4 Where does this project come from? Aberdeen, 1 October 2010, CPMR General Assembly: vote on a Resolution In favour of an interregional mobility pilot action for young people in the maritime sector, to be supported by the European Union the Vasco da Gama Programme ; An ambition : propose the education pillar of Integrated Maritime Policy Why the Regions? Due to the fact that European Regions usually have significant powers in the fields of education and training; Why youth mobility? It is a unanimously recognised means to tackle the lack of attractiveness of maritime careers.

5 An umbrella initiative and a projects incubator Given the strong interest of the concept among Regions, a failure to have the crosscutting interest recognized, the shortage of public (regional) budgets, VDG upgraded as a label, under which projects, being either thematic or geographic, would be launched (with the support of EU tools: Interreg, Leonardo...); VDG TGSMT as a pioneer concrete project, approved by the European Commission in July 2013, legally contracted in December 2013, a 2-year project.

7 Priority Objectives Promote quality of education and training in the maritime transport sector to address three specific challenges: maritime safety, reducing environmental impact and increasing competitiveness of the sector; Launch the bases for European mobility for students, trainees, instructors/trainers/teachers, involving educational and training institutions, in line with the Maritime Erasmus concept; Increase cooperation between industry and European educational and training actors to improve seafarers competences and adapt to the requirements of the shipping industry;

8 Specific Objectives Establish a pioneering network of METs covering the European maritime territory Strengthen education and training in new technologies Prepare valuable pilot education and training programmes Prepare youth mobility schemes at European level in the maritime transport sector, in line with the maritime Erasmus concept (EC recommendations in "the European Union's Maritime Transport Policy for 2018 ); Translate the main environmental objectives of the European maritime transport policy, into maritime training programmes Exchange best practice and produce a series of useful recommendations to the sector and to institutions and thus generate a real European added value; Implement all appropriate dissemination actions; Grant a high level of attention and priority to the human dimension. 15 DELIVERABLES A high-quality cross-national master programme in Sustainable Shipping at an advanced level A transnational programme, encouraging teacher, staff and student exchanges from different universities and countries A foundation for shared views on future Maritime Education and Training at post-graduate level An initiative to meet the demand for safety and environmental awareness in the future of shipping

17 DELIVERABLES Map of European maritime simulators Guidelines for: the introduction of simulation in a European maritime syllabus enhancing training of trainers & instructors in order to facilitate exchanges Ship Resource Management training (above all in congested waters) using new types of simulators

19 DELIVERABLES Three workshops aimed at developing a module to be implemented in the Master Programme Sustainable Shipping A pilot programme Greening Maritime Transport A report with conclusions and recommendations on how to improve training in the field of greening maritime transport

21 DELIVERABLES Joint diagnosis on the strengths and weaknesses of maritime education in Europe Proposed scheme for a Maritime Erasmus: Content, organisation, length, financing, public concerned - October 2014 Signature of a Memorandum of Understanding (between 6 partners at least) - December 2014 Implementation of a pilot action involving 20 students and 4 teachers as a minimum - February 2015 to June 2015 Recommendations for possible future mainstreaming of the tested pilot schemes - September 2015
