1 U.S. FLEET CYBER COMMAND / U.S. TENTH FLEET OPERATIONAL UPDATE Thanksgiving 2015 A few weeks back, I had the privilege, as many of you did, to attend celebrations in honor of the Navy's 240th Birthday. The theme this year, "Ready Then, Ready Now, Ready Always," resonated with me as I thought about Fleet Cyber Command s relatively short history, but the long tradition we are part of. Beginning with the first wireless transmission from a Navy ship in 1899, Sailors and Marines were assigned duties in both communications security and intelligence. During World War I, we prepared for convoy operations and anti-submarine missions in the battle for control of the Atlantic, engaging in "radio intelligence, attempting to track German submarines by direction finding. During the Second World War, the U.S. surprised and defeated the Japanese fleet in the Battle of Midway, due in large part, because of the work of naval codebreaker Joe Rochefort and his radio intelligence unit forging an untrodden path of intercept, signal decoding, language expertise and intelligence analysis. As we were Ready Then, we are Ready Now. While technology has evolved, and will continue to, it is the people - uniformed and civilian - who ensure that day-in and day-out our Navy enjoys freedom of action and decision superiority. This holiday season, I urge you to spend a moment thinking about what you are thankful for - hopefully, that includes those operational forces on watch or deployed away from home, our veterans, and those who have contributed to our legacy. I hope you also will spend time with your family, friends and those important you. As always, thank you all (and your families) for your service and sacrifices to our Navy and our nation. - Vice Adm. Tighe, Commander, U.S. Fleet Cyber Command/U.S. TENTH Fleet Fort Meade, Maryland, November 25, 2015 CTF1010/Naval Network Warfare Command (NAVNETWARCOM) CTF 1010 executes tactical-level command and control of Navy networks and leverages Joint Space capabilities for Navy and Joint Operations. NAVNETWARCOM is a team of military and civilian cyber professionals who operate, maintain, and protect the Navy's portion of Department of Defense Information Networks (DoDIN) as a warfighting platform, supporting global Fleet missions, afloat and ashore.

2 2 CTG /Navy Computers and Telecommunications Area Master Station Atlantic (NCTAMS LANT) NCTAMS LANT s operation of communications and computer technologies is key to ensuring warfighters across Fleet and Joint missions have access to the right information at the right time. Recent examples include: NCTAMS LANT played an integral role in implementing a new certification process for the Navy's Maritime Operations Centers (MOC). During the execution of Operation VIGILANT SHIELD 16, NCTAMS LANT worked closely with the MOC Training Team to plan and execute certification drills that tested US Fleet Forces MOC's ability to respond to C4I system casualties and appropriately report the issues to their chain of command. A total of 92 Communication Analyzers supporting critical Navy Command, Control and Communications (NC3) Planned Maintenance System (PMS) checks were purchased that will replace all obsolete units throughout the entire Atlantic region. The 2M Lab maintained Gold Disk Development status and was the first Shore site to gain this certification. Gold Disks provide Navy-wide standardized test routines used to troubleshoot, repair, and swiftly return critical warfighter systems to operational readiness. Additionally, the cost savings are as dramatic as the asset's return to service; during FY15 total cost avoidance was $220K. Naval Computer And Telecommunication Station Naples Italy (NCTS Naples) NCTS Naples delivers secure and reliable, classified and unclassified, voice, video, and data telecommunications to surface, subsurface, air, and ground forces in support of Command, Control, Computer, Communications, and Intelligence (C4I) for real-world operations and exercises to U.S. Naval, Joint, and Coalition operating forces in the U.S. European Command (EUCOM), U.S. Africa Command (AFRICOM), and U.S. Central Command (USCENTCOM) theaters of operation. Naval Computer And Telecommunication Station Bahrain (NCTS Bahrain) NCTS Bahrain operates and defends mission critical, Navy warfighting network and communication systems supporting U.S. Naval, Coalition, and Joint military units throughout the CENTCOM theater of operations. Two NCTS Bahrain Sailors have been selected to be among the first enlisted females to serve on board submarines. Information Systems Technician 1st Class Jasmine Underwood and Electronic Technician 3rd Class Marcia Morse will report to Basic Enlisted Submarine School in May 2016 with specific rating schools to follow. Naval Computer And Telecommunication