5 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 TOPIC: WIC (SM Base Pay and Basic Allowance for Subsistence (BAS) is counted toward income) EXPLANATION/DISCUSSION: Why? BAS is set for the SM and not the family as per to Army finance; so why (are) we taking that into consideration of SM total income? PROPOSED RECOMMENDATION: WIC family program (Woman, Infant, Children) can or possible removing or not taking the SM BAS into the calculation (for) total income?
6 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 UPDATE: According to the Department of State Health Services Policies CS: 7.0 and CS: 09.0, the reason Base Pay and BAS are counted as income is because they are included with the monthly Gross Pay. WIC is an income based program and Gross pay is used to determine eligibility. WIC treats every family individually as certain entitlements are excluded (COLA and Hostile Fire Pay/Imminent Danger Pay (HFP/IDP).
7 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 TOPIC: KISD Special Education EXPLANATION/DISCUSSION: With the 8.5% Sp. Ed. Cap being lifted, how will KISD start implementing more services for children who need it? PROPOSED RECOMMENDATION: Not provided.
8 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 UPDATE: Ms. Janice Peronto, Ed.D, Executive Director for Special Education, Killeen Independent School District (KISD), reported Killeen Independent School District will continue to ensure a free and appropriate public education for students that meet eligibility as identified by federal and state regulations. The Special Education Representation for the past fiveplus years ( %, %, %, %, %,) fell above the 8.5% Cap, indicating that Killeen ISD students are meeting eligibility requirements and are receiving services.
9 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 TOPIC: East Fort Hood Old PX Building Utilization EXPLANATION/DISCUSSION: Not Provided PROPOSED RECOMMENDATION: Turn the building into a clothing and sales and a gym.
10 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 UPDATE: Pending the availability of funding, the first phase of converting this facility to a gymnasium will be awarded in FY17. Once awarded, this project will construct a complete locker/shower room. As funding becomes available, future projects will be added to increase the functionality of the facility.
11 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 TOPIC: III Corps Track Lines Faded EXPLANATION/DISCUSSION: Many units utilize III Corps track for record APFT. The reflective paint is faded and difficult to see. PROPOSED RECOMMENDATION: Recommend re-painting with reflective paint to uphold standards for APFT testing.
12 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 UPDATE: A project is currently being developed for an FY17 award to perform repairs to Sadowski Field, which includes the restriping of the PT lines.
13 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 TOPIC: Sidewalks along Battalion and Support Avenue are cracked, broken or uneven surfaces. EXPLANATION/DISCUSSION: For Soldiers who exercise outside designated PT hours (due to shift work), the uneven pavement poses a safety hazard for trips and falls, especially during hours of minimal sunlight. PROPOSED RECOMMENDATION: Repair uneven sidewalks. Consider placing more light poles in affected areas.
14 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 UPDATE: We have identified projects to install additional street lights in multiple locations across Fort Hood, to include Battalion and Support Avenues. These projects will be executed by our utility privatization contractor as they assume operations and develop the projects. We will review the areas along Battalion and Support Avenues and make necessary sidewalk repairs as funding allows. Please call DPW Work Reception desk at and report any areas needing repairs.
15 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 TOPIC: Automated CAC Entry at Fort Hood Access Points EXPLANATION/DISCUSSION: Is there any timeline on starting this initiative. We ve been informed thru loose channels that this could start in June PROPOSED RECOMMENDATION: Please provide guidance.
16 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 UPDATE: Automated Installation Entry (AIE 2+) is anticipated to be operational late 2nd QTR early 3rd QTR FY 18. Currently construction site preparation is taking place to for the installation of the required equipment.
17 COMMUNITY EVENTS CALENDAR AND SUGGESTED TOPIC UPDATES SUGGESTED TOPIC April 26, 2017 TOPIC: AAFES priority for uniformed personnel between hours EXPLANATION/DISCUSSION: The priority rule is not enforced. In several incidents, Soldiers waited in line as long as civilians or other SMs not in uniform. PROPOSED RECOMMENDATION: Encourage AAFES personnel to enforce rule(s) during designated hours.
