Dr. Bragdon, a former Captain in the U.S. Army, has over 40 years of academic experience, research and consulting in the fields of urban planning, sustainability and transportation, economic development, homeland security-resilience, and simulation (3-D/4-D). Academic positions have included Professor, Dean, and Vice-President at Georgia Institute of Technology, Florida Institute of Technology, and Distinguished Professor at Emory University, and Auburn University. Dr. Bragdon developed a consortium of 16 universities; creating the Center for Intermodal Transportation Safety and Security (ITSS), the first center of its kind in the world, and served as its Executive Director. Dr. Bragdon is also the Founder and President of the Global Center for Preparedness and Resilience. GCPR is a global think tank dedicated to integrating the preparation for and response to human and natural disasters and supporting the economic, social, and physical well-being of the world s population and the human biosphere. Dr. Bragdon has authored and written chapters for twelve books and over 100 articles on these subjects. He has presented at over 150 invited lectures worldwide and has been the Principal Investigator (PI) on over $60M of research. His book, Transportation Security has been adopted by over 100 universities and the Department of Homeland Security. He has been an advisor and consultant to two U. S. 3 Col. Gary D. Eppler, USAF (Ret) There are many things underway with your MOAACC. Among them are the establishment of the MOAACC Information Technology (IT) function led by Bob Hanrahan with Mike Schroeder, Treasurer, Dan Smith 1VP and me forming the initial committee. Initially the goal was to modernize the web site and to possibly reestablish the capability of handling credit card transactions again. However, we are looking to develop a MOAACC Integrated Business Management System (IBMS), also in the interest of improving membership service, recruiting, reservations, donations, and event monitorship & reporting prior and after events. The web site credit card capability needs to be integrated with the IBMS to have efficient processing and to reduce the man-hours MOAACC has spent in the past to plan, execute and report on activities. Because of the Board s guidance to add social events in the late afternoon & early evening, and possibly on the weekend, we hope to increase the volume of events/activities by at least 50 percent. Taking on such a large additional task will only increase the man-hours required unless we find ways to automate things we do manually now. The current concept is to obtain a basic business system that would allow for the integration of off-the-shelf software to meet our needs. Bottom line: make sure the web site credit card function can integrate with the IBMS without writing code for the transfer of data. ARE YOU INTERESTED IN HELPING? CONTACT BOB HANRAHAN, Another initiative is eliminating as many single chairman committees/events as possible. No, none of you are fired! We just want to get you some help. Currently, we have several extremely critical functions where the leader does not have a back up. For example, The Intercom editor, Luncheon Coordinator, Legislative Liaison, Student Affairs (ROTC/ JROTC), Survivor Assistance, Auxiliary, and Public Affairs functions, just to mention a few of the more than 18 functions having only one leader. This situation, coupled with the problem of finding replacements, causes MOAACC members to experience burn out and can adversely impact continuity. An organization like MOAACC should not be in this position. AGAIN, ANY VOLUNTEERS? CONTACT ONE OF THE OFFICERS. Membership growth above our stated goal is paramount. So, until membership grows, we will request members to volunteer for these as well as some new committees/functions like Service Liaisons and Quartermaster. New and experienced members will be asked to complete an individual interest and experience survey. This will greatly enhance MOAACC s ability to match member interest/experience with functions now and into the future. Recently, two new members provided such information and we were able to match them up with meaningful responsibilities. This process has been discussed before but never implemented, August was the start month! Now that summer is over, vacations completed, etc. Let s get to work to spread the word about MOAA and MOAACC under our motto Never Stop Serving. By RADM Wayne Justice, USCG (Ret) Greetings engaged MOAACC members! Great news to report from MOAA National - the recently released final report on the FY 2019 National Defense Authorization Act (NDAA) released by Congress yesterday was a major win for MOAA s advocacy efforts across the board. The bill is on track to be signed before the start of the fiscal year. This is a major achievement, especially considering the last time this happened was over 20 years ago in the FY 1997 