Station Sicily (NCTS Sicily) NAS Sigonella won July's Energy Biggest Loser competition by reducing overall energy consumption 11.6% from previous the July. U.S. Naval Computer and Telecommunications Station (NCTS) made the most significant contribution to the win after finding ways to reduce their installation's energy consumption which accounts for 40% of the overall base energy usage Naval Computer and Telecommunications Station Jacksonville, Florida (NCTS-JAX) NCTS-JAX provides secure and reliable telecommunications in support of Command, Control, Computer, Communications and Intelligence (C4I) to U.S. Naval, Joint, Inter-Agency and Coalition operating forces in Southern and Northern Command Theaters of operation. Specific customers consist of ships, submarines, P- 3/8 aircraft, and shore sites throughout the Southeastern Region of the United States. The total workforce consists of 54 military, 24 U.S. Civil Service, and 23 contractors. (continued next page)

3 NCTS-JAX (continued) NCTS JAX completed its FLTCYBERCOM/TENTHFLT Inspector General Command Readiness Inspection successfully demonstrating the command's proficiency in operations, administration, training and mission support capabilities. Of special note, the N15 Training Division received a "Commendable" on its development of an organic CompTIA certification preparation course. This 2-week course, taught by NCTS JAX instructors at little to no cost, has significantly increased the readiness and successful completion of certification exams of NCTS JAX and external Information Dominance personnel to meet Cyber Security Workforce requirements. NCTS JAX will disestablish in December 2015 and transition to Naval Computer and Telecommunications Area Master Station Atlantic Detachment Jacksonville FL. This action will culminate a 25-year history since the 1990 merger of NAVCOMSTA Jacksonville and Navy Regional Data Automation Center (NARDAC) Jacksonville formed NCTS Jacksonville. NCTAMS LANT Det Jacksonville will continue to deliver responsive, resilient, and secure communications systems, providing information superiority for Department of Defense and joint forces in the Southern and Northern Command theaters of operations. CTG /Navy Computers and Telecommunications Area Master Station Pacific (NCTAMS PAC) The NCTAMS PAC team of civilian and uniformed cyber professionals delivers communications, electronic, and information systems support to Joint and Naval operating forces of Commander, USPACOM; COMPACFLT; COMNAVREG Hawaii; and Pacific and Indian Ocean afloat and shore based customers. Recent examples of C4I operating the network as a warfighting platform to ensure command and control (C2) include: In October, NCTAMS PAC sent a team of personnel, in conjunction with SPAWAR subject matter experts, to USS RONALD REAGAN and USS CHANCELLORSVILLE to perform tests and evaluations on all communications systems as well as conducted training for policies, procedures and operation of communications equipment. While onboard the USS RONALD REAGAN, the team was pivotal in establishing the first successful test of Real Time Services (ie. video-teleconferences and phone lines) over Advanced Extremely High Frequency (AEHF) Extended Data Rate (XDR). 3 In preparation for Commander Carrier Strike Group TWELVE s (CCSG 12) transition from Fifth Fleet to Seventh Fleet area of operations, NCTAMS PAC conducted a CAT visit to USS THEODORE ROOSEVELT, USS NORMANDY, COMUSNAVCENT and NCTS Bahrain. The team provided onboard training for USS THEODORE ROOSEVELT and USS NORMANDY on the NCTAMS PAC/Teleport relationship, transport networks, Satellite Access Request/Gateway Access Request (SAR/GAR) process, and communication spot (COMSPOT) reports, establishing a positive rapport with our newest customer in the Pacific. Additionally, the team spent time at the shore facilities comparing cutover lessons learned for improved customer service and quality assurance. In October and November, NCTAMS PAC Makalapa Tech Control Facility provided valuable EHF voice connectivity during a Sea-Launched Attack Missile Exercise (SLAMEX) and Ballistic Missile Defense Exercise (BMDEX) allowing COMPACFLT and Tactical Training Group Pacific (TTGP) San Diego to maintain a secondary means of C2 over units involved in both exercises. Both exercises greatly improved the Navy s BMD Readiness. In October, Wahiawa SATCOM dismounted the largest component of the FSC-78 (X-Band) antenna in preparation for the installation of a second AN/GSC-52B(V5) Modernized Enterprise Terminal (MET) capable of operating in both X and Ka-Bands simultaneously. The parabolic dish of the FSC-78 measures in at 60 feet and 52,500 lbs. De-construction of this antenna will be completed in late December. Installation of the second MET will begin in January.

