1 41/4 41 OFFICER RESPONSIBILITIES AT INCIDENTS 41/1 INCIDENT COMMAND - (1) The Appliance Manager of the first appliance to arrive at an incident is responsible for command of the incident until relieved by a manager of higher role. (2) The Incident Commander will be clearly identified with a white tabard marked "INCIDENT COMMANDER", at incidents where the Command Support Unit or Command Unit are attending. 41/2 OFFICERS OF EQUAL ROLE - (1) In the case of officers of equal role attending an operational incident, the manager on whose ground the incident occurs or, when not attending, the first manager of the most senior role to arrive will take command of the incident. (2) Where the attendance at an incident includes both a temporary and a substantive manager of the same role, it will be the responsibility of the substantive manager to assume command. (3) Where land appliances and the fireboat form the initial attendance, operational command will be the responsibility of the most senior land-based Appliance Manager. 41/3 CHANGES OF COMMAND - (1) Whenever the command at an incident changes it is the duty of the manager who is being relieved to inform the relieving manager of all relevant information concerning the incident. (Follow guidance in ON261 paragraph 7). (2) It is the duty of a manager of higher role to communicate to the Incident Commander formally when taking over command by using a statement such as "I am taking over". Similarly, an Incident Commander relinquishing command must inform the manager taking over that he/she is leaving and pass all relevant information over. Thereafter the relieving manager will assume command. The Sector Commander Coordinator and Sector Commanders, when operating, are to be kept informed of any change of Incident Commander. 41/4 SPECIALIST MANAGERS - (1) Senior managers may be mobilised to an incident by Brigade Control, as detailed in Brigade Order No. 12/6 (iii), for specialist duties. (2) A specialist officer is one who has the necessary qualifications to undertake the duties mentioned in (1) above, by virtue of: their current appointment; or nomination/designation by their Assistant Commissioner, having previously undertaken specialist training appropriate to the relevant duties.
2 41/5 FUNCTION OF SPECIALIST OFFICERS - (1) The functions of specialist officers referred to in 41/4 include: (2) The Fire Safety Manager, who will be clearly identified with a red tabard marked "FIRE SAFETY OFFICER", attends incidents to: Advise the Incident Commander what fixed installations may be in the building and whether the operation of any fixed installations may assist in limiting the spread or extinguishing the fire. 41/5 Ascertain, where practicable, whether the premises are certifiable and whether an application has been made for a fire certificate, or a fire certificate has been issued and whether the conditions of the certificate are being complied with. (c) Complete a written fire safety report (FS/GEN 77 Rev. 1) on the incident as soon as practicable and forward it to the Group Manager for the Area in which the incident occurred. (d) Ascertain as soon as possible if legal proceedings should be taken against an owner or occupier for any breaches in the legislation. (e) Report on the incident so that common trends in construction or decorative defects and any other failures may be readily identified so that a common Brigade policy may be adopted to combat the problem. (f) Determine what limitations should be placed on the use of the building, after the fire, if occupation is to be resumed. (g) Co-ordinate an in-depth investigation into the cause of fire. (3) Whenever necessary the Fire Safety may request, via the Incident Commander, the attendance of additional Fire Safety s and a Petroleum Inspector to assist. (4) A request may be made via the Incident Commander for the relevant Fire Safety files to be transported to the incident if required during normal working hours. At other times access to the relevant Area Fire Safety offices will be possible in accordance with current Area procedures, but it should be noted that it will not always be possible to locate files. (5) The Hazardous Materials (HAZMAT), who will be clearly identified with a yellow tabard marked "HAZMAT OFFICER", attends incidents to: (c) Act as the liaison between the Incident Commander and any site scientific or technical staff; provide support to the Brigade Scientific Adviser; act as Technical Advisory ; (d) advise the Incident Commander on the appropriate operational procedures that should be implemented; (e) advise the Incident Commander of the relevant decontamination procedures that should be implemented.