NDAA, according to Politico s Morning Defense briefing July 24. Early passage of the bill would also prevent the need for another continuing resolution and provide much needed stability to DoD; defense leaders have been asking for this for years. Some wins in the final defense legislation that align directly with MOAA s key legislative goals are: A full 2.6-percent military pay raise, which matches the administration s request. The raise is the largest in eight years and is consistent with private sector wage growth. This raise only keeps pace with current wage increases and leaves those who are currently serving with a residual pay-raise gap of another 2.6 percent left over from reduced pay raises in FYs 2011, 2012, and Increased end-strengths for the armed services over FY 2018 levels. This will put the armed services and the nation in a better position to deal with ever changing and challenging global mission requirements as outlined in the new defense strategy. Authorized new end strengths are o 487,500 in the Army; o 335,400 in the Navy; o 186,100 in the Marine Corps; and o 329,100 in the Air Force. No reduction in Basic Allowance for Housing. No new TRICARE fees. On the TRICARE fees- National continues that many in Congress also saw these increases as an erosion of military beneficiaries earned benefits, which have been earned through careers of Continued on page 14 3

Cdr Garland served as the Weapons Engineering Officer of HMS Conqueror, one of the first submarines deployed to the South Atlantic and the submarine which attacked and sunk the cruiser ARA Belgrano on 2 May 1982 during the Falklands War. Cdr Garland spoke about the brief war between Great Britain and Argentina over the sovereignty of the Falkland Islands from a submariner s perspective. The regular meeting of the Current Affairs Forum scheduled for Thursday, 20 September 2018, has been cancelled. Weaver, USA (fmr) Our Cape Canaveral Chapter is the best (and the biggest) in the country because we have members who are willing each year to take on roles beyond passive membership to make it so. It is no accident that we have great programs supporting our three pillars of Legislative Advocacy, Social Engagement and Philanthropic Outreach. We all want to keep these programs going and we need you to consider helping us sustain MOAACC s success. Your nominating Committee this year is: Donn Weaver (Chairman), ; Ros Bates, ; and Brian Whalen, We have set a deadline of 15 October 2018 to identify candidates for election in November for 2nd VP and four Board Positions as well as other key positions. Please contact any member of the nominating committee if you are interested in one of the positions, and we can provide more details and/or connect you with members who have held those jobs in the past. In addition, we hope you will consider volunteering to join various committees, especially those with only one person now chairing. Please also help us to reach out to other MOAACC members you know well and suggest a lead we can follow up or have them call us. Thank you. Next month we will have a full list of committee positions being sought as the current MOAACC Board refines some of those positions which you can check out on page 2. Do not forget that the Scholarship Corporation and Good Deeds Foundation offer positions of real impact beyond MOAACC itself. Most members of those fine groups also have other jobs for MOAACC, so if we can get more members engaged we can truly spread out the workload and shorten the time some have stayed in their positions. 6

The definition of Disability Compensation (according to the VA website at is a tax free monetary benefit paid to Veterans with disabilities that are the result of a disease or injury incurred or aggravated during active military service. Compensation may also be paid for post-service disabilities that are considered related or secondary to disabilities occurring in service and for disabilities presumed to be related to circumstances of military service, even though they may arise after service. I have assisted many Surviving Spouses who have told me their deceased veteran spouse had served in Vietnam and developed one of the life-threatening illnesses later in life that are on the presumptive Illnesses list (read about the list at: Unfortunately, a number of these spouses also have told me their deceased spouse was in the process of filing a disability claim but passed away before the claim was submitted!!! This is heartbreaking for the Veteran, but especially for the surviving spouse since It can make a difference in the survivor benefits a surviving spouse can receive! The Agent Orange Act of 1991 said that if a veteran served in Vietnam between 1962 and 1975 and has a disease that has been associated with exposure to Agent Orange, they are automatically presumed to have a been exposed to it and therefore qualify for disability compensation. Very recently