2 1 MALTBY LEARNING TRUST (MLT) HEALTH & SAFETY STATEMENT The Maltby Learning Trust, CEO/Executive Principal believe that in ensuring the health & safety of staff, students and visitors is essential to the success of the Trust. We are committed to ensuring that each Academy within the Trust: 1.1 Provides a safe and healthy learning and working environment. 1.2 All students should be able to experience a wide range of activities and that the health and safety measure should help them to do this safely and not stop them 1.3 All appropriate steps are taken to comply with all statutory health & safety requirements. 1.4 Appropriate risk assessments are in place to reduce the risk of accidents and injury to staff, students and visitors across curriculum and non-curriculum work activities. 1.5 Appoint a nominated Governor with responsibility for Health & Safety. 1.6 Provide a high quality of environment which will be evidence of a strong ethos of housekeeping. This will spread through the Academy community and an awareness of the fabric and appearance of the building will be demonstrated by students and employees on a daily basis. 1.7 Embed with employees that they have both a duty and a responsibility to take reasonable care to avoid injury to themselves and others and to co-operate to ensure statutory duties and obligations are fulfilled. 1.8 Employ specialist advice and support as and when required to ensure that H&S is maintained at the highest standard. 1.9 Monitor and review the Health & Safety and other relevant policies to ensure effectiveness Adequate resources are made available to address health & safety issues, as is reasonable practicable. 3 2 RESPONSIBILITIES RESPONSIBILITIES OF THE GOVERNING BODY 2.2 In discharging its responsibilities, the Governing Body will: i ii iii iv v vi make itself familiar with and follow policies of the Maltby Learning Trust Board; make itself familiar with the requirements of the appropriate legislation and codes of practice; create and monitor a management structure for Health and Safety; ensure that there is an effective and enforceable policy for the provision of health and safety throughout the Academy, and, that it is implemented; periodically assess the effectiveness of the policy and ensure that any necessary changes are made; and identify and evaluate risks relating to possible accidents and incidents connected with Academy-sponsored activities, including work experience. 2.3 In particular, the Governing Body undertakes to provide as far as is reasonably practicable: i ii iii iv v vi vii a safe place for all users of the site to work, including safe means of entry and exit; plant, equipment and systems of work that are safe and well maintained; safe arrangements for the handling, storage and transportation of articles and substances; safe and healthy working conditions that take account of appropriate statutory requirements, code of practice and guidance; supervision, training and instruction so that all staff and students can perform their schoolrelated activities in a healthy and safe manner; provide safety and protective equipment and clothing, with associated guidance, instruction and supervision; and adequate information for visitors and guidelines for contractors working at the Academy are provided

4 RESPONSIBILITIES OF THE PRINCIPAL/ASSOCIATE PRINCIPAL 2.4 The Principal/Vice Principal has responsibility for the day-to-day development and implementation of safe working practices and conditions for all staff, students and visitors. 2.5 The Principal/Vice Principal will take all reasonably practicable steps to ensure that the Health and Safety policy is implemented across the Academy. 2.6 The Principal will designate a senior manager to be the Academy s Health and Safety (H&S) Manager. 2.7 The Principal/Vice Principal will provide a health & safety report each term, to the Governing Body or nominated Governor for Health & Safety. RESPONSIBILITIES OF THE HEALTH & SAFETY MANAGER 2.8 The H&S Manager Mrs S Trout will be responsible for the day to day implementation of the Health and Safety Policy and will be the designated contact with the Health & Safety Executive. 2.9 The Health & Safety Manager will work closely with the nominated Governor for Health & Safety to: Undertake a review of generic Risk Assessments Carry out periodic reviews and safety audits on the findings of the Risk Assessments and health & safety checks completed by the site team Consult with members of staff, including safety representatives on health and safety issues Review the Health & Safety Policy at least annually and make recommendations to the Governing Body about any changes Contribute to the termly health & safety report presented to the Governing Body RESPONSIBILITIES OF SUPERVISORY STAFF 2.10 All supervisory staff will make themselves familiar with the requirements of health and safety legislation and codes of practice that are relevant to the work of their area of responsibility In addition to the general duties that all members of staff have, they will be directly responsible to the H&S Manager for the implementation and operation of the Academy s Health and Safety Policy within their relevant departments and areas of responsibility Responsibility for aspects of Health and Safety are written into the Job Descriptions of the Academy s Leaders/Managers All subject leaders are to undertake specific risk assessments within their specialist area of responsibility e.g. practical based subjects, such as PE, Technology, Art and Science.