3 41/6 (6) The Conference Unit, who will be clearly identified with a red and white chequered tabard marked "CONFERENCE UNIT OFFICER", attends incidents to: facilitate and co-ordinate the use of the Fire Incident Conference Unit; Implement any actions as directed by the Incident Commander; (7) The Press Liaison, who will be clearly identified with a red tabard marked "PRESS LIASION OFFICER", attends incidents to: liaise with press/media and co-ordinate media activity as directed by the Incident Commander and advised by the senior Police at major (non-fire) incidents; ensure that media activities do not interfere with or jeopardise operational procedures; (c) direct, in liaison with the Incident Commander, the activities of the operational Brigade Photographers and Press Office; (d) provide additional information for the Command Support Centre in respect of media enquiries; (e) prepare appropriate press statements and co-ordinate press and media interviews utilising officers approved by the Incident Commander. (8) The Senior Accident Investigator, who will be clearly identified with a yellow tabard marked "ACCIDENT INVESTIGATOR", will attend: All accidents and occurrences reportable under the "Reporting of Injuries, Diseases and Dangerous Occurrence Regulations 1985" (RIDDOR). These include Fatalities, Serious Injuries, Dangerous Occurrences and 'Near Misses' and are detailed in GM 358, Pt III, Sections to Distress to Wearer, as detailed in ON 91. (c) Incidents where Brigade personnel are unaccounted for following evacuation at an operational incident. 41/6 NON-UNIFORMED SPECIALIST OFFICERS - (1) Scientific Adviser, who will be clearly identified with a yellow tabard marked "SCIENTIFIC ADVISER", will attend incidents at the request of the Incident Commander to provide specialist liaison and support. (2) The Brigade Duty Radio, who will be clearly identified with a yellow tabard marked "RADIO OFFICER", will attend: Incidents at the request of the incident commander. or
4 41/7 at their own discretion, having been advised of: (i) (ii) (iii) (iv) six pump incidents or above; major special service incidents which involve inter agency attendances; Incidents where two or more Command Vehicles are in attendance; Incidents where a communication problem is perceived or may potentially exist. Note: The Brigade Duty Radio may request the attendance of uniformed managers of Communications Group to assist them with their duties if required. These officers will be identified as in Brigade Order 41/6 (2). 41/7 SUPPORT OFFICERS - (1) Senior managers attending an incident in a support function will be allocated duties by the Incident Commander. These duties may include:- Sector Commander Sector Commander Co-ordinator Safety Senior Safety BA Main Control Command Unit Marshalling Decontamination Water Damage Control Equipment (2) Sector Commanders, who will be clearly identified by a white tabard marked "Sector Commander", are responsible for directing operations within a sector as defined by the Incident Commander, i.e.: Keeping the Incident Commander informed of all developments within the relevant sector. Establishing priorities and formulating an effective operational plan. (c) Directing and co-ordinating personnel and resources, requesting reinforcements as necessary. (d) Receiving and acting upon information, revising and developing the operational plan as necessary. (e) (f) (g) Updating the Command Unit of any changes in the disposition of crews. Inspecting all structures and their contents. Evacuating crews if necessary.
5 (3) Sector Commander Co-ordinator If appropriate the Incident Commander may designate and define the duties of a Sector Commander Co-ordinator. He/she will be clearly identified by a white tabard marked "Sector Commander Co-ordinator". (4) Safety s, who will be clearly identified by a yellow tabard marked "Safety ", are not engaged in duties directly connected with firefighting. Safety duties include: Ascertaining whether the immediate or adjacent premises are included on the Central Risk Register (CRR), if so ensure adequate attention is afforded the relevant risk. 41/7 Noting the contents of the premises and any exposure hazards. (c) Informing the Incident Commander of any substances/hazards that present a risk to personnel. (d) Inspecting the premises paying particular attention to the state of the walls, columns and beams, and obtain as much information as possible about the construction of the building (e.g., load bearing walls, protected/unprotected steelwork) with a view to pointing out any likely weaknesses to the Incident Commander. (e) Maintaining vigilance during operations and if any floor, wall or part of the structure shows any signs of danger or collapse or any other structural weakness, immediately inform the Incident Commander. (f) Ensuring any check devices (shutters, doors, etc.) function to the best advantage. (g) Noting any matters relevant to, and obtain information regarding the seat or origin, cause, spread, etc., of the fire. (h) Evacuating crews if necessary. Note: Senior Safety, where more than one Safety attends an incident they will work as a team under the supervision of the most senior manager, who will be designated the Senior Safety by the incident commander. He/she will be clearly identified by a yellow tabard marked "Senior Safety ". (5) The BA Main Control, who will be clearly identified by a yellow and black chequered tabard marked "BA MAIN CONTROL OFFICER", and will carry out the duties detailed in Operational Note No. 91. Note: If BA Main Control is established an additional Command Support Unit (CSU) is to be requested by the Incident Commander to fulfil this function. (6) The Command Unit, who will be clearly identified with a red and white chequered tabard marked "COMMAND UNIT OFFICER", attends incidents to: Co-ordinate and direct the actions of all Command Staff attending the incident to provide effective command support to the Incident Commander; Implement any actions as directed by the Incident Commander.
