2 A Message from the Chairs Steve Clarkson, Champaign Fire Department (retired) Joe Gasparich, Illinois Fire Service Institute IL-IMT News Page 2 of 14 From our perspective it seems that the IL-IMT has moved into another phase of team growth and recognition. Work over the past few years of improving relations with IESMA and EMAT along with marketing our team to the other Illinois mobile support teams is paying off. With the deployment of the IL-IMT to the BNSF train derailment incident near Galena and the tornado(s) in Ogle County we have worked hard for the local responders and provided valuable service to the communities involved. Knowing that the IL-IMT will be requested has renewed our effort to be prepared. Over the next few months we will exercise and improve communications during deployments. Team notification and follow up communications is critical to meeting our mission. It is very important that every member ensure their contact information is accurate and updated. Watch for more details on the deployment exercises. We must acknowledge Bob Elliott for his leadership as Co-Chair for the past 18 months. Bob's follow through, attention to details and professionalism has moved the team forward in our relationship with IEMA and IESMA. Thank you Bob for your hard work, commitment and dedication to the IL-IMT. Bob will continue to serve the IL-IMT as the Lead Liaison Officer. Congratulations to Joe Gasparich for his selection as Co-Chair to replace Bob. Please join me in congratulating and welcoming Joe to his new position. We welcome the 16 new team members to the team. Our continued training of team members along with the new team members completing their training is key to be ready for deployments. It is an exciting time for the IL-IMT. It is paramount that we work hard to hold the confidence of those we serve and the value in the eyes of our fellow MST. It is the aim of the Chairs to support the team in doing exactly that. S&J A Message from Past Co-Chair During the last 18 months as IL-IMT Co-Chair it has been a privilege to work with you as we overcame some challenges, coordinated effective training events, improved team readiness and enhanced professional working relationships with ITTF, IEMA and other Mobile Support Teams. With the recent team deployments to the train derailment and tornado coupled with several new members I am encouraged with the team s success. I intend to remain part of that future as the Illinois State Police representative on the Advisory Committee and as Lead Liaison Officer. Captain Robert L. 3 Page 3 of 14 Task Book Changes At the April 23 rd IL-IMT Advisory Committee meeting a recommendation was made from the Qualifications Committee to switch to the position task books developed by the All Hazards Incident Management Association ( The committee adopted the recommendation. Our IMT is a member of that association and along with other state IMTs has had input into the development of new task books. We will be using AHIMTA task books for task books that we will be opening in the future. We will still accept PTBs from FEMA or NWCG and any open books you currently have are still valid. At this time, AHIMTA does not have position task books for all positions and we will still use the FEMA or NWCG books until such time that AHIMTA develops them. We believe that in the long run, these new task books will be more in line with what we are about and will assist us in our responding to assist IMTS in our neighboring states. She is the Illinois Army National Guard Assistant Adjutant General, responsible for overseeing Illinois National Guard Homeland Security response and programs. Her civilian job is Region V Federal Emergency Management Agency Incident Management Assistance Team Leader in Chicago. She is responsible for heading a 12 person-rapid response team assigned to cover FEMA's Region V. This area includes Illinois, Indiana, Ohio, Michigan, Wisconsin, and Minnesota. Their team needs to be "the first ones on the ground, representing the federal government in case of an emergency." General Nadeau provided a briefing to the team on the FEMA IMAT, its role, responsibility and capabilities. The program was well received with discussions for joint training/shadowing. 5 Page 5 of 14 IL-IMT News EMAT & IMT Exercise (Mission IL ) On April 29, 2015 two Illinois Mobile Support Teams, IL-IMT and EMAT (Emergency Management Assistance Team) joined forces in an exercise. The exercise was broken down with three venues. Two field teams (simulating Carbondale and Harrisburg locations) and a EOC simulating operations out of Mt. Vernon. In reality, two EMAT trailers and the Ramada Inn conference room were the actual exercise locations. The purpose of the exercise was for EMAT to gather Disaster Intelligence and produce SIT-REPS. IMT was to produce IAPs for operational periods and the EOC had to coordinate and address the temporatry needs of and relocation of homeless residents after a 7.7 earthquake was recorded along the New Madrid Seismic Zone. Core Capabilities to be tested were Critical Transportation issues, Enviromental Response/Health and Safety, On-Scene Security and Protection and Operational Communications. The exercise demonstrated many strengths and some lessons learned for future situations. Key was the successful intergration of both teams and that they were able to adjust to injects that tried to through them off the battle plan. Both teams and the participating members expressed that the exercise was exciting and provided much insight to our capabilities. IMT members participating in the exercise were: Derek Carle, Steve Shults, Greg Scott, Ed St. Louis, Joe Jones, Rick Scott, Randy Rhodes, Bob Doty, Mike Moos and Eric Hodges. Special thanks to Eric Hodges who stepped up to the plate and worked with EMAT to arrange the details to this exercise.

6 IL-IMT News Page 6 of 14 Radio Reference Radio Reference is a website that provides you access to local first responder radio traffic in many places in the United States including trunked channels. This can be an invaluable tool to use to ascertain the extent of a local emergency or disasters. Radio Reference provides a free service that can be accessed at: IMT Website ( Is Up and Running Both the public and member sides are available at Team members if you need assistance getting into the member side contact Mike Moos for access. We are consistently adding new items to the member resource pages, especially the Stick section. Exhibiting at MABAS and ILEAS Conferences IL-IMT continues its outreach program by exhibiting at fellow MST statewide conferences. The picture on the left shows IL-MABAS (Mutual Aid Box Alarm System) CEO Jay Reardon visiting with Mike Moos at the IMT booth. Both conferences were well attended and provided great opportunities for IL-IMT to explain our program.

11 Page 11 of 14 EMAT & IMT Presentation at Illinois Terrorism Task Force Meeting IL-IMT News Last year IL-IMT approached ITTF Chair Don Kauerauf to ascertain if he would approve the development of a presentation on EMAT and IMT. The purpose of the program was to help explain the teams, how each is functions and how they are dispatched. Don quickly endorsed the project. During the summer, Lead PIO Mike Moos and EM-COM Supervisor Bucky Washam put together a program that was finalized during the winter. Both organizations then reviewed and approved the release of the product. On January 28, 2015, representatives of the EMAT and IL-IMT presented the newly developed PowerPoint program that explains the roles and responsibilities of the teams. The presentation emphasis how the two teams complement each other as they assist local government manage events, emergencies and disasters. The program was well received by members of the ITTF and is available as a downloadable file on the main page of the IL-IMT website located at

We are trained to perform the various positions in the Incident Command System structure. Illinois IMT is self-sufficient with our own supplies and equipment. IMT can provide crucial assistance by: Providing a team made up of different emergency disciplines that looks at your situation from an All Hazard point-of-view. Ed started this endeavor in August of 2012 taking 4 classes each semester on top of his regular Fire Chief, IMT, and Chief s Association duties. Congratulations Ed on a job well done! Danielle Moore has left ILEAS and is now with Footloose Production in Glendale, Arizona. We will miss her on the team and wish her and her family the best of luck in their new endeavors! Greg Scott will be leaving the team due to accepting a new job as Director of Medical Operations for Evolution Health based in Dallas, Texas. Greg served as Director of McLean County Area EMS System for over eight years. Greg will be living in Carrolton, Texas. His cell remains and personal is campin3@aol.com. Best of luck Greg! Jim Schwall retired from RED CENTER on January 28 th of this year. He served Red for 32 years from telecommunicator to Deputy Director.
