12 WHOSE JOB IS IT ANYWAY?
13 GCIC Responsibilities Operate the CJIS network on a continuous basis Provide procedures, standards and training (to include training materials, guidelines and instructions) necessary for the uniform operation of the network Establish complete control over the network and restrict its use to criminal justice and other authorized agencies (E-911, Public Defenders, mental health etc.) Restrict the use of criminal justice information obtained through network for purposes authorized by law
14 Agency Head Responsibilities Chief Executives (sheriffs, police chiefs, prosecutors, judges, probate, state, clerks etc.) are responsible for their agency s compliance with laws, policies and operational procedures regulating the access to the CJIS network. The agency Chief Executive must ensure
15 Agency Head Responsibilities A TAC is appointed and certified within 90 days of appointment Replacement TACs are appointed immediately and certified within 90 days Notify the Director of GCIC in writing of all primary TAC appointments
16 Agency Head Responsibilities Make sure all the agreements their agency needs are current and signed The user agreement is required for all law enforcement agencies
17 User Agreements Between user agency and GCIC Update the agreement for all agency head changes Each agency is responsible for updating and forwarding to GCIC For compliance - Current (February 2013) agreement must be available for auditor s review
18 Agency Head Responsibilities All agency employees (civilian and sworn) sign current Awareness Statement All agency employees adhere to all GCIC/NCIC policies Written policies and procedures based on the GCIC Council Rules are established to comply with CJIS Network operation policies
19 Agency Head Responsibilities All agency employees who utilize the Georgia CJIS Network are appropriately trained and training documentation is maintained by the agency A Local Agency Security Officer (LASO) is appointed to serve as the agency point of contact (POC) for computer security responsibilities
20 Reasons for a Terminal Agency Coordinator In 1985, the NCIC Advisory Policy Board issued a policy requiring each agency using NCIC services to appoint a Terminal Agency Coordinator (TAC). Then in 1986, The Rules of the GCIC Council were amended to require each agency operating a terminal on Georgia s CJIS Network to appoint a TAC.

22 TAC As a Terminal Agency Coordinator, you will be responsible for assisting your agency and Agency Head in complying with GCIC and NCIC/Nlets: Policies Rules Regulations
23 TAC Responsibilities Complete TAC Training and Refresher courses Notify GCIC of agency changes Maintain CJIS related materials Administer training programs for CJIS Network operations Ensure timely and accurate record entry

Ensure proper handling of Hit Confirmations Ensure Detainer processes are being followed Ensure timely, accurate and complete Validation procedures Implement CJIS policies and procedures CJIS Network audit preparation Other responsibilities designated by GCIC Council Rules and CJIS Security Policy
25 Local Agency Security Officer (LASO)
26 What is a LASO? Identify who is using approved hardware, software and firmware, and ensure no unauthorized individuals or processes have access to CJIS system Identify and document how the equipment is connected to the state system
27 LASO Responsibilities Ensure the approved and appropriate security measures are in place and working (firewalls, etc.) Support policy compliance and ensure the CJIS System Agency (CSA) Information Security Officer (ISO) is promptly informed of security incidents Ensure that IT personnel security screening procedures are being followed as stated in CJIS Security Policy
28 ACCESS TO GCIC SYSTEMS Why so many user IDs and passwords? Access to criminal history record information is restricted and confidential. All GCIC programs are housed and protected behind a SSL/VPN. First, you must gain access to the SSL/VPN then the programs within.
29 The SSL/VPN Think of the SSL/VPN as a bank vault and GCIC programs as the drawers inside. Even if you get in the vault, you still need to get into the drawers! CCH UCR POR The SSL/VPN User ID and Password allows access to GCIC systems through the firewall (the vault). Once inside you still need a separate User ID and Password TO ACCESS each program (the drawers)