5 2.14 Supervisory staff will take a direct interest in the Academy s Health and Safety Policy and in ensuring that staff, students and others comply with its requirements. In addition they will ensure new employees working within their area are given instruction in safe working practices and monitor the standards of Health and Safety throughout the area in which they work, and where necessary report to the appropriate individual, as appropriate any Health and Safety concerns. RESPONSIBILITIES OF ALL MEMBERS OF STAFF 2.15 All staff are expected to familiarise themselves with the Health and Safety aspects of their work and avoid conduct which would put themselves or anyone else at risk Staff should always take a common sense and proportionate approach, remembering that in schools risk assessments and risk management are tools to enable students to undertake activities safely, and not prevent activities from taking place In particular, members of staff will: i ii iii iv v vi vii viii be familiar with the Health and Safety Policy and all safety requirements laid down by the Governing Body; co-operate with their employers on health & safety matter ensure that staff, students, visitors and contractors are applying Health and Safety regulations, rules, routines and procedures effectively; see that all plant, machinery and equipment are in good and safe working order and adequately guarded, and not make or allow improper use of such plant, machinery and equipment; use the correct equipment and tools for the job and any protective equipment or safety devices that may be supplied; ensure that toxic, hazardous and highly flammable substances are correctly used, stored and labelled; report any defects in the premises, plant, equipment and facilities that they observe to the H&S Manager or site team; and take an active interest in promoting Health and Safety and suggest ways of reducing risks. HEALTH AND SAFETY GOVERNOR/COMMITTEE 2.19 The Governing Body will have a designated governor with responsibility for Health and Safety. He/she will attend meetings to monitor Health and Safety issues within the Academy. The Governors responsibilities for health & safety are set out on the Maltby Learning Trust Scheme of Delegation.

6 3 FURTHER GUIDANCE 3.1 A Department for Education (DfE) guidance note on the statutory responsibilities of schools is available at: 4 HEALTH & SAFETY ARRANGEMENTS FIRE SAFETY 4.1 The Governing Body has a separate fire policy and procedures for ensuring that safety precautions are properly managed will be formulated and disseminated to all staff. 4.2 The Academy s fire evacuation procedure will be prominently displayed in all teaching rooms, offices and curriculum areas. All staff and students must be fully conversant with the procedures for evacuation of the premises. Evacuation procedures will be tested each term and improved from an evaluation of each test. The evacuation and safety of visitors and contractors will be the responsibility of the person who they are visiting or working for. 4.3 All fire-fighting equipment will be checked annually by an approved contractor and records maintained. The fire alarm will be tested weekly from different points when the site is not in use and records maintained. All emergency lighting will be tested six-monthly and records maintained. 4.4 The Academy Fire Risk Assessment will be maintained and regularly reviewed. Priorities from the Fire Risk Assessment will be incorporated into the Academy maintenance plans. REPORTING ACCIDENTS AND ACCIDENT INVESTIGATION 4.5 All accidents to staff, students and visitors must be reported, in writing, using the Academy s accident report form. The completed form should be given to the Principal or the H&S Manager. Certain accidents must be reported to the Health and Safety Executive under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR). The Principal or the H&S Manager will ensure that the Health and Safety Executive is informed of reportable incidents, via the Local Authority Health and Safety section using the form at Appendix All accidents will be investigated aby an appointed person and the outcomes recorded. 4.7 After an investigation, a risk assessment will be carried out, or the existing assessment amended, to avoid a reoccurrence of the accident. 4.8 Significant accidents as defined in the RIDDOR 2013 must be reported to the HSE as soon as possible by and telephone.

