Cross) Pages: 11 This instruction establishes the Kunsan AB Safety Program, implements Air Force Policy Directive (AFPD) 91-2, Safety Programs, and Air Force Manual (AFMAN) , Explosives Safety Standards, and Department of Defense (DoD) Std, DoD, Ammunition and Explosives Safety Standards,as supplemented. It applies to all 8 Fighter Wing personnel. All host units, tenant units, contractor agencies, and Munitions Storage Activities Gained by Negotiations of USAF/ROKAF Memorandum (MAGNUM), will adhere to the guidance set forth in this instruction. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route the AF Forms 847 from the field through the appropriate functional chain of command. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) , Management of Records, and disposed of in accordance with Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). The use of the name or mark of any specific manufacturer, commercial product, commodity, or service in this publication does not imply endorsement by the Air Force. 1. Program Description 1.1. The 8 FW Weapons Safety Office (SEW) will coordinate all weapons safety requirements for Kunsan AB. All tenant units must align their weapons safety programs with 8 FW/SEW General Explosive Safety Standards. Air Force explosive safety standards are in AFMAN

2 2 8FWI OCTOBER Explosives Safety Program. A comprehensive program developed to actively manage all aspects of safety involving all materials under the definition of explosives. The wing and tenant units must equally share implementation of an effective explosives safety program and all levels of management, supervision, and operations must support the program Developing Explosive Operating Instructions. If technical orders or safety briefings cover all information listed in AFMAN , para. 7.2 and 7.3, locally developed instructions are not required. However, Additional Duty Weapons Safety Representatives (ADWSR) must ensure locally written instructions are approved and signed by the commander These instructions will be maintained at the operating location Coordinate all locally developed instructions through 8 FW/SEW prior to use and annually thereafter Provide 8 FW/SEW an electronic copy of all unit locally developed instructions Explosive Facility License. Units requiring storage of ammunition and explosives to support a specific explosives operation or mission must obtain approval from 8 FW/SEW FW/SEW will assist the ADWSR with preparation of the AF Form 2047, Explosive Facility License, IAW AFMAN , para The ADWSR will complete the coordination process The license will require unit commander approval and coordination through Security Forces Squadron (Resource Protection), Base Civil Engineering Squadron (Fire Department), and Munitions Accountable Systems Officer (MASO) prior to 8 FW/SEW approval. The MASO must ensure that all units requesting munitions have a properly licensed or sited location to store munitions prior to approving issues Licensed locations where unpackaged electrically initiated explosives (i.e. impulse cartridges) are handled will be equipped with a static bus bar or equivalent to dissipate static electricity. Provide appropriate grounding and bonding in accordance with AFI , Grounding Systems, Table 1, line 12b Explosive Safety Training. Host and tenant unit requirements listed in AFI , The US Air Force Mishap Prevention Program, para will be managed by the appointed ADWSR or through a formal course. Additionally, commanders will be responsible for the following: Ensure unit personnel whose duties involve handling, storage, functioning, transporting, or using explosives are trained and qualified in the tasks performed. Training will be conducted and documented initially upon assignment and annually thereafter Ensure units are developing and using lesson plans and guides to conduct required training. See AFI and AFI /PACAFSUP1, Ch Provide 8 FW/SEW an electronic copy of all unit explosive lesson plans and tests Local Purchase of Munitions. Local purchase of commercial explosives or munitions items is prohibited unless approved through the Commercial off the Shelf (COTS) program. Contact the Munitions Flight (8 MXS/MXMW) for guidance.

