1 DEPARTMENT OF THE NAVY OFFICE OF THE CHIEF OF NAVAL OPERATIONS 2000 NAVY PENTAGON WASHINGTON, DC Canc frp: Nov 2006 OPNAV NOTICE 5450 Ser DNS-33/5U From: Chief of Naval Operations Subj: DISESTABLISH COMMANDER, NAVAL SECURITY GROUP COMMAND (COMNAVSECGRU), FORT GEORGE G MEADE, MD; RENAME AND REALIGN ALL SUBORDINATE NAVSECGRU COMMANDS AND DETACHMENTS Ref: (a) OPNAVINST D (b) OPNAVINST C (c) OPNAVNOTE 5400 of 18 Jun Purpose. To approve disestablish of subject echelon two shore command and associated realignment and renaming of commands and detachments assigned to the Chief of Naval Operations (CNO) per reference (a). 2. Background. The disestablishment of subject command is part of the integration of NAVSECGRU functions into Naval Network Warfare Command (NAVNETWARCOM) as one of the CNO initiated echelon 2 realignments/consolidations. NAVSECGRU Service Cryptologic Element responsibilities will now be performed by the Information Operations Directorate (IOD) of NAVNETWARCOM. All subordinate Naval Security Group Activities (NAVSECGRUACTS) and Naval Security Group Detachments (NAVSECGRU DETs) will be renamed Navy Information Operations Commands (NOICs) and Detachments (NIODs). Additionally, the Information Operations mission and resources of NAVSECGRUACTs Norfolk and San Diego will be combined with the FIWC and FIWC Detachment, respectively, to form the NIOCs at the those two locations. 3. Organizational Changes. Disestablish Naval Security Group Command and realign and rename its subordinate commands effective immediately. The following applies: a. Master Update Authority, Honolulu, HI will delete and revise the Plain Language Addresses (PLA) in the Central Directory Component effective immediately unless otherwise directed via official correspondence. Correspondence concerning the PLA should be forwarded to NAVNETSPAOPSCOM (Code N31), 5280 Fourth St., Dahlgren, VA Renamed activities and detachments will file the appropriate Form 509 with servicing Defense Messaging Service (DMS) communications centers to insure immediate update of PLA in the DMS system. c.
