Military Officers Association of America Visit us at Serving the Space Coast VOL. 43 NO 10 Issue Editor: 1LT Beverly Durham, USA (Ret) OCTOBER 2018 Col Michael Lane, a former POW, will speak to us about his experiences being shot down over North Vietnam, his time captive and his repatriation to the United States. Born in New Haven, CT, Col Michael C. Lane graduated from high school in Charlotte, NC in In June of 1964, he entered Air Force pilot training at Laughlin AFB, TX. He completed F4 training in April of 1965 and reported for his first operational assignment at RAF Bentwaters, UK. On November 12, 1966 he was transferred to Camn Ranh Bay RVN. Twenty days later, on December 2nd, 1966, Col Lane was shot down over North Vietnam. He was held prisoner for 2,270 days and repatriated on February 18, Col Lane s next assignments were in the Air Force Systems Command with tours at Eglin AFB as Chief of Program Control, Armament Systems Division; Wright Patterson AFB as Director of Program Control for the KC-10 Program and then Deputy Director for Tanker Systems; Brooks AFB as Vice Commander of the Air Force Human Resources Laboratory; and Williams AFB as Chief of the Operations Training Division, Air Force Human Resources Laboratory. Upon retirement from the USAF on September 30, 1986, Col Lane began a second career working for McDonnell Douglas Helicopters in their training divisions until He then worked as systems analyst at Williams AFB. In 1999, he formed a company with three other colleagues to build aircraft simulators and ground-based training systems. He retired again in Col Lane graduated from the University of Notre Dame with a degree in Business Management and from Florida Technological University (now UCF) with an MBA. He and his wife, Ruth moved to IRCC in September Col Lane s awards include a Silver Star; 2 Legions of Merit; the Distinguished Flying Cross; the Bronze Star with V device; a Purple Heart; the Air Medal; the Meritorious Service Medal and the POW Medal. 3 Well things have been busy recently with several events. Nine members of MOAACC went to Cape Canaveral Air Force Station (CCAFS) to visit the Museum there and tour the missile launch facilities. This was the first part of an initial effort to become more knowledgeable about CCAFS, its mission & its personnel. Likewise, it will give them a better understanding of MOAACC s mission and personnel. Col Lang, the Commander of the 45th Launch Group, is very excited about this and is planning to fit future tours into the very busy missile launch schedule. Another event took place at the 920th Rescue Wing (RQW) at PAFB sponsored by the Cocoa Beach Chamber of Commerce. There, MOAACC was given the opportunity to explain the MOAA/ MOAACC mission and announce an effort to include the 920RQW in the MOAACC Good Deeds Foundation, Col. Gary D. Eppler, USAF (Ret) By RADM Wayne Justice, USCG (Ret) Greetings engaged MOAACC members! As we re laying low at the height of hurricane season, am sending along a different issue, one that is dear to many of us. It s an update on the expansion of Arlington National Cemetery (ANC), from a story by Forest Allen in the Military Officer. ANC BURIAL CRITERIA TO BE FINALIZED! ANC, in Virginia, separated from the halls of Congress by the Potomac River, found its way into this year s defense bill due to the gradual filling up of burial plots. Only a couple decades worth of unused plots remain if current burial rates continue. The FY 2019 National Defense Authorization Act formally directs the Secretary of the Army to take action on this issue. Specifically, a provision Warm Hearts Program or something similar. This event allowed MOAACC members an opportunity to see the equipment the Wing uses for rescue throughout the world. Probably the best part was being able to meet and talk to rescue personnel. They are an impressive group and very dedicated. Hopefully MOAACC will be able to become more familiar with the 920RQW and see where we can provide mutual support. The last event was a cruise on the USCG Cutter Vigilant for 15 members of MOAACC. This event was arranged by Dan McIntyre and was an impressive experience. It allowed MOAACC members to witness firsthand the operation of a USCG cutter. The crew of the Vigilant was very accommodating and professional. MOAACC presented a Seaman of the Quarter Award to one of the crew. The luncheon was outstanding. Family members of the 3 USCG also participated driving the count of guests close to 200. Seas were calm, and the five-hour cruise was a great experience. Upon returning to the entry to Port Canaveral, Wayne Justice, Port Authority Chairman & MOAACC member gave an outstanding description of the port and everything that was going on there. Particularly noteworthy was the huge amount of lumber stored there waiting onward distribution to a growing Brevard County and central Florida region. MOAACC also provided $350 for each of the area JROTC, Civil Air Patrol, and Naval Sea Cadet Units. This is another annual project of MOAACC to support these organizations. The money comes from the MOAACC Good Deeds Foundation. One last item - check out page 2 of The Intercom. There are some vacancies which need to be filled if we are to meet the Board s direction to have dual committee chairs for each committee. This would help with consistency and prevent member burn out. Here s your opportunity to get involved in your MOAACC and show support for our motto, Never Stop Serving. in the final bill requires the Secretary to make a decision by Sept. 30, 2019, on the criteria for burial to preserve ANC as an active burial ground well into the future. Well into the future is taken to mean over 100 years, a long enough time span to cast doubt on