6 41/7 (7) The Marshalling, who will be clearly identified by a red tabard marked "MARSHALLING OFFICER", will be responsible for the establishment and management of a marshalling area. The marshalling officer is to ensure that: A marshalling area is identified in consultation with the Incident Commander and the Police. The Incident Commander is informed when the marshalling area has been established, so that Brigade Control can be advised of its location, and that all appliances not already in attendance and all additional appliances are redirected/directed to it. (c) In the case of a Major Incident the JESCC and outer cordon RVP have been informed of the location of the marshalling area. (d) A communications link is established between the marshalling area and the Command Support Unit (Booking-in point). (e) Appliance Managers have booked in attendance (status 3) on arrival at the marshalling area (or RVP in the case of Major Incidents). (f) The CSU (Booking-in point) is regularly apprised of the resources that are available at the marshalling area. (g) Appliances/crews are dispatched to the booking-in point at the request of the CSU. (h) Crews remain with their appliances while at the marshalling area, and retain their nominal roll boards until required to book in. (i) The marshalling officer should be informed of any assistance message, and the additional resources that have been requested by the CSU. (j) The marshalling officer shall inform the equipment officer of any appliance that is available at the marshalling area without a crew. Note: The following points should be considered when selecting a Marshalling Area: (c) (d) The establishment of the area will not affect the access and egress to the incident. The site should have adequate access for appliances. The site should have an adequate turning area. The site should be capable of supporting the combined weight of appliances.
7 41/7 (8) The Decontamination, who will be clearly identified by a yellow tabard marked "DECONTAMINATION OFFICER", will take command of the decontamination procedures. (9) The Water, who will be clearly identified by a red tabard, marked "WATER OFFICER" will be responsible for ensuring that water supplies are used to the best advantage. The Water is to ensure that: the Incident Commander is kept advised of the local water situation; the appropriate water authority is advised of the fire and liaison is maintained with the necessary representatives; (c) pumps are sited to their best advantage; (d) the maximum use is made of pump deliveries and the fullest use is made of all inlets to collecting heads of pumps at work; (e) (f) (g) (h) (i) any water relays that may be necessary are set up in the most expedient way possible; the fullest use is made of hose layers; where appropriate dams are erected and supplied by an adequate number of pumps; the fireboat, where required, is used to the best advantage; large mains are utilised where necessary. (10) The Damage Control, who will be clearly identified by a red tabard marked "DAMAGE CONTROL", will co-ordinate and supervise all damage control operations, ensuring that sufficient crews and equipment are available. (11) The Equipment, who will be clearly identified by a red tabard marked "EQUIPMENT OFFICER", will be responsible for: co-ordinating the availability and movement of equipment from appliances to forward positions; (c) (d) establishing equipment holding areas as necessary; ensuring that appliances are re-stowed before leaving the incident; recording equipment that cannot be released immediately from on-going operations. Note: Whenever necessary the equipment officer may request via the Incident Commander a support team/s consisting of crew Managers and crews. (12) Each Command Unit and Command Support Unit carries aide-memoires to assist managers with the duties of both specialist and support roles. 41/9
8 41/8 OPERATIONS AND TRAINING PERFORMANCE INSPECTORATE (OTPI) - (1) OTPI officers, who are clearly identified by a red tabard marked "INSPECTORATE", will attend incidents as directed by the Commissioner to monitor operational performance standards. 41/9 MANAGERS/APPLIANCES ARRIVING AT AN INCIDENT - (1) Senior Managers and Appliance Managers attending the incident are to report, with their nominal roll board, to the Command Support Unit immediately they arrive and await instructions from the Incident Commander. Note: If for any reason the Command Unit is in attendance prior to the CSU, Appliance Managers and senior managers will report to the Initial Command Pump. (2) Appliance Managers are to re-position their appliances as directed by Command Staff. (3) Senior Managers/Appliance Managers and crews not immediately required will be held at the marshalling area/csu until required for booking-in/incident briefing and deployment by the Incident Commander. (4) Senior Managers and Appliance Managers are not to leave the incident without booking out at the Command Support Unit and retrieving their nominal roll boards. (5) Other than in exceptional circumstances and as directed by the Incident Commander, crews are only to return to their base station on the appliance on which they attended the incident. In these circumstances such a directive is to be logged by the Command Staff. BRIGADE ORDER NO. 41
