites that include new connections to the City sewer system, as well as rehabilitation and repair of existing sewer lines. 23 CHAPTER 5 OPERATIONS AND MAINTENANCE PROGRAM This chapter describes the City of Buena Park s activities regarding management of engineering data, maps of the sanitary sewer system, operations and preventative maintenance, rehabilitation and replacement program, training programs, and equipment and replacement part inventories. The SSMP must include those elements listed below that are appropriate and applicable to the Enrollee s system: 5.1 Maintain an up-to-date map of the sanitary sewer system, showing all gravity line segments and manholes, pumping facilities, pressure pipes and valves, and applicable stormwater conveyance facilities; Compliance Summary In September 2005, the City completed an update of the sewer system and storm drain atlas maps to electronic database maps. These are ESRI software-based maps showing all Buena Park sewers (line segments) and the sewer manholes in a graphic form. The maps exist under separate covers. Copies of theses maps can be found at the Engineering Counter at City Hall, the City Yard Administrative Office and the vehicles of the Field Services Manager, Sewer and Water Superintendent and field maintenance crews Compliance Documents The documents supporting compliance with the requirements for mapping are as follows Buena Park Sanitary Sewer System Atlas Buena Park Stormwater System Atlas Buena Park Geographic Information System (GIS) Mapping Roles and Responsibilities The maps are kept current through a simple revision process initiated and documented with a Map Revision Request Form. Funding is budgeted on an annual basis to update the System Atlas with recent changes and additions to the sanitary sewer and stormwater infrastructure. The Director of Public Works is responsible to ensure that each Atlas is updated and includes the relative and pertinent information. 5.2 Describe routine preventive operation and maintenance activities by staff and contractors, including a system for scheduling regular maintenance and cleaning of the sanitary sewer system with more frequent cleaning and maintenance targeted at known problem areas. The Preventative Maintenance (PM) program should have a system to document scheduled and conducted activities, such as work orders; Compliance Summary The City of Buena Park manages a gravity sewer system 168-miles in length, made up of manhole structures and their connecting pipeline segments. Sewer laterals that drain each privately-owned parcel or property are not our responsibility and thus are not a part of this plan. Staff performs the planned maintenance tasks at scheduled frequencies in order to clean the entire sewer system on approximately a two-year basis. Frequencies are established Page 22 of 39

24 based on experience and attribute information to minimize risk of blockages or equipment failure, which could possibly lead to an SSO. The crew utilizes a Vac-Con combination hydraulic jetting and vacuum cleaning vehicle to clean the sewer system. The sections of the sewer system that have been identified as enhanced cleaning areas are cleaned on a quarterly basis, or more frequently as determined by field observations and CCTV inspections. As noted previously, the cleaning procedures are regularly reviewed and modified as appropriate to ensure the crew s effectiveness. The sewer maintenance crew utilizes a computer-based maintenance management system (MMS) to schedule and record all maintenance activities. The MMS tracks service calls, schedules future service and maintenance intervals, and maintains a comprehensive database, including raw video footage of the CCTV work. The MMS links to the City s Geographic Information System (GIS) and includes pertinent information such as parcel ownership records, parcel boundaries, and all original engineering as-builts which have been scanned and tagged into the MMS Compliance Documents Documents that support compliance with this section include the following: Preventative Maintenance Program (Appendix I) CCTV and condition assessment records Computer based MMS records Roles and Responsibilities The annual budget contains the chart that identifies the Sewer Division employees who are in place to support Buena Park s collection system assets. The charts for the Sewer Division are updated and published each year as a part of the budget process. The charts identify the management, supervision, and field positions that are responsible for the proactive maintenance program of Buena Park s sanitary sewer system. The adopted annual budget is available for review at City Hall. It will also be made available on the City website at Develop a rehabilitation and replacement plan to identify and prioritize system deficiencies and implement short-term and long-term rehabilitation actions to address each deficiency. The program should include regular visual and TV inspections of manholes and sewer pipes, and a system for ranking the condition of sewer pipes and scheduling rehabilitation. Rehabilitation and replacement should focus on sewer pipes that are at risk of collapse or prone to more frequent blockages due to pipe defects. Finally, the rehabilitation and replacement plan should include a capital improvement plan that addresses proper management and protection of the infrastructure assets. The plan shall include a time schedule for implementing the short- and long-term plans plus a schedule for developing the funds needed for the capital improvement plan Compliance Summary Buena Park has identified and prioritized structural deficiencies in the collection system and is in the process of implementing short-term and long-term rehabilitation actions to address each deficiency. This program includes regular CCTV inspection of sewer pipes and a system Page 23 of 39