any prediction of demand or usage. While the Secretary of the Army holds governing authority over ANC, Congress felt the need to step in to spur action, with the idea that the grounds ought to be kept open for new burials many decades into the future. The catch, of course, is that space is finite, and the only realistic way to keep it as an active cemetery for more than a century is to severely limit eligibility. Military and veterans service organizations have been part of ongoing discussions surrounding the space and time conflict at ANC for years. The general consensus remains that disenfranchising the currently eligible population is not the way to go about extending the life of the cemetery. Expanding or reimagining the burial space are more acceptable alternatives. If eligibility is severely restricted in just over a year, some questions need answering sooner rather than later. Will any currently eligible veterans be grandfathered? Will a certain number of plots be reserved for them? What sort of assistance will be provided to those who are no longer eligible other than sending them to VA cemeteries? How will the word be spread to interested parties? MOAA will be calling on the Advisory Committee on Arlington National Cemetery (ACANC) and cemetery leadership to get that information. This directive was informed by Legislative Continued on Pg 6

4 M O A A C C President Gary Eppler and Good Deeds Foundation (GDF) President Donn Weaver presented a special GDF award to newly retired Brevard County Teacher David Brand and his wife Lisa at TMBC on 06 September. Though not a veteran himself, Mr. Brand lost his brother in combat in SE Asia in In honor of his brother, Brand created a special course about Vietnam and taught thousands of High School students about service and sacrifice in three high schools in the county. For the last 10 years he continued to fine-tune the program by collecting unique materials about the conflict, many of which he donated last month to the Veterans Memorial Center Museum and Library. Due to Mr. Brand s efforts, more than 1500 of his history students learned more about the Vietnam era than probably any other group at any educational level. Enjoy a great retirement Mr. Brand. And, Thank You for YOUR service. The Cape Canaveral Chapter of MOAA is once again, bringing back the Officer s Call. Yes, by popular demand (I forget who those two guys were) we want to build on the camaraderie we share now by having a great time*, seeing old friends, and meeting new ones!!!!! The IRCC Navy Birthday Ball is a formal affair. The dress for gentlemen is Military Dress uniform or dark suit with tie, and the appropriate dress for the ladies. Menu choices are Tournedos of Beef or Salmon. A Vegetarian option is also available. The cost will be $39 per person and there will be a cash bar. Reservations can be made by calling beginning 14 September but must be made by 12 October. You may pay when you make your reservation using a Master Card or a Visa credit card or your IRCC Member number. 6 LEGISLATIVE Continued from Pg 3 a survey conducted by the ACANC, which has been studying this issue for a couple of years. Though the final results of the survey are not yet released, an interim update on the response trends suggested restricting eligibility to preserve the active cemetery was preferred by the public. The initial results also suggested a desire to further differentiate eligibility for above-ground and in-ground burials, perhaps as a means to retain retiree eligibility. An astounding 28,000 responses had been collected at the time of that update, and the survey remained open for another month. Unfortunately, a July 26 ACANC meeting was canceled. The final survey results, MOAA presumes, would have been released at that meeting. While the significant response rate for the ACANC survey is meaningful, MOAA remains steadfast with our members clear preferences on the capacity issue. That is, currently eligible veterans, and specifically the retiree population, should not be restricted from executing their endof-life plans at ANC. The legislation also grants the cemetery some small parcels of adjacent land, along with funding for developing the land. Though not a long-term solution, it is a more palatable way forward. Ultimately, no solution is permanent in this conversation. Eligibility has expanded and contracted in the past, and space eventually will run out regardless of changes. The coming decisions will help determine when. Please STAY ENGAGED on this issue! 7 On Friday, 24 August 2018, several MOAACC members, captured having a good time in the photo below, were invited to visit the USCG Cutter Vigilant during its Annual Family and Guest Cruise. The highlights of the tour included a MOAACC Award presentation to crew member BM3 Juan Garcia Medina for Outstanding Sailor of the Quarter; a briefing on the plans for the future expansion of Port Canaveral by RADM Wayne Justice, USCG (Ret); and a beautiful and delicious luncheon planned by Master Chief Pedersen with fresh salad, chicken, fresh fish, fresh shrimp, and all the trimmings, finishing with pies and ice cream for dessert. The Vigilant s home port is here at Cape Canaveral with a mission to support all Federal, State Government and civilian requirements. MOAACC members enjoying their visit to the USCG Cutter Vigilant. 