3 8FWI OCTOBER Military Working Dog Program. Prior to conducting any Military Working Dog explosive training operation, the K-9 section must coordinate with the Fire Emergency Services Flight and 8 FW/SEW. The K-9 section will adhere to provisions of AFMAN , para. 7.28, DoD STD, para. C9.8.18, and AFMAN , Manual for the Wheeled Operator, while conducting operations Explosive Movement Routes. All explosives ammunition or other hazardous material transported on Kunsan AB will use established routes. Established movement routes are identified on the Base Explosive Map D-8. Maps may be obtained from 8 CES/CEPT These routes do not apply to host or tenant munitions custody or consumption accounts or to base Security Forces explosives detection dog personnel conducting operational training Deviations from established routes must be coordinated with 8 FW/SEW prior to their use and will avoid all key resources and facilities All routes traveled will be direct and will avoid heavily populated or congested base areas as much as possible Except for emergencies, en route stops will not be made Vehicles transporting less than 1,000 lbs Net Explosive Weight (NEW) of hazard class 1.4 munitions only do not require placarding while on Kunsan AB Inspection of Incoming Shipments. All incoming explosive loaded vehicles that did not originate from Kunsan AB will be inspected at the vehicle inspection point prior to further movement on base LRS will inspect all commercial and military motor vehicles carrying explosives. Exception: Security Forces, 35th Air Defense Artillery (ADA) Brigade Patriot North Battalion, and Munitions Flight will perform their own vehicle inspections prior to movement on base These agencies must produce an operating instruction covering transportation procedures for both on and off-base. Coordinate operating instructions through 8 FW/SEW prior to implementation IAW AFMAN , para SEW and Fire Emergency Services Flight will be notified of any vehicle found or suspected to be in a hazardous condition Explosives-Loaded Aircraft Parking. Park explosive-loaded aircraft IAW AFI , Aircraft Operations and Movement on the Ground, AFI , Aircraft and Equipment Maintenance Management, and 8 FWI , Airfield Operations Primary parking, loading, and unloading areas for explosive loaded cargo and combat aircraft are listed on TAB D-8 of Civil Engineering Comprehensive Base Plan (map) per explosive site plans. 8 FW/SEW maintains a file of explosive site plans The flightline area will be placarded at each entry control point (ECP) with hazard class/division 1.1, 1.2, 1.3, or 1.4 IAW AFMAN , para Weapons expeditors will notify the Maintenance Operation Center (MOC), who will in turn notify the Fire Alarm Communication Center, of the following: aircraft tail

4 4 8FWI OCTOBER 2013 number, parking location, class/division, governing symbol, quantity, and type of explosives involved. If pre-positioning munitions for exercises or contingencies, inform MOC that munitions are located on floor. Emergency procedures will be IAW applicable technical orders or checklists Hardened Aircraft Shelter (HAS) door procedures. NEW authorizations are valid at all times unless specifically stated otherwise. Shelter doors will remain closed except for towing, fueling, servicing, run-up, taxiing, CSOs, and short periods to move equipment and munitions. Reference AFMAN , para Shelter doors will be open when operating aerospace ground equipment (AGE) on aircraft in a HAS Shelter doors will be open when conducting aircraft maintenance engine runs Shelter doors must be closed if a break in servicing or maintenance will occur without individuals present for more than 30 minutes Shelter doors will be open upon pilot arrival for launch of aircraft and notification of aircraft landing Hung Ordnance and Jammed Gun Procedures. Follow guidance outlined in 8 FWI , Launch and Recovery of Explosive Loaded Aircraft: End of Runway Procedures and Hung Ordnance/Jammed Gun Procedures Authorized Munitions Storage Areas. Authorized munitions storage locations are listed on TAB D-8 of Civil Engineering Comprehensive Base Plan (map) per explosive site plans. 8 FW/SEW maintains a file of explosive site plans Electro-Magnetic Radiation (EMR) All cellular telephones and two-way type radios except the Motorola Astros must be separated from Electro-Explosive Devices (EEDs) by at least 10 feet when transmitting Motorola Astros must be separated from EEDs by at least 4 inches when transmitting All units deploying to Kunsan AB that bring their own radios must contact 8 FW/SEW prior to using them to schedule an EMR analysis accomplished by 8 FW/CS. 2. Specific Responsibilities Unit Commanders. All commanders having a mission or participating in functions involving explosives or the transportation of explosives are responsible for implementing a mishap prevention program. Commanders will: Enforce safety standards and all mishap prevention procedures Maintain an open line of communication and coordination with the 8 FW/SEW on all directives involving explosives Assign only trained and qualified personnel to perform activities involving explosives or transportation of explosives.

