3 Montgomery County Fire Academy Presents 2017 Technical Rescue School The Montgomery County Fire Academy is pleased to again offer a daytime Technical Rescue School. This Technical Rescue School encompasses Basic Ropes & Rigging, High Angle Rescue, Confined Space Rescue, and additional technical rescue skills. In addition, students will get the opportunity to test for: General Requirements for Technical Rescue. This daytime technical rescue school will be delivered in July over 10 days. Course Descriptions: 1. Introduction to Technical Rescue: The program will begin with an overview of the basic principles and practices in field of technical rescue. Some of the topics covered will include site management, use of tactical worksheets, large area search, and helicopter landing zones. 2. Trench Rescue Awareness: This course will instruct students in the initial size-up of trench incidents and how to institute basic procedures until personnel with the proper equipment and training for complex trench rescue arrive. Subject matter includes making the scene safe for the rescuers and victims, basic shoring equipment, and what the trench rescue teams will need upon arrival. 3. Basic Rigging for Rope Rescue (ROBR): Students will be introduced to characteristics of rope, rope hardware, various knots, bends and hitches, the simple mechanical advantage systems, patient packaging, as well as stokes basket & SKED Stretcher handling operations. Students will learn basic hauling and lowering systems and their practical uses in low angle rescue systems. 4. Rope / High Angle Rescue I (RORE): Participants in this course will be introduced to the basic principles of rope/vertical rescue, the basic equipment used to implement rope/vertical rescues and rappelling. Much of the program is hands-on and time is allotted for practice in order to build proficiency. 5. Confined Space Awareness & Rescue (CSR): This module will consist of 16 hours of confined space rescue training which will deals primarily with rescues involving confined spaces. Students will apply sophisticated rescue techniques in confined spaces as well as utilize SCBA and enter a confined space.

4 6. Rope / High Angle Rescue II (RORA): Students will review the material from RORE. They will then be trained in: advanced mechanical advantage systems, safety and belay devices, basic ascending, basic rappelling technique and tie-offs with a rappel rack, rope changes, and one person rescue. Following the completion of the Rescue School students will receive the following certificates: 1. Basic Rigging for Rope Rescue (ROBR) 2. Confined Space Rescue Awareness 3. Confined Space Rescue (CSR) 4. Rope/High Angle Rescue I (RORE) 5. Rope/High Angle Rescue II (RORA) 6. Trench Rescue Awareness 7. *General Requirements for Technical Rescue *Denotes only after successful testing (written and skills) Course Dates: July 10, 11, 12, 13, 14, 17, 18, 19, 20, 22 (Practical Skills) Course Times: 8:00am to 4:30pm Course Cost: In Montgomery County ($550.00) Out of Montgomery County ($625.00) Prerequisites: Minimum age of 18 years on the first day of class, Current HazMat Operations refresher, First Aid, CPR/AED training Auxiliary Equipment: Fire / technical rescue helmet, eye protection, work / rope gloves, long pants, and work / technical rescue boots. Students may wear personal or department issued technical rescue PPE or jump suits. Students are encouraged to bring their department issued or personal NFPA Class III rescue harness. Additional Info: Due to the requirements of utilizing Supplied Air Respirators (SAR), Self- Contained Breathing Apparatus (SCBA), etc., the Pennsylvania State Fire Academy Facial Hair Policy is in effect. 5 Montgomery County APX Portable Radio Quick User Guide-Favorites 1 The Favorites bank allows your radio to be programed with talk groups that are frequently used. If there are no talk groups selected to occupy the bank it will say Blank and emit a constant audible tone. To program the Favorites bank: 1. Press the button under ZnPr (Zone Program) 2. Press the Edit button on the radio 2 3. Select the bank which contains the talk groups you would like programmed Select the Talk group you would like in the first position. FIRE RADIO POLICE RADIO 4 5. Repeat these steps to fill up to 16 open talk groups. To Delete a Talk Group from Favorites select the Del (delete) button.