4 4 Naval Computer And Telecommunication Station Far East (NCTS FE) NCTS-FE delivers communications and information technology services for SEVENTH Fleet and supporting units, U.S. Naval Forces Japan, U.S. Naval Forces Korea, Defense Information Systems Agency and Japan Maritime Self-Defense Forces. The workforce is comprised of 230 military, 85 U.S. Civil Service, and 335 U.S. / Foreign contractor personnel. NCTS FE held its annual Local Network Servicing Center (LNSC) conference October where they tackled many operational topics and issues impacting both the Far East region and the ONE-Net Enterprise. Guest speakers included: opening remarks from RDML Price (Deputy Commander, Fleet Cyber Command/ Tenth Fleet), Mr. Brian Broene (CTF 1010 NETOPS), and a host of other SMEs from around the region. NCTS FE continues to carry the mantel of community service with their full time commitment to supporting The Shinsen Children s Home Shinsen. Over the past few weeks, command volunteers have participated in Shinsen s Orange Ribbon Run (a relay race to promote child abuse prevention), organized loads of spooky fun during Naval Base Yokosuka Halloween night, and organized and prepared a bountiful blessings meal during the annual NCTS FE / Shinsen Children s Home Thanksgiving Dinner event, where CAPT Welsh had the honor of carving one of the six turkeys prepared by CMDCM Horton and ITC Beidleman (N3 LCPO). Train, train, train! Training Assist Visits (TAVs), along with all the operational and mission building tasks, has been high-tempo over the past week for NCTS FE, to include 3M, ULTRA-S, and Financial Management [all of which have been very valuable to the impact to the programs.] NCTS FE DET Misawa NCTS FE DET Misawa is one of NCTS Far East Yokosuka s nine geographically dispersed sites. Its strategic Warfighting Mission is to provide reliable secure communications and information technology services, which are strategically critical for Far East Theater achievements and mission accomplishment. Det Misawa supports Commander, Patrol and Reconnaissance Wing One and deployed aviation squadrons totaling over 380 flights and 2075 flight hours. Det Misawa became one of the first detachments to recently earn and proudly fly the Enlisted Information Dominance Warfare Specialist (EIDWS) pennant for qualifying 98% of the detachment s eligible personnel. Local Network Service Center (LNSC) Misawa completed Far East s first Certification and Accreditation (C&A) under the Risk Management Framework (RMF). This established the standard for future site accreditations and developed a framework for future packages. This landmark C&A marked the third consecutive Approval to Operate (ATO) for the local enclave, demonstrating a commitment to excellence and dedication to mission accomplishment. NCTS DET Sasebo Det Sasebo and the Japanese Maritime Self Defense Force (JMSDF) Sasebo District headquarters combined resources to implement a first ever bi-lateral joint venture that provides enhanced mission assurance, extended synthetic training capabilities, and enabled cost savings across the board for U.S. and Japan afloat assets. The installation of the 12 strand single-mode fiber optic backbone will provide the bridge between the Navy Continuous Training Environment network. 35 personnel who are organic to the NCTS FE workforce consisting of Active duty Sailors, USCS, and Japanese MLC s will provide manpower for this project.

5 5 NCTS FE DET Chinhae Sailors at NAVCOMTELSTA FAR EAST CHINHAE are staying busy with college courses. After the latest joint exercise with U.S Forces Korea and U.S Naval Forces Korea, off-duty education has taken the detachment by storm. Currently, 65% of active-duty Sailors at NCTS FE DET Chinhae are working towards an Undergraduate Degree in Information Technology, thus helping to flourish the 21st century s Information Warfighter. Taking education a step further at NCTS FE DET Chinhae, ITC (IDW/SW/AW/ SS) Brandon Collins (LCPO) and IT1 (IDW/SW/AW) Jason Piao (LPO) are completing classes for their Master s Degree in Information Systems. The triad leaders make it a point to get Sailors the assistance they need from enrollment processes, financial aid assistance, and the basic fundamentals and study tips. Leadership at the command is certainly doing their part in representing the 5th Operational Domain, Navy Cyber. Every great idea starts as a small spark. A Sailor at NAVCOMTELSTA FAR EAST Chinhae was preparing to DRMO outdated equipment when he realized what he could create with the antiquated machines. IT1 (IDW) Adam Kissinger, with the assistance of IT2 (IDW) Thunem, spent well over 100 off-duty hours to build a self-contained, zero-cost, fully operational training laboratory. Possessing a wealth of knowledge in Networking, IT2 Kershner has been designated as the Lab Supervisor. He has been able to incorporate advancement and academic curricula to ensure the trainees stay current in the field. Since its inception, three Sailors have passed COMPTIA exams, including the coveted Advanced Security Practitioner certification. The network itself is comprised of several Dell Computers and Servers completely loaded with zero restrictive access. Naval Computer and Telecommunications Station, San Diego (NCTS San Diego) Naval Computer and Telecommunications