7 REPORTING HAZARDS 4.9 Staff, students, contractors and visitors are encouraged to report any condition or practice they deemed to be a hazard. 4.7 Hazards should be reported to the Principal or caretaker. A verbal communication should be followed up by a written to ravenfield.primaryacademy.com (note after migration the will be info@ravenfieldprimaryacademy.com FIRST AID 4.6 First aid can save lives and prevent minor injuries becoming major ones. Under health and safety legislation, the Academy will ensure that there are adequately trained staff and appropriate equipment and facilities for providing first aid in the workplace. 4.7 A DfE good practice guide, Guidance on First Aid for Schools has been written to provide advice for schools on drawing up first aid policies and ensuring that they are meeting their statutory duties. A copy of this guidance on good practice can be found in the Admin Shared area under policies. EQUIPMENT AND HAZARDOUS MATERIALS 4.8 Protective clothing/gloves/masks/helmets must be provided and used by staff when required. Staff and students must be provided with and use protective glasses/eye shields when any potentially hazardous activity is undertaken (individual risk assessments). Visitors must be provided with protective clothing as appropriate. 4.9 The following equipment will be checked annually by approved inspectors or an appropriately trained member of staff: I. all electrical and gas appliances II. III. IV. fixed and portable gymnasium equipment lifts and hoists other plant & equipment, e.g. boilers, air handling units V. external doors and fire doors linked to the fire alarm panel 4.10 When new equipment is purchased, it is the responsibility of the Principal, with the assistance of the H&S Manager as necessary, to ensure that it meets appropriate educational standards and that its installation and use conforms to Health and Safety requirements Equipment, materials and chemicals must be stored in the appropriate storage containers and areas. All containers must be labelled with the correct hazard sign and contents label. Managers should consider storage life when ordering new supplies. Reference must be made to COSHH and the Ionising Radiations Regulations; copies of all relevant COSHH and regulations must be kept in the office

8 ASBESTOS MANAGEMENT 4.12 The academy has areas which are of CLASP construction and therefore contain asbestos. This is managed by the Caretaker under the supervision of the H&S manager. An asbestos plan is held in the office and the asbestos is examined regularly by the caretaker and inspections are logged in the asbestos management logbook It should be noted that the current asbestos survey is a type 2 survey and is therefore a purely visual inspection. Any area of the school which is of CLASP construction should be assumed to contain asbestos in all walls and pillars. (See Asbestos plan in staffroom) 4.14 Regular inspections will encompass all areas where asbestos is present and will look, where possible at: I. the physical condition of any asbestos visible any cracking/damage must be logged and reported immediately II. III. The condition of walls/pillars within which asbestos is sealed to ensure that the risk of particles escaping into the school environment is mitigated this includes the seals at the edges of pillars and between wall panels. The condition of ceiling tiles, ensuring that all are correctly positioned and no holes are present to minimize the risk of particular filtration from the open pillars The vast majority of asbestos is sealed within walls/structural pillars and is therefore unlikely to cause a risk unless it is disturbed by actions of contractors/staff members. Any member of staff or contractor must ensure they are familiar with the position of asbestos in the building prior to any work commencing and contractors must sign the asbestos register. It is the responsibility of the reception staff/caretaker, under the supervision of the H&S Manager, to ensure this document is signed by all contractors, even if there appears little risk that asbestos will be disturbed If a member of staff sees damage to/damages an area where they suspect asbestos is present, it is their responsibility to report it immediately to the caretaker/h&s Manager. This must then be dealt with in line with the asbestos management plan and appropriate bodies informed. 5 HOUSEKEEPING 5.1 The Site Manager will monitor the cleaning standards of the cleaners. The standard required is laid down in the cleaning specification. Special consideration will be given to hygiene areas. 5.2 The Site Manager will monitor the efficiency of the waste collection service, including clinical waste and normal refuse. 5.3 The Site Manager will ensure that plant rooms are clear of items of equipment and materials and not used as additional store rooms. 5.4 All staff should ensure that fire escapes within their working environment are kept clear at all times.