6 Montgomery County APX Portable Radio Quick User Guide-Profile To reach the Prfl (Profile) tab press the right arrow once. Select Prfl button to display available options. Profile Options: No Disp Light (No Display Light): The display lights will only turn on when buttons are pressed on the radio. Disp Light On (Display Light On): The display lights will remain at a constant dimmer state. Surveillance: Will silence all sounds and display lights will not activate at all. Loud Audio: Makes all audio on the radio louder and the display lights will turn on when button are pressed on the radio. Important Reminders ONE of these options must always be in use (the most common is No Disp Light) Two of the features cannot be used at the same time

13 TRAINING NOTICE FBI INTER COUNTY DETECTIVE SCHOOL JUNE 19 TO 23, 2017 There is no fee for this course. This is a five day class presented by the FBI. Students will be introduced to various aspects of Criminal Investigation, including procedures and techniques for basic crime scene processing, interviewing techniques and challenges related to crime scene investigation. Sullivan DIRECTOR INFORMATION-Procedure:Excessive Heat Conditions-Rehab May 2017 Montgomery County Department of Public Safety-EMS is reminding all of the EMS agencies and other County agencies of the resources available for REHAB. Squads listed with green YES have complete capabilities including cooling vests/chairs, misting fans and ice, ice coolers, and shade tents. Other services have some of the items and nearly every service carries water and other drinks. Services should post the attached chart and this to remind personnel of the way to request REHAB resources to the scene if needed. NOTE-Under the Incident Command System (207), REHAB of on scene responders falls under the Logistics Section Chief, Service Branch Director, Medical Unit Leader 1 Utilize all REHAB supplies from your own service as they are available. 2 Forecast the duration of the incident and the current and future weather conditions. 3 Look at air temperature and humidity levels. The heat index scale is an attachment that can assist you in making the determination as to how threatening conditions are. 4 Once your local REHAB supplies are in use and there is an expected need for additional resources confer with IC and EMS sector and make a request through Emergency Communications Division (ECD) for additional REHAB resources. 5. Consider resources for cooling and shade from the canteen units and other assist units such as the Salvation Army canteen units-where applicable 6. Using the attached listing, dispatch will determine the next closest service that meets your needs request and dispatch that service. County REHAB resources are to be used as a last resort, because they are primarily intended for training classes, drills and other events, although they are ready to respond upon request. It is far better to have REHAB assets enroute early than to have people collapsing due to heat. The need for air conditioned buses at the scene should be considered early for a forecasted extended operation, Incident Commanders should consider local bus assets first and if necessary after local assets have been exhausted, then the Rehab 313 bus (Lower Merion) and SMART Medical bus(west Conshohocken) may be available to respond to major incidents. Contact Emergency Communications Division and request these assets early if you believe you will need them; these services take some time to assemble and travel to your location. 20 Montgomery County Fire Academy Presents Vehicle Rescue Technician - Level I The Montgomery County Fire Academy is pleased to announce a pilot offering this fall for ProBoard/IFSAC certification as a Vehicle Rescue Technician Level I. This program will build upon the material in the Basic Vehicle Rescue Technician (BVR) and prepare students for certification as a Vehicle Rescue Technician. The course will include both lecture and practical skills in all aspects of vehicle rescue and other applicable fields. Students should have a strong working knowledge of vehicle rescue principles and technique prior to enrolling. 21 The National Center for Biomedical Research and Training (NCBRT) at Louisiana State University invites you to join us for a unique training opportunity. The NCBRT is offering the following Department of Homeland Security (DHS) certified course: Readiness: Training Identification Preparedness Planning This course teaches participants how to create effective training plans for their agencies and jurisdictions. By evaluating their abilities to meet their emergency operations plan (EOP) using traditional and national preparedness tools, participants can answer the following critical readiness questions: How prepared do we need to be? How prepared are we? How do we prioritize efforts to close the difference? Agencies that plan and train together are much better equipped to successfully respond together. In this course, participants learn a Jurisdiction Training Assessment Process in which an integrated assessment team creates a jurisdictional profile and evaluates their abilities to meet their EOP. Participants are then able to identify and catalog training gaps and identify ways to close them by prioritizing training efforts, developing improvement plans, and implementing a course of action.