Station San Diego operates a robust and secure satellite, network, and strategic communications that enable Navy, Coalition, and Joint forces to exercise decision superiority and optimize warfighting effects that globally deter and defeat aggressors. NCTS SD leveraged Reservist support in preparation of the command s ULTRA-S certification with outstanding results. Reservist Senior Chief Lafoe conducted a comprehensive revision of all drill guides, ensured all watch standers were trained and qualified, and drove numerous scenario driven events. Throughout the training cycle, the NCTS SD Command Readiness Training Team (CRTT) conducted 27 evaluated drills, 7 drill walk-throughs, and two table-top exercises and during the certification, NCTS SD flawlessly executed four drills and showcased many of their communication skills to the NAVIDFOR RTAAG inspection team. The command completed the ULTRA-S inspection with an outstanding score of 96.4%, the highest for any NCTS to date. Additionally, the command completed the 3M Inspection in July, earning a superb score of 87%. In the past six months, the NCTS SD Financial Management Department has grown from a small group of Financial Management Analysts to a full-service and autonomous Financial Management (FM) Department. The department has reorganized from an original cadre of five personnel residing in the N5 Department and exponentially expanded to a department of eleven personnel, including the TACAMO (Take Charge and Move Out) detachment at Tinker AFB. With a meticulously managed FY15 budget of $17M, NCTS SD s Financial Management team has already made immediate and significant contributions to all of the command s mission sets. 6 6 NCTS San Diego (continued) In preparation for the Integrated Operation Center and in support of NIOC SD, NCTS SD has made numerous upgrades this year to ensure facility requirements are in line with growing mission objectives. As the Grace Hopper Service Center Facility Managers, the command s drive towards numerous Echelon I and II initiatives will significantly improve the overall modernization, security, and power for the facility in support of the expansion of current and future mission sets. The NCTS SD Base Communications Office (BCO) provided voice and data support for two Canadian Naval vessels, the HMCS Vancouver and HMCS Calgary. HMCS Vancouver and Calgary are 2 of 12 Halifax-class frigates which combine traditional anti-submarine capabilities with tactical systems to combat surface and air threats. The HMCS Calgary, along with HMCS Chicoutimi and HMCS Vancouver, participated in the October TGEX Joint Naval Exercise of California. CTG /Naval Satellite Operations Center (NAVSOC) NAVSOC is underway with the Fleet every day. Executing on average 193 contacts with 23 payloads on 13 satellites, NAVSOC delivers 24/7, secure, reliable global communications to the Fleet, the Joint warfighter and Interagency. CTF 1020/Navy Cyber Defense Operations Command (NCDOC) NCDOC s mission is to coordinate, monitor, and oversee the defense of Navy computer networks and systems and to be responsible for accomplishing Computer Network Defense (CND) missions as assigned by Commander, U.S. Tenth Fleet and Commander, U.S. Cyber Command. TF 1020 is currently and actively keeping our fighting forces trained and ready for all challenges in the realm of cyber security. Sailors and civilians alike are put to the test when participating in Fleet exercises that leverage both TF 1020 headquarters personnel and TF 1020 deployers. As both teams hone their skills in rapid identification of anomalies in the shipboard environment, proper reporting procedures and deconfliction for all reportable incidents, the Fleet benefits from a more effective defense in depth. NCDOC, in an effort to combat future and current cyber warfare threats, is proud to announce the creation of NERDFEST. This group is an ad hoc think tank convening weekly, with an objective of fostering collaborative analyst exchange regarding current intelligence, long range projects, and deep analytical research. While the group has a particular interest in the review and discussion of early warning analysis of nation-state cyber actors with hostile intent toward the DOD and Navy, topics are wide-ranging and diverse. Since its inauguration in June, guest presenters have included two members of the CNO s Rapid Innovation Cell as well as NSA employees from Fort Meade. NERDFEST participants come from all over the Hampton Roads area. CTF 1020 hosted the first C2X After Action Review (AAR) focused on Defensive Cyberspace Operations as they are evaluated and executed during Optimized Fleet Response Plan (OFRP) milestone events. Participants included NIOC Norfolk, multiple Carrier Strike Group staffs, and other waterfront stakeholders. This is the beginning of an enduring engagement with afloat units to enable a meaningful DCO conversation and mission area improvement. NCDOC recently hosted Mr. August Cole, co-author of Ghost Fleet: A Novel of the Next World War, at the Global Network Operations and Security Center. Mr. Cole shared his thoughts on writing the book, highlighted a few of the conversations and arguments it has sparked, and expounded on recent global trends with audience members attending from a variety of Suffolk-based Navy commands.