25 for assessing and ranking the condition of the line segments and other sewer nodes contained in the system. The rehabilitation and replacement (R&R) plan includes a financial plan that properly funds the R&R of infrastructure assets Compliance Documents Documents that support compliance of this section include the following: Rehabilitation and Replacement Plan Capacity Assurance Plan, July 2005 Sewer System Master Plan, August 2005 Infiltration and Inflow Technical Memorandum, July 2005 City of Buena Park Annual Budget Roles and Responsibilities The chart that identifies those positions responsible for the program to support the System Rehabilitation and Replacement program is contained in Appendix. 5.4 Provide training on a regular basis for staff in sanitary sewer system operations and maintenance, and require contractors to be appropriately trained Compliance Summary The City currently employs three (3) California Water Environment Association (CWEA) certified employees in the Water and Sewer Maintenance Divisions, including two (2) Grade IV operators and one (1) Grade II operator. Two (2) of these employees are currently assigned to the sewer crew. These CWEA certifications are not mandated by any governmental authority, nor are they required by the Waste Discharge Requirement. The City believes that professional training and certifications for our employees are critical to the proper operation of the sewer system, and we therefore encourage our employees to educate themselves and earn these certifications. Re-certification requires twelve (12) hours of continuing education each year. CWEA provides a list of approved training courses that are held at participating colleges, universities and vocational schools. In addition to the CWEA certification program, the sewer crew also attends regular seminars and training classes on subjects such as field operations, safety and awareness, sewer system cleaning methods, and operation of CCTV equipment. Two of the sewer system maintenance crew is also certified by the National Association of Sewer Service Companies (NASSCO) in the Pipeline Assessment Certification Program (PACP) (LACP) and (MACP). Each of the sewer system maintenance crew has also received training on the Co-Permittee developed SSO response procedures that were promulgated under the previous Santa Ana Regional WDR. A cross-training program within the Public Works Department has also been implemented in order to train all water and sewer maintenance personnel to be able to respond to an SSO. This ensures an adequate response when sewer maintenance personnel are not available as first-responders to an SSO event. The City contracts for CCTV work. The adopted annual budget includes funding to continue the five-year CCTV program. The five-year program includes CCTV of the Page 24 of 39

26 entire main-line sanitary sewer system. Upon completion of the five-year program, it repeats again at year one of the second five-year program. In this manner, the entire main line system will be records and assessed every five years. The contract requires that all operators utilized by the contractor are certified in NASSCO PACP Compliance Documents Technical training records are maintained in the official employee files which are located in the City s Public Works Department. In addition, each employee s individual certifications are recorded and referenced to ensure that recurrent training is scheduled and completed in a timely manner. These records are maintained in the Public Works Utilities Division Roles and Responsibilities The Buena Park Utilities Division is responsible for maintaining and updating all Buena Park employee training records for staff in collection systems management, operations, maintenance, and SSO reporting and monitoring. 5.5 Provide equipment and replacement part inventories, including identification of critical replacement parts Compliance Summary The City does not operate any sewer lift stations, pumping facilities or treatment facilities. The City s sewer system is entirely gravity based. The City does maintain on hand an adequate amount of sewer pipe of various diameters in case it is needed for emergency repairs. The City also maintains onsite a wide selection of no-hub fittings, manhole rings and lids, shoring equipment, shields, confined-space breathing apparatus, and other tools and equipment necessary for ordinary and emergency repairs of the sewer system. Our past experience shows that the availability and stock levels of spare parts has been adequate, and no changes are recommended at this time Compliance Documents The equipment and replacement part inventory is included as an Appendix to the City Emergency Response Plan Roles and Responsibilities The Utilities Manager is responsible to establish the equipment and replacement parts inventory and to order such parts as needed. 