the House of Representatives unanimously passed legislation called the Blue Water Navy Veterans Act of 2018 that would extend VA benefits to approximately 90,000 sailors who served off the coast (i.e. were within 12 miles of the coast) during the Vietnam War, some of whom have been fighting for years to prove their illnesses were caused by exposure to Agent Orange. This month s Survivor Assistance Lesson Learned is that if you believe you are eligible for receiving Disability Compensation, contact the VA ASAP to start the process!!! It can make a difference in the survivor benefits a surviving spouse can receive! Also, be sure to contact your Senator and ask him to support the process of getting the Blue Water Navy Veterans Act of 2018 through the Senate and on the President s desk ASAP! Submitted by COL John C. Murphy, USAR Ret When a person becomes incapacitated they can be vulnerable to abuse and exploitation. Much of the potential for abuse and exploitation can be eliminated by selecting who will make your financial and medical decisions before your incapacity. It is never too early to plan for incapacity. Estate planning is more than having a Will or Trust. Another part of estate planning involves lifetime management. That is creating legal documents that give authority to specific people in your life if you are alive but incapacitated. Those documents include a Durable Power of Attorney, Health Care Surrogate, Living Will and Pre-Need Guardian. In all estate planning documents, you build in a succession plan by naming at least a primary and an alternate agent in the financial and medical documents. You might have someone who s great with finances but not great with medical decisions, or vice versa. The people chosen could be one and the same but can also be different sets of people. A Durable Power of Attorney (DPOA) lets the chosen person manage your assets and finances. In Florida, a power of attorney (POA) is effective the moment it is signed. Normally, a POA ends if the person it represents becomes incapacitated. Although, a DPOA remains effective even if a person becomes incapacitated. Advance Directives lets the chosen person make important health-care decisions if you cannot, so the documents become effective upon incapacity. An advance directive is a document by which a person makes provision for health care decisions in the event, in the future, he/she becomes unable to make or articulate those decisions. There are two main types of advance directive, the Health Care Surrogate (POA for health care) and the Living Will. A Living Will states your wishes if you are on life support or have a terminal condition. A Pre-Need Guardian (PNG) designates who will serve as a person s guardian if he or she ever is determined to be incapacitated by a court. If a guardianship action is filed it could strip away all your rights, cause unnecessary delays and cost between $5-8,000. Naming a PNG is important because it allows someone to have the final say over who his or her guardian will be if they ever need one. The person(s) named in the pre-need guardianship document should be a person that you can trust to manage your person (medical) and/or property (financial) needs. You can appoint separate person(s) for person and property. The PNG can list multiple people in the order of preference for both person and property. Take steps to eliminate the vulnerability to abuse, exploitation or having your rights striped away in guardianship. Your first step is to create an estate plan which includes the documents which cover lifetime management. 7

8 GOOD D EEDS OOD EEDS FOUNDATION For the past eight months you have seen examples in the Intercom of your Good Deeds Foundation (GDF) supporting the community in many ways in Next month, we will offer a detailed breakdown of our 2018 GDF Impact List which will show the activities completed so far. This year we hope to distribute more than $30K to benefit hundreds of youth organizations, veterans programs and local active duty junior enlisted personnel in dozens of different grants. The GDF has grown steadily since it was created in 2014 and established as a separate 501c3 the following year. To sustain that success, MOAACC s GDF relies on three separate ways to raise funds: The annual GDF Golf Tournament which this year will be held on 01 December 2018 at the Cocoa Beach Country Club; the donation envelope drive via The Intercom which will run in the October and November Intercom editions and a new outreach to the business and others in the community beyond MOAACC. GDF began in a way over 20 years ago when MOAACC started annual funding to the PAFB Operation WarmHeart, something we will do again in December. In August the First Sergeant s Council of PAFB presented MOAACC/GDF a special plaque of appreciation and offered great stories of how our support has helped so many junior enlisted and family members over the