7 7 CTG /Navy Information Operations Command Pensacola (NIOC Pensacola) NIOC Pensacola executes cyberspace operations and tailored Signals Intelligence (SIGINT) tasks in support of naval and joint forces and national tasking authorities. The command continues expansion to 300 military and civilian personnel as FY15 and FY16 Cyber Mission Force teams stand-up. NIOC Pensacola's 500, 501, and 600 Combat Support Teams (CST) met Full Operational Capability (FOC) requirements and are certified to provide intelligence support to combatant commander's cyberspace requirements as tasked through Joint Force Headquarters - Cyber Fleet Cyber. Additionally, NIOC Pensacola's FY16 CST has met the critical manning requirement and will meet all other Initial Operational Capability (IOC) requirements by early Spring NIOC Pensacola is building three Cyber Mission Force Cyber Protection Teams (CPT) to plan and conduct Defensive Cyber Operations focused on mission assurance for fleet and combatant commander specific mission areas. Both FY15 CPTs will meet critical manning requirements by early Spring 2016 and should attain IOC by end of FY16. NIOC Pensacola deployed one Sailor to support Operation New Dawn (formerly known as Operation Iraqi Freedom). CTF1030/Navy Information Operations Command Norfolk (NIOC Norfolk) NIOC Norfolk Sailors deploy forward with embarked strike group and amphibious ready group staffs and aboard independent deployers, delivering waterfront electronic warfare and cyber readiness support, and snuring hundreds of systems are groomed, installed, optimized, and certified onboard combatants, guaranteeing warfighters access to the finest specialized collection systems available. Recent NIOC Norfolk contributions include: NIOC Norfolk remains focused on preparing and supporting the Fleet, and is currently augmenting CPR 4 onboard USS Kearsarge (LHD 3) and CSG 8 onboard USS Harry S Truman (CVN 75) with Information Operations (IO) deployers. The deployed team supporting CSG 12 onboard USS Theodore Roosevelt (CVN 71) recently returned from her around-the-world deployment, during which they participated in 123 exercises and conducted 916 MISO broadcasts. Another IO team is supporting CSG 10 as IO subject matter experts onboard USS Dwight D Eisenhower (CVN 69) during the first Surface Warfare Advanced Tactical Training (SWATT) evolution. The Naval OPSEC Support Team (NOST) will soon be releasing an OPSEC App to the Google Play and Apple App store. This App will feature easy access to terms and definitions, references, assessment support options and "How to" instructions. A primary feature will include the ability to complete "Uncle Sam's OPSEC" GMT and receive credit for completion via FLTMPS. CTG /Navy Information Operations Command (NIOC San Diego) NIOC San Diego's EWTGU technical expertise and Fleet-honed instruction led to the successful accomplishment of 29 underway and inport Atlantic and Pacific Fleet AOR Basic and Integrated Phase training events in support of CCSG 15, CSG 4, and Tactical Training Group Pacific (TACTRAGRUPAC). EWTGU teams 11 READ-E 3 Assessments and the Surface and Mine Warfare Development Center's (SMWDC) second Surface Warfare Advanced Tactical Training (SWATT) events, which included unit-level training on Own Force Monitoring equipment and tactics at the unit and staff levels. Fleet Electronic Support (FES) completed 32 installations and removals and 14 Technical Assist Visits of Cryptologic Carry-On Programs (CCOP) for 11 Pacific Fleet Navy and Coast Guard vessels and deployed four personnel in support of three Independent Deployers and one Individual Augmentation requests. 8 8 NIOC San Diego (continued) The Cyber Department and Navy Blue Team at NIOC San Diego performed three Stage II and Stage III Cyber Security assessments on shore commands and afloat combatants across the Pacific AOR. Their efforts led to the identification of 494 network incidents and the mitigation of 144 network security vulnerabilities on 714 hosts. The Navy Blue Team has helped strengthen and advance Information Dominance Warfare area in the AOR, has directly influenced the Navy's network security posture in the Pacific, and has ultimately increased overall hardening of the DOD Information Network. The NIOC San Diego Information Operations Direct Support shop continues to support Navy Operations around the globe and currently has three deployed detachments supporting multiple Carrier Strike Groups (CSG) and Amphibious Readiness Groups (ARG) worldwide. Recent operations include: ESSEX ARG conducting POTUS support missions in SEVENTH Fleet, RONALD REAGAN CSG is supporting ANNUALEX 16, and GEORGE WASHINGTON CSG is supporting UNITAS LANT. We also have three detachments gearing up to support the BOXER ARG, BONHOMME RICHARD ARG, and the JOHN C STENNIS in the near future deployments. NIOC San Diego plans shop has been busy supporting