27 CHAPTER 6 DESIGN AND PERFORMANCE PROVISIONS This chapter references the design and construction standards (guidelines, master specifications, standard drawings, etc.) for new sanitary sewer systems, pump stations, and other appurtenances; and for the rehabilitation and repair of existing sewer systems. Also referenced are commissioning (inspection and testing) specifications for such systems. The Order specifically requires the following actions: 6.1 Develop: (a) Design and construction standards and specifications for the installation of new sanitary sewer systems, pump stations and other appurtenances; and for the rehabilitation and repair of existing sanitary sewer systems; and (b) Procedures and standards for inspecting and testing the installation of new sewers, pumps, and other appurtenances and for rehabilitation and repair projects Compliance Summary The City s Department of Public Works Standard Plans, 2014, are the official construction standards and include Section 3, Sewer Construction Methods and Controls. This information exists and is available for review at the Public Works Engineering counter at City Hall located at 6650 Beach Boulevard. The Standard Plans are available for review and purchase. The City has a program for updating standards and specifications on an on-going basis. These items will be addressed in this document. The current edition of the Green Book The City s engineering and inspection staffs also resort to using the Standards of Practice for the sewer system construction industry when it is appropriate to do so Roles and Responsibilities The positions, roles, and responsibilities of the Design and Performance staff are as follows: Director of Public Works The Director of Public Works also serves as the City Engineer. As such, the Director of Public Works is responsible and authorized to update and revise the City s construction standards as well as to determine the final interpretation and enforcement of the standards. Deputy City Engineer The Deputy City Engineer is responsible to carry out the direction of the Director of Public Works in this regard. The Deputy City Engineer also supervisors the daily workload of the Construction Inspectors. Public Works Construction Inspector The Public Works Construction Inspector is responsible to observe, monitor, inspect and enforce the City s construction standards at construction sites that include new connections to the City sewer system, as well as rehabilitation and repair of existing sewer lines. 29 CHAPTER 7 OVERFLOW EMERGENCY RESPONSE PLAN Under the Order, each discharger shall develop and implement an overflow emergency response plan that identifies measures to protect public health and the environment. At a minimum, this plan shall include the following: (a) Proper notification procedures so that the primary responders and regulatory agencies are informed of all sanitary sewer overflows (SSO) in a timely manner; (b) A program to ensure an appropriate response to all overflows; (c) Procedures to ensure prompt notification to appropriate regulatory agencies and other potentially affected entities (e.g., health agencies, regional water boards, water suppliers, etc.) of all SSOs that potentially affect public health or reach the waters of the State in accordance with this MRP. All SSOs shall be reported in accordance with the MRP, the California Water Code, other State Law, and other applicable Regional Water Board WDRs or National Pollutant Discharge Elimination System (NPDES) permit requirements. The SSMP should identify the officials who will receive immediate notification; (d) Procedures to ensure that appropriate staff and contractor personnel are aware of and follow the ERP and are appropriately trained; (e) Procedures to address emergency operations, such as traffic and crowd control and other necessary emergency response activities; and. (f) A program to ensure that all reasonable steps are taken to contain and prevent the discharge of untreated and partially treated wastewater to waters of the United States and to minimize or correct any adverse impact on the environment resulting from the SSOs, including such accelerated or additional monitoring as may be necessary to determine the nature and impact of the discharge. 7.1 Compliance Summary The City of Buena Park developed a Sanitation Sewage Overflow Emergency Response Plan. Additionally, a portable aeration process has been developed by OCSD for the use of sanitary sewer agencies within their service area. 7.2 Compliance Documents The compliance documents are as follows: 1.