years. See the photo from that special event. GDF has a new address to better handle our community outreach. Even if you are not a golfer, 01 December should be a great day this year. So, after a wonderful Scholarship Year, let s think philanthropy again and consider how you can support the GDF the rest of this year. Weaver, USA (fmr) President, MOAACC Good Deed Foundation On July 17, Stephen Weaver, co-founder of CHUTE, a company created as part of his academic program at Grove City College in Pennsylvania, presented a $250 donation to the Good Deeds Foundation (GDF) of MOAACC. CHUTE uses old military parachutes to create bags and bandanas for sale online at chuteshop.com. Though the class is over, the company goes on. CHUTE plans to employ veterans in need to sew the products and continue to donate a portion of their proceeds to veteran groups. The first six months of set up and initial production included a plan to support veterans in Brevard, home of Stephen s grandparents, Donn and Jeanne Weaver of MOAACC. Future donations will go to Pittsburgh area veterans. One of the first things I need to do is revalidate our speakers roster. 13 Submitted By CH (MAJ) Bill Adams, USAR (Ret) I have a not-so-popular topic for your consideration: Death. We avoid this notion like the plague. As philosopher Woody Allen put it, I m not afraid to die; I just don t want to be there when it happens. But there is eternal value in embracing the terminal reality that each one of us faces. In the biblical book of Ecclesiastes, King Solomon goes after this idea. Grabbing the reader s attention with shock and awe, Solomon declares, Vanity of vanities...vanity of vanities, all is vanity! (Ec.1:2). Vanity translates breath or vapor and indicates that while this life is like a candle that burns, it is more like the smoke that dissipates when once the flame is extinguished. The sage wants us to know this temporal life is but a breath in light of eternity. Consider the relatively short span between two breaths: The first we took at birth; the last we ll take at death. We are dependent on God for every gasp of oxygen in between. And what of that last breath? Try this little exercise: Stop yourself from breathing (just for a moment!) and imagine that you ve breathed your last. In that near death moment, think about how you ve lived, how you ve loved, and if you re ready for eternity. Solomon the Wise adds, There is no more remembrance of the wise than of the fool forever since all that now is will be forgotten in the days to come. And how does a wise man die? As the fool! (Ec.2:16). It seems the wisest man figured out that all of us, clever or not, end up at the same death s door, pass beyond it, and are easily forgotten. Now, none of this is to lead us to despair! Rather, it should provoke us to seek the source, the giver of life...for there has to be something more than this fleeting breath of vapor. I searched that out and found answers when I was a young man in the Army. Since then, as a Christian, I ve been able to live by the maxim, To live is Christ, and to die is gain (Philippians 1:21). That s got me living in light of eternity. How about you? All flesh is as grass, and all the glory of man as the flower of the grass. The grass withers and its flower falls away. But the word of the Lord endures forever (1Peter1:24-25). MOAA is grateful for the opportunities to meet with Congressional leaders to discuss the impact these fee increases would have had on millions of beneficiaries. Specifically, meetings with Senate Armed Services Committee Ranking Member, Senator Jack Reed (D-Rhode Island), Chair Mac Thornberry (R-Texas) of the House Armed Services Committee, Chair Mike Coffman (R-Colo.), and Ranking Member Jackie Speier (D-Calif.) from the Military Personnel Subcommittee, led to the support necessary to ensure these increases were not in the final bill. The critical exclusion from the legislation is an enormous success, and largely is successful thanks to the many MOAA members who took the time to write their elected officials. Congress inboxes were flooded with over 17,000 MOAA-suggested messages explaining that yet another round of fee increases were unacceptable for TRICARE beneficiaries. This mass swell of grassroots support, combined with many thousands more messages from our partners in The Military Coalition, all culminated in shaping the conversation as the defense bill went to the conference committee. While this victory may prove to be only a reprieve in the larger budget battles to come, it is indeed an important one. The mobilization of our MOAA members combined with a supportive Congress put the ball over the goal line. Thank your representatives in Congress for standing with us, with a MOAA suggested letter available at the MOAA.org website. I want to thank those of you that engaged - as we support our Commander in Chief as he rebuilds our nation s defense. STAY ENGAGED!