COMPACFLT and COMUSPACOM Operational Plans development, while also supporting several high-level events. These include the CNO sponsored Global series of wargames, the USFFC, CPF sponsored Naval Integrated Fires Capability (NIFC) series of wargames, and Exercise Valiant Shield 2016 planning. CTG /Navy Information Operations Command (NIOC Whidbey Island) NIOC Whidbey Island Signal Analysts deploy on air, land, and sea to provide tailored Signals Intelligence for the U.S. military. Their ability to maneuver throughout the communications spectrum allows them to derive adversary intent to aid decision makers. NIOC Whidbey Island Sailors CTR1 Bigwood, CTR2 Coy and CTM2 Goebel participated with the Army's 2-2 Striker Brigade Joint Air Attack Training (JAAT) Exercise in Yakima, Washington on October 26. The Sailors are fully integrated into Army's battle rhythm during the exercise - including sleeping in tents and eating MREs. The Exercise spanned a multi-day, Force-on-Force scenario, with one-day's entire focus on Electronic Warfare (EW). During the EW Phase, NIOC Whidbey Sailors acted as the Opposing Forces for EA-18G targeting and provided visual and audio confirmation of Electronic Attack (EA) to the Brigade Commander. This participation helps to increase the working relationship with Army EA units and further develops NIOC Whidbey Island's EA expertise in Joint operations. 9 9 NIOC Whidbey Island (continued) NIOC WI's Weapons and Tactics Unit (WTU) supports Naval surface vessels in their development of EMCON tactics for surface ships. Recently the WTU participated in a combined effort with the USS Stennis, VQ-1, SPAWAR, and NWDC to identify emissions during a live environment. This is the first time that the WTU had fulfilled such a role. During the evolution, Sailors from the WTU also worked with Johns Hopkins and NCWDG to assess and update the EP-3E Information Operations capabilities. In addition, NIOCWI qualified its first Aircrewmen as a Fleet NATOPS Evaluator (FNE) for the Special Signals Operator Position, which marks the final qualification in transfer of the flying CTR mission to NIOCWI. NIOC WI Fleet Electronic Support (FES) CTM Sailors continue to strengthen the partnership between NIOC WI and VQ-1, and they are playing a direct role in the success of cryptologic operations worldwide! In the last few months, the CTMs first experienced the thrill of flight aboard the EP-3E as they embarked on an initiative to provide cryptologic equipment expertise to the VQ-1 maintenance team. Due to the stellar contributions made by the FES team and a desire to improve the equipment readiness aboard the EP- 3E, VQ-1 recently requested the flying CTMs enroll into the NATOPS Aft-Observer and In-flight Technician PQS. Once completed, these qualifications will provide the CTMs more autonomy when troubleshooting cryptologic equipment onboard the aircraft, and also continue to bolster the relationship between C10F and Naval Air community. Navy Information Operations Detachment Groton (NIOD Groton) NIOD Groton provides Fleet Electronic Support to U.S. submarines, ensuring hundreds of systems are installed, certified, and maintained to deliver world-wide intelligence, surveillance, and reconnaissance capabilities. A team of 4 NIOD Sailors have been diligently working over the last month to finalize a last minute critical equipment modification onboard one U.S. Submarine in order to provide enhanced, cutting-edge battlespace awareness capabilities for upcoming missions. NIOD Sailors are currently deployed around the world providing underway maintenance expertise onboard multiple submarines in support of Chief of Naval Operations special mission tasking vital to national security. NIOD Sailors are currently supporting Submarine deployment preparations out of four different home ports, working to ensure Information Warfare Direct Support Equipment is installed ahead of demanding schedules and certified with effective cyber security processes. NIOD Sailors are developing a first of its kind training program for next-generation submarine systems, standardizing evolving maintenance support knowledge requirements and driving formal curriculum adaptation. CTF 1040/Navy Information Operations Command Texas (NIOC Texas) NIOC Texas Sailors and Civilians in the Fleet Information Operations Center (FIOC) continue to provide Information Warfare expertise and fulfill direct support operations around the world. Sailors from the FIOC deploy to directly support national and theater level requirements, while the CTF 1040 Battle Watch provides reach back support and Indications and Warning for multiple USN, USCG, and allied vessels, ensuring vessel safety and directly enabling mission success. Additionally, Sailors in the NIOC Texas Service Cryptologic Component continue to support and satisfy National priorities with technical and professional expertise.