10 On 6 September 2018, it was announced that MOAACC member Lt Col Robert P. Milich, USAF Ret., has been elected to the Ohio Veterans Hall of Fame Lt Col Milich will be inducted on November 8th. The Mahoning and Shenango Valleys Chapter submitted the nomination for Judge Milich, who is a charter member of that chapter. Lt Col Milich s picture and biography will appear on the Ohio Veterans Hall of Fame web page at < veterans-hall-of-fame.html> in the near future. According to the website, The Ohio Veterans Hall of Fame recognizes the efforts of Ohio s distinguished men and women who have worn the uniform of our nation s armed forces and then continued to contribute to their communities, state and nation through exceptional acts of volunteerism, advocacy, professional distinction, public service and philanthropy The program is not intended to focus on what Ohio military members accomplished while in uniform but rather what has occurred in their lives outside of and beyond their military service. Selection and induction into the Ohio Veterans Hall of Fame is a great honor. The program sets the standard for recognizing the contributions of Ohio s military veterans. 11 By Chaplain Lt Col Thomas Unrath, USAF (Ret) Loyalty and Honor. I was involved In the Boy Scouts of America for many years. I started at about age 8 and went through high school earning the rank of Eagle along the way. I continued as an adult leader at various levels and assisted my son to also achieve the Eagle Award. In all that, the Scout Oath and Law became, and still are, important to me. The second point of the scout law is loyal. A Scout is loyal to all to whom loyalty is due. You all know I was in the USAF for many years. I learned that in all branches of the US military the code of Honor is at the core of our profession. Loyalty and honor are important to me. This came strongly to mind as I observed the events surrounding the announcement of Sen. John McCain s death. I knew of him, of course, and much of his story through his days as a POW. I knew of his run in the Senate and for President; I voted for him for president in the primary and general election. I knew how much the code of honor had meant to him in all those days and of his loyalty to all to whom loyalty is due. (He was also in the Scouts.) Certainly Sen. McCain was not perfect. None of us is. Still, he deserved the honor and loyalty due a man who had served this nation for so long and in so many ways. It pains me to see how he was dishonored by leaders in this country. To hear continued discounting of his service is disloyal to one who certainly deserves the loyalty he had shown this country. It seems to me we have devolved into a political discourse centered on fear and disease. It does not need to be that way. Having studied and taught religious diversity I know all religions seek peace at their core. Each certainly comes at it from different perspectives. A core teaching of the Hebrew and Christian Scriptures, and one of the annual themes in the AF Chaplain Corps, is Seek Peace and Pursue It. As military officers, leaders appointed by our government, seeking peace was, and is, our calling. Let us continue to find ways of peaceful conversation and compromise in our lives and in our political discussions and choices. Fear has no place there. Loyalty and Honor do. We all serve in various ways. You are deserving of honor for your service. You earn loyalty from your comrades and others as you continue to care for others. I hope you are treated accordingly. 12 Submitted by Lt Col Chuck Shaw, USAF Ret. The MOAACC Survivor Assistance Lesson Learned back in the August Intercom addressed Military Burials. One of the goals of planning for the inevitable is to make things as simple as possible for your survivors, especially in the immediate days after your death. If, after reading about Military Burials, you want to be buried in a National Cemetery, the first part of setting up for that process for the future is to make sure you (and your surviving spouse) are eligible to be buried in a National Cemetery. If you have any concerns about eligibility, you should fill out a VA Form , which is titled: Application for Pre-Need Determination of Eligibility for Burial in a VA National Cemetery. Burial means interment or inurnment. You can get one of these forms at the following link: The actual form is only one page long, but has a second page with all the instructions for completing the form and where to send it in. Do NOT complete this form if the individual is already deceased. For an immediate need, contact a funeral home or the National Cemetery Office at You can fill out the form on line and then print it out (recommended) or print the blank form out and fill it in by hand. Then simply sign it and mail it to the office address in St. Louis that is shown on the form. You should include a COPY of your DD Form 214 to make the process go faster, but if you cannot find the DD214, submit the form anyway, as the VA will attempt to obtain your records. Each claimant must submit a separate VA Form If your application is approved, you will get an approval letter back; your family will give this to the Funeral Director when needed. The Lesson Learned for October is that having a Pre-Need approval will avoid potential delays in proving your eligibility at an already stressful time for your survivors. A favorable Pre-Need determination of eligibility does not guarantee burial in a specific national cemetery. Burial in a specific VA national cemetery will be scheduled at the time of need. If you provide an address, VA may use your address to communicate with you about your claim and burial benefits. More details can be found at: 12

Ten deserving military descendants were awarded $3500 scholarship checks. To date MOAACC has awarded 253 scholarships with the total dollar value of $665,000, while continuing to build a PERMANENT FUND that will support scholarships in perpetuity. These scholarships rely on generous regular donors, DISTINGUISHED DONORS ($1000 or more), and NAMED SCHOLARSHIP DONORS who contribute $10,000 or more.
