2 BOARD REPORT Subject: Appointment to Planning Commission, District 4 Date: April 18, 2017 ISSUE: Should the Board appoint Richard Hoard to the Trinity County Planning Commission for the position of District 4 Commissioner, to fill a vacancy which expires on February 4, 2019, as nominated by Supervisor Burton? BACKGROUND: Trinity County Code stipulates in the event of a vacancy on the Planning Commission, that districts supervisor shall nominate a commissioner who is a resident and voter from his or her supervisorial district. The nominee must then be confirmed by a majority vote of all the members of the board of supervisors. On March 23, 2017, the current District 4 Planning Commissioner submitted a letter of resignation. The new appointee will fill the office for the remainder of the unexpired term which ends December 31, DISCUSSION: I wish to appoint Richard Hoard to the position of District 4 Planning Commissioner. Richard has the experience and professionalism I would like to add to the Planning Commission. Richard brings valuable Civil Engineering experience and education. He has a history of projects and accomplishments that position him well as a decision maker and as a team member on the Planning Commission. Richard and his wife have a home in Junction City, and their child attends Junction City Elementary School. Richard is involved in many activities throughout the county. 6 March 27, 2017 Richard Hoard Junction City, CA, Attention: Trinity County Planning Director, Board of Supervisors and interested parties It is my honor to introduce myself for your consideration for the position of Trinity County Planning Commissioner District 4. My connection to Trinity County began 12 years ago when my wife, who is a Junction City native, introduced me to this marvelous place. Since, we have been living on and off in Junction City over the years. Certain stretches of time we have move away to pursue our distinctive careers, but we always keep coming back. After I graduated from UC Davis about 9 months ago, we decided to return to Trinity to make this our permanent residence. The tight-nit Trinity County community has always struck me from the beginning, thus the desire to involve myself fully in supporting, protecting, and improving the quality of life and services we enjoy here. I see this as a great opportunity to take-on this desire in a more meaningful and impactful way by serving as a Commissioner. I believe that my education and work experience combined with my already flourishing community involvement can be an asset. My background in Construction Engineering can contribute to an array of issues in regards to structures, hydrology, roads, permits, construction procedures, and more. Also, the rigors of managing multi-million dollar construction projects attest to my abilities in contract negotiations, budgets, managing pressure in a demanding environment, and a resilient attitude. I pride myself in being diligent and considerate in my affairs, hardworking, future-minded, and perceptive towards a diversity of backgrounds and opinions. For the past few months I have been attending the Planning Commission meetings gathering information and researching on issues and ordinances that are currently of concern. Even though it is understood that this will be a challenging endeavor and there is much to learn, I am up for the challenge.