5 8FWI OCTOBER Immediately notify the 8 FW/SEW and the 8 FW Command Post when mishaps occur involving explosives or transportation of explosives. Prompt notification provides 8 FW/SEW time to advise responsible commanders of reporting requirements and accomplish other necessary actions Provide a copy of all incoming and outgoing messages pertaining to explosives or hazardous materials transportation to 8 FW/SEW Review and certify the need to store minimal quantities of explosives within the organization. Submit AF Forms 2047 to 8 FW/SEW for certification and approval Initiate Product Quality Deficiency Reports (PQDR) for defective or malfunctioning explosives or associated components discovered during use, handling, or storage Ensure MOC is notified of the following situations: When an aircraft is loaded or unloaded with explosives, give the aircraft tail number, parking location, and the type of explosives loaded Notify MOC prior to positioning munitions or explosives into or out of HASs or hardstands. This includes pre-positioning munitions for exercises or contingencies Ensure all personnel comply with explosive safety standards for transporting explosives or ammunition Ensure explosives operating instructions are available Coordinate current or future explosive mission changes and needs with 8 FW/SEW Additional Duty Weapons Safety Representatives (ADWSR). ADWSR will: Ensure all munitions devices used for training are activated only in approved areas on Kunsan AB and that all munitions residue (e.g., packing materials, empty munitions cases, boxes, items, etc.) are returned to the Munitions Flight for inspection, certification, or reuse When munitions are deemed unserviceable, ensure they are turned-in within seven days to 8 MXS/MXMW, Munitions Flight. If turn-in cannot be accomplished within the seven days, contact 8 FW/SEW with your scheduled turn-in time Munitions residue will be inspected free-of-explosive and properly packed and certified. Residue will be turned-in to DRMO at least quarterly Send the base fire department a current update of the highest explosive hazard and additional hazards associated with explosive facilities monthly For MSA locations, Munitions Control can the base fire department For flightline explosives locations, MOC can the base fire department FW/SEW will: Coordinate on the Explosives Safety Programs for all wing and tenant units.

6 6 8FWI OCTOBER Serve as a member on committees, boards, or councils and attend meetings, conferences or seminars pertaining to explosives safety Coordinate on all locally-developed (wing/base) plans, publications, or policies concerning explosives transportation safety Advise commanders of explosives transportation safety factors that potentially impact the unit When emergency conditions or operational necessity dictates, advise the wing commander of his or her waiver authority and use of reduced quantity distance criteria IAW AFMAN Review all civil engineering site plans, construction plans, and work orders for consideration of explosives safety standards Coordinate on host-tenant or inter-service agreements requiring 8 FW/SEW support Investigate explosives mishaps and function as the explosives safety member on safety investigation boards IAW AFI , Safety Investigations and Reports Maintain information on higher headquarters or DoD Explosives Safety Board (DDESB) inspections and surveys including all findings and corrective actions taken Train unit ADWSRs Act as the approval authority for, and ensure compliance with, explosives facility-licensing Provide updates to this operating instruction Review reception working group (RWG) requests to verify if deploying units are bringing radios and explosives. See para FW/CP will make weather notifications as outlined in 8FWI , Weather Support Instruction MOC will coordinate with 8 FW/SEW on maintenance functions that involve or impact munitions or hazardous cargo loads th Operations Group Commander. Coordinate with 8 FW/SEW for current or future explosive mission changes and needs OSS/Weather Flight. Notify 8 FW/CP upon receipt of a Lightning Watch or Warning OSS/Airfield Manager will: Ensure explosive loaded cargo or combat aircraft are parked on designated explosive sited locations. Contact 8 FW/SEW office with any concerns for parking aircraft loaded with explosives Coordinate with the 8 FW/CP when aircraft loaded with explosives are arriving or departing Kunsan AB.

7 8FWI OCTOBER Ensure hazardous cargo or combat-loaded aircraft grounding points are available at all parking locations Provide advance notification and aircraft parking locations to Transient Alert th Maintenance Group Commander. Coordinate with 8 FW/SEW for current or future explosive mission changes and needs MXS/Munitions Flight will: Coordinate PQDRs and AFTO Forms 22, Technical Manual (TM) Change Recommendation and Reply regarding explosives and munitions with 8 FW/SEW and Quality Assurance Ensure information on restricted, suspended, and released explosives and ammunition lot numbers is distributed to all affected host and tenant units Ensure proper facilities are available and used for ammunition and explosives receipt, issue, storage, and inspection Upon request, provide the 8 FW/SEW a copy of all authorized ammunition inspectors and list of approved certification officials Ensure all custody or supply point accounts comply with established safety standards for transportation of explosives and ammunition prior to issuing transactions. Standards include proper fire symbols on vehicles, ammunition compatibility, explosives compatibility, fire extinguishers, and any other applicable safety standards Establish procedures for the local purchase of commercial explosives in accordance with AFI , Conventional Munitions Maintenance Management, and coordinate with the 8 FW/SEW When feasible, notify the SF BDOC on estimated arrival time of munitions that will arrive via ground transportation MXS/Transient Alert will: Ensure personnel are trained to identify and comprehend the hazard potential involving parking and ground handling of explosives-laden cargo and transiting combat aircraft Provide transient aircraft grounding equipment, chocks, and fire extinguisher(s) th Mission Support Group Commander. Coordinate with 8 FW/SEW for current or future explosive mission changes and needs th Security Forces Squadron will:

