Proposed and permitted projects typically have major impact on the environment, and high consequences with respect to political, financial or policy factors. Typical projects include, but are not limited to, major channel dredging, surface mining, major port facilities, dredged material disposal sites, highways, bridge approach and causeway fills, large marinas, and commercial, industrial, and/or residential development projects involving structures, dredging or filling in navigable waters, or discharging dredged or fill materials in waters of the U.S. Evaluating complex projects requires all or most or providing advice, which essentially commits the district to a course of action, to potential applicants concerning regulatory requirements.
