5 WHERE WE VE BEEN The idea: Examining the role and benefits of a state-wide registry. The preparation: Enabling legislation, collaborative partners, technology development, and legal forms creation. The initiation: Testing, training, and the first year s work.
6 WHERE WE VE BEEN: The Idea A computerized database containing all orders of protection issued in the state of Louisiana that could easily be accessed by courts and law enforcement agencies.
7 WHERE WE VE BEEN: The Idea The database would include all civil and criminal orders issued in response to dating or domestic violence.
8 WHERE WE VE BEEN: The Idea Few other states had courtbased registries when LA began to develop one. National registry for orders (NCIC s POF) began in 1995.
9 WHERE WE VE BEEN: The Idea Benefits of a Statewide Registry Enhances victim safety. Enhances LE safety and effectiveness. The creation and use of statewide standardized order forms assures that the full range of protections under state and federal laws is available.
10 WHERE WE VE BEEN: The Idea Additional Benefits Allows the sharing of data with federal databases (NCIC, FBI NICS). Aids courts in arriving at sentencing, probation or case management decisions.
11 WHERE WE VE BEEN: The Preparation 1997 La. legislature passed La. R.S. 46: directing LASC/JAO to establish and maintain the registry, and create uniform order forms.
12 WHERE WE VE BEEN: The Preparation 1997 R.S. 46: also: Directs judges to use the forms. Directs clerks of courts to make forms available and to send orders to the registry.
13 WHERE WE VE BEEN: The Preparation Multi-disciplinary steering committee created for oversight. 6 pilot courts named for initial testing.
