2 PROSPECTUS Title Place Regional Workshop on Observing a Nuclear Emergency Response Exercise of a Local Government Hokkaido, Japan Date October, 2013 Deadline for Nominations 9 August 2013 Organizers (IAEA) in cooperation with Japan Atomic Energy Agency (JAEA) Background In the context of ensuring a high level of emergency preparedness, it is well recognized that conducting regular exercises contribute significantly in this regard. Since the response to a nuclear emergency is relatively more complex and involves various agencies, such exercises also test their preparedness and generate lessons for further improvement in the preparedness plans. The countries from the region that are planning to develop nuclear power programmes as well as other countries which have significant radiation related activities would therefore need to have effective nuclear / radiological emergency preparedness and response mechanisms. Towards this end, creating opportunities to observe emergency response exercises is an important and valuable contribution The Local Government authorities in Hokkaido intend to conduct a nuclear emergency response exercise simulating the response to an emergency arising out of a nuclear power plant accident. JAEA intends to use this opportunity to facilitate members of the ANSN to observe the exercise first hand and draw lessons and acquire knowledge which can be put to use in their respective countries. Target Audience Working Language Qualifications The workshop is targeted at emergency response personnel from the ANSN member states. They could be from any of the response organizations such as the law and order officials, health officials, technical personnel including radiation safety experts, etc. English Candidates should be senior personnel from organizations that play significant role in the response to a nuclear or radiological emergency in their countries. They could be from the regulatory authority, the national authority which coordinates the response to major emergencies, radiation safety personnel and officials from other agencies like the law and order, civil defense, firefighting, health, etc. who will have a role in the response to a nuclear or radiological emergency 2

3 As the workshop will be conducted in English, participants should have sufficient proficiency to follow lectures and express themselves in this language without difficulty. Objectives of the Workshop Nature of the Workshop Application Procedure Arrangements The purpose of the workshop is to observe the nuclear emergency exercise, share observations, experience and knowledge so that they can be used to improve emergency preparedness and response plans in respective member states. The workshop will consist of presentations from on the Nuclear Emergency Preparedness and Response System in Japan, about the Exercise itself, visits to various locations to observe the exercise, presentations by participants about their observations and a summary of all the comments and observations of the exercise. There will also be presentations and discussions on the IAEA s Manuals on Exercises. Prospective participants should first apply through the ANSN website ( If requested by the national authorities, the completed Nomination Forms should then be endorsed by and returned through the established official channels (Ministry of Foreign Affairs, National Atomic Energy Authority, or office of the United Nations Development Programme). They must be received at the IAEA,, PO Box 100, 1400 Vienna, Austria, no later than the nomination deadline. Nominations received after that date or applications which have not been routed through one of the aforementioned channels cannot be considered. Nominating governments will be informed in due course of the names of the selected candidates and will at that time be given full details on the procedures to be followed with regard to administrative and financial matters. 3