10 CTF 1050/Navy Information Operations Command Georgia (NIOC Georgia) NIOC Georgia is a subordinate command of U.S. Fleet Cyber Command and comprises Task Force 1050 of the U.S. 10th Fleet. Based at Fort Gordon, its mission is to provide Information Warfare and Cryptologic expertise and personnel to Fleet Air, Surface, Submarine and Special Warfare Combatants and to provide reachback and extended staff support to U.S. CENTCOM and EUCOM Joint Forces Maritime Component Commanders. As we prepare to enjoy the holiday season with friends and families, we want to remember our forward deployed shipmates. Currently, NIOC Georgia has Sailors serving in Greece, Iraq, Afghanistan, Jordan, Djibouti, and Bahrain as well as serving aboard air, surface and sub-surface vessels throughout FIFTH and SIXTH Fleet AORs. We thank them and their families for serving and keeping America safe this holiday season! 10 NIOC Georgia continues its commitment to educating and preparing Sailors for rapid deployment around the globe. Its Fleet Familiarization program allows Sailors with little to no experience at sea, the opportunity to spend a few days learning what their forward deployed shipmates do on a daily basis. In the most recent iteration, the crew from NIOC Georgia had the unique opportunity to bring the Deputy Director of NSA/CSS Georgia to join them at sea onboard USS EISENHOWER (CVN-69) to see firsthand Carrier Strike Group Operations and how NIOC Georgia Sailors are contributing to intelligence & cryptologic operations. A group of over 50 NIOC Georgia Sailors, led by CTIC Santos Colon, Jr., volunteered for the Navy Junior Reserve Officer Training Corps competitions held at three local high schools this October. Sailors participated as judges for color guard, armed and unarmed regulation drill, uniform inspection, and physical fitness. Officers from the NIOC Georgia Wardroom assisted with a regional competition this month as judges and presiding officers. Fall has found the Fort Gordon Navy Choir quite busy, in support of member retirements and a variety of community events. They performed at the opening and closing ceremonies for the annual Ft. Gordon Tribute to the Fallen, as well as the 6 November Prayer Luncheon hosted by the Fort Gordon Chaplains office. Over 600 Sailors from NIOC Georgia donned their formal best to celebrate the Navy s 240th birthday during a ball held at the Augusta Marriott hotel Oct 2nd. The ceremony commenced with comments by Captain Michael Vernazza, commander, NIOC Georgia, who emphasized the significance of forward presence and focused on this year s theme, Ready Then, Ready Now, Ready Always. The evening s guest speaker, Brigadier General Karen Gibson, Deputy Commanding General, JFHQ-C, highlighted her positive experiences with Sailors during her 29 years of service and expressed appreciation for their significant contributions and sacrifices. On October 5th, NIOC Georgia's Commanding Officer, Captain Michael Vernazza, and Executive Officer, Commander Harold Cole, joined the Navy Federal Credit Union's (NFCU) Grovetown Branch grand opening and ribbon cutting ceremony. At the ceremony NFCU presented a check to the Fort Gordon Christmas House Campaign which directly supports military families in need during the holidays.

11 11 CTG /Navy Information Operations Command Bahrain (NIOC BAHRAIN) Navy Information Operations Command (NIOC) Bahrain/Task Group is Fleet Cyber Command/ TENTH Fleet's forward deployed task group in the U.S. Central Command Area of Responsibility (AOR). Collocated with Commander, U.S. Naval Forces Central/Commander, FIFTH Fleet, in Manama, Bahrain, NIOC Bahrain executes Information Warfare (IW) operations in support of fleet, theater and national tasking. As the community's regional experts, NIOC Bahrain produces and disseminates real-time threat warning and timely, relevant intelligence tailored to assist theater commanders in making operational decisions. In September and October, NAVIOCOM Bahrain Aircrew flew 30 missions in support of Operation INHERENT RESOLVE and Maritime Security Operations, satisfying CENTCOM and NAVCENT requirements. Additionally, four Sailors were awarded with Air Medals in recognition of 250 combat-rated flight hours. In September and October, NAVIOCOM Bahrain deployed eight Sailors aboard eight ships in the CENTCOM AOR. Two NAVIOCOM Bahrain Sailors, CTI2 Pope and CTR2 Odom were TAD providing support to Operation INHERENT RESOLVE. NAVIOCOM Bahrain had the highest percentage selection rate to Chief of all Commands in Fifth Fleet. NAVIOCOM Bahrain's newest Chiefs are CTRC Bryan Burcham, LSC Chris Ervin, CTRC Patrick Harbin, YNC Brynie Johnson, and ITC Tamali Teague. CTF1060/Navy Information Operations Command Maryland (NIOC MD) NIOC MD s primary mission is to conduct information operations and to provide cryptologic and related intelligence information to the Fleet, Joint and national commanders. On