9 6 VISITS 6.1 Educational trips and visits must be organised in accordance with the Academy s Off Site Procedures and are subject to individual risk assessment through the Evolve system. 7. VISITORS TO THE ACADEMY SITE 7.1 All visitors to the Academy will sign in at the reception. 7.2 Visitors will be collected from reception by the member of staff concerned or escorted to the appropriate area of the Academy. 7.3 Health & Safety/Fire Evacuation information to be provided to visitors on arrival. 7.4 No contractor may undertake work on the Academy site without permission from the Site Manager or Business Manager. Contractors must complete a Permit to Work Form before any work is undertaken. 7.5 Contractors are responsible for the Health and Safety of their employees and for their safe working practices, which must not constitute a hazard to staff, students and visitors to the Academy. 7.6 Hirers of the Academy premises must use plant, equipment and substances correctly and use the appropriate safety equipment. They will be made aware of their obligations in relation to Health and Safety when making the booking. Outside the Academy school hours, hirers should put in place their own procedures for the evacuation of buildings in the event of an emergency. 7.7 Whilst on site, all visitors and contractors must wear an Academy visitor s badge. Cleaning contractor s employees must wear an identifiable uniform or an identity badge at all times. Temporary teaching staff on cover duties will be required to indicate their presence in the Academy by reporting to reception and their induction will be completed by the Office Manager. 8 SECURITY 8.1 All staff should be conscious of all aspects of the security of people and property. In particular, the emergency exit doors on the outer perimeter of the buildings should only be used in the event of emergencies and kept secure at all other times. 8.2 Maintaining security is aimed at reducing the opportunity for unauthorised persons to enter the buildings through non-designated access points. It is also necessary to be alert to the possible presence of unauthorised persons on site who may constitute a threat to staff, students and bona-fide visitors and contractors. 8.2 If a member of staff meets someone on site who they do not recognise and is not wearing a visitors badge, they should, if they do not feel threatened, enquire if the person needs assistance and direct them either to the Academy reception or off the site, as appropriate.

10 8.3 If an intruder is uncooperative in going to the reception or leaving the site, or a member of staff feels threatened, or is threatened with violence or a violent attack takes place, immediate help from the Police should be sought by telephone. A runner to the reception for a 999 call may be quicker than using the internal telephone system 9 TRAINING 9.1 Staff will undertake/have access to relevant health & safety training to help them carry out their responsibilities. 9.2 Staff should not use specialist equipment or materials without the correct training. 10 THE ROLE OF THE HEALTH & SAFETY COMMITTEE AND STAFF CONSULTATIVE ARRANGEMENTS 10.1 The role and constitution of the Health & Safety Committee and arrangements for staff to report health & safety matters can be found in Annex 12 MONITORING, EVALUATION AND REVIEW 11.1 The Governing Body will review this policy at every year and assess its implementation and effectiveness HEALTH AND SAFETY AND EDUCATION LEGISLATION: Health and Safety at Work etc Act 1974 legislation explained The Management of Health and Safety at Work Regulations Reporting of Injuries, Diseases and Dangerous Occurrences Regulations RIDDOR - HSE The Adventure Activities Licensing Regulations

11 ANNEX 1 ACADEMY CONSULTATIVE ARRANGEMENTS ROLE AND CONSTITUTION OF THE ACADEMY HEALTH & SAFETY COMMITTEE Health and Safety meetings /responsibilities are undertaken as part of the board meeting duties The Academy Health and Safety Terms of Reference are to be used in conjunction with the responsibilities of the Health & Safety Governor(s). The role of the Health & Safety Committee is: To develop, review and implementation of the School s Health & Safety Policy Meet to discuss and prioritise issues raised from the Health & Safety Inspection Report(s) of the Academy To monitor progress on agreed action points from the report To hold Health & safety Development meetings Ravenfield Primary Academy Health & Safety meetings comprises: Health & Safety Governor(s), Principal, School Business Manager Site Manager/Caretaker Trust Site and Premises (where applicable) Academy staff should use the procedures at Attachment 1 & 2 to this appendix for the reporting of all Health & Safety issues. ATTACHMENTS: 1. Procedures for the reporting of all School Health & Safety issues. 2. Procedures for the Representatives Health & Safety Inspection Report.

At Trust level, the Director Business & Finance will ensure that a regular Health & Safety Report is produced for the Academy on an annual basis the Inspection will be carried out by the H&S Manager and Principal supported by his/her caretaking staff.

13 Attachment 2 The Principal will retain overall responsibility for authorising Health & Safety Representative(s) to carry out a formal inspection of the Academy buildings and surrounding site. The procedures for carrying out the inspection and the reporting of its findings are set out below: Carry out Inspection Produce Report and pass it to the Principal/H&S Manager for action as required.