8 8 8FWI OCTOBER Provide authorized entrance and exit of surface carriers transporting explosives or dangerous materials on Kunsan AB to ensure approved routing to proper destinations Ensure surface carriers loaded with explosives or other hazardous materials enter or exit Kunsan AB via North Gate/D Notify Surface Freight, Fire Emergency Services Flight, Munitions Control, and 8FW/SEW when explosive-loaded vehicles arrive at Kunsan AB unannounced Coordinate all tactical or training exercises involving explosives with 8 FW/SEW Upon request, provide 8 FW/SEW a list of all authorized ammunition inspectors and approved certification personnel th Civil Engineer Squadron will: Ensure the Fire Emergency Services Flight maintains a base map or computerized display that identifies all base explosive storage locations and their applicable fire and chemical hazard symbols, including all licensed locations Ensure the Fire Emergency Services Flight maintains current pre-fire plans in accordance with AFI , Fire Emergency Services Program Ensure dispatcher's logs identify fire and chemical hazard symbol changes to explosives locations, notification of inbound or outbound and transiting hazardous cargo, combat-configured aircraft, inbound hazardous cargo-loaded vehicles, and bomb detector dog training Ensure Fire Emergency Services Flight coordinates on all requests to weld, cut, or otherwise use flame-producing equipment around explosives or munitions stocks Coordinate with 8 FW/SEW when updating master plan drawings to ensure explosives quantity distance criteria is complete and accurate for all existing or proposed facilities within explosive clear zones. Quantity distance zones will not be included for proposed facilities until USAF site plan approval is received Coordinate all AF Forms 332, Base Civil Engineer Work Request, AF Forms 103, Base Civil Engineering Work Clearance Request, and DD Forms 1391, FY- Military Construction Project Data, that fall within explosive clear zones with 8 FW/SEW Ensure the Civil Engineering Exterior Electrical Shop maintains a record of all ohm meter readings for each test point tested in munitions storage areas and explosives operating locations. Written reports reflecting actual meter readings and drawings showing actual test locations will be provided to the facility custodian or area custodian for all lightning protection and static ground test points Maintain streets and roads used as primary and alternate explosive routes and roads within the munitions storage areas. Roads must be smooth and meet allweather use standards.

9 8FWI OCTOBER Ensure 8 CES/CEPT works closely with 8 FW/SEW to provide required maps for explosive site plans Ensure Fire Emergency Services Flight maintains copies of all AF Forms th Communications Squadron will: Provide a listing of all on-base RF transmitters to 8 FW/SEW annually. This listing will include the location of each transmitter, frequency (MHz), output wattage, and antenna gain (db) Coordinate on annual Electromagnetic Radiation (EMR) survey th Logistics Readiness Squadron will: Coordinate with the 8 FW/CP when aircraft or vehicles loaded with nonnuclear munitions arrive or depart Kunsan AB Coordinate operating requirements with 8 FW/CP when aircraft loading and unloading activities involve explosives or hazardous materials Ensure vehicle inspections for all explosives and hazardous materials-loaded vehicles arriving or departing Kunsan AB are conducted in accordance with AFMAN Provide guidance to all agencies concerning compliance with Department of Transportation and DoD hazardous material placarding, labeling, packing, and shipping regulations Complete and distribute packaging and handling deficiency reports IAW AFJMAN , Reporting of Supply Discrepancies, when explosives or other hazardous materials are involved Air Traffic Ground Handling Support (ATGHS) will: Coordinate with all appropriate base agencies on inbound or outbound explosivesloaded cargo aircraft Provide munitions placarding support for explosives-loaded cargo aircraft transiting Kunsan AB Ensure personnel are trained to prepare, process, and dispatch explosives and hazardous cargo departure messages Ensure airfreight and ground procedures have been developed for handling military or contract hazardous materials air shipments.