Sept. 25, Capt. Jeffrey S. Scheidt relieved Capt. Donald E. Elam as commander, Navy Information Operations Command (NIOC) Maryland on Fort George G. Meade s McGlachin Parade Field. Elam held a retirement ceremony immediately following the change of command. Capt. Scheidt now commands more than 2,500 Sailors attached to NIOC Maryland. On Nov. 11, service members stationed at and around Fort Meade participated in a Veterans Day Honor Flight at Baltimore/Washington International Thurgood Marshall Airport in Baltimore, Md. The volunteer program honors veterans who served in World War II, Korea, and Vietnam by flying them to see memorials built in their honor in the Washington, DC area. It was the single largest participant turnout of the year for the Honor Flight program in the DC area with more than 250 volunteers offering support from regional commands including Navy Information Operations Command (NIOC) Maryland and U.S. Fleet Cyber Command. Twenty-six veterans participated. CTF 1070/Navy Information Operations Command Hawaii NIOC Hawaii focuses on developing qualified personnel to work the National mission as well as delivering Information Warfare capabilities to the Fleet. CTG /Navy Information Operations Command Yokosuka (NIOC YOKO) NIOC Yokosuka's team consisting of 88 Sailors and civilians who provide and deploy trained Information Warfare (IW) officers and cryptologic enlisted personnel, expertise, and equipment to support Signals Intelligence (SIGINT), Information Operations (IO), Fleet Electronic Support (FES) functions, Global Signals Analysis Lab (GSAL) functions for naval and coalition forces assigned to Commander, SEVENTH Fleet in the Western Pacific theater.

12 12 CTF1080/Navy Information Operations Command Colorado (NIOC Colorado) Embedded throughout the Aerospace Data Facility Colorado (ADF-C), Navy Information Operations Command (NIOC) Colorado Sailors assist in the operation and oversight of $10B in national assets to provide 24/7 indications and warning support to National Decision Makers, Fleet and partner nation warships, and warfighters deployed throughout the world. Collaborating in a multi-service, multi-agency, and international work force environment allows for near real-time Force Protection, Personnel Recovery support, Combat Search and Rescue, and all-source collaboration to meet Fleet and Joint intelligence requirements. On November 1, 2015, NIOC Colorado celebrated its 20th anniversary. The command s establishment as Naval Security Group Activity Denver on November 1, 1995, marked the advent of the Rocky Mountain Navy and the beginning of a proud history of partnership and collaboration with Aerospace Data Facility - Colorado (ADF-C). Originally manned by just over 30 Sailors, the command has since grown to over 300 strong and its mission has continued to evolve. The command s most recent philosophy represents the latest shift, with an increased focus on supporting forward deployed combat forces encapsulated in the words Discover, Analyze, Engage. NIOC Colorado looks forward to another 20 years of cryptologic excellence, support to combat forces, and partnership with ADF-C. On November 3-4, NIOC CO hosted an NWDC Battlespace Awareness Conference. Conference attendees included representatives from NWDC, CTF-1080, OPNAV N2/N6, TENCAP, USFF, NSMWDC, NNWC, PACFLT, and SCC LANT. The two-day event included a site overview and a review of National Technical Means capabilities available to the fleet. CTF 1090/Navy Cyber Warfare Development Group (NCWDG) NCWDG, as the Navy's Center for Cyber Warfare innovation, is a command of about 210 Sailors and civilians directed by Fleet Cyber Command/TENTH Fleet to discover and exploit adversary vulnerabilities and deliver cyber tactics and capabilities to the Fleet. NCWDG held an Industry Day, on 27 and 28 October, with 15 companies in order to brief them about several ongoing and future project efforts and discuss competitive Requests for Proposals (RFPs). Companies also received feedback on previously competitive tasks. Industry participants provided positive feedback on the depth of information provided. NCWDG N2 personnel provided all-source fusion analysis for vulnerability discovery, supporting development and acquisition of advanced information system technologies. Sailors provided intelligence support for Information Operations (IO) capability development, with specific focus on future adversary intelligence, surveillance, and reconnaissance (ISR), command and control (C2), and weapons platforms. NCWDG N2 personnel provided linguistic, engineering, and intelligence support to Command projects and other IC partners through requests for information, including translations, open source research, and modeling. Sailors' efforts included several translations for multiple projects across three AORs and projection modeling and engineering research to aid in countermeasure development.
